兗礦(kuang)集團南(nan)屯礦(kuang)面對(dui)生(sheng)產條(tiao)件復雜、經濟形(xing)勢嚴峻等諸多困(kun)難,多措(cuo)并舉(ju)(ju)、化危為(wei)機,緊緊圍(wei)繞(rao)“轉(zhuan)型(xing)提(ti)效、科學發(fa)展(zhan)”主(zhu)線(xian),強嚴管(guan)理(li)保障安(an)(an)全(quan)(quan)(quan)、科學組(zu)織精細配采、優化完(wan)善(shan)管(guan)理(li)手段,傳壓力、聚合力、轉(zhuan)作(zuo)風、創價(jia)值,確(que)保各(ge)項(xiang)工(gong)作(zuo)有序高(gao)效推進。一(yi)(yi)是重(zhong)新界定各(ge)級安(an)(an)全(quan)(quan)(quan)主(zhu)體責任(ren),修訂完(wan)善(shan)安(an)(an)全(quan)(quan)(quan)管(guan)理(li)制(zhi)(zhi)(zhi)度以及安(an)(an)全(quan)(quan)(quan)生(sheng)產責任(ren)制(zhi)(zhi)(zhi)、細化班(ban)組(zu)安(an)(an)全(quan)(quan)(quan)管(guan)理(li)規(gui)定等。制(zhi)(zhi)(zhi)定關于貫徹《煤礦(kuang)礦(kuang)長保護(hu)礦(kuang)工(gong)生(sheng)命安(an)(an)全(quan)(quan)(quan)七條(tiao)規(gui)定》分工(gong)細則(ze),明確(que)分管(guan)領導、業務部門責任(ren),逐(zhu)(zhu)(zhu)條(tiao)排(pai)查落實(shi)(shi)。嚴格實(shi)(shi)施(shi)“四級”安(an)(an)全(quan)(quan)(quan)風險評(ping)估管(guan)理(li),在(zai)現場執(zhi)行(xing)“禁區(qu)(qu)”管(guan)理(li),對(dui)34類能(neng)量釋放區(qu)(qu)掛牌隔(ge)離。嚴格實(shi)(shi)施(shi)安(an)(an)全(quan)(quan)(quan)“禁區(qu)(qu)”管(guan)理(li)和(he)“三(san)(san)位一(yi)(yi)體”安(an)(an)全(quan)(quan)(quan)確(que)認制(zhi)(zhi)(zhi)度。扎實(shi)(shi)開(kai)展(zhan)“提(ti)境界、嚴警示、強管(guan)理(li)、保開(kai)局”、“抓基層、嚴制(zhi)(zhi)(zhi)度、重(zhong)落實(shi)(shi)、保安(an)(an)全(quan)(quan)(quan)”主(zhu)題活動,逐(zhu)(zhu)(zhu)級簽訂安(an)(an)全(quan)(quan)(quan)目(mu)標責任(ren)書、承(cheng)諾書,為(wei)每名職工(gong)建立安(an)(an)全(quan)(quan)(quan)誠信檔案,實(shi)(shi)行(xing)安(an)(an)全(quan)(quan)(quan)誠信積分、實(shi)(shi)時預警。利用工(gong)班(ban)長例會(hui)等形(xing)式,實(shi)(shi)施(shi)反面典型(xing)教育(yu)。對(dui)照公(gong)司制(zhi)(zhi)(zhi)度執(zhi)行(xing)和(he)基礎(chu)管(guan)理(li)等“六查”內容進行(xing)剖析檢查。組(zu)織各(ge)層次安(an)(an)全(quan)(quan)(quan)培(pei)訓、作(zuo)業規(gui)程閉(bi)卷考試。嚴抓采掘、機電新工(gong)人(ren)崗前安(an)(an)全(quan)(quan)(quan)技能(neng)培(pei)訓。對(dui)安(an)(an)全(quan)(quan)(quan)不(bu)放心(xin)人(ren)采取強化培(pei)訓、崗位調整舉(ju)(ju)措(cuo)。強化安(an)(an)全(quan)(quan)(quan)績效考核(he),全(quan)(quan)(quan)員業績“六精”考核(he)突(tu)出安(an)(an)全(quan)(quan)(quan)一(yi)(yi)票否決(jue),逐(zhu)(zhu)(zhu)級從(cong)嚴問責。有序推進夏季“三(san)(san)防(fang)”工(gong)作(zuo)。
結(jie)(jie)合地質條件復雜的(de)實際,該礦堅持厚(hou)薄配采、多種(zhong)采煤工(gong)藝相結(jie)(jie)合,加(jia)強(qiang)(qiang)生產(chan)(chan)調度、配件供應、技術(shu)指導和(he)(he)定(ding)向包保(bao)。嚴格(ge)落實頂板管(guan)(guan)理、防沖解危等(deng)安(an)全技術(shu)措施(shi),加(jia)強(qiang)(qiang)勞動(dong)組(zu)(zu)織和(he)(he)設備維護(hu),盡最大限度減少(shao)影響生產(chan)(chan)時間(jian),努力(li)穩(wen)定(ding)厚(hou)煤層(ceng)(ceng)產(chan)(chan)量(liang)(liang)(liang)。加(jia)強(qiang)(qiang)工(gong)作面放煤管(guan)(guan)理,最大限度回收(shou)資源。在(zai)薄煤層(ceng)(ceng)硫化鐵結(jie)(jie)核多、煤質硬、過(guo)斷層(ceng)(ceng)等(deng)困難條件下,科(ke)學搭(da)配機采炮采工(gong)藝,深化實施(shi)沿空(kong)留巷技術(shu),優(you)化施(shi)工(gong)組(zu)(zu)織和(he)(he)勞動(dong)組(zu)(zu)合,薄煤層(ceng)(ceng)產(chan)(chan)量(liang)(liang)(liang)保(bao)持穩(wen)定(ding)。1至4月(yue)累計完(wan)成高硫煤產(chan)(chan)量(liang)(liang)(liang)18.4萬(wan)噸、邊角煤21萬(wan)噸,薄(邊)煤產(chan)(chan)量(liang)(liang)(liang)占(zhan)商(shang)品煤總量(liang)(liang)(liang)的(de)比重超過(guo)40%。
面(mian)對(dui)嚴峻經濟(ji)形(xing)勢,牢固樹立艱苦奮斗、過緊日子的思想,多措并(bing)舉降(jiang)本降(jiang)耗(hao)、提質增效。一方(fang)面(mian)嚴格成本費用(yong)控(kong)(kong)制(zhi),大幅壓縮預算支出,該礦(kuang)制(zhi)訂(ding)經營(ying)指標考核(he)管(guan)理辦(ban)法(fa),目標量化分(fen)解(jie),聯(lian)職聯(lian)責聯(lian)薪(xin),形(xing)成分(fen)管(guan)領導承包、部(bu)門(men)包掛、單(dan)位控(kong)(kong)制(zhi)的模擬利(li)(li)潤管(guan)控(kong)(kong)機制(zhi)。1到(dao)4月(yue)份材料費節約(yue)915萬(wan)元(yuan),同比降(jiang)低(di)37%;可(ke)控(kong)(kong)管(guan)理費比預算降(jiang)低(di)8%,同比降(jiang)低(di)52%;修舊利(li)(li)廢累計1126萬(wan)元(yuan)。同時,強化源頭煤(mei)流矸石控(kong)(kong)制(zhi),半煤(mei)巖分(fen)打分(fen)裝分(fen)運(yun),高硫煤(mei)單(dan)運(yun)單(dan)提單(dan)儲。除高硫煤(mei)無法(fa)入洗(xi)外,其(qi)余全部(bu)入洗(xi)。礦(kuang)井水深度處(chu)理循環利(li)(li)用(yong),工(gong)廠區(qu)地(di)下水零采取,中(zhong)水復用(yong)率80%以上。
