隨著市(shi)屬國有企(qi)業資(zi)產、資(zi)源整(zheng)合到位,國資(zi)國企(qi)改革向縱深推進(jin),近期,連云港市(shi)國資(zi)委立足管資(zi)產向管資(zi)本轉變,充分(fen)借助監事會、聘(pin)任外部董事派駐企(qi)業、“三重(zhong)一大(da)”決策制度等(deng)監管舉措,有力推動(dong)了市(shi)屬國有企(qi)業健康(kang)有序運行。
一是(shi)充分(fen)發揮監(jian)(jian)事會監(jian)(jian)督(du)作(zuo)(zuo)用。市(shi)屬國有企(qi)(qi)(qi)(qi)業監(jian)(jian)事會堅持以財(cai)務監(jian)(jian)督(du)為(wei)核心(xin),不斷提(ti)升履職能(neng)力,深入開(kai)展(zhan)(zhan)監(jian)(jian)督(du)檢(jian)查工(gong)(gong)作(zuo)(zuo)。今年以來(lai),監(jian)(jian)事會在企(qi)(qi)(qi)(qi)業開(kai)展(zhan)(zhan)調(diao)研(yan)工(gong)(gong)作(zuo)(zuo)百(bai)余次(ci)(ci),實施財(cai)務監(jian)(jian)督(du)檢(jian)查18次(ci)(ci),發現問題35條(tiao),提(ti)出工(gong)(gong)作(zuo)(zuo)建(jian)議60條(tiao),列(lie)席(xi)企(qi)(qi)(qi)(qi)業重大會議118次(ci)(ci),完成(cheng)調(diao)研(yan)報告30份(fen)、監(jian)(jian)督(du)檢(jian)查報告3份(fen),發出工(gong)(gong)作(zuo)(zuo)建(jian)議函(han)5份(fen)。通過(guo)開(kai)展(zhan)(zhan)監(jian)(jian)督(du)檢(jian)查工(gong)(gong)作(zuo)(zuo),切實加強企(qi)(qi)(qi)(qi)業監(jian)(jian)管(guan),規范企(qi)(qi)(qi)(qi)業經(jing)營行為(wei),更好(hao)的(de)服務企(qi)(qi)(qi)(qi)業健康發展(zhan)(zhan)。
二是積極推動董(dong)事(shi)(shi)(shi)會規(gui)范(fan)運作。在選(xuan)聘并委(wei)派外部(bu)董(dong)事(shi)(shi)(shi)、加強董(dong)事(shi)(shi)(shi)會制度建設、規(gui)范(fan)外部(bu)董(dong)事(shi)(shi)(shi)考核的基礎上,對市屬監管企(qi)業(ye)董(dong)事(shi)(shi)(shi)會決策(ce)成效提(ti)出明確要(yao)求,對于企(qi)業(ye)董(dong)事(shi)(shi)(shi)會決策(ce)事(shi)(shi)(shi)項不(bu)明確、召開不(bu)及時、準(zhun)備不(bu)充分、決策(ce)成效不(bu)顯(xian)著(zhu)等問題進行(xing)提(ti)醒(xing)和(he)指導,進一步提(ti)升了(le)董(dong)事(shi)(shi)(shi)會科學決策(ce)水平,不(bu)斷(duan)推進市屬監管企(qi)業(ye)董(dong)事(shi)(shi)(shi)會工作規(gui)范(fan)化、科學化、制度化。
三(san)(san)是密(mi)切關(guan)注“三(san)(san)重一大”決(jue)策(ce)事(shi)項(xiang)。按照(zhao)連(lian)云港市委組(zu)織(zhi)部、連(lian)云港市國資委《關(guan)于建立健全市屬國有企(qi)(qi)業“三(san)(san)重一大”決(jue)策(ce)制度實施(shi)辦(ban)法有關(guan)事(shi)項(xiang)的通知》的規定,嚴(yan)格規范企(qi)(qi)業落實黨(dang)委會(hui)、董事(shi)會(hui)、總經理辦(ban)公會(hui)審議或決(jue)策(ce)的“三(san)(san)重一大”事(shi)項(xiang)范圍(wei),嚴(yan)格要求(qiu)企(qi)(qi)業執(zhi)行“三(san)(san)重一大”決(jue)策(ce)方式和程序(xu),對混淆三(san)(san)類會(hui)議的相關(guan)企(qi)(qi)業及時提示,并要求(qiu)迅速(su)整改。
