倍(bei)受關注的山西(xi)清(qing)(qing)理省屬企業欠(qian)(qian)(qian)薪(xin)(xin)欠(qian)(qian)(qian)保(bao)工作,目前已(yi)取得(de)明(ming)顯成(cheng)效(xiao),預防欠(qian)(qian)(qian)薪(xin)(xin)欠(qian)(qian)(qian)保(bao)的長效(xiao)機制正逐步建立健全。截至3月2日,已(yi)清(qing)(qing)理欠(qian)(qian)(qian)薪(xin)(xin)52.2億元,清(qing)(qing)欠(qian)(qian)(qian)率(lv)達95.6%,欠(qian)(qian)(qian)保(bao)清(qing)(qing)理工作也取得(de)突破性進展(zhan)。
此前(qian),山(shan)西省(sheng)國(guo)資(zi)監(jian)管(guan)工作會(hui)議提出,省(sheng)屬企業(ye)清理欠薪欠保(bao)問題,力爭在5月1日前(qian)取得明顯(xian)成效。截至2016年底,山(shan)西國(guo)資(zi)委監(jian)管(guan)的(de)22戶省(sheng)屬企業(ye)累計欠薪54.6億元,目前(qian)還有部(bu)分省(sheng)屬企業(ye)下(xia)屬“僵尸”企業(ye)欠薪2.4億元,這部(bu)分欠薪正(zheng)抓緊處置。
山西省(sheng)(sheng)(sheng)(sheng)委(wei)、省(sheng)(sheng)(sheng)(sheng)政(zheng)府對(dui)省(sheng)(sheng)(sheng)(sheng)屬企(qi)業(ye)清(qing)理(li)欠(qian)薪(xin)欠(qian)保工(gong)(gong)作(zuo)(zuo)高度重(zhong)視(shi)。省(sheng)(sheng)(sheng)(sheng)委(wei)書(shu)記駱惠(hui)寧多次作(zuo)(zuo)出(chu)重(zhong)要(yao)批(pi)示,要(yao)求(qiu)(qiu)切實保障職工(gong)(gong)權益,加大清(qing)欠(qian)力度、提(ti)高清(qing)欠(qian)效率(lv)。省(sheng)(sheng)(sheng)(sheng)長樓陽(yang)生(sheng)多次深入(ru)企(qi)業(ye)調(diao)(diao)研,對(dui)解決(jue)欠(qian)薪(xin)欠(qian)保問題(ti)提(ti)出(chu)工(gong)(gong)作(zuo)(zuo)要(yao)求(qiu)(qiu)。省(sheng)(sheng)(sheng)(sheng)級有關部(bu)門多次召(zhao)開協調(diao)(diao)會,研究解決(jue)辦法(fa)。山西國資(zi)委(wei)明確要(yao)求(qiu)(qiu)省(sheng)(sheng)(sheng)(sheng)屬企(qi)業(ye)作(zuo)(zuo)為“雙清(qing)”工(gong)(gong)作(zuo)(zuo)的(de)責任主(zhu)體,要(yao)積極行動(dong),以動(dong)真(zhen)碰硬的(de)精神,堅決(jue)打贏“雙清(qing)”工(gong)(gong)作(zuo)(zuo)攻堅戰(zhan),在非常時期要(yao)采取壓縮投資(zi)、資(zi)產變(bian)現、產權出(chu)讓(rang)、股權置換、調(diao)(diao)整薪(xin)酬分配政(zheng)策等非常之舉推進問題(ti)解決(jue)。
各省屬(shu)企業充分發揮黨組織的核(he)心作用,主(zhu)動擔責(ze),多措(cuo)(cuo)并舉,紛(fen)紛(fen)結合自(zi)身實際制定(ding)清(qing)欠方案,明(ming)確清(qing)欠時(shi)間(jian)節點、措(cuo)(cuo)施(shi)、責(ze)任主(zhu)體和問責(ze)辦法(fa),積極梳理在建、擬建項目,進(jin)一步壓縮無效(xiao)投資(zi)(zi),并積極協(xie)調金融機構,通過資(zi)(zi)產(chan)抵押、盤(pan)活(huo)閑置資(zi)(zi)產(chan)等形式籌措(cuo)(cuo)資(zi)(zi)金。各集團還對所屬(shu)企業提供資(zi)(zi)金擔保、協(xie)助融資(zi)(zi),解(jie)決所屬(shu)企業資(zi)(zi)金問題(ti)。
