自黨中央提出監督(du)執(zhi)紀(ji)(ji)(ji)“四(si)(si)種(zhong)(zhong)形(xing)態(tai)”以(yi)(yi)來(lai),貴州省(sheng)國資委(wei)(wei)紀(ji)(ji)(ji)委(wei)(wei)系統嚴(yan)(yan)格按照(zhao)中紀(ji)(ji)(ji)委(wei)(wei)、省(sheng)紀(ji)(ji)(ji)委(wei)(wei)的安排部署,緊緊圍(wei)繞(rao)“四(si)(si)種(zhong)(zhong)形(xing)態(tai)”要求,進一步(bu)突出抓早(zao)抓小,有效提升監督(du)執(zhi)紀(ji)(ji)(ji)問(wen)責實效。2015年(nian)(nian)9月至2016年(nian)(nian)6月,以(yi)(yi)“第一種(zhong)(zhong)形(xing)態(tai)”提醒警示454人,以(yi)(yi)“第二種(zhong)(zhong)形(xing)態(tai)”給予黨紀(ji)(ji)(ji)輕處(chu)分和(he)組(zu)織處(chu)理52人,以(yi)(yi)“第三種(zhong)(zhong)形(xing)態(tai)”對黨員(yuan)干(gan)(gan)部重(zhong)處(chu)分和(he)重(zhong)大職務調(diao)整33人,以(yi)(yi)“第四(si)(si)種(zhong)(zhong)形(xing)態(tai)”對涉嫌嚴(yan)(yan)重(zhong)違紀(ji)(ji)(ji)違法的黨員(yuan)干(gan)(gan)部立案審查(cha)2人,四(si)(si)種(zhong)(zhong)形(xing)態(tai)執(zhi)紀(ji)(ji)(ji)方式(shi)的占(zhan)比(bi)分別為(wei)83.92%、9.61%、6.10%、0.37%,做到監督(du)執(zhi)紀(ji)(ji)(ji)問(wen)責“四(si)(si)種(zhong)(zhong)形(xing)態(tai)”的常態(tai)、大多數、少(shao)數和(he)極極少(shao)數。
抓(zhua)干部約(yue)(yue)談(tan)(tan)(tan)(tan)。著眼(yan)預防(fang)、點撥、糾(jiu)錯(cuo)、教育全過程,貴(gui)州省國資委(wei)紀委(wei)以約(yue)(yue)談(tan)(tan)(tan)(tan)作為(wei)實施“四種形態”的重要方式,在系統企業開展(zhan)集中“大(da)約(yue)(yue)談(tan)(tan)(tan)(tan)”的基礎上,根據從輕到(dao)重的違(wei)紀演化軌(gui)跡,按照“預防(fang)提(ti)醒談(tan)(tan)(tan)(tan)話(hua)、詢問(wen)警示約(yue)(yue)談(tan)(tan)(tan)(tan)、糾(jiu)錯(cuo)誡(jie)勉約(yue)(yue)談(tan)(tan)(tan)(tan)、問(wen)責處分約(yue)(yue)談(tan)(tan)(tan)(tan)”四類(lei)約(yue)(yue)談(tan)(tan)(tan)(tan)模式,推(tui)進約(yue)(yue)談(tan)(tan)(tan)(tan)常態化。同時,建立“第一種形態”使(shi)用情況督查跟蹤機制,確保(bao)各企業約(yue)(yue)談(tan)(tan)(tan)(tan)措施落實到(dao)位。2016年1至(zhi)5月共約(yue)(yue)談(tan)(tan)(tan)(tan)257人(ren),其中,預防(fang)提(ti)醒談(tan)(tan)(tan)(tan)話(hua)19人(ren),詢問(wen)警示約(yue)(yue)談(tan)(tan)(tan)(tan)127人(ren),糾(jiu)錯(cuo)誡(jie)勉約(yue)(yue)談(tan)(tan)(tan)(tan)103人(ren),問(wen)責處分約(yue)(yue)談(tan)(tan)(tan)(tan)8人(ren)。
抓(zhua)專項(xiang)檢查(cha)(cha)。切(qie)實(shi)(shi)推(tui)進(jin)《中國共(gong)產黨(dang)紀(ji)(ji)律處(chu)分(fen)(fen)條例》的(de)實(shi)(shi)施,貴州(zhou)(zhou)省國資(zi)委(wei)紀(ji)(ji)委(wei)對(dui)29家企(qi)業領(ling)導(dao)(dao)人員執行“六項(xiang)紀(ji)(ji)律”情況(kuang)進(jin)行專項(xiang)檢查(cha)(cha),要(yao)求(qiu)企(qi)業領(ling)導(dao)(dao)班子成(cheng)員和部(bu)分(fen)(fen)中層管理人員根據個人情況(kuang)填(tian)寫存在的(de)問(wen)題(ti)(ti)及個人承諾書,并提出整(zheng)改(gai)措施、明(ming)確整(zheng)改(gai)時限。貴州(zhou)(zhou)省國資(zi)委(wei)紀(ji)(ji)委(wei)匯總填(tian)報情況(kuang),按照干(gan)部(bu)管理權限及“四種形(xing)態(tai)”要(yao)求(qiu)開展執紀(ji)(ji)監督,對(dui)苗頭性(xing)(xing)、傾向性(xing)(xing)問(wen)題(ti)(ti)進(jin)行提醒(xing)談話、約談函詢,對(dui)有可查(cha)(cha)性(xing)(xing)的(de)問(wen)題(ti)(ti)線索進(jin)行調查(cha)(cha)核實(shi)(shi),對(dui)經查(cha)(cha)實(shi)(shi)有違紀(ji)(ji)行為的(de)人員開展立案調查(cha)(cha)并給予相(xiang)應紀(ji)(ji)律處(chu)分(fen)(fen),對(dui)經核實(shi)(shi)已經涉嫌違法的(de)問(wen)題(ti)(ti)移送司法機關處(chu)理。
抓(zhua)線索處置(zhi)。進(jin)一步創(chuang)新信(xin)息收集渠道(dao),拓展問題線索來(lai)源,突出抓(zhua)早抓(zhua)小,不(bu)斷強(qiang)化問題線索處置(zhi),提升執紀(ji)(ji)審(shen)查威懾效果。貴州烏江(jiang)水電(dian)運用“大(da)數據”思維,從(cong)信(xin)訪(fang)舉報、日常監督檢查、審(shen)計監督、網(wang)絡輿情(qing)、職(zhi)工調研座(zuo)談等途徑發現問題,形成問題線索的“大(da)數據”庫,為(wei)進(jin)一步加強(qiang)分析研判,優先處置(zhi)違反(fan)政治(zhi)紀(ji)(ji)律、政治(zhi)規(gui)矩、組織紀(ji)(ji)律、廉潔紀(ji)(ji)律以及違反(fan)中央八項規(gui)定精神的行為(wei)提供線索,真正做到早發現早警示(shi)。
抓制度健全(quan)。貴(gui)州省(sheng)國資委紀(ji)委年初編(bian)印了《貴(gui)州省(sheng)國資委監(jian)管(guan)企業(ye)(ye)黨(dang)(dang)(dang)風廉(lian)(lian)政建(jian)設(she)制度匯編(bian)》,以便企業(ye)(ye)之間(jian)互相學習借鑒。目前,正在組織編(bian)寫監(jian)管(guan)企業(ye)(ye)落實(shi)全(quan)面從嚴(yan)治黨(dang)(dang)(dang)“兩個責任”清(qing)單,紀(ji)檢監(jian)察(cha)監(jian)督(du)(du)、財務審計監(jian)督(du)(du)、監(jian)事會監(jian)督(du)(du)聯席(xi)會議制度,以及監(jian)管(guan)企業(ye)(ye)各級管(guan)理人員廉(lian)(lian)潔自律若干規(gui)定(ding),力(li)求通過責任清(qing)單的形式,落實(shi)全(quan)面從嚴(yan)治黨(dang)(dang)(dang)責任,整(zheng)合監(jian)督(du)(du)資源,形成監(jian)督(du)(du)合力(li)。進一步規(gui)范企業(ye)(ye)領導人員廉(lian)(lian)潔從業(ye)(ye)行(xing)為,推進國有企業(ye)(ye)反腐(fu)倡廉(lian)(lian)建(jian)設(she),扎緊制度籠(long)子,為把握運(yun)用監(jian)督(du)(du)執紀(ji)“四(si)種形態”提供有力(li)保證。
抓巡(xun)(xun)(xun)(xun)視(shi)(shi)整改。貴州(zhou)盤江集(ji)團(tuan)(tuan)、貴州(zhou)省農信社(she)紀(ji)委在(zai)企業(ye)黨委的(de)大力(li)支持下,結(jie)合實際積極探索監(jian)(jian)督(du)機制創新,在(zai)企業(ye)內部開展巡(xun)(xun)(xun)(xun)查監(jian)(jian)督(du)和(he)(he)巡(xun)(xun)(xun)(xun)視(shi)(shi)工(gong)作,盯住(zhu)權力(li)集(ji)中、資(zi)金密集(ji)、資(zi)源富集(ji)的(de)部門和(he)(he)崗(gang)位,在(zai)巡(xun)(xun)(xun)(xun)出問題、找出原(yuan)因(yin)、厘(li)清責(ze)(ze)任、加(jia)強問責(ze)(ze)、督(du)促整改、建章(zhang)立(li)制上(shang)狠下功夫,工(gong)作取得初(chu)步成效。貴州(zhou)盤江集(ji)團(tuan)(tuan)今年(nian)組(zu)成2個(ge)巡(xun)(xun)(xun)(xun)察(cha)監(jian)(jian)督(du)組(zu),對集(ji)團(tuan)(tuan)成員企業(ye)開展巡(xun)(xun)(xun)(xun)察(cha)監(jian)(jian)督(du),實現成員企業(ye)全(quan)覆蓋。貴州(zhou)省農信社(she)在(zai)對1家行社(she)開展崗(gang)位練兵的(de)基礎上(shang),組(zu)成5個(ge)巡(xun)(xun)(xun)(xun)視(shi)(shi)組(zu),完成5家基層行社(she)巡(xun)(xun)(xun)(xun)視(shi)(shi),計劃(hua)到2018年(nian)實現對84家行社(she)的(de)巡(xun)(xun)(xun)(xun)視(shi)(shi)監(jian)(jian)督(du)全(quan)覆蓋。
抓(zhua)工(gong)(gong)(gong)(gong)作(zuo)研討。6月15日(ri),貴州(zhou)省國資委(wei)(wei)紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)召開(kai)準確(que)把握(wo)運(yun)用(yong)(yong)監(jian)(jian)(jian)督(du)執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”工(gong)(gong)(gong)(gong)作(zuo)研討會,28戶監(jian)(jian)(jian)管企(qi)業紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)書(shu)記圍繞國有企(qi)業如(ru)何把握(wo)運(yun)用(yong)(yong)監(jian)(jian)(jian)督(du)執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”進行研討。貴州(zhou)機場集團紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)認(ren)為(wei),用(yong)(yong)好(hao)(hao)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”,目的(de)(de)是(shi)治病救人(ren);實踐好(hao)(hao)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”,有助于提升企(qi)業紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)精準執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)能力;準確(que)把握(wo)運(yun)用(yong)(yong)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”,工(gong)(gong)(gong)(gong)作(zuo)中要對癥下藥。貴州(zhou)省紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)第(di)三紀(ji)(ji)(ji)(ji)(ji)檢(jian)監(jian)(jian)(jian)察室認(ren)為(wei),以往工(gong)(gong)(gong)(gong)作(zuo)是(shi)事后(hou)查處(chu)多(duo)、事前監(jian)(jian)(jian)督(du)少,違(wei)法問(wen)題查得(de)(de)(de)多(duo)、違(wei)紀(ji)(ji)(ji)(ji)(ji)問(wen)題查得(de)(de)(de)少,大案查得(de)(de)(de)多(duo)、小案查得(de)(de)(de)少,點上問(wen)題抓(zhua)得(de)(de)(de)多(duo)、面上問(wen)題思考得(de)(de)(de)少,“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”的(de)(de)提出(chu),是(shi)反(fan)腐倡(chang)廉理(li)論與時俱(ju)進的(de)(de)重(zhong)大創新,是(shi)紀(ji)(ji)(ji)(ji)(ji)律審(shen)查執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)觀念的(de)(de)重(zhong)大轉(zhuan)變,對今(jin)后(hou)工(gong)(gong)(gong)(gong)作(zuo)具有很強的(de)(de)指導性(xing)和針(zhen)對性(xing)。會上,貴州(zhou)省國資委(wei)(wei)黨(dang)委(wei)(wei)書(shu)記、主任黃秋斌從深刻(ke)認(ren)識(shi)把握(wo)監(jian)(jian)(jian)督(du)執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”的(de)(de)重(zhong)要性(xing)、準確(que)把握(wo)監(jian)(jian)(jian)督(du)執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”的(de)(de)基(ji)本內涵、在執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)監(jian)(jian)(jian)督(du)中踐行好(hao)(hao)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”等三個方面談了(le)認(ren)識(shi)、分析了(le)形勢、提出(chu)了(le)要求。通過開(kai)展工(gong)(gong)(gong)(gong)作(zuo)研討,與會人(ren)員進一步加深對“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”的(de)(de)理(li)解認(ren)識(shi),促進各級黨(dang)委(wei)(wei)、紀(ji)(ji)(ji)(ji)(ji)委(wei)(wei)正確(que)把握(wo)運(yun)用(yong)(yong)好(hao)(hao)監(jian)(jian)(jian)督(du)執(zhi)(zhi)(zhi)(zhi)紀(ji)(ji)(ji)(ji)(ji)“四(si)種(zhong)(zhong)(zhong)(zhong)(zhong)形態(tai)(tai)”。
面(mian)對新(xin)形(xing)勢新(xin)要求,下(xia)一步(bu),貴(gui)州省(sheng)國資委紀(ji)委系統將進一步(bu)夯實(shi)(shi)紀(ji)檢(jian)監察(cha)工作基礎,創新(xin)執紀(ji)方式(shi),提升執紀(ji)能力,增(zeng)強(qiang)監督實(shi)(shi)效,嚴(yan)格問(wen)(wen)責追究,讓(rang)“四(si)種形(xing)態(tai)”貫穿于監督執紀(ji)問(wen)(wen)責全過程,推(tui)動全面(mian)從(cong)嚴(yan)治黨取(qu)得(de)實(shi)(shi)效。
