一是規(gui)范(fan)投(tou)資項(xiang)(xiang)(xiang)(xiang)目(mu)決(jue)策程(cheng)序。做好投(tou)資機會(hui)研究、可(ke)行(xing)(xing)性研究、初步設(she)計(ji)等前期工作;完善專(zhuan)家論證(zheng)制(zhi)(zhi)度,嚴格項(xiang)(xiang)(xiang)(xiang)目(mu)法人責任制(zhi)(zhi)、風險(xian)抵押(ya)金制(zhi)(zhi)度,強化內部控制(zhi)(zhi),嚴格考核獎(jiang)懲。二(er)是嚴格投(tou)資項(xiang)(xiang)(xiang)(xiang)目(mu)過(guo)程(cheng)管(guan)理(li)(li)(li)。實施(shi)項(xiang)(xiang)(xiang)(xiang)目(mu)概(gai)算(suan)包(bao)干制(zhi)(zhi),抓好設(she)計(ji)優(you)化、設(she)備選型和(he)引進的商務(wu)談判(pan),強化施(shi)工網(wang)絡圖、項(xiang)(xiang)(xiang)(xiang)目(mu)驗收、財務(wu)決(jue)算(suan)、投(tou)資分析、轉資和(he)后(hou)評價等管(guan)理(li)(li)(li),確保項(xiang)(xiang)(xiang)(xiang)目(mu)早(zao)建成、早(zao)投(tou)產、早(zao)發揮(hui)效益。三(san)是加大項(xiang)(xiang)(xiang)(xiang)目(mu)監(jian)督管(guan)理(li)(li)(li)力度。推行(xing)(xing)建設(she)項(xiang)(xiang)(xiang)(xiang)目(mu)管(guan)理(li)(li)(li)信息系(xi)(xi)統(PMIS),強化審計(ji)監(jian)督,對項(xiang)(xiang)(xiang)(xiang)目(mu)立項(xiang)(xiang)(xiang)(xiang)、設(she)計(ji)、施(shi)工和(he)決(jue)算(suan)全(quan)過(guo)程(cheng)把(ba)關。四是防(fang)(fang)范(fan)投(tou)資項(xiang)(xiang)(xiang)(xiang)目(mu)風險(xian)。完善風險(xian)防(fang)(fang)范(fan)預案,健全(quan)風險(xian)控制(zhi)(zhi)體系(xi)(xi),推行(xing)(xing)項(xiang)(xiang)(xiang)(xiang)目(mu)法律意見書制(zhi)(zhi)度,實現(xian)企業穩(wen)健經營(ying)、有(you)效發展。
