云南省委辦公廳、省政府辦公廳印發《關于推進省級經營性
國有資產集中統一監管的實施意見》

2017年3月31日,中共云(yun)南(nan)省(sheng)委辦(ban)公(gong)廳云(yun)南(nan)省(sheng)人民政府(fu)辦(ban)公(gong)廳印發了(le)《關于推進省(sheng)級(ji)經(jing)(jing)營性(xing)國有(you)資產(chan)集中統一監管實施(shi)意(yi)見(jian)》(云(yun)辦(ban)發〔2017〕16號,以(yi)下簡(jian)稱《實施(shi)意(yi)見(jian)》)文(wen)件(jian),對全面推進落實省(sheng)級(ji)經(jing)(jing)營性(xing)國有(you)資產(chan)統一監管工(gong)作(zuo)做出(chu)了(le)具體部署和安排。  

一、出臺背景

推進經營(ying)性國(guo)有資產集中統一監管,是黨中央、國(guo)務院和省(sheng)委省(sheng)政府(fu)的安排部署,是全面(mian)深化國(guo)有企業改(gai)革的重要舉(ju)措。

《中共(gong)中央(yang) 國(guo)(guo)務(wu)院關(guan)(guan)于深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)改革(ge)的指導意見》(中發(fa)(fa)〔2015〕22號(hao)(hao))明確提出:“以管(guan)(guan)(guan)資(zi)本為主推進經營性國(guo)(guo)有(you)(you)(you)資(zi)產集(ji)(ji)中統(tong)一(yi)監(jian)(jian)管(guan)(guan)(guan)。穩步將黨政機(ji)關(guan)(guan)、事(shi)業(ye)單位所屬企(qi)(qi)業(ye)的國(guo)(guo)有(you)(you)(you)資(zi)本納入經營性國(guo)(guo)有(you)(you)(you)資(zi)產集(ji)(ji)中統(tong)一(yi)監(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)(ti)系”。《國(guo)(guo)務(wu)院關(guan)(guan)于改革(ge)和完(wan)善(shan)國(guo)(guo)有(you)(you)(you)資(zi)產管(guan)(guan)(guan)理體(ti)(ti)(ti)制的若干意見》(國(guo)(guo)發(fa)(fa)〔2015〕63號(hao)(hao))、《中共(gong)云南(nan)(nan)(nan)省委 云南(nan)(nan)(nan)省人民(min)政府(fu)關(guan)(guan)于全面深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)業(ye)改革(ge)的意見》(云發(fa)(fa)〔2014〕10號(hao)(hao))、《云南(nan)(nan)(nan)省人民(min)政府(fu)關(guan)(guan)于完(wan)善(shan)國(guo)(guo)有(you)(you)(you)資(zi)產管(guan)(guan)(guan)理體(ti)(ti)(ti)制的實施意見》(云發(fa)(fa)〔2016〕6號(hao)(hao))等文件(jian)對推進經營性國(guo)(guo)有(you)(you)(you)資(zi)產集(ji)(ji)中統(tong)一(yi)監(jian)(jian)管(guan)(guan)(guan)作(zuo)了具體(ti)(ti)(ti)要求。

2016年(nian)(nian)以來,省(sheng)(sheng)委(wei)、省(sheng)(sheng)政府(fu)對(dui)推動我省(sheng)(sheng)經營性國(guo)有資(zi)產(chan)集(ji)中統一(yi)監管工作(zuo)高度重(zhong)視,陳(chen)豪書記(ji)作(zuo)出(chu)重(zhong)要指示批示并專題(ti)聽取匯報(bao),對(dui)抓緊推進經營性國(guo)有資(zi)產(chan)集(ji)中統一(yi)監管工作(zuo)作(zuo)出(chu)了(le)明確(que)指示。2016年(nian)(nian)6月(yue),省(sheng)(sheng)委(wei)辦公(gong)廳、省(sheng)(sheng)政府(fu)辦公(gong)廳下發通知,對(dui)省(sheng)(sheng)級經營性國(guo)有資(zi)產(chan)進行了(le)全面摸底,省(sheng)(sheng)國(guo)資(zi)委(wei)赴上海、江西、四川等7個省(sheng)(sheng)市考察學習,并就相(xiang)關事項向(xiang)國(guo)務院國(guo)資(zi)委(wei)作(zuo)了(le)匯報(bao),在廣泛征求了(le)相(xiang)關單位(wei)意見建議(yi)基礎上,形(xing)成了(le)《實施(shi)意見》代擬(ni)稿。2017年(nian)(nian)2月(yue)10日(ri)省(sheng)(sheng)政府(fu)第106次(ci)(ci)常務會議(yi),2月(yue)25日(ri)省(sheng)(sheng)委(wei)第12次(ci)(ci)常委(wei)會審(shen)議(yi)通過了(le)《實施(shi)意見》,由中共云南(nan)省(sheng)(sheng)委(wei)辦公(gong)廳,云南(nan)省(sheng)(sheng)人民政府(fu)省(sheng)(sheng)政府(fu)辦公(gong)廳正(zheng)式印發。

二、主要內容

《實施(shi)意見》共分為總體要求(qiu)、納入(ru)集(ji)中統一監(jian)管(guan)(guan)范圍、集(ji)中統一監(jian)管(guan)(guan)方(fang)式(shi)、資產處置方(fang)式(shi)、加強(qiang)納入(ru)集(ji)中統一監(jian)管(guan)(guan)企業黨建工作和組織實施(shi)六(liu)個(ge)部分。

(一(yi))明(ming)(ming)確推(tui)進(jin)省級(ji)經(jing)營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)集(ji)中(zhong)統一(yi)監管(guan)的(de)(de)總體要求。提出了推(tui)進(jin)省級(ji)經(jing)營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)集(ji)中(zhong)統一(yi)監管(guan)的(de)(de)指導思想,依法(fa)依規、公開透明(ming)(ming);政(zheng)(zheng)企(qi)分開、政(zheng)(zheng)資(zi)(zi)分開;分類推(tui)進(jin)、優化配置(zhi);有(you)序實施、確保穩定的(de)(de)基(ji)本(ben)原則和到2017年上半(ban)年基(ji)本(ben)完(wan)成(cheng)(cheng)省級(ji)經(jing)營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)集(ji)中(zhong)統一(yi)監管(guan),2018年年底前完(wan)成(cheng)(cheng)全部經(jing)營(ying)(ying)性(xing)國(guo)有(you)資(zi)(zi)產(chan)集(ji)中(zhong)統一(yi)監管(guan)工(gong)作(zuo)目標。

(二)明確納入集(ji)(ji)中統一(yi)(yi)監管(guan)的(de)國(guo)(guo)有(you)資(zi)(zi)(zi)產范(fan)(fan)圍(wei)。依據(ju)《企(qi)(qi)業(ye)國(guo)(guo)有(you)資(zi)(zi)(zi)產法》《企(qi)(qi)業(ye)國(guo)(guo)有(you)資(zi)(zi)(zi)產監督管(guan)理暫行條例》及有(you)關(guan)政(zheng)策規定(ding),《實(shi)施意見》明確納入集(ji)(ji)中統一(yi)(yi)監管(guan)的(de)范(fan)(fan)圍(wei)包(bao)括:黨(dang)委、人(ren)大、政(zheng)府、政(zheng)協、審判機關(guan)、檢察(cha)機關(guan)、人(ren)民團體、事業(ye)單位所屬企(qi)(qi)業(ye)的(de)經(jing)營性國(guo)(guo)有(you)資(zi)(zi)(zi)產,包(bao)括國(guo)(guo)有(you)獨資(zi)(zi)(zi)企(qi)(qi)業(ye)、國(guo)(guo)有(you)獨資(zi)(zi)(zi)公司、國(guo)(guo)有(you)資(zi)(zi)(zi)本控(kong)股公司、國(guo)(guo)有(you)資(zi)(zi)(zi)本參股公司和其他類型企(qi)(qi)業(ye)的(de)經(jing)營性國(guo)(guo)有(you)資(zi)(zi)(zi)產。按照(zhao)國(guo)(guo)家推進事業(ye)單位改革的(de)有(you)關(guan)精(jing)神,由事業(ye)單位改制為國(guo)(guo)有(you)企(qi)(qi)業(ye)的(de),改制完成后納入集(ji)(ji)中統一(yi)(yi)監管(guan)范(fan)(fan)圍(wei)。

(三(san))明確集中統一(yi)(yi)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)方(fang)式。針(zhen)對省(sheng)(sheng)級經營性(xing)國(guo)(guo)有(you)資(zi)(zi)產(chan)實際情(qing)況(kuang),提出(chu)集中統一(yi)(yi)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)的(de)四種(zhong)方(fang)式,一(yi)(yi)是(shi)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)。對直接劃轉(zhuan)和已理(li)順資(zi)(zi)產(chan)關(guan)系的(de)企業(ye)(ye)(ye),由省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)直接監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)。二是(shi)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)與行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)相(xiang)結合。對住建(jian)、交(jiao)通、水利、農(nong)林、金融等(deng)行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)特征明顯的(de)企業(ye)(ye)(ye),由省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)統一(yi)(yi)履行(xing)(xing)(xing)(xing)出(chu)資(zi)(zi)人職(zhi)責,承擔(dan)保值增(zeng)值責任,相(xiang)關(guan)單(dan)位根據各自行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)職(zhi)責,強化公共管(guan)(guan)(guan)(guan)(guan)(guan)理(li)職(zhi)能,共同促進(jin)企業(ye)(ye)(ye)發(fa)展。三(san)是(shi)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)與部(bu)(bu)門主(zhu)(zhu)管(guan)(guan)(guan)(guan)(guan)(guan)相(xiang)結合。對省(sheng)(sheng)屬文(wen)(wen)化國(guo)(guo)有(you)企業(ye)(ye)(ye),由省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)履行(xing)(xing)(xing)(xing)出(chu)資(zi)(zi)人職(zhi)責,承擔(dan)保值增(zeng)值責任,宣傳文(wen)(wen)化部(bu)(bu)門進(jin)行(xing)(xing)(xing)(xing)導(dao)向管(guan)(guan)(guan)(guan)(guan)(guan)理(li),推動出(chu)資(zi)(zi)人監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)制(zhi)度(du)(du)與主(zhu)(zhu)管(guan)(guan)(guan)(guan)(guan)(guan)主(zhu)(zhu)辦制(zhi)度(du)(du)的(de)有(you)效銜接,依法(fa)規(gui)范(fan)國(guo)(guo)有(you)文(wen)(wen)化資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)。四是(shi)委(wei)(wei)(wei)(wei)托監(jian)管(guan)(guan)(guan)(guan)(guan)(guan)。對監(jian)獄(yu)類等(deng)部(bu)(bu)分(fen)特殊行(xing)(xing)(xing)(xing)業(ye)(ye)(ye)以及其他(ta)存在(zai)特殊情(qing)況(kuang)的(de)企業(ye)(ye)(ye),由省(sheng)(sheng)政府授權省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)履行(xing)(xing)(xing)(xing)出(chu)資(zi)(zi)人職(zhi)責,省(sheng)(sheng)國(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)(wei)再委(wei)(wei)(wei)(wei)托相(xiang)關(guan)部(bu)(bu)門履行(xing)(xing)(xing)(xing)職(zhi)責。

(四)明確(que)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)處置方式(shi)。針(zhen)對省(sheng)(sheng)(sheng)級經營性國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)實際情況,明確(que)通過三種國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)處置方式(shi)推進(jin)經營性國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)集(ji)中統一(yi)監(jian)管(guan):一(yi)是(shi)直接劃轉。對行(xing)業(ye)(ye)(ye)地位(wei)突(tu)出(chu)、產(chan)(chan)權關(guan)系清(qing)晰、管(guan)理較為規(gui)范的(de)企業(ye)(ye)(ye)直接進(jin)行(xing)產(chan)(chan)權劃轉,由(you)(you)省(sheng)(sheng)(sheng)政府授權省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)履(lv)行(xing)出(chu)資(zi)(zi)(zi)(zi)(zi)(zi)人職責。二是(shi)整合(he)(he)重(zhong)組(zu)(zu)。對具(ju)(ju)有(you)(you)一(yi)定資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)規(gui)模和經營能力、與省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)監(jian)管(guan)企業(ye)(ye)(ye)存在同類(lei)同質(zhi)的(de)企業(ye)(ye)(ye),按(an)照產(chan)(chan)業(ye)(ye)(ye)相近、業(ye)(ye)(ye)務相關(guan)、優勢互補(bu)的(de)原則,整合(he)(he)重(zhong)組(zu)(zu)進(jin)入省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)所屬國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本投資(zi)(zi)(zi)(zi)(zi)(zi)運營公司或其(qi)他(ta)相關(guan)企業(ye)(ye)(ye)。對存在歷史遺留問題的(de)企業(ye)(ye)(ye),由(you)(you)主(zhu)管(guan)單(dan)(dan)位(wei)先進(jin)行(xing)認真清(qing)理,再整合(he)(he)重(zhong)組(zu)(zu)劃轉省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)監(jian)管(guan)。三是(shi)改(gai)制(zhi)退(tui)出(chu)。對資(zi)(zi)(zi)(zi)(zi)(zi)不(bu)抵債(zhai)、停(ting)(ting)業(ye)(ye)(ye)停(ting)(ting)產(chan)(chan)、不(bu)具(ju)(ju)備正常(chang)生產(chan)(chan)經營條(tiao)件和其(qi)他(ta)需要(yao)改(gai)制(zhi)退(tui)出(chu)的(de)企業(ye)(ye)(ye),由(you)(you)主(zhu)管(guan)單(dan)(dan)位(wei)具(ju)(ju)體負(fu)責,依據有(you)(you)關(guan)規(gui)定制(zhi)定企業(ye)(ye)(ye)改(gai)制(zhi)退(tui)出(chu)方案(an),實行(xing)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本退(tui)出(chu)。省(sheng)(sheng)(sheng)財政廳、省(sheng)(sheng)(sheng)人社廳、省(sheng)(sheng)(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)等單(dan)(dan)位(wei)給予具(ju)(ju)體指導。

(五)明確加強納入集中(zhong)統一監(jian)管企業(ye)黨(dang)(dang)(dang)建(jian)工(gong)作要求。按照黨(dang)(dang)(dang)組織(zhi)關(guan)系與資產關(guan)系相統一的(de)(de)原(yuan)則規范黨(dang)(dang)(dang)組織(zhi)隸屬關(guan)系,進(jin)一步加強和改進(jin)企業(ye)黨(dang)(dang)(dang)建(jian)工(gong)作,充分發揮黨(dang)(dang)(dang)組織(zhi)的(de)(de)領導核心和政治核心作用。改制退(tui)出企業(ye)要做好黨(dang)(dang)(dang)組織(zhi)關(guan)系接續(xu)工(gong)作,需要撤銷的(de)(de)及時上報上級黨(dang)(dang)(dang)組織(zhi)辦理相關(guan)手續(xu)。

(六(liu))組(zu)織實(shi)施。一(yi)(yi)是(shi)(shi)(shi)加強領導(dao)(dao)。集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)在省(sheng)委(wei)、省(sheng)政府(fu)(fu)的(de)(de)(de)統(tong)一(yi)(yi)領導(dao)(dao)下有序開展,各省(sheng)級相(xiang)關單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)成立(li)由主(zhu)要(yao)(yao)負責人(ren)擔任(ren)(ren)組(zu)長的(de)(de)(de)領導(dao)(dao)小組(zu),省(sheng)國(guo)(guo)(guo)有資(zi)產(chan)監(jian)管(guan)和(he)國(guo)(guo)(guo)有企(qi)業(ye)(ye)改(gai)革工(gong)(gong)(gong)(gong)作(zuo)領導(dao)(dao)小組(zu)負責組(zu)織協調(diao)推進(jin)(jin)(jin)工(gong)(gong)(gong)(gong)作(zuo)。二是(shi)(shi)(shi)落實(shi)責任(ren)(ren)。各省(sheng)級相(xiang)關單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)承擔主(zhu)體責任(ren)(ren),單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)主(zhu)要(yao)(yao)負責人(ren)是(shi)(shi)(shi)第(di)一(yi)(yi)責任(ren)(ren)人(ren)。各相(xiang)關單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)的(de)(de)(de)分管(guan)省(sheng)領導(dao)(dao)負責進(jin)(jin)(jin)行(xing)督導(dao)(dao)落實(shi)。各省(sheng)級相(xiang)關單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)納入年度(du)工(gong)(gong)(gong)(gong)作(zuo)目(mu)標考核內容。三(san)是(shi)(shi)(shi)規(gui)范(fan)程序。省(sheng)直各相(xiang)關單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)在資(zi)產(chan)清(qing)(qing)理(li)(li)基(ji)礎上(shang),商(shang)省(sheng)國(guo)(guo)(guo)資(zi)委(wei)提出工(gong)(gong)(gong)(gong)作(zuo)方案(an),報(bao)請省(sheng)委(wei)、省(sheng)政府(fu)(fu)批準后分類推進(jin)(jin)(jin)。四是(shi)(shi)(shi)政策(ce)支持。明(ming)確(que)了財(cai)政、人(ren)力資(zi)源(yuan)和(he)社會保障、國(guo)(guo)(guo)土資(zi)源(yuan)、稅(shui)務(wu)、工(gong)(gong)(gong)(gong)商(shang)、工(gong)(gong)(gong)(gong)會等部(bu)門及(ji)企(qi)業(ye)(ye)所在地(di)政府(fu)(fu)的(de)(de)(de)政策(ce)要(yao)(yao)求(qiu)(qiu)。五(wu)是(shi)(shi)(shi)嚴(yan)明(ming)紀律。要(yao)(yao)求(qiu)(qiu)嚴(yan)格按時間(jian)進(jin)(jin)(jin)度(du)推進(jin)(jin)(jin)工(gong)(gong)(gong)(gong)作(zuo),保持企(qi)業(ye)(ye)正常(chang)生(sheng)產(chan)經(jing)(jing)營(ying)(ying)(ying)(ying),不(bu)得隱瞞(man)經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan),不(bu)得擅自(zi)處置(zhi)資(zi)產(chan),不(bu)得突擊花錢、私(si)分財(cai)物,不(bu)得突擊進(jin)(jin)(jin)人(ren)、突擊提拔(ba)。違反規(gui)定的(de)(de)(de),嚴(yan)肅追究單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)主(zhu)要(yao)(yao)負責人(ren)和(he)相(xiang)關責任(ren)(ren)人(ren)的(de)(de)(de)責任(ren)(ren)。六(liu)是(shi)(shi)(shi)時間(jian)進(jin)(jin)(jin)度(du)。2017年4月底之(zhi)(zhi)前(qian)完成資(zi)產(chan)清(qing)(qing)理(li)(li),上(shang)半年基(ji)本(ben)(ben)(ben)完成集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan),年底之(zhi)(zhi)前(qian)確(que)定全(quan)(quan)部(bu)省(sheng)級經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)方案(an)并進(jin)(jin)(jin)行(xing)階段性(xing)(xing)總結,2018年年底之(zhi)(zhi)前(qian)完成全(quan)(quan)部(bu)省(sheng)級經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)并進(jin)(jin)(jin)行(xing)全(quan)(quan)面總結驗收(shou)。另外,自(zi)本(ben)(ben)(ben)意見印發之(zhi)(zhi)日起,除國(guo)(guo)(guo)資(zi)監(jian)管(guan)機構外,省(sheng)級黨政機關、事業(ye)(ye)單(dan)(dan)(dan)位(wei)(wei)(wei)(wei)原則上(shang)不(bu)再履行(xing)出資(zi)人(ren)職責,不(bu)再直接(jie)管(guan)理(li)(li)國(guo)(guo)(guo)有企(qi)業(ye)(ye),不(bu)得作(zuo)為出資(zi)人(ren)登記成立(li)企(qi)業(ye)(ye)。按照國(guo)(guo)(guo)有資(zi)產(chan)分級管(guan)理(li)(li)的(de)(de)(de)原則,各州(市(shi))黨委(wei)、政府(fu)(fu)應當參照本(ben)(ben)(ben)意見,結合本(ben)(ben)(ben)地(di)經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan)實(shi)際情(qing)況,及(ji)時制定本(ben)(ben)(ben)地(di)區推進(jin)(jin)(jin)經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)(de)意見,原則上(shang)應當確(que)保在2018年年底前(qian)實(shi)現經(jing)(jing)營(ying)(ying)(ying)(ying)性(xing)(xing)國(guo)(guo)(guo)有資(zi)產(chan)集(ji)(ji)(ji)(ji)中(zhong)統(tong)一(yi)(yi)監(jian)管(guan)。
