一(yi)是推(tui)進機(ji)(ji)關(guan)機(ji)(ji)構改(gai)(gai)革(ge)(ge)。嚴格機(ji)(ji)關(guan)定(ding)編定(ding)員(yuan),壓減機(ji)(ji)構設置(zhi),進一(yi)步優化業務流程和人(ren)員(yuan)配置(zhi),建立(li)縱向扁平化、橫(heng)向板塊化的管理(li)機(ji)(ji)構。從制度層面理(li)順完善科室職能,決不因機(ji)(ji)關(guan)改(gai)(gai)革(ge)(ge)削弱、影(ying)響(xiang)生產經營和改(gai)(gai)革(ge)(ge)發展。
二是(shi)做好(hao)用(yong)工(gong)(gong)存(cun)量優(you)化。深入(ru)開展(zhan)“兩規(gui)(gui)范(fan)兩清(qing)理(li)”活動,對于違反(fan)勞動紀律的(de)人員,按照(zhao)《勞動合同法》和(he)《員工(gong)(gong)獎懲(cheng)辦(ban)法》的(de)規(gui)(gui)定(ding)進行規(gui)(gui)范(fan)清(qing)理(li)。按照(zhao)“十個嚴控十個一律”要(yao)求,清(qing)理(li)規(gui)(gui)范(fan)非在(zai)冊(ce)用(yong)工(gong)(gong)。堅持(chi)“區別對待(dai)、分類推(tui)進、以內換外”的(de)原(yuan)則,詳細排定(ding)清(qing)理(li)計劃,所(suo)有地面不必要(yao)非在(zai)冊(ce)用(yong)工(gong)(gong)逐(zhu)步清(qing)理(li)到位(wei)。對規(gui)(gui)范(fan)清(qing)理(li)后(hou)產生(sheng)的(de)用(yong)工(gong)(gong)缺口,通過內部人力資(zi)源(yuan)市場(chang)進行調劑配置。
三(san)是嚴(yan)格控制(zhi)用(yong)(yong)工(gong)(gong)增量關口。制(zhi)定(ding)完善招(zhao)(zhao)用(yong)(yong)工(gong)(gong)管理權(quan)限,把好用(yong)(yong)工(gong)(gong)入口關,嚴(yan)禁自行(xing)新招(zhao)(zhao)各種形式用(yong)(yong)工(gong)(gong);新建(jian)項(xiang)目進行(xing)招(zhao)(zhao)用(yong)(yong)工(gong)(gong)時,優先使用(yong)(yong)內部(bu)單位分(fen)流(liu)轉(zhuan)移人(ren)員(yuan),杜絕以任(ren)何理由突(tu)破定(ding)編定(ding)員(yuan),對違反(fan)規定(ding)的嚴(yan)肅追究主要負責人(ren)和部(bu)門負責人(ren)的責任(ren)。落實省內外單位勞動定(ding)額(e)定(ding)員(yuan)的測定(ding),進一步規范用(yong)(yong)工(gong)(gong)管理。
