為進一(yi)步加強(qiang)礦井(jing)單位生(sheng)產(chan)一(yi)線(xian)(xian)隊組建(jian)設,提升礦井(jing)生(sheng)產(chan)一(yi)線(xian)(xian)隊組管(guan)理水(shui)平,提高(gao)生(sheng)產(chan)效率,建(jian)設適(shi)應新形勢、新要求的隊組領導班(ban)子和職工隊伍,促進隊組管(guan)理科學化(hua)、規范(fan)化(hua),山(shan)西(xi)焦(jiao)煤西(xi)山(shan)煤電近(jin)日(ri)下發《關于進一(yi)步加強(qiang)礦井(jing)生(sheng)產(chan)一(yi)線(xian)(xian)隊組建(jian)設的意(yi)見(jian)》,要求打造“五好隊組”,充分發揮隊組在礦井(jing)安(an)全生(sheng)產(chan)過程中(zhong)的主(zhu)導作用,保障山(shan)西(xi)焦(jiao)煤西(xi)山(shan)煤電戰略發展目(mu)標的貫徹落實。
《意(yi)見》從隊組編制上要(yao)(yao)求(qiu)根據專業化管理要(yao)(yao)求(qiu),合理配(pei)(pei)置副隊長和(he)(he)技術員,并有(you)明確的(de)管理職責和(he)(he)合理的(de)專業分工。在(zai)人(ren)員配(pei)(pei)置上,要(yao)(yao)精干高效,人(ren)、崗(gang)、責相匹(pi)配(pei)(pei)。在(zai)隊組干部準(zhun)入和(he)(he)選(xuan)任(ren)資格(ge)條(tiao)件上,要(yao)(yao)優先考慮(lv)選(xuan)拔能吃苦、帶(dai)隊伍能力強、處理問題(ti)能力強、綜合素質高的(de)管理干部。
《意見(jian)》指出,要在(zai)礦井一(yi)線生(sheng)(sheng)產隊(dui)組(zu)(zu)(zu)(zu)中開展創建(jian)“五好(hao)(hao)(hao)隊(dui)組(zu)(zu)(zu)(zu)”活(huo)動(dong)(dong),這“五好(hao)(hao)(hao)隊(dui)組(zu)(zu)(zu)(zu)”的具體內容是:(一(yi))班(ban)(ban)子建(jian)設(she)好(hao)(hao)(hao)。隊(dui)組(zu)(zu)(zu)(zu)班(ban)(ban)子組(zu)(zu)(zu)(zu)織結(jie)(jie)構(gou)配(pei)置(zhi)合(he)理(li),專業(ye)(ye)搭配(pei)互補;班(ban)(ban)子團結(jie)(jie)和(he)(he)(he)諧,隊(dui)長、書記(ji)核心帶頭作(zuo)用明(ming)顯,相互協作(zuo),班(ban)(ban)子成(cheng)員(yuan)“一(yi)崗(gang)雙責(ze)”責(ze)任(ren)明(ming)確(que),干部職工(gong)(gong)思(si)想政治(zhi)穩(wen)定(ding),黨(dang)組(zu)(zu)(zu)(zu)織戰(zhan)斗堡(bao)壘和(he)(he)(he)黨(dang)員(yuan)干部帶頭作(zuo)用有(you)(you)效發揮;隊(dui)組(zu)(zu)(zu)(zu)管(guan)(guan)理(li)制(zhi)(zhi)度(du)(du)健全(quan)(quan),黨(dang)風廉政建(jian)設(she)機制(zhi)(zhi)完(wan)善,工(gong)(gong)資(zi)(zi)分配(pei)透明(ming),隊(dui)務(wu)公正(zheng)公平公開,干部職工(gong)(gong)滿意度(du)(du)高(gao),黨(dang)員(yuan)身邊無(wu)事故、黨(dang)員(yuan)安(an)全(quan)(quan)責(ze)任(ren)區作(zuo)用明(ming)顯。(二)職工(gong)(gong)素質(zhi)好(hao)(hao)(hao)。隊(dui)組(zu)(zu)(zu)(zu)職工(gong)(gong)要嚴(yan)格(ge)執行工(gong)(gong)作(zuo)紀律,杜絕“三(san)違”現(xian)象;職工(gong)(gong)業(ye)(ye)務(wu)技術技能等(deng)級(ji)達到上(shang)級(ji)規(gui)(gui)定(ding)目標要求(qiu)。(三(san))現(xian)場(chang)管(guan)(guan)理(li)好(hao)(hao)(hao)。隊(dui)組(zu)(zu)(zu)(zu)作(zuo)業(ye)(ye)現(xian)場(chang)動(dong)(dong)態達標成(cheng)為(wei)常態,嚴(yan)格(ge)落實隊(dui)組(zu)(zu)(zu)(zu)管(guan)(guan)理(li)人員(yuan)、“三(san)員(yuan)兩(liang)長”安(an)全(quan)(quan)生(sheng)(sheng)產責(ze)任(ren)制(zhi)(zhi),職工(gong)(gong)先培(pei)訓(xun)合(he)格(ge)后上(shang)崗(gang),全(quan)(quan)面執行班(ban)(ban)前、班(ban)(ban)后會和(he)(he)(he)交接(jie)班(ban)(ban)制(zhi)(zhi)度(du)(du)、安(an)全(quan)(quan)質(zhi)量標準化(hua)和(he)(he)(he)文明(ming)生(sheng)(sheng)產管(guan)(guan)理(li)制(zhi)(zhi)度(du)(du)、隱患排查(cha)治(zhi)理(li)報告制(zhi)(zhi)度(du)(du)、事故報告和(he)(he)(he)處置(zhi)制(zhi)(zhi)度(du)(du)等(deng),符合(he)安(an)全(quan)(quan)質(zhi)量標準化(hua)建(jian)設(she)規(gui)(gui)范(fan)要求(qiu);所有(you)(you)崗(gang)位(wei)都按標準 和(he)(he)(he)工(gong)(gong)作(zuo)實際制(zhi)(zhi)定(ding)規(gui)(gui)程(cheng),按規(gui)(gui)程(cheng)指導生(sheng)(sheng)產,各項記(ji)實記(ji)錄準確(que),有(you)(you)據可查(cha)。(四)經(jing)濟效益好(hao)(hao)(hao)。隊(dui)組(zu)(zu)(zu)(zu)優化(hua)成(cheng)本(ben)控(kong)制(zhi)(zhi)和(he)(he)(he)生(sheng)(sheng)產投入(ru),有(you)(you)效使(shi)用材料(liao)(liao)物(wu)資(zi)(zi),加(jia)強(qiang)(qiang)物(wu)資(zi)(zi)回收(shou)復用,加(jia)強(qiang)(qiang)材料(liao)(liao)物(wu)資(zi)(zi)庫存和(he)(he)(he)運輸過程(cheng)管(guan)(guan)理(li),無(wu)丟失浪(lang)費等(deng)現(xian)象;對各工(gong)(gong)種崗(gang)位(wei)實現(xian)精(jing)細管(guan)(guan)理(li),加(jia)強(qiang)(qiang)班(ban)(ban)組(zu)(zu)(zu)(zu)核算工(gong)(gong)作(zuo)和(he)(he)(he)計量控(kong)制(zhi)(zhi);優化(hua)隊(dui)組(zu)(zu)(zu)(zu)人員(yuan)結(jie)(jie)構(gou),實現(xian)降本(ben)增(zeng)效,提高(gao)隊(dui)組(zu)(zu)(zu)(zu)經(jing)濟效益,保(bao)(bao)障(zhang)職工(gong)(gong)收(shou)入(ru)。(五)安(an)全(quan)(quan)生(sheng)(sheng)產好(hao)(hao)(hao)。年(nian)度(du)(du)內消(xiao)滅(mie)輕(qing)傷(shang)以(yi)上(shang)人身事故和(he)(he)(he)二級(ji)以(yi) 上(shang)非傷(shang)亡事故,保(bao)(bao)質(zhi)保(bao)(bao)量完(wan)成(cheng)礦井下達的原煤(mei)產量、掘(jue)進進尺等(deng)生(sheng)(sheng)產任(ren)務(wu)。
《意見》從推(tui)進體制機制改革、嚴(yan)格考核(he)淘汰、加強干部職(zhi)(zhi)工教育(yu)培訓、堅持職(zhi)(zhi)工技(ji)能比武(wu)和崗位練(lian)兵(bing),促(cu)進職(zhi)(zhi)工素質(zhi)和技(ji)能提升、推(tui)行副(fu)隊(dui)(dui)級備崗制、積極推(tui)行礦井一線隊(dui)(dui)組(zu)技(ji)術(shu)員、技(ji)術(shu)副(fu)隊(dui)(dui)長公開(kai)選拔(ba)制度,六個方面要求創新工作體質(zhi)機制,加強礦井一線隊(dui)(dui)組(zu)人員的培養、管理和考核(he)激勵。
