多年來,上海建(jian)工集(ji)團堅持黨的“全(quan)心全(quan)意依靠工人階級(ji)(ji)”的方針和“和諧為本,追求卓越”的企(qi)業(ye)理念,不(bu)斷深化以職代(dai)(dai)會為基本形(xing)式的廠務公開(kai)民主(zhu)管(guan)理制度,積極(ji)推進多級(ji)(ji)職代(dai)(dai)會制度融(rong)入現代(dai)(dai)企(qi)業(ye)管(guan)理體(ti)系,確保職工在企(qi)業(ye)發(fa)展(zhan)中的主(zhu)體(ti)地位。
一(yi)、順(shun)應企業發展要求,扎實推進多級職代會制度建設
建工(gong)集團基層企業早(zao)在上世紀(ji)(ji)80年(nian)(nian)代就(jiu)普遍建立了(le)職(zhi)(zhi)代會制度(du)。在上世紀(ji)(ji)90年(nian)(nian)代開始的國企改(gai)(gai)革(ge)(ge)改(gai)(gai)制中,集團運用職(zhi)(zhi)代會制度(du)很好地保(bao)障了(le)職(zhi)(zhi)工(gong)民(min)主(zhu)權利,確保(bao)了(le)全系統改(gai)(gai)革(ge)(ge)改(gai)(gai)制的順利進行。2001年(nian)(nian),又(you)在集團層面(mian)建立了(le)職(zhi)(zhi)代會。
近年來,順應(ying)國資國企深化改(gai)革和(he)健全完善現代(dai)企業制(zhi)(zhi)度的(de)要(yao)求,建(jian)(jian)工(gong)集(ji)團(tuan)的(de)規(gui)模不斷擴(kuo)大,覆蓋領域也從原(yuan)來的(de)建(jian)(jian)筑承(cheng)包、建(jian)(jian)筑科研、設備安裝向(xiang)市政(zheng)路橋、環保(bao)節能、園林綠化以及(ji)房(fang)地(di)產開發(fa)、投資融資等方面擴(kuo)展;與此同(tong)時,建(jian)(jian)工(gong)集(ji)團(tuan)順應(ying)現代(dai)管(guan)理制(zhi)(zhi)度要(yao)求,管(guan)理模式也逐(zhu)步朝著集(ji)團(tuan)治理和(he)管(guan)控的(de)方向(xiang)發(fa)展,在(zai)這(zhe)一推進過(guo)程(cheng)中,集(ji)團(tuan)的(de)發(fa)展理念和(he)整體規(gui)劃、治理構架和(he)管(guan)理制(zhi)(zhi)度、薪(xin)酬(chou)體系和(he)人事制(zhi)(zhi)度,以及(ji)免费(fei)菠(bo)萝视(shi)频(pin)app下载(zai)等都將對所(suo)屬各基層單位產生深遠影響。
職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)是(shi)具有中(zhong)國特(te)色(se)的(de)基(ji)層(ceng)民(min)(min)主(zhu)(zhu)制(zhi)(zhi)(zhi)(zhi)度(du),在(zai)全(quan)面深化(hua)改(gai)(gai)革和(he)(he)企(qi)業(ye)管(guan)(guan)理(li)模(mo)式發(fa)生全(quan)新變化(hua)的(de)過程(cheng)中(zhong),如何(he)通過集(ji)(ji)(ji)(ji)(ji)團(tuan)和(he)(he)基(ji)層(ceng)單位(wei)多(duo)級(ji)職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)發(fa)揮作(zuo)用,貫徹落實黨的(de)“全(quan)依(yi)(yi)”方針(zhen);如何(he)保(bao)障職(zhi)(zhi)工(gong)(gong)(gong)通過多(duo)級(ji)協(xie)商民(min)(min)主(zhu)(zhu)、多(duo)級(ji)職(zhi)(zhi)工(gong)(gong)(gong)參與(yu)機制(zhi)(zhi)(zhi)(zhi),促進(jin)(jin)企(qi)業(ye)和(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)共同發(fa)展;如何(he)通過職(zhi)(zhi)工(gong)(gong)(gong)民(min)(min)主(zhu)(zhu)管(guan)(guan)理(li)制(zhi)(zhi)(zhi)(zhi)度(du)的(de)健全(quan)完善(shan)實現集(ji)(ji)(ji)(ji)(ji)團(tuan)科學決(jue)策、精細(xi)管(guan)(guan)理(li)和(he)(he)高效運(yun)行,以保(bao)障企(qi)業(ye)安全(quan)運(yun)營(ying),做(zuo)強做(zuo)大(da),是(shi)建(jian)工(gong)(gong)(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)黨委(wei)近年(nian)來重點(dian)思考(kao)和(he)(he)努力推進(jin)(jin)的(de)課題(ti)。為此,建(jian)工(gong)(gong)(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)黨委(wei)首先在(zai)建(jian)章(zhang)立制(zhi)(zhi)(zhi)(zhi)上下(xia)功(gong)夫,先后出臺了(le)《關于(yu)(yu)進(jin)(jin)一(yi)(yi)步依(yi)(yi)靠(kao)職(zhi)(zhi)工(gong)(gong)(gong)群眾辦企(qi)業(ye)的(de)若(ruo)干(gan)意見(jian)(jian)》、《關于(yu)(yu)進(jin)(jin)一(yi)(yi)步加強和(he)(he)改(gai)(gai)善(shan)黨對工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)工(gong)(gong)(gong)作(zuo)領導的(de)若(ruo)干(gan)意見(jian)(jian)》,《關于(yu)(yu)推行廠務公開(kai)(kai)加強民(min)(min)主(zhu)(zhu)管(guan)(guan)理(li)的(de)實施(shi)意見(jian)(jian)》等文件。同時,針(zhen)對多(duo)級(ji)職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)(zhi)(zhi)(zhi)度(du)需要(yao)理(li)順關系等問題(ti),建(jian)工(gong)(gong)(gong)集(ji)(ji)(ji)(ji)(ji)團(tuan)黨委(wei)又專(zhuan)門協(xie)調行政與(yu)工(gong)(gong)(gong)會(hui)(hui)(hui)(hui)研究(jiu)制(zhi)(zhi)(zhi)(zhi)定(ding)了(le)《集(ji)(ji)(ji)(ji)(ji)團(tuan)職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)章(zhang)程(cheng)》,明確了(le)集(ji)(ji)(ji)(ji)(ji)團(tuan)、子(zi)集(ji)(ji)(ji)(ji)(ji)團(tuan)和(he)(he)工(gong)(gong)(gong)程(cheng)公司三(san)級(ji)職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)制(zhi)(zhi)(zhi)(zhi)度(du)工(gong)(gong)(gong)作(zuo)定(ding)位(wei),健全(quan)完善(shan)了(le)三(san)級(ji)職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)組織(zhi)制(zhi)(zhi)(zhi)(zhi)度(du)和(he)(he)工(gong)(gong)(gong)作(zuo)制(zhi)(zhi)(zhi)(zhi)度(du),并同步推進(jin)(jin)了(le)職(zhi)(zhi)工(gong)(gong)(gong)董(dong)監事和(he)(he)多(duo)級(ji)集(ji)(ji)(ji)(ji)(ji)體(ti)(ti)協(xie)商制(zhi)(zhi)(zhi)(zhi)度(du)。2011年(nian),集(ji)(ji)(ji)(ji)(ji)團(tuan)整體(ti)(ti)上市后,集(ji)(ji)(ji)(ji)(ji)團(tuan)黨委(wei)又及時指導制(zhi)(zhi)(zhi)(zhi)定(ding)了(le)《企(qi)業(ye)職(zhi)(zhi)工(gong)(gong)(gong)參與(yu)民(min)(min)主(zhu)(zhu)管(guan)(guan)理(li)指引》,將職(zhi)(zhi)工(gong)(gong)(gong)參與(yu)民(min)(min)主(zhu)(zhu)管(guan)(guan)理(li)納入了(le)現代(dai)(dai)企(qi)業(ye)管(guan)(guan)理(li)體(ti)(ti)系中(zhong),進(jin)(jin)一(yi)(yi)步強化(hua)了(le)廠務公開(kai)(kai)、職(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)、集(ji)(ji)(ji)(ji)(ji)體(ti)(ti)協(xie)商和(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)董(dong)監事等四項民(min)(min)主(zhu)(zhu)管(guan)(guan)理(li)制(zhi)(zhi)(zhi)(zhi)度(du)。
二、加強集(ji)團職代會制度建(jian)設(she),充分發揮(hui)各方(fang)主體作用
1、明確多級(ji)(ji)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)功能定位,不斷豐富集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)職(zhi)(zhi)(zhi)權內(nei)容。自建(jian)立三級(ji)(ji)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)制(zhi)(zhi)度(du)(du)(du)以來,就將建(jian)工(gong)(gong)(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)定位在(zai)(zai)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)參與集(ji)團(tuan)(tuan)(tuan)重(zhong)(zhong)大決策、源頭協調(diao)勞動(dong)關系(xi)、民(min)主推(tui)進(jin)(jin)黨風廉(lian)政(zheng)建(jian)設和(he)(he)(he)(he)推(tui)進(jin)(jin)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)實(shi)(shi)事工(gong)(gong)(gong)(gong)(gong)(gong)程等四個方(fang)(fang)面,并(bing)(bing)明確集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)著重(zhong)(zhong)于關注(zhu)涉(she)(she)及(ji)集(ji)團(tuan)(tuan)(tuan)改革發展的全局(ju)性(xing)(xing)(xing)、根本(ben)(ben)性(xing)(xing)(xing)問題和(he)(he)(he)(he)涉(she)(she)及(ji)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)切身利益(yi)的普遍性(xing)(xing)(xing)、傾向性(xing)(xing)(xing)問題;子集(ji)團(tuan)(tuan)(tuan)公(gong)(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)側重(zhong)(zhong)于涉(she)(she)及(ji)本(ben)(ben)單位和(he)(he)(he)(he)下屬(shu)工(gong)(gong)(gong)(gong)(gong)(gong)程公(gong)(gong)司重(zhong)(zhong)大決策、生(sheng)產經營和(he)(he)(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)切身利益(yi)的具體事項;工(gong)(gong)(gong)(gong)(gong)(gong)程公(gong)(gong)司職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)主要(yao)貫(guan)徹落實(shi)(shi)上級(ji)(ji)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)的決議(yi)方(fang)(fang)案,并(bing)(bing)細(xi)化成(cheng)(cheng)具體方(fang)(fang)案,履行相應民(min)主程序后實(shi)(shi)施。多年(nian)來,建(jian)工(gong)(gong)(gong)(gong)(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)審(shen)議(yi)了(le)集(ji)團(tuan)(tuan)(tuan)“十一五”、“十二五”發展規劃(hua)、年(nian)度(du)(du)(du)經營管(guan)(guan)理(li)情(qing)況,黨風廉(lian)政(zheng)建(jian)設情(qing)況;先后審(shen)議(yi)通過并(bing)(bing)實(shi)(shi)施了(le)《完(wan)善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)補充醫療保險》、《完(wan)善職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)教育培訓(xun)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)》、《集(ji)團(tuan)(tuan)(tuan)在(zai)(zai)崗職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)最低工(gong)(gong)(gong)(gong)(gong)(gong)資標(biao)準》、《健全職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)體檢制(zhi)(zhi)度(du)(du)(du)》,以及(ji)《加強服務“走出去”職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)》等涉(she)(she)及(ji)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)切身利益(yi)的重(zhong)(zhong)要(yao)事項;推(tui)進(jin)(jin)完(wan)善了(le)集(ji)團(tuan)(tuan)(tuan)和(he)(he)(he)(he)所屬(shu)企業(ye)廠務公(gong)(gong)開民(min)主管(guan)(guan)理(li)、集(ji)體協商和(he)(he)(he)(he)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)董監事,以及(ji)勞動(dong)爭議(yi)調(diao)處等制(zhi)(zhi)度(du)(du)(du),使之成(cheng)(cheng)為集(ji)團(tuan)(tuan)(tuan)管(guan)(guan)理(li)制(zhi)(zhi)度(du)(du)(du)的重(zhong)(zhong)要(yao)組成(cheng)(cheng)部分(fen)。
2、健全完(wan)善組織制(zhi)(zhi)度(du)(du)和(he)各(ge)項(xiang)規(gui)程,確(que)保(bao)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)制(zhi)(zhi)度(du)(du)順利運營。堅持集(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)的流程化(hua)管(guan)理(li)(li),確(que)保(bao)《職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)條(tiao)例(li)》的各(ge)項(xiang)規(gui)定得到(dao)貫(guan)徹(che)落實(shi)。建(jian)工(gong)集(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)每(mei)屆五年,每(mei)年都(dou)在1月(yue)11日前后召(zhao)開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi),然后基層(ceng)再召(zhao)開(kai)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi),這已成為集(ji)團(tuan)(tuan)的慣例(li)堅持至今(jin)。每(mei)次(ci)正式(shi)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)前,提(ti)前半月(yue)至十天(tian)召(zhao)開(kai)代(dai)(dai)(dai)(dai)表(biao)團(tuan)(tuan)組長會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi),發(fa)放會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)材(cai)料,要求(qiu)組織職(zhi)(zhi)(zhi)工(gong)代(dai)(dai)(dai)(dai)表(biao)分團(tuan)(tuan)組討論審議(yi)(yi),并在正式(shi)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)前的三(san)天(tian),再次(ci)召(zhao)開(kai)代(dai)(dai)(dai)(dai)表(biao)團(tuan)(tuan)組長會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi),聽取職(zhi)(zhi)(zhi)工(gong)代(dai)(dai)(dai)(dai)表(biao)對會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)材(cai)料的意見建(jian)議(yi)(yi)。明確(que)對分歧較大的事(shi)項(xiang),行政與(yu)工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)必須協商修改(gai)完(wan)善后才能提(ti)交職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)審議(yi)(yi)或審議(yi)(yi)表(biao)決。建(jian)工(gong)集(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)生效(xiao)后,都(dou)會(hui)(hui)(hui)(hui)(hui)(hui)以制(zhi)(zhi)度(du)(du)文件(jian)形(xing)式(shi)要求(qiu)基層(ceng)單位遵(zun)照執行,并通(tong)過中途檢查,推動職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)的有(you)效(xiao)落實(shi)。還結合(he)集(ji)團(tuan)(tuan)特點,嚴把職(zhi)(zhi)(zhi)工(gong)代(dai)(dai)(dai)(dai)表(biao)結構比例(li),確(que)保(bao)各(ge)層(ceng)面干部職(zhi)(zhi)(zhi)工(gong)和(he)各(ge)類先進代(dai)(dai)(dai)(dai)表(biao)都(dou)能參加職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui),行使(shi)民主(zhu)管(guan)理(li)(li)權利。集(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)還選舉產生了資(zi)產管(guan)理(li)(li)、民主(zhu)評議(yi)(yi)、提(ti)案處(chu)理(li)(li)、職(zhi)(zhi)(zhi)工(gong)權益(yi)等4個民管(guan)專委會(hui)(hui)(hui)(hui)(hui)(hui),在職(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)和(he)閉會(hui)(hui)(hui)(hui)(hui)(hui)期間(jian)切實(shi)發(fa)展(zhan)作用,推動這一(yi)制(zhi)(zhi)度(du)(du)更好地為促(cu)進企業發(fa)展(zhan)和(he)職(zhi)(zhi)(zhi)工(gong)權益(yi)維護(hu)服務。
3、切(qie)實(shi)發(fa)(fa)揮黨政(zheng)工(gong)(gong)主(zhu)體(ti)(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),合力推進職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)制度(du)落地生(sheng)根。集(ji)(ji)團(tuan)黨委切(qie)實(shi)履(lv)行(xing)領(ling)(ling)導主(zhu)體(ti)(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),把加(jia)(jia)強多級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)制度(du)建設列入(ru)重要(yao)議事(shi)日程(cheng),支持各(ge)(ge)級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)依法行(xing)使職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)權。每(mei)屆職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)換屆改選(xuan),建工(gong)(gong)集(ji)(ji)團(tuan)黨委主(zhu)要(yao)領(ling)(ling)導都要(yao)擔任職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)籌(chou)備組(zu)組(zu)長,加(jia)(jia)強對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)籌(chou)建工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)領(ling)(ling)導和(he)(he)(he)統籌(chou)協(xie)調工(gong)(gong)作(zuo)(zuo);每(mei)年職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)召開前的(de)(de)(de)(de)(de)二個(ge)月,建工(gong)(gong)集(ji)(ji)團(tuan)黨委總要(yao)會(hui)(hui)(hui)(hui)(hui)同(tong)行(xing)政(zheng)和(he)(he)(he)工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)共同(tong)協(xie)商確定議題,統籌(chou)協(xie)調會(hui)(hui)(hui)(hui)(hui)議相關事(shi)宜,同(tong)時,每(mei)年定期就集(ji)(ji)團(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)決(jue)議貫(guan)徹落實(shi)情況聽取匯報,專項(xiang)研究。集(ji)(ji)團(tuan)行(xing)政(zheng)切(qie)實(shi)履(lv)行(xing)建制主(zhu)體(ti)(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),自覺(jue)(jue)履(lv)行(xing)報告“三重一大”、發(fa)(fa)展規(gui)劃(hua)、年度(du)工(gong)(gong)作(zuo)(zuo)和(he)(he)(he)財(cai)務(wu)預(yu)決(jue)算,以及涉及職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)切(qie)身(shen)利(li)益事(shi)項(xiang)的(de)(de)(de)(de)(de)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),自覺(jue)(jue)履(lv)行(xing)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)決(jue)議貫(guan)徹落實(shi)和(he)(he)(he)接受職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)(dai)表巡視(shi)督查職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),并(bing)在人財(cai)物等(deng)方面保障各(ge)(ge)級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)能(neng)順暢有(you)效運營(ying)。集(ji)(ji)團(tuan)工(gong)(gong)會(hui)(hui)(hui)(hui)(hui)切(qie)實(shi)履(lv)行(xing)運作(zuo)(zuo)主(zhu)體(ti)(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),嚴格按照工(gong)(gong)作(zuo)(zuo)機構的(de)(de)(de)(de)(de)各(ge)(ge)項(xiang)規(gui)定,推動職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)各(ge)(ge)項(xiang)工(gong)(gong)作(zuo)(zuo)正常(chang)運行(xing),并(bing)通過強化(hua)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)(de)各(ge)(ge)項(xiang)工(gong)(gong)作(zuo)(zuo)制度(du),加(jia)(jia)強對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)(dai)表的(de)(de)(de)(de)(de)教育(yu)培訓(xun)和(he)(he)(he)工(gong)(gong)作(zuo)(zuo)實(shi)踐,激發(fa)(fa)多級(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)(dai)(dai)會(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)(de)制度(du)功能(neng)。
三、攻(gong)克熱點(dian)(dian)難點(dian)(dian)問題,努力提(ti)高基層職代會運行(xing)質(zhi)量
為進一步(bu)堅(jian)持(chi)和完(wan)善(shan)多級(ji)職代(dai)會(hui)(hui)制度,促進基(ji)層單位職代(dai)會(hui)(hui)更有針對性地解(jie)決(jue)工作中(zhong)的瓶(ping)頸障礙問題,建工集(ji)團(tuan)黨委支持(chi)集(ji)團(tuan)工會(hui)(hui),通過(guo)集(ji)團(tuan)職代(dai)會(hui)(hui)形成共識,推動全系統著重(zhong)解(jie)決(jue)以下四方面問題:
一(yi)是針(zhen)對(dui)職(zhi)代(dai)會(hui)民主(zhu)評(ping)(ping)議(yi)領導干部(bu)走形式(shi)問題,建(jian)工集(ji)(ji)團(tuan)黨委批(pi)轉(zhuan)集(ji)(ji)團(tuan)工會(hui)《關于職(zhi)代(dai)會(hui)民主(zhu)評(ping)(ping)議(yi)企(qi)業領導干部(bu)的若干意見》,明(ming)確規范(fan)八項程(cheng)序,量化評(ping)(ping)議(yi)指標(biao)、強化過程(cheng)監督(du)、細化工作(zuo)(zuo)環節,并要求(qiu)各級黨委組織(zhi)部(bu)門(men)要加強現場指導、過程(cheng)監督(du)、結果反饋和提出(chu)獎懲建(jian)議(yi)的工作(zuo)(zuo)流(liu)程(cheng),使(shi)民主(zhu)評(ping)(ping)議(yi)這一(yi)監督(du)機制更(geng)有效(xiao)地發揮作(zuo)(zuo)用。
二是針對(dui)基層經(jing)(jing)(jing)營(ying)者(zhe)選聘缺乏職工(gong)(gong)(gong)參與(yu)(yu)(yu)問(wen)題,建工(gong)(gong)(gong)集團(tuan)黨委(wei)與(yu)(yu)(yu)行政同(tong)意將(jiang)工(gong)(gong)(gong)會《關于組織職工(gong)(gong)(gong)參與(yu)(yu)(yu)經(jing)(jing)(jing)營(ying)者(zhe)競聘上崗工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)若干意見》作(zuo)(zuo)為經(jing)(jing)(jing)營(ying)者(zhe)選聘工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)指導性意見,規定參與(yu)(yu)(yu)經(jing)(jing)(jing)營(ying)者(zhe)候(hou)選人(ren)答辯(bian)評(ping)審的(de)(de)職工(gong)(gong)(gong)代(dai)表數不少于專家評(ping)委(wei)的(de)(de)兩倍,并享有與(yu)(yu)(yu)專家評(ping)委(wei)同(tong)樣(yang)的(de)(de)提問(wen)權、投票權,確保了職工(gong)(gong)(gong)參與(yu)(yu)(yu)選聘企(qi)業經(jing)(jing)(jing)營(ying)者(zhe)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)實效(xiao)性。
三是針(zhen)對(dui)部分基(ji)層單(dan)位職代會有走(zou)過場(chang)的問題(ti),建(jian)工集團黨委在聽取集團工會匯報(bao)后,及時批(pi)轉了《關(guan)于(yu)建(jian)立(li)職代會質量(liang)評(ping)估(gu)的意見》,明確要求職代會質量(liang)評(ping)估(gu)工作(zuo)一定要在黨組織領導下實施(shi),企業行政(zheng)要重視和(he)支持工會開展職代會質量(liang)評(ping)估(gu),對(dui)提出的整改意見和(he)措(cuo)施(shi)必須督查落實,評(ping)估(gu)結果必須與基(ji)層單(dan)位和(he)領導干部的績效(xiao)評(ping)價掛鉤。
四(si)是針(zhen)(zhen)對職(zhi)(zhi)工(gong)(gong)(gong)代表能(neng)力素(su)質需要(yao)提(ti)高(gao)的(de)(de)問題(ti),建(jian)(jian)工(gong)(gong)(gong)集團(tuan)通過加強多種培訓,強化(hua)職(zhi)(zhi)代會提(ti)案(an)工(gong)(gong)(gong)作制度,以及增(zeng)加職(zhi)(zhi)工(gong)(gong)(gong)代表履職(zhi)(zhi)實踐等(deng)活動(dong),不斷推動(dong)職(zhi)(zhi)工(gong)(gong)(gong)代表綜合素(su)質和(he)(he)(he)(he)參與能(neng)力的(de)(de)提(ti)高(gao)。近年來,建(jian)(jian)工(gong)(gong)(gong)集團(tuan)和(he)(he)(he)(he)各企業(ye)職(zhi)(zhi)工(gong)(gong)(gong)代表提(ti)出(chu)的(de)(de)提(ti)案(an)和(he)(he)(he)(he)意見建(jian)(jian)議更(geng)(geng)有(you)全(quan)局觀(guan),更(geng)(geng)能(neng)夠(gou)兼顧各方面的(de)(de)利益,其中關于人才建(jian)(jian)設、“走出(chu)去”工(gong)(gong)(gong)作建(jian)(jian)議、產業(ye)發展和(he)(he)(he)(he)企業(ye)管理對策、勞動(dong)用(yong)工(gong)(gong)(gong)和(he)(he)(he)(he)收入分配等(deng)方面的(de)(de)提(ti)案(an),都具有(you)較(jiao)強的(de)(de)針(zhen)(zhen)對性和(he)(he)(he)(he)操(cao)作性,得到了(le)集團(tuan)和(he)(he)(he)(he)基層行政的(de)(de)高(gao)度評價,實施后的(de)(de)效(xiao)果明顯。
此外,建工(gong)集團(tuan)黨委還支(zhi)持(chi)行政(zheng)與(yu)工(gong)會探(tan)索把(ba)創(chuang)建職(zhi)工(gong)“滿意企(qi)業(ye)”和“勞(lao)動關(guan)系和諧企(qi)業(ye)”活動與(yu)廠(chang)務公開(kai)、職(zhi)代(dai)會工(gong)作相結(jie)合(he),制定了建工(gong)集團(tuan)“滿意企(qi)業(ye)”12條創(chuang)建標準(zhun),創(chuang)新了將廠(chang)務公開(kai)、職(zhi)代(dai)會工(gong)作向企(qi)業(ye)投(tou)資決策、設備材(cai)料比價采購、資金管(guan)理、項(xiang)目管(guan)理、分(fen)包商選擇和效能監察等企(qi)業(ye)管(guan)理的(de)重(zhong)點、難點領(ling)域延伸(shen)的(de)新做法(fa),收(shou)到了很好的(de)成效。
自2003年起(qi),建工集團(tuan)內已有20多家單位榮獲市(shi)廠(chang)務公(gong)開民主(zhu)管理先進(jin)單位或職工滿意(yi)企業(ye)(ye)稱號(hao),10多位企業(ye)(ye)行政領導獲得市(shi)職工信(xin)賴的經(jing)營者(zhe)稱號(hao),2家企業(ye)(ye)獲得全(quan)國和(he)諧勞動關系模范企業(ye)(ye)稱號(hao)。建工集團(tuan)也于(yu)2004年被全(quan)國廠(chang)務公(gong)開協調小組授予“全(quan)國廠(chang)務公(gong)開民主(zhu)管理先進(jin)單位”稱號(hao)。
