翻開宜(yi)昌公(gong)交(jiao)集團的(de)發(fa)展(zhan)史冊(ce),展(zhan)現(xian)在(zai)人(ren)們面前是一(yi)幅幅絢麗多姿的(de)畫卷,同時留下2300名干部(bu)職工解放思想,赤誠奉獻,忠誠履行社會責任的(de)閃光足跡——
近5年(nian)中(zhong)公交(jiao)營運(yun)線路從(cong)35條(tiao)增加(jia)到69條(tiao),營運(yun)車輛從(cong)445臺(tai)增加(jia)到 868臺(tai),城(cheng)區萬(wan)(wan)人(ren)(ren)擁有公交(jiao)標臺(tai)數達到9.6標臺(tai);日(ri)客運(yun)量52萬(wan)(wan)人(ren)(ren)次;新增30多個公交(jiao)站和(he)便民(min)站點(dian);為(wei)65歲以上老(lao)年(nian)人(ren)(ren)、殘疾人(ren)(ren)、傷殘軍人(ren)(ren)、現役軍人(ren)(ren)提供免費(fei)乘車服務……
一、 倡導低碳出行,做好節(jie)能減排(pai)。
隨著時代的(de)發展和社(she)會(hui)的(de)進(jin)步,人們的(de)節能減排意識日益加強,已(yi)充分(fen)認識到節能環保(bao)(bao)對保(bao)(bao)護生存(cun)環境(jing)的(de)重要意義。坐公(gong)(gong)(gong)交(jiao)(jiao)車代替開私家車,促進(jin)節能環保(bao)(bao),在許多市(shi)(shi)民心中(zhong)已(yi)經達成共(gong)識。為了(le)發揮城市(shi)(shi)公(gong)(gong)(gong)共(gong)交(jiao)(jiao)通對推行節能減排的(de)重要作(zuo)用。近年(nian)來,宜昌公(gong)(gong)(gong)交(jiao)(jiao)在為乘(cheng)客提(ti)(ti)供“快(kuai)捷(jie)、安全、方便、舒適(shi)”的(de)公(gong)(gong)(gong)交(jiao)(jiao)服務的(de)同時,加大(da)技術創新(xin)力度,大(da)力實(shi)施了(le)“綠(lv)色公(gong)(gong)(gong)交(jiao)(jiao)建設”和“車輛裝備提(ti)(ti)升”兩大(da)工程,有(you)效分(fen)擔(dan)了(le)一(yi)部分(fen)節能減排的(de)社(she)會(hui)責(ze)任。
2007年(nian)以(yi)來,面對燃油(you)大(da)幅(fu)度、高頻率漲價(jia)形勢,為(wei)降低營(ying)運(yun)成(cheng)本,減少(shao)汽(qi)(qi)車(che)(che)尾氣(qi)對空氣(qi)的(de)污染,集團公(gong)(gong)司(si)大(da)力實(shi)施油(you)改氣(qi)工(gong)程。吸(xi)引社會民營(ying)投資3000萬(wan)元(yuan),在(zai)西陵區(qu)、伍家(jia)崗區(qu)和宜(yi)昌開(kai)發(fa)區(qu)建設(she)了4座(zuo)CNG加氣(qi)站。并(bing)向銀行貸款500萬(wan)元(yuan),對所有車(che)(che)輛進(jin)行燃料系統改造,使(shi)穿梭在(zai)宜(yi)昌大(da)街小巷的(de)公(gong)(gong)交(jiao)車(che)(che)全(quan)部(bu)使(shi)用“CNG”天然(ran)氣(qi)為(wei)動力運(yun)行。實(shi)驗(yan)表明:1立方(fang)米天然(ran)氣(qi)可行使(shi)的(de)里程,與1.1升汽(qi)(qi)油(you)相當(dang)。綜(zong)合比(bi)照燃料成(cheng)本比(bi)使(shi)用汽(qi)(qi)油(you)便(bian)宜(yi)近(jin)30%,而且環保價(jia)值高。天然(ran)氣(qi)能完全(quan)燃燒(shao),基(ji)本無污染,與燃油(you)車(che)(che)相比(bi),CNG公(gong)(gong)交(jiao)車(che)(che)的(de)尾氣(qi)二氧化(hua)碳排放量(liang)(liang)減少(shao)25%,氮氧化(hua)合物排放量(liang)(liang)減少(shao)80%。尾氣(qi)中的(de)有害物質排放量(liang)(liang)只相當(dang)于汽(qi)(qi)油(you)公(gong)(gong)交(jiao)車(che)(che)的(de)13%,噪音降低約10%,并(bing)根除(chu)了對人體(ti)危(wei)害極大(da)的(de)四乙鉛的(de)排放。
為提升車(che)輛(liang)裝(zhuang)備水平,集團公(gong)(gong)(gong)(gong)司(si)還不(bu)斷(duan)加快車(che)輛(liang)更新。三年共(gong)購置(zhi)(zhi)公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)車(che)輛(liang)276臺(tai)(tai),淘汰了(le)車(che)況(kuang)差、排(pai)放不(bu)達標、已(yi)無修復價值的(de)(de)營運車(che)輛(liang)139臺(tai)(tai),使城(cheng)區擁有車(che)輛(liang)標臺(tai)(tai)數(shu)提高10%。按照節(jie)能(neng)環保(bao)的(de)(de)要求,新購置(zhi)(zhi)車(che)輛(liang)經多(duo)(duo)方面(mian)性價比分(fen)析(xi),采用(yong)了(le)質(zhi)量信(xin)譽度高的(de)(de)鄭(zheng)州宇(yu)通(tong)客車(che),在車(che)輛(liang)部件選擇上采用(yong)玉柴發(fa)動(dong)(dong)機、方盛車(che)橋(qiao)、前盤后鼓制(zhi)動(dong)(dong)器,動(dong)(dong)力轉(zhuan)向,雙管路氣壓(ya)制(zhi)動(dong)(dong)等部件,增(zeng)加了(le)安(an)全(quan)設(she)施的(de)(de)配置(zhi)(zhi),加裝(zhuang)了(le)緩速(su)器等,提高了(le)車(che)輛(liang)可靠性、安(an)全(quan)性和(he)駕駛舒適性。雖然公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)還有部分(fen)老舊車(che)輛(liang),但宜(yi)昌(chang)公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)集團負(fu)責人表示,我們(men)宜(yi)昌(chang)公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)總共(gong)擁有公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)車(che)輛(liang)800余部,如果(guo)每一(yi)輛(liang)公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)車(che)在節(jie)能(neng)減排(pai)上都能(neng)取得一(yi)點效果(guo),那(nei)對整個城(cheng)市的(de)(de)節(jie)能(neng)減排(pai)工作將起到(dao)一(yi)定的(de)(de)推動(dong)(dong)作用(yong)。如果(guo)我們(men)的(de)(de)公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)車(che)能(neng)夠(gou)做到(dao)服(fu)務優質(zhi)、乘坐舒適、出行(xing)便利,吸(xi)引越來越多(duo)(duo)的(de)(de)市民特別是私家車(che)主(zhu)乘坐公(gong)(gong)(gong)(gong)交(jiao)(jiao)(jiao)車(che),那(nei)對推動(dong)(dong)城(cheng)市節(jie)能(neng)減排(pai)就(jiu)有了(le)更進一(yi)步的(de)(de)意義。
加(jia)(jia)強制度(du)(du)(du)管(guan)(guan)理(li)(li)(li)(li),規(gui)范節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)工(gong)作。為(wei)貫徹《節約(yue)能(neng)(neng)源法》等相關法律法規(gui),積極落(luo)實《市委、市人(ren)民(min)政(zheng)府關于(yu)進(jin)一步(bu)加(jia)(jia)強節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)工(gong)作的意見》,集團公(gong)司嚴(yan)格按照(zhao)《年度(du)(du)(du)責任目標》要求,明(ming)確(que)責任,加(jia)(jia)強組(zu)(zu)織領(ling)導,秉承綠色(se)環(huan)(huan)保(bao)(bao)的理(li)(li)(li)(li)念,將節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)工(gong)作納入“星級(ji)管(guan)(guan)理(li)(li)(li)(li)、星級(ji)服務(wu)”制度(du)(du)(du)。逐級(ji)成(cheng)(cheng)立了(le)節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)領(ling)導小組(zu)(zu),公(gong)司成(cheng)(cheng)立了(le)30多個氣耗攻(gong)關小組(zu)(zu),節能(neng)(neng)工(gong)作指標對(dui)各(ge)級(ji)管(guan)(guan)理(li)(li)(li)(li)人(ren)員及(ji)駕(jia)駛(shi)員進(jin)行經濟考核,實行節獎超罰。在管(guan)(guan)理(li)(li)(li)(li)上(shang)還形成(cheng)(cheng)了(le)能(neng)(neng)耗定期分析制度(du)(du)(du)、路查(cha)制度(du)(du)(du)、一對(dui)一幫教制度(du)(du)(du)、故障(zhang)車(che)不上(shang)路制度(du)(du)(du)、車(che)輛(liang)(liang)(liang)尾氣排(pai)(pai)放匯報制度(du)(du)(du)等,定期分析車(che)輛(liang)(liang)(liang)能(neng)(neng)耗情況,及(ji)時(shi)發現(xian)異常(chang)車(che)輛(liang)(liang)(liang),做到事后分析,事前控制。加(jia)(jia)大(da)路查(cha)力度(du)(du)(du),抓日常(chang)維(wei)護檢查(cha),凡冒黑煙、高能(neng)(neng)耗車(che)輛(liang)(liang)(liang)一律作為(wei)故障(zhang)處理(li)(li)(li)(li)加(jia)(jia)強車(che)輛(liang)(liang)(liang)維(wei)修。同(tong)時(shi),公(gong)司通過(guo)強化駕(jia)駛(shi)員的技(ji)能(neng)(neng)培訓,來提升節能(neng)(neng)環(huan)(huan)保(bao)(bao)效果。公(gong)司將節能(neng)(neng)標兵組(zu)(zu)織起來,編寫《公(gong)交(jiao)車(che)節能(neng)(neng)環(huan)(huan)保(bao)(bao)操作法》,在公(gong)司范圍內巡回演講(jiang),為(wei)更多的駕(jia)駛(shi)員搞好節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)工(gong)作打(da)下基礎。開展各(ge)種行之有效的節能(neng)(neng)減(jian)(jian)(jian)排(pai)(pai)競賽活動,涌現(xian)出了(le)宋俊(jun)明(ming)、鐘安武等一批節能(neng)(neng)技(ji)術(shu)標兵。
二、加強信(xin)息化建設,提高科學管理(li)水平。
宜昌(chang)公(gong)交(jiao)的(de)信息化(hua)建設(she)起(qi)(qi)步于2009年(nian)。近年(nian)來,宜昌(chang)公(gong)交(jiao)充(chong)分利用現代科技成(cheng)果,不(bu)斷(duan)提高自(zi)主創新能力,推進(jin)公(gong)交(jiao)智能化(hua)建設(she)。2009年(nian),公(gong)司(si)成(cheng)立(li)了(le)信息中(zhong)心,由(you)初步的(de)IC卡電子收費系(xi)(xi)統(tong)、VPN城域(yu)網、公(gong)司(si)網站等平(ping)(ping)臺起(qi)(qi)步,在三年(nian)多時間里陸續建設(she)完成(cheng)了(le)車輛(liang)監控系(xi)(xi)統(tong)、公(gong)司(si)OA信息平(ping)(ping)臺、智能調度(du)系(xi)(xi)統(tong)、ERP綜合管理(li)系(xi)(xi)統(tong)等信息共(gong)享(xiang)平(ping)(ping)臺,使公(gong)交(jiao)科學管理(li)水平(ping)(ping)得到了(le)很大幅度(du)的(de)提高。

2011年公司立(li)足GPS系(xi)統(tong),將運(yun)調管(guan)理(li)、人力資源管(guan)理(li)、車輛技術等(deng)逐步(bu)納(na)入ERP綜合(he)信息平(ping)臺建(jian)設(she)中,現通(tong)過(guo)已建(jian)立(li)并試運(yun)行(xing)(xing)的營運(yun)管(guan)理(li)、運(yun)行(xing)(xing)監管(guan)、報(bao)(bao)表(biao)管(guan)理(li)三大類,計劃排(pai)班、考勤(qin)管(guan)理(li)、車次管(guan)理(li)、燃料消耗(hao)、票(piao)款(kuan)收入、車輛運(yun)行(xing)(xing)、生產日報(bao)(bao)、統(tong)計報(bao)(bao)表(biao)等(deng)10多項37個(ge)ERP報(bao)(bao)表(biao),并通(tong)過(guo)OA上傳了(le)(le)十四(si)個(ge)電子報(bao)(bao)表(biao),通(tong)過(guo)辦公系(xi)統(tong)開辟(pi)了(le)(le)“服務投訴反饋”“安全保衛反饋”,其監管(guan)的及(ji)時性、考核的科學(xue)性顯(xian)而易見,凸顯(xian)了(le)(le)提(ti)升企業經(jing)營管(guan)理(li)能級的作用。目前,宜昌公交(jiao)還(huan)在進一(yi)步(bu)優化網(wang)絡,加強網(wang)絡之(zhi)間的相互(hu)融合(he),為百姓出(chu)行(xing)(xing)提(ti)供更先(xian)進、更科學(xue)的出(chu)行(xing)(xing)方式。

公共交通是(shi)公共服務體系的(de)重要(yao)組成部分,與其他企(qi)業不(bu)同(tong),在承擔社會責(ze)任、建設和(he)諧社會方面擔負的(de)義務更(geng)多、也更(geng)直接(jie)。宜昌公交始終(zhong)把積極承擔社會責(ze)任作為(wei)創建城市公交文(wen)明服務品(pin)牌的(de)重要(yao)內容,認真予以落(luo)實(shi)。近年(nian)來(lai),公交運營成本持續(xu)上(shang)漲,給企(qi)業帶(dai)來(lai)沉重負擔,宜昌公交從(cong)大局(ju)出發,帶(dai)領職工克服重重困(kun)難,將票價始終(zhong)保(bao)持在2000年(nian)的(de)水平(ping)(ping)上(shang),并堅持對(dui)65歲(sui)以上(shang)老(lao)年(nian)人(ren)、現役士(shi)兵、傷殘軍警、盲人(ren)和(he)下(xia)肢殘疾人(ren)、低保(bao)殘疾人(ren)實(shi)行(xing)免(mian)費乘(cheng)車(che),對(dui)學(xue)生實(shi)行(xing)優惠乘(cheng)車(che),每(mei)年(nian)社會貢獻額達到2200萬元,使(shi)城市居民群(qun)眾(zhong)的(de)人(ren)均出行(xing)成本僅(jin)為(wei)0.823元/人(ren)次(ci),比省(sheng)會武漢平(ping)(ping)均數低19%。為(wei)了(le)滿足群(qun)眾(zhong)多樣化的(de)出行(xing)需求,公司相(xiang)繼推出大站快車(che)、區(qu)間車(che)、支線車(che)、學(xue)生專線車(che)、小區(qu)班車(che)和(he)超市班車(che)等特色線路,讓更(geng)多群(qun)眾(zhong)享受到公交優先帶(dai)來(lai)的(de)便利。
