鹽(yan)(yan)為(wei)(wei)百味(wei)之首,涉及千家萬(wan)戶,關系國(guo)計民生(sheng)。2017年1月(yue)1日起,《鹽(yan)(yan)業(ye)體(ti)制(zhi)(zhi)改(gai)革(ge)(ge)方(fang)案(an)》正式實施(shi)。作為(wei)(wei)全國(guo)產鹽(yan)(yan)用(yong)鹽(yan)(yan)大(da)(da)省,江蘇(su)深入貫徹國(guo)家鹽(yan)(yan)業(ye)體(ti)制(zhi)(zhi)改(gai)革(ge)(ge)精神,出臺了《江蘇(su)省鹽(yan)(yan)業(ye)體(ti)制(zhi)(zhi)改(gai)革(ge)(ge)實施(shi)方(fang)案(an)》,以確保(bao)食鹽(yan)(yan)質量安(an)全和供(gong)應(ying)安(an)全為(wei)(wei)核心,以供(gong)給側結構性(xing)改(gai)革(ge)(ge)為(wei)(wei)主線,大(da)(da)力推(tui)進產品、技術和商業(ye)模式“三個創新”,有力有序推(tui)進鹽(yan)(yan)業(ye)體(ti)制(zhi)(zhi)改(gai)革(ge)(ge),確保(bao)各(ge)項改(gai)革(ge)(ge)措施(shi)精準落地。
切實加強江(jiang)蘇省食鹽(yan)(yan)安(an)(an)(an)全(quan)(quan)監(jian)管,嚴厲打擊制(zhi)販(fan)假鹽(yan)(yan)和(he)非法經營食鹽(yan)(yan)等違法行(xing)為,全(quan)(quan)力保(bao)障老百姓“舌尖上的(de)安(an)(an)(an)全(quan)(quan)”。確(que)保(bao)食鹽(yan)(yan)安(an)(an)(an)全(quan)(quan)是鹽(yan)(yan)改的(de)核心(xin),市場主體有序(xu)競(jing)(jing)爭(zheng)(zheng)是確(que)保(bao)食鹽(yan)(yan)安(an)(an)(an)全(quan)(quan)的(de)重要(yao)基礎。食鹽(yan)(yan)不同于普通食品,特殊(shu)的(de)商(shang)品屬性(xing)決(jue)定了其輿論(lun)燃點低、社會(hui)敏感(gan)(gan)性(xing)高、群眾感(gan)(gan)受最(zui)直接。尤其我國食鹽(yan)(yan)生(sheng)產企(qi)業弱、小、散、亂,130多家企(qi)業大多集中在低端產品進行(xing)同質化競(jing)(jing)爭(zheng)(zheng),食鹽(yan)(yan)產能嚴重過剩(sheng),安(an)(an)(an)全(quan)(quan)隱(yin)患(huan)比較突出(chu);加強食鹽(yan)(yan)安(an)(an)(an)全(quan)(quan)監(jian)管,引導企(qi)業有序(xu)競(jing)(jing)爭(zheng)(zheng),避免(mian)企(qi)業因惡性(xing)競(jing)(jing)爭(zheng)(zheng)“鋌而走險”,從而影響鹽(yan)(yan)行(xing)業的(de)持續(xu)健康發展,這一點在鹽(yan)(yan)改中顯得尤為重要(yao)。
《江(jiang)蘇(su)省鹽(yan)(yan)(yan)業(ye)(ye)體制改(gai)革(ge)實施(shi)方(fang)案》明確:改(gai)革(ge)過渡期(qi)間(jian),現(xian)有專業(ye)(ye)化食(shi)(shi)(shi)鹽(yan)(yan)(yan)監(jian)管(guan)(guan)體制不(bu)變,監(jian)管(guan)(guan)職能和(he)(he)監(jian)管(guan)(guan)隊伍(wu)只能加(jia)強、不(bu)能削弱。江(jiang)蘇(su)采(cai)取有力的(de)(de)措(cuo)施(shi),防(fang)止(zhi)出現(xian)市場(chang)監(jian)管(guan)(guan)“空(kong)檔期(qi)”和(he)(he)法(fa)規政(zheng)策“真(zhen)(zhen)空(kong)期(qi)”。鹽(yan)(yan)(yan)務、公(gong)安(an)(an)(an)(an)等(deng)部門深入貫徹落實習近(jin)平總書記關于(yu)食(shi)(shi)(shi)品安(an)(an)(an)(an)全(quan)“四個最嚴”要求,把保障食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)作為(wei)(wei)底線(xian),嚴防(fang)、嚴管(guan)(guan)、嚴控食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)風險(xian),先(xian)后開展(zhan)了制販假鹽(yan)(yan)(yan)專項治理、“兩節”期(qi)間(jian)食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)、春季食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)等(deng)三次為(wei)(wei)期(qi)近(jin)7個月(yue)的(de)(de)聯(lian)合執法(fa)行動(dong),重(zhong)點打擊制販假鹽(yan)(yan)(yan)、非法(fa)經(jing)營(ying)食(shi)(shi)(shi)鹽(yan)(yan)(yan)等(deng)違法(fa)犯罪行為(wei)(wei),不(bu)斷(duan)規范跨(kua)區經(jing)營(ying)食(shi)(shi)(shi)鹽(yan)(yan)(yan)行為(wei)(wei),累計出動(dong)鹽(yan)(yan)(yan)務、公(gong)安(an)(an)(an)(an)等(deng)部門執法(fa)人(ren)員(yuan)近(jin)萬人(ren)次,全(quan)面排(pai)查零售(shou)商(shang)店(dian)、農(nong)貿市場(chang)、食(shi)(shi)(shi)品加(jia)工(gong)(gong)企業(ye)(ye)和(he)(he)集伙單位(wei)等(deng)重(zhong)點區域食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)隱患,查處了一批制販假鹽(yan)(yan)(yan)和(he)(he)非法(fa)經(jing)營(ying)食(shi)(shi)(shi)鹽(yan)(yan)(yan)案件(jian),確保老(lao)百姓食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)感不(bu)下降,為(wei)(wei)江(jiang)蘇(su)鹽(yan)(yan)(yan)改(gai)措(cuo)施(shi)落地提供了保障。江(jiang)蘇(su)還被國(guo)家工(gong)(gong)信(xin)部列為(wei)(wei)首批食(shi)(shi)(shi)鹽(yan)(yan)(yan)電子追(zhui)溯(su)體系試(shi)點單位(wei),率(lv)先(xian)推廣食(shi)(shi)(shi)品安(an)(an)(an)(an)全(quan)國(guo)際組織高度認可的(de)(de)質量(liang)(liang)安(an)(an)(an)(an)全(quan)電子追(zhui)溯(su)技術,鼓勵進入市場(chang)銷(xiao)售(shou)的(de)(de)食(shi)(shi)(shi)鹽(yan)(yan)(yan)具備質量(liang)(liang)安(an)(an)(an)(an)全(quan)電子追(zhui)溯(su)功能,普通(tong)老(lao)百姓通(tong)過手機掃一掃就可以清楚辨別真(zhen)(zhen)假食(shi)(shi)(shi)鹽(yan)(yan)(yan),實現(xian)食(shi)(shi)(shi)鹽(yan)(yan)(yan)來(lai)源可追(zhui)溯(su)、風險(xian)可防(fang)范、責(ze)任可追(zhui)究(jiu)。目(mu)前,鹽(yan)(yan)(yan)改(gai)后的(de)(de)江(jiang)蘇(su)食(shi)(shi)(shi)鹽(yan)(yan)(yan)市場(chang)質量(liang)(liang)穩(wen)定,消費者的(de)(de)食(shi)(shi)(shi)鹽(yan)(yan)(yan)安(an)(an)(an)(an)全(quan)感穩(wen)定。
建(jian)立政(zheng)府(fu)(fu)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)與企業社會責任儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)相結合的(de)(de)食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)體系(xi),江蘇(su)食(shi)(shi)(shi)(shi)鹽(yan)市(shi)場供應穩(wen)定(ding)。食(shi)(shi)(shi)(shi)鹽(yan)涉(she)及老(lao)百姓的(de)(de)基(ji)本消費,不(bu)能出現任何閃失和一點(dian)問題。食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)直(zhi)接關(guan)系(xi)市(shi)場供應穩(wen)定(ding)和價格穩(wen)定(ding)。《江蘇(su)省(sheng)鹽(yan)業體制改革(ge)實(shi)施方案(an)》明確:建(jian)立由政(zheng)府(fu)(fu)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)和企業社會責任儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)組成(cheng)的(de)(de)全社會食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)體系(xi),政(zheng)府(fu)(fu)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)和企業儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)的(de)(de)量,不(bu)低于本地區(qu)1個月(yue)的(de)(de)食(shi)(shi)(shi)(shi)鹽(yan)用(yong)量。記者從鹽(yan)業主管部(bu)門了(le)解到(dao)(dao),江蘇(su)省(sheng)已(yi)經建(jian)立了(le)食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)體系(xi);在南京、蘇(su)州等食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)庫(ku),記者看到(dao)(dao)食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)庫(ku)存(cun)充(chong)足,食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)體系(xi)相當完善(shan),市(shi)場供應可(ke)以(yi)得到(dao)(dao)充(chong)分保證。據悉,工信(xin)部(bu)消費品司在開展食(shi)(shi)(shi)(shi)鹽(yan)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)專項督查(cha)時(shi),對江蘇(su)的(de)(de)食(shi)(shi)(shi)(shi)鹽(yan)政(zheng)府(fu)(fu)儲(chu)(chu)(chu)(chu)備(bei)(bei)(bei)工作給(gei)予(yu)了(le)肯定(ding)。
江蘇(su)市(shi)場食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)供應品(pin)(pin)種(zhong)更(geng)加豐富(fu),食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)價(jia)格保持(chi)穩(wen)定(ding),老百姓得(de)到了實(shi)(shi)實(shi)(shi)在(zai)在(zai)的獲得(de)感(gan)。記者在(zai)走訪中發現(xian),無(wu)論是超市(shi)、路(lu)邊小店,還是農(nong)貿市(shi)場,食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)供應品(pin)(pin)種(zhong)明顯(xian)豐富(fu),高(gao)中端及普通(tong)食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)多達30多種(zhong),瓶裝、罐裝和立(li)袋等多種(zhong)包裝食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)琳瑯滿目(mu),大部分(fen)食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)零售價(jia)每袋2元-3.5元,尤其老百姓日(ri)常消費的普通(tong)食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)價(jia)格沒(mei)有(you)(you)增(zeng)長,也沒(mei)有(you)(you)出現(xian)斷供、斷貨(huo)問題。不(bu)少消費者認為,新品(pin)(pin)食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)及鹽(yan)(yan)(yan)(yan)生活(huo)品(pin)(pin)更(geng)加豐富(fu),選擇余地更(geng)大,而且食(shi)(shi)(shi)鹽(yan)(yan)(yan)(yan)價(jia)格穩(wen)定(ding),鹽(yan)(yan)(yan)(yan)業體制(zhi)改(gai)革(ge)給(gei)老百姓帶來了實(shi)(shi)實(shi)(shi)在(zai)在(zai)的獲得(de)感(gan)。
改(gai)(gai)革的目的在于激發市(shi)(shi)(shi)場(chang)(chang)活力(li),促進(jin)(jin)行(xing)業(ye)可持續健(jian)康(kang)發展(zhan)。據悉,《江蘇(su)省鹽(yan)(yan)業(ye)體制改(gai)(gai)革實施方案》明確:堅(jian)持食(shi)鹽(yan)(yan)專營制度的基礎上推進(jin)(jin)供給側結構性改(gai)(gai)革;允許(xu)食(shi)鹽(yan)(yan)定點生產企(qi)業(ye)進(jin)(jin)入(ru)(ru)流通和(he)銷售(shou)(shou)領域(yu),自主確定生產銷售(shou)(shou)數量并(bing)建立銷售(shou)(shou)渠道,以(yi)自有(you)品(pin)(pin)牌開展(zhan)跨區(qu)(qu)域(yu)經營。目前,已有(you)10多(duo)家外省食(shi)鹽(yan)(yan)企(qi)業(ye)依法合規進(jin)(jin)入(ru)(ru)江蘇(su)市(shi)(shi)(shi)場(chang)(chang),江蘇(su)鹽(yan)(yan)業(ye)企(qi)業(ye)也加快(kuai)推進(jin)(jin)產品(pin)(pin)、技術和(he)商(shang)(shang)(shang)業(ye)模式創新,在全(quan)(quan)(quan)國(guo)(guo)率先創新蘇(su)鹽(yan)(yan)生活家“互聯網+零售(shou)(shou)4.0”商(shang)(shang)(shang)業(ye)模式,大力(li)開展(zhan)全(quan)(quan)(quan)國(guo)(guo)市(shi)(shi)(shi)場(chang)(chang)布局,“淮鹽(yan)(yan)”產品(pin)(pin)的全(quan)(quan)(quan)國(guo)(guo)市(shi)(shi)(shi)場(chang)(chang)占(zhan)有(you)率和(he)品(pin)(pin)牌美譽度正在不斷提升,沃爾瑪、麥德龍、永輝等全(quan)(quan)(quan)國(guo)(guo)性KA商(shang)(shang)(shang)超和(he)200多(duo)家區(qu)(qu)域(yu)性BC商(shang)(shang)(shang)超中都可購買到“淮鹽(yan)(yan)”產品(pin)(pin),具有(you)2500多(duo)年歷(li)史,以(yi)綠(lv)色(se)、健(jian)康(kang)、安(an)全(quan)(quan)(quan)為著稱的“淮鹽(yan)(yan)”受到了全(quan)(quan)(quan)國(guo)(guo)各地消費(fei)者的青睞。
