2010年(nian)以來,上(shang)海建(jian)工集團(tuan)在南(nan)昌(chang)市(shi)(shi)場(chang)交出漂亮成(cheng)績單——303米(mi)高(gao)南(nan)昌(chang)綠地(di)中(zhong)央(yang)廣場(chang)項目,成(cheng)為南(nan)昌(chang)第一高(gao)樓(lou);37萬(wan)平方米(mi)綠地(di)國際博覽(lan)中(zhong)心(xin)項目,成(cheng)為南(nan)昌(chang)最(zui)(zui)大體量的(de)單體建(jian)筑;長約8.9公里前湖大道快速路工程(cheng),建(jian)成(cheng)后是南(nan)昌(chang)市(shi)(shi)最(zui)(zui)長的(de)貫穿(chuan)市(shi)(shi)中(zhong)心(xin)三個(ge)區的(de)快速路。今年(nian),上(shang)海建(jian)工集團(tuan)在南(nan)昌(chang)市(shi)(shi)場(chang)的(de)合同額有望(wang)突破100億元,集團(tuan)正以產(chan)業聯動的(de)機制、投資引(yin)領的(de)特色、與(yu)城共榮的(de)情懷,去(qu)實現南(nan)昌(chang)市(shi)(shi)場(chang)的(de)可持續發展。

二、投資引領:借力資本的“杠桿”作用(yong)
2013年7月,上(shang)海(hai)(hai)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)江西投(tou)(tou)(tou)(tou)資(zi)發展有限公(gong)司在南(nan)(nan)昌(chang)揭牌,工(gong)(gong)商注冊資(zi)金3億(yi)元,這(zhe)無疑是(shi)上(shang)海(hai)(hai)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)集(ji)團南(nan)(nan)昌(chang)區(qu)(qu)域市(shi)(shi)場發展史上(shang)的(de)(de)一(yi)(yi)座(zuo)里程(cheng)碑。建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)江投(tou)(tou)(tou)(tou)公(gong)司在成立(li)當(dang)天,聯合(he)二(er)建(jian)(jian)(jian)(jian)(jian)集(ji)團與南(nan)(nan)昌(chang)市(shi)(shi)東湖(hu)(hu)(hu)(hu)區(qu)(qu)政(zheng)府簽(qian)訂了《青(qing)山(shan)湖(hu)(hu)(hu)(hu)西岸(an)(an)改(gai)造合(he)作協(xie)議書》,就棚戶區(qu)(qu)改(gai)造、地(di)下管網(wang)改(gai)造等項(xiang)(xiang)目(mu)(mu)(mu)進行了意(yi)向性洽談(tan)。公(gong)司先后中(zhong)標南(nan)(nan)昌(chang)市(shi)(shi)區(qu)(qu)第一(yi)(yi)個(ge)采用BT模式建(jian)(jian)(jian)(jian)(jian)設(she)(she)的(de)(de)還(huan)建(jian)(jian)(jian)(jian)(jian)房(fang)(fang)項(xiang)(xiang)目(mu)(mu)(mu)——青(qing)山(shan)湖(hu)(hu)(hu)(hu)西岸(an)(an)10.09萬平方米(mi)的(de)(de)還(huan)建(jian)(jian)(jian)(jian)(jian)房(fang)(fang)項(xiang)(xiang)目(mu)(mu)(mu)、青(qing)山(shan)湖(hu)(hu)(hu)(hu)西岸(an)(an)新湖(hu)(hu)(hu)(hu)濱西路(lu)工(gong)(gong)程(cheng)和“三經五緯”街(jie)巷空(kong)間改(gai)造項(xiang)(xiang)目(mu)(mu)(mu)等。今年5月,建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)江投(tou)(tou)(tou)(tou)聯手二(er)建(jian)(jian)(jian)(jian)(jian)集(ji)團、市(shi)(shi)政(zheng)設(she)(she)計(ji)院又中(zhong)標南(nan)(nan)昌(chang)市(shi)(shi)東湖(hu)(hu)(hu)(hu)區(qu)(qu)青(qing)山(shan)湖(hu)(hu)(hu)(hu)西岸(an)(an)二(er)期安置房(fang)(fang)工(gong)(gong)程(cheng),這(zhe)是(shi)一(yi)(yi)個(ge)集(ji)投(tou)(tou)(tou)(tou)資(zi)、勘察、設(she)(she)計(ji)、施工(gong)(gong)于一(yi)(yi)體的(de)(de)政(zheng)府購買(mai)服務(wu)項(xiang)(xiang)目(mu)(mu)(mu)。工(gong)(gong)程(cheng)總投(tou)(tou)(tou)(tou)資(zi)約17.8億(yi)元,總建(jian)(jian)(jian)(jian)(jian)筑(zhu)面積約58萬平方米(mi),該項(xiang)(xiang)目(mu)(mu)(mu)是(shi)截至目(mu)(mu)(mu)前集(ji)團在南(nan)(nan)昌(chang)承接的(de)(de)最大體量住宅群。
建(jian)工(gong)(gong)(gong)江(jiang)(jiang)投(tou)公(gong)(gong)(gong)司的(de)作用(yong)不僅是(shi)“以(yi)資本經營(ying)帶(dai)動(dong)生(sheng)產(chan)經營(ying),以(yi)投(tou)資行為(wei)引(yin)領(ling)(ling)設計(ji)咨詢和建(jian)筑施工(gong)(gong)(gong)經營(ying)”,同(tong)時還是(shi)一個(ge)“信息共(gong)享(xiang)(xiang)的(de)平臺(tai)”。江(jiang)(jiang)投(tou)公(gong)(gong)(gong)司定(ding)期(qi)召(zhao)集(ji)建(jian)工(gong)(gong)(gong)集(ji)團所有在(zai)(zai)南(nan)(nan)昌的(de)公(gong)(gong)(gong)司負責人(ren)召(zhao)開(kai)(kai)工(gong)(gong)(gong)作例會,進行平臺(tai)式(shi)的(de)溝通,各個(ge)公(gong)(gong)(gong)司之(zhi)間不扎“籬笆”,信息全透明。公(gong)(gong)(gong)司成立三年來,在(zai)(zai)南(nan)(nan)昌市場的(de)累計(ji)投(tou)資額(e)已達(da)20多億元。今年6月上(shang)海建(jian)工(gong)(gong)(gong)集(ji)團黨(dang)(dang)委(wei)(wei)書記、董事長徐征在(zai)(zai)南(nan)(nan)昌召(zhao)開(kai)(kai)集(ji)團中原(yuan)區域工(gong)(gong)(gong)作座談(tan)會時,對江(jiang)(jiang)投(tou)公(gong)(gong)(gong)司在(zai)(zai)與(yu)(yu)兄弟單位產(chan)業聯動(dong)、資源(yuan)共(gong)享(xiang)(xiang)等方面的(de)突出表現給予了(le)充分肯定(ding),并(bing)給出了(le)“花錢不多、作用(yong)蠻大(da)”的(de)評價。今年10月,在(zai)(zai)江(jiang)(jiang)西(xi)省(sheng)黨(dang)(dang)政領(ling)(ling)導見(jian)證(zheng)下,上(shang)海建(jian)工(gong)(gong)(gong)集(ji)團與(yu)(yu)江(jiang)(jiang)西(xi)省(sheng)國家級(ji)新(xin)(xin)區---南(nan)(nan)昌贛江(jiang)(jiang)新(xin)(xin)區管委(wei)(wei)會簽訂戰略合(he)作協議,將在(zai)(zai)南(nan)(nan)昌就基建(jian)設施、城市綜(zong)合(he)開(kai)(kai)發(fa)、產(chan)業資源(yuan)等方面開(kai)(kai)展多層次、多渠(qu)道、多形式(shi)的(de)合(he)作,共(gong)同(tong)推進南(nan)(nan)昌市乃至江(jiang)(jiang)西(xi)省(sheng)的(de)城市發(fa)展與(yu)(yu)建(jian)設。
三、與城共榮:成為扎根(gen)紅(hong)土地的“種子”
2013年(nian)4月(yue),上(shang)海(hai)(hai)建(jian)工(gong)集(ji)(ji)(ji)團(tuan)(tuan)與(yu)南昌(chang)(chang)(chang)(chang)市(shi)政(zheng)府簽(qian)署(shu)了(le)《戰略合作框架協議》。集(ji)(ji)(ji)團(tuan)(tuan)黨委書記、董事長徐征要(yao)求(qiu)各單位認真學習(xi)研(yan)究南昌(chang)(chang)(chang)(chang)當(dang)地政(zheng)策、法(fa)規(gui),把上(shang)海(hai)(hai)好的(de)管理經(jing)驗和做法(fa)與(yu)當(dang)地的(de)管理方(fang)式(shi)有(you)機融(rong)(rong)合起來,把上(shang)海(hai)(hai)建(jian)工(gong)品(pin)牌帶進南昌(chang)(chang)(chang)(chang),在(zai)融(rong)(rong)合中發展。二(er)建(jian)集(ji)(ji)(ji)團(tuan)(tuan)在(zai)南昌(chang)(chang)(chang)(chang)承建(jian)的(de)第一(yi)個項目——綠地中央廣(guang)場(chang)項目先(xian)(xian)后獲得(de)了(le)南昌(chang)(chang)(chang)(chang)市(shi)“安全(quan)生產(chan)、文(wen)明施工(gong)”樣板工(gong)地、江(jiang)西省(sheng)建(jian)筑施工(gong)安全(quan)文(wen)明工(gong)地、江(jiang)西省(sheng)人防工(gong)程結(jie)構(gou)優(you)(you)質獎(jiang)、南昌(chang)(chang)(chang)(chang)市(shi)優(you)(you)質結(jie)構(gou)工(gong)程等榮譽。南昌(chang)(chang)(chang)(chang)青山湖西岸10.09萬平方(fang)米還建(jian)房項目、南昌(chang)(chang)(chang)(chang)“三經(jing)五緯”等項目,也先(xian)(xian)后破解土地移交滯(zhi)后、施工(gong)時間(jian)受限(xian)、文(wen)化歷史風貌要(yao)求(qiu)高等難題,贏得(de)了(le)良好的(de)社會(hui)口碑。近7年(nian)來,建(jian)工(gong)集(ji)(ji)(ji)團(tuan)(tuan)在(zai)南昌(chang)(chang)(chang)(chang)市(shi)場(chang)獲獎(jiang)無(wu)數,僅僅二(er)建(jian)集(ji)(ji)(ji)團(tuan)(tuan)今(jin)年(nian)1至9月(yue)就獲得(de)了(le)南昌(chang)(chang)(chang)(chang)市(shi)級以上(shang)的(de)獎(jiang)項46個。
上海建工(gong)集(ji)團(tuan)要想在南(nan)昌(chang)進一步發展(zhan),必(bi)須融入當地(di),進行(xing)屬地(di)化運作。集(ji)團(tuan)黨委書記、董事長徐征指出:“屬地(di)化公(gong)司要真(zhen)正成為南(nan)昌(chang)城市建設的(de)(de)主力軍,真(zhen)正成為江(jiang)西(xi)的(de)(de)上海建工(gong),真(zhen)正成為江(jiang)西(xi)的(de)(de)子弟兵(bing)。”目前,上海建工(gong)集(ji)團(tuan)10多家子集(ji)團(tuan)(公(gong)司)在南(nan)昌(chang)的(de)(de)分公(gong)司都(dou)在探索(suo)屬地(di)化。二建南(nan)昌(chang)分公(gong)司共(gong)有305人,其(qi)中(zhong)屬地(di)化員工(gong)已達(da)221名(ming)(ming),比例達(da)72%,屬地(di)化員工(gong)中(zhong)目前擔(dan)任(ren)項目經理級別的(de)(de)有5名(ming)(ming),擔(dan)任(ren)副經理及(ji)主管(guan)的(de)(de)達(da)28名(ming)(ming)。
四、啟示:可持(chi)續發展(zhan)貴(gui)在(zai)求(qiu)“變”
上(shang)海(hai)建(jian)工(gong)集團黨(dang)委書記、董事長(chang)徐征曾指出:區域市場發展(zhan)是上(shang)海(hai)建(jian)工(gong)“十三(san)五”規(gui)劃的(de)重(zhong)要一環(huan),以南昌為核心的(de)中原地區是上(shang)海(hai)建(jian)工(gong)未來發展(zhan)可預期(qi)的(de)戰(zhan)略重(zhong)鎮。“南昌模式(shi)”給我們如(ru)下啟示:
第一,機(ji)制之變——從單(dan)兵(bing)作(zuo)戰到(dao)產(chan)業聯(lian)動(dong)。集團以產(chan)業聯(lian)動(dong)、投資(zi)引領(ling)、與城共榮的(de)機(ji)制去(qu)實現南昌市場的(de)可(ke)持續(xu)發(fa)展,從單(dan)兵(bing)作(zuo)戰到(dao)產(chan)業聯(lian)動(dong),依(yi)托(tuo)集團資(zi)源,加快產(chan)業協同發(fa)展,打造規模效應,這無(wu)疑是(shi)一種機(ji)制創新(xin)。
第二(er),體制之(zhi)變——從托管(guan)經營到屬地經營。成立屬地法人公司是上海建(jian)工融入(ru)當地市(shi)場(chang)的(de)(de)一項措施,能更多地獲得當地政府和市(shi)場(chang)的(de)(de)認可,同時也是成為“江(jiang)西(xi)人的(de)(de)上海建(jian)工”的(de)(de)必由之(zhi)路。2015年9月,二(er)建(jian)集團成立了(le)“江(jiang)西(xi)建(jian)設有限公司”,實(shi)施屬地化公司運營,因(yin)地制宜實(shi)施“以(yi)贛治贛”,力(li)爭(zheng)到“十三五”末成為在區域市(shi)場(chang)具備行業引(yin)領力(li)和品牌影(ying)響力(li)的(de)(de)施工總(zong)承包(bao)一級企業。
