一是(shi)規(gui)范(fan)投(tou)資(zi)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)決策程序。做好(hao)投(tou)資(zi)機(ji)會(hui)研(yan)究、可行(xing)性(xing)研(yan)究、初步(bu)設計等前期工(gong)作;完(wan)善(shan)專(zhuan)家論(lun)證制(zhi)(zhi)度(du),嚴(yan)(yan)格(ge)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)法人責任制(zhi)(zhi)、風(feng)險(xian)抵押金制(zhi)(zhi)度(du),強(qiang)化(hua)內部控制(zhi)(zhi),嚴(yan)(yan)格(ge)考核獎(jiang)懲。二是(shi)嚴(yan)(yan)格(ge)投(tou)資(zi)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)過程管(guan)理。實施(shi)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)概(gai)算包干制(zhi)(zhi),抓(zhua)好(hao)設計優(you)化(hua)、設備(bei)選型(xing)和(he)引進的商務談判,強(qiang)化(hua)施(shi)工(gong)網(wang)絡圖、項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)驗收、財務決算、投(tou)資(zi)分析(xi)、轉資(zi)和(he)后評價等管(guan)理,確保項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)早建(jian)成、早投(tou)產、早發揮效(xiao)(xiao)益。三(san)是(shi)加大項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)監督管(guan)理力度(du)。推行(xing)建(jian)設項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)管(guan)理信(xin)息系統(PMIS),強(qiang)化(hua)審計監督,對項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)立(li)項(xiang)、設計、施(shi)工(gong)和(he)決算全(quan)過程把關(guan)。四是(shi)防范(fan)投(tou)資(zi)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)風(feng)險(xian)。完(wan)善(shan)風(feng)險(xian)防范(fan)預案,健全(quan)風(feng)險(xian)控制(zhi)(zhi)體系,推行(xing)項(xiang)目(mu)(mu)(mu)(mu)(mu)(mu)法律意見書制(zhi)(zhi)度(du),實現企業穩健經營、有效(xiao)(xiao)發展。
