為進一步加強礦井單(dan)位(wei)生(sheng)產(chan)一線隊組(zu)建設(she),提(ti)升礦井生(sheng)產(chan)一線隊組(zu)管理水平,提(ti)高生(sheng)產(chan)效率,建設(she)適應(ying)新形勢(shi)、新要求(qiu)的(de)隊組(zu)領導(dao)班子和職工隊伍(wu),促(cu)進隊組(zu)管理科(ke)學化(hua)、規范化(hua),山西(xi)焦(jiao)(jiao)煤西(xi)山煤電(dian)近日下發(fa)《關于(yu)進一步加強礦井生(sheng)產(chan)一線隊組(zu)建設(she)的(de)意(yi)見》,要求(qiu)打造(zao)“五好隊組(zu)”,充分(fen)發(fa)揮隊組(zu)在礦井安全(quan)生(sheng)產(chan)過程中的(de)主導(dao)作用,保障山西(xi)焦(jiao)(jiao)煤西(xi)山煤電(dian)戰略發(fa)展目(mu)標的(de)貫徹(che)落實。
《意見》從隊(dui)(dui)組編制上要(yao)求(qiu)根據專業化管理(li)(li)要(yao)求(qiu),合(he)理(li)(li)配置(zhi)副隊(dui)(dui)長(chang)和(he)技術(shu)員,并有明(ming)確的(de)管理(li)(li)職責和(he)合(he)理(li)(li)的(de)專業分(fen)工。在人員配置(zhi)上,要(yao)精干高(gao)效(xiao),人、崗、責相(xiang)匹配。在隊(dui)(dui)組干部準入和(he)選(xuan)任資(zi)格(ge)條件上,要(yao)優先考慮選(xuan)拔能吃(chi)苦、帶(dai)隊(dui)(dui)伍能力強、處理(li)(li)問題能力強、綜(zong)合(he)素質高(gao)的(de)管理(li)(li)干部。
《意見(jian)》指出,要(yao)在礦井一線生(sheng)產(chan)(chan)隊(dui)(dui)(dui)(dui)組(zu)(zu)中開展創建“五好(hao)隊(dui)(dui)(dui)(dui)組(zu)(zu)”活動,這“五好(hao)隊(dui)(dui)(dui)(dui)組(zu)(zu)”的具體內容是:(一)班(ban)(ban)子(zi)建設好(hao)。隊(dui)(dui)(dui)(dui)組(zu)(zu)班(ban)(ban)子(zi)組(zu)(zu)織結構配置(zhi)(zhi)合理(li),專業搭配互(hu)補;班(ban)(ban)子(zi)團結和諧,隊(dui)(dui)(dui)(dui)長(chang)、書記核心(xin)帶頭作(zuo)(zuo)(zuo)用(yong)明(ming)顯,相互(hu)協(xie)作(zuo)(zuo)(zuo),班(ban)(ban)子(zi)成員(yuan)(yuan)“一崗(gang)(gang)雙責”責任(ren)明(ming)確,干部職工(gong)(gong)(gong)(gong)(gong)思想政治穩定,黨(dang)組(zu)(zu)織戰斗堡(bao)壘和黨(dang)員(yuan)(yuan)干部帶頭作(zuo)(zuo)(zuo)用(yong)有(you)效(xiao)(xiao)發揮;隊(dui)(dui)(dui)(dui)組(zu)(zu)管(guan)理(li)制(zhi)(zhi)度健全(quan)(quan)(quan),黨(dang)風廉政建設機(ji)制(zhi)(zhi)完善,工(gong)(gong)(gong)(gong)(gong)資分配透明(ming),隊(dui)(dui)(dui)(dui)務(wu)公(gong)正公(gong)平公(gong)開,干部職工(gong)(gong)(gong)(gong)(gong)滿意度高,黨(dang)員(yuan)(yuan)身(shen)(shen)邊(bian)無事故(gu)(gu)(gu)、黨(dang)員(yuan)(yuan)安全(quan)(quan)(quan)責任(ren)區作(zuo)(zuo)(zuo)用(yong)明(ming)顯。(二)職工(gong)(gong)(gong)(gong)(gong)素質好(hao)。隊(dui)(dui)(dui)(dui)組(zu)(zu)職工(gong)(gong)(gong)(gong)(gong)要(yao)嚴格執行工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)紀律,杜絕“三違”現(xian)象(xiang);職工(gong)(gong)(gong)(gong)(gong)業務(wu)技(ji)術技(ji)能(neng)等(deng)(deng)級達(da)到(dao)上級規(gui)定目標要(yao)求(qiu)。(三)現(xian)場管(guan)理(li)好(hao)。隊(dui)(dui)(dui)(dui)組(zu)(zu)作(zuo)(zuo)(zuo)業現(xian)場動態(tai)達(da)標成為(wei)常態(tai),嚴格落實(shi)隊(dui)(dui)(dui)(dui)組(zu)(zu)管(guan)理(li)人(ren)(ren)員(yuan)(yuan)、“三員(yuan)(yuan)兩(liang)長(chang)”安全(quan)(quan)(quan)生(sheng)產(chan)(chan)責任(ren)制(zhi)(zhi),職工(gong)(gong)(gong)(gong)(gong)先培訓合格后上崗(gang)(gang),全(quan)(quan)(quan)面(mian)執行班(ban)(ban)前、班(ban)(ban)后會和交接班(ban)(ban)制(zhi)(zhi)度、安全(quan)(quan)(quan)質量(liang)標準(zhun)(zhun)化和文明(ming)生(sheng)產(chan)(chan)管(guan)理(li)制(zhi)(zhi)度、隱(yin)患排查治理(li)報告制(zhi)(zhi)度、事故(gu)(gu)(gu)報告和處置(zhi)(zhi)制(zhi)(zhi)度等(deng)(deng),符(fu)合安全(quan)(quan)(quan)質量(liang)標準(zhun)(zhun)化建設規(gui)范(fan)要(yao)求(qiu);所(suo)有(you)崗(gang)(gang)位(wei)都按標準(zhun)(zhun) 和工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)實(shi)際制(zhi)(zhi)定規(gui)程,按規(gui)程指導生(sheng)產(chan)(chan),各項記實(shi)記錄準(zhun)(zhun)確,有(you)據可查。(四(si))經濟(ji)效(xiao)(xiao)益(yi)好(hao)。隊(dui)(dui)(dui)(dui)組(zu)(zu)優(you)化成本控制(zhi)(zhi)和生(sheng)產(chan)(chan)投入(ru),有(you)效(xiao)(xiao)使(shi)用(yong)材(cai)料物(wu)資,加(jia)強物(wu)資回(hui)收復(fu)用(yong),加(jia)強材(cai)料物(wu)資庫存和運輸過程管(guan)理(li),無丟失浪費等(deng)(deng)現(xian)象(xiang);對各工(gong)(gong)(gong)(gong)(gong)種崗(gang)(gang)位(wei)實(shi)現(xian)精細管(guan)理(li),加(jia)強班(ban)(ban)組(zu)(zu)核算(suan)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)和計量(liang)控制(zhi)(zhi);優(you)化隊(dui)(dui)(dui)(dui)組(zu)(zu)人(ren)(ren)員(yuan)(yuan)結構,實(shi)現(xian)降本增(zeng)效(xiao)(xiao),提高隊(dui)(dui)(dui)(dui)組(zu)(zu)經濟(ji)效(xiao)(xiao)益(yi),保障職工(gong)(gong)(gong)(gong)(gong)收入(ru)。(五)安全(quan)(quan)(quan)生(sheng)產(chan)(chan)好(hao)。年度內消(xiao)滅輕傷(shang)(shang)以(yi)上人(ren)(ren)身(shen)(shen)事故(gu)(gu)(gu)和二級以(yi) 上非(fei)傷(shang)(shang)亡事故(gu)(gu)(gu),保質保量(liang)完成礦井下達(da)的原(yuan)煤(mei)產(chan)(chan)量(liang)、掘進進尺等(deng)(deng)生(sheng)產(chan)(chan)任(ren)務(wu)。
《意見》從推進(jin)體(ti)制機(ji)制改革(ge)、嚴格考核淘汰、加(jia)強(qiang)干部職工(gong)教育培訓、堅持職工(gong)技能(neng)比武(wu)和(he)崗位練兵,促進(jin)職工(gong)素質(zhi)和(he)技能(neng)提升、推行(xing)副隊(dui)(dui)(dui)級備崗制、積(ji)極推行(xing)礦井(jing)一(yi)線(xian)隊(dui)(dui)(dui)組技術(shu)員、技術(shu)副隊(dui)(dui)(dui)長公開(kai)選拔制度,六個方面要求創新工(gong)作(zuo)體(ti)質(zhi)機(ji)制,加(jia)強(qiang)礦井(jing)一(yi)線(xian)隊(dui)(dui)(dui)組人員的培養、管理(li)和(he)考核激勵。
