山東重工濰柴集團多措并舉提高投資管理水平
山東重工濰柴集(ji)團運用(yong)精(jing)益(yi)管(guan)(guan)(guan)理(li)(li)(li)理(li)(li)(li)念,積極改(gai)進投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)方(fang)法,健全制(zhi)(zhi)度(du)流(liu)(liu)程(cheng),提(ti)升員(yuan)工素質,完(wan)善項(xiang)目(mu)(mu)(mu)后評(ping)(ping)價,研(yan)究(jiu)政策(ce)動(dong)態,努力實(shi)(shi)(shi)現投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)回報最(zui)大(da)化。一是規范(fan)流(liu)(liu)程(cheng)制(zhi)(zhi)度(du),搭建投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)控體系。運用(yong)精(jing)益(yi)管(guan)(guan)(guan)理(li)(li)(li)理(li)(li)(li)念,改(gai)變過去隨意性(xing)強、前(qian)期(qi)論(lun)證不(bu)充分導致后期(qi)管(guan)(guan)(guan)理(li)(li)(li)費(fei)用(yong)大(da)增等粗放式(shi)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)模(mo)式(shi),以制(zhi)(zhi)度(du)為保障,用(yong)流(liu)(liu)程(cheng)進行(xing)規范(fan),制(zhi)(zhi)訂(ding)了(le)一整(zheng)套(tao)“項(xiang)目(mu)(mu)(mu)立(li)項(xiang)—論(lun)證評(ping)(ping)審(shen)(shen)—項(xiang)目(mu)(mu)(mu)報批實(shi)(shi)(shi)施—實(shi)(shi)(shi)施監管(guan)(guan)(guan)—項(xiang)目(mu)(mu)(mu)驗收—后評(ping)(ping)估”全過程(cheng)的(de)(de)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)范(fan)式(shi)。二(er)是組(zu)(zu)織(zhi)(zhi)(zhi)各(ge)項(xiang)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)專題(ti)培訓, 提(ti)升各(ge)部(bu)門協同工作能力。開展固(gu)定(ding)(ding)(ding)資(zi)(zi)(zi)(zi)產(chan)流(liu)(liu)程(cheng)制(zhi)(zhi)度(du)宣貫。組(zu)(zu)織(zhi)(zhi)(zhi)全公(gong)司(si)范(fan)圍基(ji)層投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)員(yuan)進行(xing)固(gu)定(ding)(ding)(ding)資(zi)(zi)(zi)(zi)產(chan)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)流(liu)(liu)程(cheng)制(zhi)(zhi)度(du)講解(jie),并結(jie)合(he)典(dian)型案(an)例,進行(xing)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)目(mu)(mu)(mu)管(guan)(guan)(guan)理(li)(li)(li)實(shi)(shi)(shi)戰(zhan)演練培訓,增強了(le)各(ge)部(bu)門學(xue)習制(zhi)(zhi)度(du)、執行(xing)制(zhi)(zhi)度(du)的(de)(de)意識和投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)能力。組(zu)(zu)織(zhi)(zhi)(zhi)開展并購專題(ti)培訓,為支持公(gong)司(si)海外(wai)戰(zhan)略目(mu)(mu)(mu)標(biao)的(de)(de)落地,聘請(qing)普華永道咨詢公(gong)司(si)組(zu)(zu)織(zhi)(zhi)(zhi)對外(wai)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)專題(ti)培訓,邀請(qing)國內外(wai)6位(wei)(wei)資(zi)(zi)(zi)(zi)深投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)專家(jia)到公(gong)司(si)授課,對100多(duo)名投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)管(guan)(guan)(guan)理(li)(li)(li)及關(guan)(guan)聯業(ye)務的(de)(de)重要崗位(wei)(wei)人(ren)員(yuan)講述(shu)企業(ye)并購中(zhong)盡職(zhi)(zhi)調查、并購整(zheng)合(he)等專項(xiang)知識。三是抓前(qian)評(ping)(ping)促后評(ping)(ping),確保精(jing)益(yi)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)理(li)(li)(li)念落地。實(shi)(shi)(shi)施精(jing)益(yi)論(lun)證、防范(fan)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)風險。按照(zhao)制(zhi)(zhi)度(du)流(liu)(liu)程(cheng),嚴(yan)把固(gu)定(ding)(ding)(ding)資(zi)(zi)(zi)(zi)產(chan)和股權(quan)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)目(mu)(mu)(mu)論(lun)證關(guan)(guan),重大(da)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)目(mu)(mu)(mu)實(shi)(shi)(shi)施“投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)四(si)步(bu)審(shen)(shen)核把關(guan)(guan)方(fang)法”,即:投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)部(bu)門初審(shen)(shen)—職(zhi)(zhi)能部(bu)門專業(ye)審(shen)(shen)核—專家(jia)團隊評(ping)(ping)審(shen)(shen)—公(gong)司(si)聯席辦公(gong)會(或董事會、股東會)終審(shen)(shen),為企業(ye)節約投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)近(jin)億(yi)元。做好項(xiang)目(mu)(mu)(mu)后評(ping)(ping)價,總結(jie)經驗教訓。先(xian)后組(zu)(zu)織(zhi)(zhi)(zhi)了(le)對濰柴集(ji)團投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)的(de)(de)濰柴(揚州)亞星股權(quan)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)目(mu)(mu)(mu)、濰柴動(dong)力投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)的(de)(de)濰柴(青州)液(ye)壓股權(quan)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)項(xiang)目(mu)(mu)(mu)的(de)(de)后評(ping)(ping)價。四(si)是加強政策(ce)研(yan)究(jiu),提(ti)高(gao)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)效率和回報。設置專崗專人(ren),研(yan)究(jiu)國家(jia)扶持政策(ce);關(guan)(guan)注外(wai)部(bu)投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)環境,找準投(tou)(tou)(tou)資(zi)(zi)(zi)(zi)方(fang)向;研(yan)究(jiu)海外(wai)政策(ce)法規,規避風險,提(ti)高(gao)收益(yi)。
