山東鋼鐵集(ji)(ji)(ji)團(tuan)(tuan)(tuan)“六機(ji)制(zhi)(zhi)(zhi)”推動企業全面(mian)(mian)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理升(sheng)級。一(yi)是建立預警指(zhi)標(biao)動態監控機(ji)制(zhi)(zhi)(zhi)。按(an)(an)照(zhao)重(zhong)(zhong)大風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)應對策(ce)略中關(guan)鍵指(zhi)標(biao)的(de)設置情(qing)況,將指(zhi)標(biao)分解到不同的(de)單位(wei)(wei)和部門,并(bing)(bing)(bing)指(zhi)定(ding)專人(ren)負(fu)責(ze),按(an)(an)照(zhao)設定(ding)周期向風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)系統中錄(lu)入指(zhi)標(biao)變(bian)化(hua)信(xin)(xin)息(xi)(xi)(xi)。對于財(cai)務、投(tou)資等重(zhong)(zhong)要(yao)信(xin)(xin)息(xi)(xi)(xi),按(an)(an)季度(du)向集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)提(ti)交(jiao)預警指(zhi)標(biao)監控報(bao)告,詳(xiang)細分析關(guan)鍵指(zhi)標(biao)變(bian)化(hua)趨勢。二是建立重(zhong)(zhong)大事(shi)項(xiang)專項(xiang)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)評估機(ji)制(zhi)(zhi)(zhi)。根(gen)據(ju)集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)經營管(guan)(guan)(guan)(guan)理和重(zhong)(zhong)大事(shi)項(xiang)決(jue)(jue)策(ce)的(de)需要(yao),經集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理領導小組(zu)提(ti)名,對于超出一(yi)定(ding)金(jin)額以上的(de)投(tou)資、融(rong)資或(huo)其他(ta)重(zhong)(zhong)要(yao)決(jue)(jue)策(ce)項(xiang)目,由(you)主責(ze)部門牽頭,集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理領導小組(zu)辦公室及其他(ta)相關(guan)單位(wei)(wei)參與(yu),形成(cheng)專項(xiang)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)評估報(bao)告提(ti)交(jiao)公司(si)(si)(si)(si)領導決(jue)(jue)策(ce)。三是完(wan)(wan)善重(zhong)(zhong)大風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理情(qing)況監督機(ji)制(zhi)(zhi)(zhi)。對各單位(wei)(wei)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理工作開展情(qing)況進行過程監督,并(bing)(bing)(bing)根(gen)據(ju)實際需要(yao)對有關(guan)單位(wei)(wei)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)控制(zhi)(zhi)(zhi)情(qing)況進行動態抽查,不定(ding)期組(zu)織有關(guan)人(ren)員到各單位(wei)(wei)進行專題(ti)調(diao)研和座談,了解重(zhong)(zhong)大風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)控情(qing)況。四(si)是完(wan)(wan)善工作考(kao)核(he)(he)(he)機(ji)制(zhi)(zhi)(zhi)。根(gen)據(ju)全面(mian)(mian)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理考(kao)核(he)(he)(he)制(zhi)(zhi)(zhi)度(du),按(an)(an)照(zhao)季度(du)考(kao)核(he)(he)(he)、月(yue)度(du)兌現的(de)方式(shi)對各單位(wei)(wei)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理工作進行考(kao)核(he)(he)(he),定(ding)期向集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理委(wei)員會提(ti)交(jiao)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理考(kao)核(he)(he)(he)方案(an)。五是完(wan)(wan)善風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)信(xin)(xin)息(xi)(xi)(xi)溝通(tong)機(ji)制(zhi)(zhi)(zhi)。以集(ji)(ji)(ji)團(tuan)(tuan)(tuan)公司(si)(si)(si)(si)全面(mian)(mian)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)系統為平臺,完(wan)(wan)善風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)信(xin)(xin)息(xi)(xi)(xi)渠道建設,逐(zhu)步建立全員參與(yu)、分級控制(zhi)(zhi)(zhi)的(de)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)交(jiao)流(liu)機(ji)制(zhi)(zhi)(zhi)。各風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理單位(wei)(wei)按(an)(an)照(zhao)風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)通(tong)報(bao)的(de)有關(guan)規定(ding)和要(yao)求及時(shi)、準確報(bao)送風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)理信(xin)(xin)息(xi)(xi)(xi)。六是完(wan)(wan)善公司(si)(si)(si)(si)應急(ji)管(guan)(guan)(guan)(guan)理機(ji)制(zhi)(zhi)(zhi)。根(gen)據(ju)生產(chan)經營活動中可能(neng)出現的(de)重(zhong)(zhong)大突發性事(shi)件(jian),各單位(wei)(wei)制(zhi)(zhi)(zhi)定(ding)并(bing)(bing)(bing)完(wan)(wan)善應急(ji)預案(an),明確風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)控制(zhi)(zhi)(zhi)措施(shi),劃分風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)管(guan)(guan)(guan)(guan)控責(ze)任,并(bing)(bing)(bing)根(gen)據(ju)公司(si)(si)(si)(si)內外(wai)部環境變(bian)化(hua)適時(shi)調(diao)整(zheng)應急(ji)預案(an)內容,使突發風(feng)(feng)(feng)(feng)險(xian)(xian)(xian)(xian)事(shi)件(jian)在正常受控范圍之內。專業主管(guan)(guan)(guan)(guan)部門定(ding)期組(zu)織開展應急(ji)預案(an)演練(lian),提(ti)升(sheng)突發事(shi)件(jian)處理能(neng)力。
