多年來,上海建工(gong)集團堅(jian)持黨的“全心(xin)全意依靠工(gong)人階級(ji)”的方(fang)針(zhen)和“和諧(xie)為(wei)(wei)本,追求卓越”的企(qi)業理(li)念,不斷深化以職(zhi)代(dai)會為(wei)(wei)基本形式的廠務公開民主(zhu)管(guan)理(li)制(zhi)度,積極推(tui)進多級(ji)職(zhi)代(dai)會制(zhi)度融入(ru)現代(dai)企(qi)業管(guan)理(li)體(ti)系,確保(bao)職(zhi)工(gong)在企(qi)業發展中的主(zhu)體(ti)地位。
一、順應(ying)企業發展要求(qiu),扎實推進多級職代會(hui)制(zhi)度(du)建設(she)
建工(gong)集(ji)團(tuan)基(ji)層企(qi)業早在上(shang)世(shi)(shi)紀(ji)80年代(dai)就普遍建立了職(zhi)(zhi)代(dai)會制(zhi)度。在上(shang)世(shi)(shi)紀(ji)90年代(dai)開始的國(guo)企(qi)改(gai)革改(gai)制(zhi)中,集(ji)團(tuan)運用職(zhi)(zhi)代(dai)會制(zhi)度很好地保(bao)障了職(zhi)(zhi)工(gong)民主權利,確保(bao)了全系統改(gai)革改(gai)制(zhi)的順利進(jin)行。2001年,又在集(ji)團(tuan)層面建立了職(zhi)(zhi)代(dai)會。
近(jin)年來,順(shun)應國資國企(qi)深化改革和(he)健全完(wan)善現代企(qi)業制度(du)的(de)(de)要求(qiu),建工集團(tuan)(tuan)的(de)(de)規模(mo)不斷擴(kuo)大(da),覆(fu)蓋領域(yu)也從原來的(de)(de)建筑承包、建筑科(ke)研、設備(bei)安裝向市政路橋(qiao)、環保(bao)節能、園(yuan)林綠化以及房(fang)地產開發、投(tou)資融資等(deng)方面擴(kuo)展(zhan);與此同時,建工集團(tuan)(tuan)順(shun)應現代管(guan)理(li)制度(du)要求(qiu),管(guan)理(li)模(mo)式也逐步朝著集團(tuan)(tuan)治理(li)和(he)管(guan)控的(de)(de)方向發展(zhan),在(zai)這一(yi)推進過程中,集團(tuan)(tuan)的(de)(de)發展(zhan)理(li)念和(he)整體(ti)規劃(hua)、治理(li)構架(jia)和(he)管(guan)理(li)制度(du)、薪酬體(ti)系和(he)人事(shi)制度(du),以及免费菠萝视(shi)频app下载(zai)等(deng)都將對所屬各基(ji)層單(dan)位產生深遠影響。
職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)是(shi)具有中國(guo)特色的(de)(de)(de)基(ji)(ji)層民主(zhu)制(zhi)(zhi)度(du)(du)(du)(du),在(zai)全(quan)面(mian)深化(hua)改(gai)革(ge)和(he)企業管(guan)(guan)理(li)模(mo)式發生(sheng)全(quan)新變化(hua)的(de)(de)(de)過(guo)程中,如(ru)何通(tong)過(guo)集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)和(he)基(ji)(ji)層單位多(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)發揮作(zuo)用,貫(guan)徹落實黨的(de)(de)(de)“全(quan)依”方針;如(ru)何保(bao)障(zhang)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)通(tong)過(guo)多(duo)(duo)級(ji)協商(shang)民主(zhu)、多(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參與機制(zhi)(zhi),促進企業和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)共(gong)同發展;如(ru)何通(tong)過(guo)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)民主(zhu)管(guan)(guan)理(li)制(zhi)(zhi)度(du)(du)(du)(du)的(de)(de)(de)健全(quan)完善(shan)實現集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)科學決(jue)策、精細(xi)管(guan)(guan)理(li)和(he)高效運行,以保(bao)障(zhang)企業安全(quan)運營,做強做大,是(shi)建工(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)黨委(wei)近年來重(zhong)點(dian)思考和(he)努力推進的(de)(de)(de)課題(ti)。為(wei)此,建工(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)黨委(wei)首先(xian)在(zai)建章立制(zhi)(zhi)上下功夫,先(xian)后(hou)(hou)出臺了《關(guan)于進一(yi)步(bu)依靠職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)群眾辦企業的(de)(de)(de)若干意見》、《關(guan)于進一(yi)步(bu)加(jia)強和(he)改(gai)善(shan)黨對工(gong)會(hui)工(gong)作(zuo)領(ling)導(dao)(dao)的(de)(de)(de)若干意見》,《關(guan)于推行廠(chang)務公開加(jia)強民主(zhu)管(guan)(guan)理(li)的(de)(de)(de)實施意見》等文件。同時,針對多(duo)(duo)級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)制(zhi)(zhi)度(du)(du)(du)(du)需要理(li)順(shun)關(guan)系(xi)等問題(ti),建工(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)黨委(wei)又專門協調行政與工(gong)會(hui)研究制(zhi)(zhi)定(ding)(ding)了《集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)章程》,明確了集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)、子集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)和(he)工(gong)程公司三級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)制(zhi)(zhi)度(du)(du)(du)(du)工(gong)作(zuo)定(ding)(ding)位,健全(quan)完善(shan)了三級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)組織制(zhi)(zhi)度(du)(du)(du)(du)和(he)工(gong)作(zuo)制(zhi)(zhi)度(du)(du)(du)(du),并同步(bu)推進了職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)董監事和(he)多(duo)(duo)級(ji)集(ji)(ji)(ji)(ji)(ji)體(ti)協商(shang)制(zhi)(zhi)度(du)(du)(du)(du)。2011年,集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)整(zheng)體(ti)上市(shi)后(hou)(hou),集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)黨委(wei)又及時指導(dao)(dao)制(zhi)(zhi)定(ding)(ding)了《企業職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參與民主(zhu)管(guan)(guan)理(li)指引》,將職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)參與民主(zhu)管(guan)(guan)理(li)納(na)入(ru)了現代(dai)企業管(guan)(guan)理(li)體(ti)系(xi)中,進一(yi)步(bu)強化(hua)了廠(chang)務公開、職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)、集(ji)(ji)(ji)(ji)(ji)體(ti)協商(shang)和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)董監事等四項(xiang)民主(zhu)管(guan)(guan)理(li)制(zhi)(zhi)度(du)(du)(du)(du)。
二、加強集團職(zhi)代會制度建設,充分發揮各(ge)方(fang)主體作用
1、明確(que)多級職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)功能定位,不斷豐富集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)職(zhi)(zhi)(zhi)權內容(rong)。自建(jian)(jian)立(li)三級職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)制(zhi)度(du)以來,就(jiu)將建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)定位在職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)參(can)與集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)重(zhong)(zhong)(zhong)大(da)決(jue)策、源頭協調勞(lao)動(dong)關系、民(min)(min)主(zhu)推進黨風廉政建(jian)(jian)設和(he)(he)推進職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)實事(shi)工(gong)(gong)(gong)(gong)(gong)程等四個方面,并(bing)(bing)明確(que)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)著重(zhong)(zhong)(zhong)于關注涉(she)及集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)改革發展的全局性(xing)、根(gen)本(ben)性(xing)問題和(he)(he)涉(she)及職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切身利(li)(li)(li)益的普遍性(xing)、傾向性(xing)問題;子集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)公(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)側(ce)重(zhong)(zhong)(zhong)于涉(she)及本(ben)單位和(he)(he)下屬工(gong)(gong)(gong)(gong)(gong)程公(gong)司重(zhong)(zhong)(zhong)大(da)決(jue)策、生產經(jing)(jing)營和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切身利(li)(li)(li)益的具體(ti)事(shi)項(xiang);工(gong)(gong)(gong)(gong)(gong)程公(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)主(zhu)要(yao)貫徹落實上(shang)級職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)的決(jue)議(yi)方案(an),并(bing)(bing)細化成(cheng)具體(ti)方案(an),履行(xing)相(xiang)應民(min)(min)主(zhu)程序后(hou)實施。多年來,建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)審議(yi)了(le)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)“十一(yi)五”、“十二五”發展規(gui)劃、年度(du)經(jing)(jing)營管理情況(kuang),黨風廉政建(jian)(jian)設情況(kuang);先后(hou)審議(yi)通過并(bing)(bing)實施了(le)《完善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)補充醫療保險(xian)》、《完善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)教育培訓(xun)工(gong)(gong)(gong)(gong)(gong)作》、《集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)在崗職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)(gong)資標(biao)準(zhun)》、《健全職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)體(ti)檢制(zhi)度(du)》,以及《加強服務(wu)“走出(chu)去(qu)”職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)作》等涉(she)及職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)切身利(li)(li)(li)益的重(zhong)(zhong)(zhong)要(yao)事(shi)項(xiang);推進完善了(le)集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)和(he)(he)所屬企業廠(chang)務(wu)公(gong)開(kai)民(min)(min)主(zhu)管理、集(ji)(ji)體(ti)協商(shang)和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)董(dong)監事(shi),以及勞(lao)動(dong)爭議(yi)調處等制(zhi)度(du),使(shi)之成(cheng)為集(ji)(ji)團(tuan)(tuan)(tuan)(tuan)管理制(zhi)度(du)的重(zhong)(zhong)(zhong)要(yao)組成(cheng)部分。
2、健全完(wan)善組(zu)織制度和(he)(he)各(ge)(ge)項(xiang)規程,確(que)保職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)制度順利運營。堅(jian)持(chi)集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)的(de)流(liu)程化(hua)管(guan)(guan)理,確(que)保《職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)條例》的(de)各(ge)(ge)項(xiang)規定得到貫徹落(luo)實。建工(gong)(gong)集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)每(mei)屆(jie)五年(nian),每(mei)年(nian)都在(zai)(zai)1月11日前后(hou)(hou)召開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),然后(hou)(hou)基(ji)層再召開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),這(zhe)已成為集(ji)(ji)團(tuan)的(de)慣例堅(jian)持(chi)至今(jin)。每(mei)次正式會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)前,提前半月至十天(tian)召開(kai)代(dai)(dai)表(biao)團(tuan)組(zu)長會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),發放會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)材(cai)料,要求組(zu)織職(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)表(biao)分(fen)團(tuan)組(zu)討論審(shen)議(yi)(yi)(yi),并在(zai)(zai)正式會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)前的(de)三天(tian),再次召開(kai)代(dai)(dai)表(biao)團(tuan)組(zu)長會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi),聽取職(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)表(biao)對(dui)(dui)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)材(cai)料的(de)意(yi)見(jian)建議(yi)(yi)(yi)。明確(que)對(dui)(dui)分(fen)歧較(jiao)大的(de)事項(xiang),行(xing)政(zheng)與工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)必須(xu)協(xie)商修改完(wan)善后(hou)(hou)才能提交職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)審(shen)議(yi)(yi)(yi)或審(shen)議(yi)(yi)(yi)表(biao)決。建工(gong)(gong)集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)(yi)生效后(hou)(hou),都會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)以制度文件形(xing)式要求基(ji)層單位遵照執行(xing),并通過中途檢查,推動職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)(yi)的(de)有效落(luo)實。還結合集(ji)(ji)團(tuan)特點,嚴把職(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)表(biao)結構比(bi)例,確(que)保各(ge)(ge)層面(mian)干部職(zhi)(zhi)(zhi)工(gong)(gong)和(he)(he)各(ge)(ge)類(lei)先進代(dai)(dai)表(biao)都能參加職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui),行(xing)使(shi)民主管(guan)(guan)理權(quan)(quan)(quan)利。集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)還選舉產生了資產管(guan)(guan)理、民主評議(yi)(yi)(yi)、提案處理、職(zhi)(zhi)(zhi)工(gong)(gong)權(quan)(quan)(quan)益(yi)等4個民管(guan)(guan)專委會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui),在(zai)(zai)職(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)和(he)(he)閉會(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)(hui)期間切(qie)實發展作用,推動這(zhe)一制度更好(hao)地(di)為促(cu)進企業發展和(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)權(quan)(quan)(quan)益(yi)維護服務。
3、切(qie)(qie)實(shi)發(fa)揮(hui)黨政工(gong)主體(ti)職(zhi)責(ze),合力推(tui)進職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)度(du)落地生根。集(ji)團(tuan)(tuan)黨委切(qie)(qie)實(shi)履(lv)(lv)行(xing)領導主體(ti)職(zhi)責(ze),把加(jia)強多(duo)級(ji)(ji)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)度(du)建設列入重要(yao)議(yi)事(shi)日程(cheng),支持各(ge)級(ji)(ji)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)依(yi)法行(xing)使職(zhi)權。每屆職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)換屆改選(xuan),建工(gong)集(ji)團(tuan)(tuan)黨委主要(yao)領導都(dou)要(yao)擔(dan)任職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)籌備(bei)組組長,加(jia)強對(dui)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)籌建工(gong)作的(de)領導和(he)統籌協(xie)調工(gong)作;每年職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)召開前(qian)的(de)二個月(yue),建工(gong)集(ji)團(tuan)(tuan)黨委總要(yao)會(hui)(hui)(hui)(hui)同行(xing)政和(he)工(gong)會(hui)(hui)(hui)(hui)共同協(xie)商確定議(yi)題,統籌協(xie)調會(hui)(hui)(hui)(hui)議(yi)相關(guan)事(shi)宜,同時(shi),每年定期就(jiu)集(ji)團(tuan)(tuan)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)決議(yi)貫(guan)徹(che)落實(shi)情況聽取匯報,專項(xiang)研(yan)究(jiu)。集(ji)團(tuan)(tuan)行(xing)政切(qie)(qie)實(shi)履(lv)(lv)行(xing)建制(zhi)主體(ti)職(zhi)責(ze),自覺履(lv)(lv)行(xing)報告“三重一大(da)”、發(fa)展規劃(hua)、年度(du)工(gong)作和(he)財(cai)務預(yu)決算,以(yi)及(ji)涉及(ji)職(zhi)工(gong)切(qie)(qie)身利(li)益事(shi)項(xiang)的(de)職(zhi)責(ze),自覺履(lv)(lv)行(xing)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)決議(yi)貫(guan)徹(che)落實(shi)和(he)接受職(zhi)工(gong)代(dai)(dai)(dai)表巡視督查職(zhi)責(ze),并在人財(cai)物等方(fang)面(mian)保障各(ge)級(ji)(ji)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)能順暢(chang)有效運營。集(ji)團(tuan)(tuan)工(gong)會(hui)(hui)(hui)(hui)切(qie)(qie)實(shi)履(lv)(lv)行(xing)運作主體(ti)職(zhi)責(ze),嚴格(ge)按照(zhao)工(gong)作機構的(de)各(ge)項(xiang)規定,推(tui)動職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)各(ge)項(xiang)工(gong)作正常(chang)運行(xing),并通過強化職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)的(de)各(ge)項(xiang)工(gong)作制(zhi)度(du),加(jia)強對(dui)職(zhi)工(gong)代(dai)(dai)(dai)表的(de)教育培訓(xun)和(he)工(gong)作實(shi)踐,激發(fa)多(duo)級(ji)(ji)職(zhi)代(dai)(dai)(dai)會(hui)(hui)(hui)(hui)的(de)制(zhi)度(du)功(gong)能。
三、攻克(ke)熱點難點問(wen)題(ti),努力提(ti)高基層職代會運(yun)行質量
為進(jin)一(yi)步堅持(chi)和完善多(duo)級職(zhi)代會制度,促進(jin)基層單(dan)位職(zhi)代會更有(you)針(zhen)對性地解(jie)決工(gong)(gong)(gong)作(zuo)中(zhong)的瓶頸障礙問題,建工(gong)(gong)(gong)集(ji)團黨(dang)委支持(chi)集(ji)團工(gong)(gong)(gong)會,通(tong)過(guo)集(ji)團職(zhi)代會形成(cheng)共識,推動全系統著重解(jie)決以(yi)下四方面(mian)問題:
一是針對職代會民(min)主(zhu)評(ping)議(yi)領導(dao)干部(bu)(bu)走(zou)形式問題,建工(gong)(gong)集團黨(dang)委(wei)批(pi)轉集團工(gong)(gong)會《關于職代會民(min)主(zhu)評(ping)議(yi)企(qi)業領導(dao)干部(bu)(bu)的若(ruo)干意(yi)見》,明確規(gui)范八(ba)項程序,量(liang)化評(ping)議(yi)指標(biao)、強化過程監督(du)、細化工(gong)(gong)作環節,并要求各級黨(dang)委(wei)組織部(bu)(bu)門要加強現場指導(dao)、過程監督(du)、結(jie)果反饋和提(ti)出獎懲建議(yi)的工(gong)(gong)作流程,使(shi)民(min)主(zhu)評(ping)議(yi)這一監督(du)機制更有效地發揮(hui)作用。
二是針對基層經(jing)營(ying)(ying)(ying)者(zhe)選(xuan)聘(pin)缺乏(fa)職(zhi)工(gong)(gong)(gong)(gong)參與問題(ti),建工(gong)(gong)(gong)(gong)集(ji)團(tuan)黨委與行政(zheng)同意(yi)(yi)將工(gong)(gong)(gong)(gong)會《關于(yu)組(zu)織職(zhi)工(gong)(gong)(gong)(gong)參與經(jing)營(ying)(ying)(ying)者(zhe)競(jing)聘(pin)上崗工(gong)(gong)(gong)(gong)作的若干意(yi)(yi)見(jian)》作為(wei)經(jing)營(ying)(ying)(ying)者(zhe)選(xuan)聘(pin)工(gong)(gong)(gong)(gong)作的指導性意(yi)(yi)見(jian),規(gui)定參與經(jing)營(ying)(ying)(ying)者(zhe)候選(xuan)人(ren)答辯(bian)評審(shen)的職(zhi)工(gong)(gong)(gong)(gong)代表數不(bu)少于(yu)專家評委的兩倍,并享有與專家評委同樣(yang)的提問權(quan)(quan)、投票(piao)權(quan)(quan),確保了職(zhi)工(gong)(gong)(gong)(gong)參與選(xuan)聘(pin)企業經(jing)營(ying)(ying)(ying)者(zhe)工(gong)(gong)(gong)(gong)作的實效(xiao)性。
三是針(zhen)對(dui)部分基層單位職代(dai)會有走(zou)過場的(de)(de)問題,建工(gong)集(ji)團黨委在聽取集(ji)團工(gong)會匯報后(hou),及時(shi)批轉了《關于建立(li)職代(dai)會質(zhi)(zhi)量評(ping)估的(de)(de)意見》,明確要求(qiu)職代(dai)會質(zhi)(zhi)量評(ping)估工(gong)作一定(ding)要在黨組織領(ling)導(dao)下實(shi)施,企業行政要重視(shi)和支持(chi)工(gong)會開(kai)展職代(dai)會質(zhi)(zhi)量評(ping)估,對(dui)提出的(de)(de)整改意見和措施必須督查落實(shi),評(ping)估結果(guo)必須與基層單位和領(ling)導(dao)干部的(de)(de)績(ji)效評(ping)價掛鉤(gou)。
四是(shi)針對(dui)(dui)職(zhi)(zhi)工(gong)(gong)代(dai)表(biao)能(neng)力(li)素質需要提(ti)(ti)高(gao)的(de)(de)(de)問題,建(jian)(jian)(jian)(jian)工(gong)(gong)集團通(tong)過(guo)加(jia)強多種培訓(xun),強化職(zhi)(zhi)代(dai)會(hui)提(ti)(ti)案(an)工(gong)(gong)作(zuo)制(zhi)度,以及增加(jia)職(zhi)(zhi)工(gong)(gong)代(dai)表(biao)履職(zhi)(zhi)實(shi)踐等(deng)活動(dong),不斷推動(dong)職(zhi)(zhi)工(gong)(gong)代(dai)表(biao)綜合素質和(he)參與能(neng)力(li)的(de)(de)(de)提(ti)(ti)高(gao)。近年來(lai),建(jian)(jian)(jian)(jian)工(gong)(gong)集團和(he)各(ge)企(qi)(qi)業(ye)職(zhi)(zhi)工(gong)(gong)代(dai)表(biao)提(ti)(ti)出(chu)的(de)(de)(de)提(ti)(ti)案(an)和(he)意見建(jian)(jian)(jian)(jian)議更(geng)有全局(ju)觀(guan),更(geng)能(neng)夠兼顧各(ge)方(fang)面(mian)(mian)的(de)(de)(de)利益,其中關于(yu)人才建(jian)(jian)(jian)(jian)設、“走出(chu)去(qu)”工(gong)(gong)作(zuo)建(jian)(jian)(jian)(jian)議、產業(ye)發展(zhan)和(he)企(qi)(qi)業(ye)管理(li)對(dui)(dui)策、勞動(dong)用(yong)工(gong)(gong)和(he)收(shou)入分配等(deng)方(fang)面(mian)(mian)的(de)(de)(de)提(ti)(ti)案(an),都具有較強的(de)(de)(de)針對(dui)(dui)性(xing)和(he)操作(zuo)性(xing),得到了集團和(he)基層行政的(de)(de)(de)高(gao)度評價,實(shi)施后的(de)(de)(de)效(xiao)果明顯。
此(ci)外,建(jian)工集團(tuan)黨委(wei)還支持行政與工會(hui)(hui)探(tan)索把創(chuang)建(jian)職工“滿意企業(ye)”和“勞動關系和諧企業(ye)”活動與廠務公開(kai)、職代會(hui)(hui)工作相結合,制定了建(jian)工集團(tuan)“滿意企業(ye)”12條創(chuang)建(jian)標(biao)準,創(chuang)新了將(jiang)廠務公開(kai)、職代會(hui)(hui)工作向企業(ye)投資(zi)決(jue)策、設備材料比(bi)價采購、資(zi)金管(guan)理、項目管(guan)理、分包商選(xuan)擇和效(xiao)能(neng)監察等企業(ye)管(guan)理的(de)(de)重點(dian)、難(nan)點(dian)領域(yu)延(yan)伸(shen)的(de)(de)新做法,收到了很好的(de)(de)成(cheng)效(xiao)。
自2003年起,建(jian)(jian)工集(ji)團內已有20多家(jia)單(dan)位(wei)(wei)榮獲(huo)市廠務(wu)公開民主管理先進單(dan)位(wei)(wei)或職工滿意企(qi)業(ye)稱號,10多位(wei)(wei)企(qi)業(ye)行(xing)政領導獲(huo)得(de)(de)市職工信賴的經(jing)營者稱號,2家(jia)企(qi)業(ye)獲(huo)得(de)(de)全(quan)國(guo)(guo)和(he)諧(xie)勞動關系模范企(qi)業(ye)稱號。建(jian)(jian)工集(ji)團也于2004年被全(quan)國(guo)(guo)廠務(wu)公開協調小組(zu)授予“全(quan)國(guo)(guo)廠務(wu)公開民主管理先進單(dan)位(wei)(wei)”稱號。
