上(shang)海(hai)上(shang)港集(ji)團在推進轉(zhuan)型發展和強港建(jian)設(she)的(de)(de)過程中,注重強化工作路徑(jing)、價值認(ren)同、輿論(lun)宣傳(chuan)上(shang)的(de)(de)引(yin)領,在員工隊伍中營(ying)造“凝心(xin)聚(ju)力抓落實、一心(xin)一意謀發展”的(de)(de)軟環境。
一是從工作路徑上強化引領。圍繞集團(tuan)(tuan)年(nian)(nian)(nian)度(du)(du)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)方(fang)針,實(shi)(shi)(shi)施(shi)重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)目標(biao)(biao)任(ren)務分解(jie)(jie)。集團(tuan)(tuan)黨委聚(ju)焦(jiao)6個方(fang)面26項(xiang)(xiang)行(xing)政(zheng)重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo),立足(zu)于充分發揮企(qi)業黨組織引(yin)(yin)領和保障改革(ge)發展的政(zheng)治(zhi)核心作(zuo)(zuo)(zuo)用,制定(ding)了(le)(le)5個方(fang)面18項(xiang)(xiang)重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)以及(ji)60條(tiao)具體措施(shi)。除(chu)了(le)(le)黨委和行(xing)政(zheng)重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)這張(zhang)“主干圖”以外,集團(tuan)(tuan)紀委、工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)、共青團(tuan)(tuan)等條(tiao)線(xian)也都逐一(yi)進行(xing)了(le)(le)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)目標(biao)(biao)任(ren)務的細化分解(jie)(jie),形成(cheng)了(le)(le)條(tiao)線(xian)和系(xi)統工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)的“分支(zhi)圖”,指引(yin)(yin)各(ge)基(ji)層單(dan)位(wei)對標(biao)(biao)重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo),結合(he)實(shi)(shi)(shi)際抓好措施(shi)細化和任(ren)務落實(shi)(shi)(shi)。通(tong)過建立黨委與行(xing)政(zheng)、集團(tuan)(tuan)與基(ji)層以及(ji)黨委、行(xing)政(zheng)、紀委、工(gong)(gong)(gong)(gong)(gong)會(hui)(hui)、團(tuan)(tuan)青“雙(shuang)重(zhong)(zhong)、兩(liang)級、五(wu)線(xian)”重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)責(ze)任(ren)分解(jie)(jie)模(mo)式,有效促進了(le)(le)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)責(ze)任(ren)落實(shi)(shi)(shi)和措施(shi)落地。集團(tuan)(tuan)借助每月部室工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)例會(hui)(hui)、季(ji)度(du)(du)會(hui)(hui)、半(ban)年(nian)(nian)(nian)度(du)(du)會(hui)(hui)等,對重(zhong)(zhong)點(dian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)推進情況進行(xing)一(yi)月一(yi)通(tong)報、一(yi)季(ji)一(yi)評(ping)估(gu)、一(yi)年(nian)(nian)(nian)一(yi)考量,確保全年(nian)(nian)(nian)重(zhong)(zhong)點(dian)目標(biao)(biao)任(ren)務在(zai)(zai)執行(xing)上不走神(shen)、在(zai)(zai)推進上不跑(pao)調、在(zai)(zai)落實(shi)(shi)(shi)上不失真。
二是從價值認同上強化引領。以深入踐行(xing)“承(cheng)接歷史、承(cheng)載使命”的集團(tuan)核(he)心(xin)價(jia)值觀為(wei)(wei)切入點(dian),大力(li)弘揚社(she)會主(zhu)義核(he)心(xin)價(jia)值觀,以建設上港(gang)和(he)諧家園與(yu)幸福企(qi)業(ye)(ye)為(wei)(wei)價(jia)值坐標,以營造“忠誠、敬業(ye)(ye)、奉獻”的企(qi)業(ye)(ye)風(feng)尚為(wei)(wei)價(jia)值內核(he),著(zhu)重從“知(zhi)(zhi)”與(yu)“行(xing)”的結合(he)上精準發(fa)力(li)、凝心(xin)聚力(li)。在(zai)(zai)“知(zhi)(zhi)”上做深文章。圍繞干部職工普(pu)遍關(guan)注的集團(tuan)發(fa)展大事(shi),進行(xing)形(xing)勢任務基礎材(cai)(cai)料的梳理與(yu)整合(he),作(zuo)為(wei)(wei)“鄉土教(jiao)材(cai)(cai)”方(fang)便職工更清(qing)晰直觀地知(zhi)(zhi)曉身邊事(shi)、企(qi)業(ye)(ye)事(shi)、集團(tuan)事(shi)。結合(he)專(zhuan)(zhuan)輯、專(zhuan)(zhuan)刊、專(zhuan)(zhuan)版、專(zhuan)(zhuan)欄宣(xuan)傳,分層開(kai)展貫穿全(quan)年(nian)的形(xing)勢任務教(jiao)育。同時借(jie)助現場(chang)宣(xuan)講、知(zhi)(zhi)識競(jing)賽、趣味(wei)問答、心(xin)得箴言等生動(dong)活(huo)(huo)潑(po)的形(xing)式(shi),促進互動(dong)、增(zeng)強(qiang)實(shi)效。在(zai)(zai)“行(xing)”上拓寬渠道。圍繞學技術、學業(ye)(ye)務、學管理,重點(dian)推進“百(bai)師百(bai)徒(tu)”帶教(jiao)活(huo)(huo)動(dong),由128名導師結對帶教(jiao)138名徒(tu)弟。在(zai)(zai)簽訂帶教(jiao)協議(yi)、落實(shi)管理細則的基礎上,結合(he)勞(lao)模(mo)課堂、勞(lao)模(mo)工作(zuo)室建設等,擴大技能傳幫(bang)帶的輻射(she)效應。圍繞集團(tuan)“效率(lv)服務年(nian)”活(huo)(huo)動(dong),深化以“強(qiang)港(gang)使命,你我共行(xing)動(dong)”為(wei)(wei)主(zhu)題的立功競(jing)賽,以“揭榜攻關(guan)”為(wei)(wei)核(he)心(xin)載體,開(kai)展全(quan)員性(xing)的小(xiao)發(fa)明、小(xiao)創(chuang)(chuang)造、小(xiao)革新、小(xiao)設計、小(xiao)建議(yi)活(huo)(huo)動(dong),激(ji)發(fa)廣(guang)大員工的創(chuang)(chuang)業(ye)(ye)激(ji)情和(he)創(chuang)(chuang)新活(huo)(huo)力(li)。
三是從輿論宣傳上強化引領。緊跟時代(dai)步(bu)伐、貼(tie)近企(qi)業(ye)實(shi)(shi)際,順應員工心(xin)理接受(shou)、信(xin)(xin)息獲(huo)取(qu)方(fang)(fang)式等方(fang)(fang)面的新(xin)特點,加強新(xin)形勢(shi)下的宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)工作。改進(jin)宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)方(fang)(fang)式,加強傳(chuan)(chuan)(chuan)(chuan)統媒體與新(xin)興媒體的結合運(yun)用。在運(yun)用企(qi)業(ye)報(bao)、簡報(bao)、網站開展(zhan)宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)的同時,重點依托集(ji)團微信(xin)(xin)平(ping)(ping)臺(tai),傳(chuan)(chuan)(chuan)(chuan)播“上(shang)(shang)港(gang)聲音”。轉(zhuan)變宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)手法(fa),更加注重把鏡頭(tou)和(he)版面聚(ju)焦基層(ceng)(ceng)一線,更多地運(yun)用群眾語(yu)言和(he)基層(ceng)(ceng)實(shi)(shi)例進(jin)行特色提煉(lian)和(he)工作總結,以群眾感受(shou)評判工作成效(xiao),增強宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)引導(dao)的關注度(du)和(he)認同感。創新(xin)宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)載體,以“上(shang)(shang)港(gang)故(gu)事”為載體,挖掘和(he)講述平(ping)(ping)凡(fan)崗位(wei)的不平(ping)(ping)凡(fan)故(gu)事,尋找(zhao)和(he)推(tui)介身(shen)邊(bian)的正(zheng)能量(liang)。結合勞模(mo)事跡宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)以及征文、書(shu)畫、攝影、微電影征集(ji)展(zhan)示(shi)等活(huo)動,宣(xuan)(xuan)傳(chuan)(chuan)(chuan)(chuan)和(he)弘(hong)揚“最美上(shang)(shang)港(gang)人”,凝(ning)聚(ju)基層(ceng)(ceng)實(shi)(shi)踐、員工創造與企(qi)業(ye)改革發展(zhan)同頻共振的上(shang)(shang)港(gang)力(li)量(liang)。
