鹽(yan)為(wei)(wei)(wei)百(bai)味之首,涉及千家(jia)萬(wan)戶,關系國(guo)計民生。2017年1月1日起,《鹽(yan)業體(ti)(ti)制改革方案》正(zheng)式實施(shi)。作為(wei)(wei)(wei)全國(guo)產鹽(yan)用鹽(yan)大省,江(jiang)蘇深(shen)入貫徹(che)國(guo)家(jia)鹽(yan)業體(ti)(ti)制改革精神,出臺了(le)《江(jiang)蘇省鹽(yan)業體(ti)(ti)制改革實施(shi)方案》,以(yi)確保(bao)食鹽(yan)質量安全和(he)供應安全為(wei)(wei)(wei)核心,以(yi)供給側結構性改革為(wei)(wei)(wei)主線,大力推進(jin)產品、技(ji)術和(he)商業模式“三個創新”,有力有序推進(jin)鹽(yan)業體(ti)(ti)制改革,確保(bao)各項改革措施(shi)精準落地(di)。
切(qie)實加強江蘇省食(shi)(shi)鹽(yan)(yan)(yan)安(an)全監管(guan),嚴(yan)厲(li)打擊制販(fan)假(jia)鹽(yan)(yan)(yan)和非(fei)法經營食(shi)(shi)鹽(yan)(yan)(yan)等違法行為,全力保障老百姓“舌(she)尖上的(de)安(an)全”。確保食(shi)(shi)鹽(yan)(yan)(yan)安(an)全是鹽(yan)(yan)(yan)改的(de)核心,市(shi)場主(zhu)體有序競(jing)爭(zheng)是確保食(shi)(shi)鹽(yan)(yan)(yan)安(an)全的(de)重(zhong)要基礎(chu)。食(shi)(shi)鹽(yan)(yan)(yan)不同于普(pu)通食(shi)(shi)品,特殊的(de)商品屬性決(jue)定了(le)其輿論燃(ran)點(dian)低、社會敏感性高、群眾(zhong)感受最直接。尤其我國(guo)食(shi)(shi)鹽(yan)(yan)(yan)生產企(qi)業弱、小、散、亂,130多家企(qi)業大(da)多集中在(zai)低端(duan)產品進行同質化競(jing)爭(zheng),食(shi)(shi)鹽(yan)(yan)(yan)產能嚴(yan)重(zhong)過剩,安(an)全隱患比較(jiao)突出;加強食(shi)(shi)鹽(yan)(yan)(yan)安(an)全監管(guan),引(yin)導(dao)企(qi)業有序競(jing)爭(zheng),避免企(qi)業因惡(e)性競(jing)爭(zheng)“鋌(ting)而走險(xian)”,從而影(ying)響鹽(yan)(yan)(yan)行業的(de)持續健(jian)康發(fa)展(zhan),這一點(dian)在(zai)鹽(yan)(yan)(yan)改中顯(xian)得尤為重(zhong)要。
《江(jiang)(jiang)蘇(su)(su)省鹽(yan)(yan)(yan)業(ye)體制(zhi)(zhi)改革實(shi)施方案(an)》明確:改革過(guo)渡期(qi)間,現有(you)專業(ye)化(hua)食(shi)(shi)鹽(yan)(yan)(yan)監管(guan)體制(zhi)(zhi)不變,監管(guan)職能和監管(guan)隊伍只能加強、不能削弱(ruo)。江(jiang)(jiang)蘇(su)(su)采取有(you)力的措施,防(fang)止出現市場監管(guan)“空(kong)檔期(qi)”和法(fa)規政(zheng)策“真空(kong)期(qi)”。鹽(yan)(yan)(yan)務、公安(an)(an)(an)(an)等(deng)(deng)部(bu)門深入(ru)貫(guan)徹落實(shi)習近(jin)(jin)(jin)平總(zong)書記關于食(shi)(shi)品(pin)安(an)(an)(an)(an)全(quan)“四個最嚴(yan)”要求,把保(bao)障食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)作為底線,嚴(yan)防(fang)、嚴(yan)管(guan)、嚴(yan)控食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)風險(xian),先后(hou)(hou)開展了(le)制(zhi)(zhi)販(fan)假鹽(yan)(yan)(yan)專項治理、“兩節”期(qi)間食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)、春季食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)等(deng)(deng)三(san)次為期(qi)近(jin)(jin)(jin)7個月的聯(lian)合執法(fa)行(xing)動,重(zhong)點打擊(ji)制(zhi)(zhi)販(fan)假鹽(yan)(yan)(yan)、非法(fa)經營(ying)食(shi)(shi)鹽(yan)(yan)(yan)等(deng)(deng)違法(fa)犯(fan)罪行(xing)為,不斷規范跨區經營(ying)食(shi)(shi)鹽(yan)(yan)(yan)行(xing)為,累(lei)計出動鹽(yan)(yan)(yan)務、公安(an)(an)(an)(an)等(deng)(deng)部(bu)門執法(fa)人(ren)員近(jin)(jin)(jin)萬人(ren)次,全(quan)面排查零售商店、農貿市場、食(shi)(shi)品(pin)加工企業(ye)和集伙單位等(deng)(deng)重(zhong)點區域食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)隱患(huan),查處了(le)一(yi)批(pi)制(zhi)(zhi)販(fan)假鹽(yan)(yan)(yan)和非法(fa)經營(ying)食(shi)(shi)鹽(yan)(yan)(yan)案(an)件(jian),確保(bao)老(lao)百(bai)姓(xing)食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)感不下降(jiang),為江(jiang)(jiang)蘇(su)(su)鹽(yan)(yan)(yan)改措施落地(di)提(ti)供(gong)了(le)保(bao)障。江(jiang)(jiang)蘇(su)(su)還被國(guo)家工信部(bu)列(lie)為首(shou)批(pi)食(shi)(shi)鹽(yan)(yan)(yan)電子追(zhui)(zhui)溯(su)體系(xi)試(shi)點單位,率先推廣食(shi)(shi)品(pin)安(an)(an)(an)(an)全(quan)國(guo)際組織高度認(ren)可(ke)的質量安(an)(an)(an)(an)全(quan)電子追(zhui)(zhui)溯(su)技術,鼓勵進(jin)入(ru)市場銷售的食(shi)(shi)鹽(yan)(yan)(yan)具備(bei)質量安(an)(an)(an)(an)全(quan)電子追(zhui)(zhui)溯(su)功能,普通老(lao)百(bai)姓(xing)通過(guo)手機掃(sao)(sao)一(yi)掃(sao)(sao)就可(ke)以(yi)清楚辨別真假食(shi)(shi)鹽(yan)(yan)(yan),實(shi)現食(shi)(shi)鹽(yan)(yan)(yan)來源可(ke)追(zhui)(zhui)溯(su)、風險(xian)可(ke)防(fang)范、責任可(ke)追(zhui)(zhui)究。目前,鹽(yan)(yan)(yan)改后(hou)(hou)的江(jiang)(jiang)蘇(su)(su)食(shi)(shi)鹽(yan)(yan)(yan)市場質量穩定(ding),消費者(zhe)的食(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)感穩定(ding)。
建立政(zheng)(zheng)府(fu)(fu)儲(chu)(chu)(chu)備(bei)(bei)(bei)與企業(ye)社(she)會(hui)責任儲(chu)(chu)(chu)備(bei)(bei)(bei)相(xiang)結合的(de)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)體(ti)系(xi),江(jiang)蘇食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)市(shi)場供應穩定。食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)涉及老百(bai)姓(xing)的(de)基(ji)本消費(fei),不(bu)能(neng)出現任何閃失(shi)和(he)一點問題。食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)直接關系(xi)市(shi)場供應穩定和(he)價(jia)格穩定。《江(jiang)蘇省鹽(yan)(yan)(yan)業(ye)體(ti)制改革實施方(fang)案》明確(que):建立由政(zheng)(zheng)府(fu)(fu)儲(chu)(chu)(chu)備(bei)(bei)(bei)和(he)企業(ye)社(she)會(hui)責任儲(chu)(chu)(chu)備(bei)(bei)(bei)組成的(de)全(quan)社(she)會(hui)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)體(ti)系(xi),政(zheng)(zheng)府(fu)(fu)儲(chu)(chu)(chu)備(bei)(bei)(bei)和(he)企業(ye)儲(chu)(chu)(chu)備(bei)(bei)(bei)的(de)量,不(bu)低(di)于本地區(qu)1個月的(de)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)用量。記者從鹽(yan)(yan)(yan)業(ye)主管部門了(le)解到(dao),江(jiang)蘇省已經(jing)建立了(le)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)體(ti)系(xi);在南京、蘇州等食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)庫,記者看到(dao)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)庫存充足,食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)體(ti)系(xi)相(xiang)當完善,市(shi)場供應可以(yi)得到(dao)充分(fen)保(bao)證。據悉,工(gong)信部消費(fei)品司在開展食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)儲(chu)(chu)(chu)備(bei)(bei)(bei)專項督(du)查時(shi),對(dui)江(jiang)蘇的(de)食(shi)(shi)(shi)(shi)鹽(yan)(yan)(yan)政(zheng)(zheng)府(fu)(fu)儲(chu)(chu)(chu)備(bei)(bei)(bei)工(gong)作給予了(le)肯定。
江蘇市(shi)場食(shi)(shi)鹽(yan)(yan)供應品種更加豐(feng)富(fu),食(shi)(shi)鹽(yan)(yan)價格保持穩定(ding),老(lao)百姓得到了(le)實(shi)實(shi)在在的獲得感。記(ji)者(zhe)在走訪中(zhong)發現,無論(lun)是(shi)超市(shi)、路邊小(xiao)店,還是(shi)農貿市(shi)場,食(shi)(shi)鹽(yan)(yan)供應品種明顯豐(feng)富(fu),高中(zhong)端及(ji)普通食(shi)(shi)鹽(yan)(yan)多達30多種,瓶裝(zhuang)、罐裝(zhuang)和立袋等(deng)多種包裝(zhuang)食(shi)(shi)鹽(yan)(yan)琳瑯滿目(mu),大(da)(da)部分食(shi)(shi)鹽(yan)(yan)零(ling)售價每袋2元-3.5元,尤其老(lao)百姓日常消(xiao)費(fei)的普通食(shi)(shi)鹽(yan)(yan)價格沒有增(zeng)長(chang),也沒有出現斷供、斷貨問題。不(bu)少消(xiao)費(fei)者(zhe)認(ren)為,新品食(shi)(shi)鹽(yan)(yan)及(ji)鹽(yan)(yan)生(sheng)活品更加豐(feng)富(fu),選擇(ze)余地更大(da)(da),而且食(shi)(shi)鹽(yan)(yan)價格穩定(ding),鹽(yan)(yan)業體制改革給(gei)老(lao)百姓帶來了(le)實(shi)實(shi)在在的獲得感。
改革(ge)的(de)目的(de)在于激(ji)發(fa)市場活(huo)力,促進(jin)行業(ye)可(ke)持(chi)(chi)續健(jian)康發(fa)展。據(ju)悉(xi),《江蘇省(sheng)(sheng)鹽(yan)(yan)(yan)業(ye)體制(zhi)改革(ge)實施方案》明確(que):堅持(chi)(chi)食(shi)鹽(yan)(yan)(yan)專(zhuan)營制(zhi)度的(de)基礎上推(tui)進(jin)供給側結構性(xing)改革(ge);允許食(shi)鹽(yan)(yan)(yan)定(ding)點生(sheng)產(chan)(chan)企(qi)業(ye)進(jin)入流(liu)通(tong)和銷(xiao)售(shou)領域,自主(zhu)確(que)定(ding)生(sheng)產(chan)(chan)銷(xiao)售(shou)數量并建立銷(xiao)售(shou)渠道,以(yi)自有品(pin)牌開展跨區域經(jing)營。目前,已有10多家(jia)外省(sheng)(sheng)食(shi)鹽(yan)(yan)(yan)企(qi)業(ye)依法合規進(jin)入江蘇市場,江蘇鹽(yan)(yan)(yan)業(ye)企(qi)業(ye)也加快(kuai)推(tui)進(jin)產(chan)(chan)品(pin)、技術(shu)和商業(ye)模式創(chuang)新,在全(quan)國(guo)率先(xian)創(chuang)新蘇鹽(yan)(yan)(yan)生(sheng)活(huo)家(jia)“互聯網(wang)+零(ling)售(shou)4.0”商業(ye)模式,大力開展全(quan)國(guo)市場布局,“淮(huai)鹽(yan)(yan)(yan)”產(chan)(chan)品(pin)的(de)全(quan)國(guo)市場占有率和品(pin)牌美譽度正在不斷(duan)提升(sheng),沃爾瑪、麥德龍、永輝等(deng)全(quan)國(guo)性(xing)KA商超和200多家(jia)區域性(xing)BC商超中都可(ke)購買到“淮(huai)鹽(yan)(yan)(yan)”產(chan)(chan)品(pin),具有2500多年歷(li)史,以(yi)綠(lv)色、健(jian)康、安全(quan)為著稱(cheng)的(de)“淮(huai)鹽(yan)(yan)(yan)”受(shou)到了全(quan)國(guo)各地(di)消費者(zhe)的(de)青睞。
