廣西建工集團“六大機制”強化風險管控

2010年以(yi)來,廣西建(jian)工集團針對建(jian)筑行業(ye)進入門(men)檻(jian)低、競爭激烈(lie)、風險點多等實(shi)際,把監督關口(kou)前移、管(guan)理重心(xin)下沉,健(jian)全六(liu)大(da)內部監管(guan)機(ji)制(zhi),切(qie)實(shi)把紀律和(he)規矩挺在(zai)前面(mian),用(yong)制(zhi)度(du)管(guan)人管(guan)事管(guan)資(zi)產,實(shi)現了國有資(zi)產監督體系(xi)、懲(cheng)治和(he)預(yu)防腐(fu)敗(bai)體系(xi)、全面(mian)風險防控體系(xi)的(de)有機(ji)融合(he)(he),為企業(ye)持(chi)續(xu)(xu)健(jian)康發展提供了堅(jian)強保證。營業(ye)收入、利潤、合(he)(he)同額(e)連(lian)續(xu)(xu)7年均保持(chi)兩位(wei)(wei)(wei)數增長,2016年營收790億元,是2009年的(de)4.5倍(bei)(bei);利潤總(zong)額(e)11億元,是2009年的(de)39倍(bei)(bei);資(zi)產總(zong)額(e)是2009年的(de)6.23倍(bei)(bei),凈(jing)資(zi)產是2009年的(de)6.98倍(bei)(bei);名列(lie)2016年度(du)中國企業(ye)500強第(di)195位(wei)(wei)(wei),比2009年提升195位(wei)(wei)(wei),連(lian)續(xu)(xu)三年保持(chi)在(zai)該榜單(dan)省(自治區、直(zhi)轄(xia)市)級建(jian)工集團第(di)二位(wei)(wei)(wei)、西部行業(ye)企業(ye)第(di)一位(wei)(wei)(wei)。

一、健全民主科學決(jue)(jue)(jue)策(ce)(ce)制(zhi)(zhi)(zhi)度,防范(fan)重(zhong)(zhong)(zhong)大決(jue)(jue)(jue)策(ce)(ce)失(shi)誤(wu)(wu)。出(chu)臺《董事(shi)會(hui)(hui)議(yi)事(shi)規(gui)則(ze)(ze)》、《黨委(wei)會(hui)(hui)議(yi)事(shi)規(gui)則(ze)(ze)》、《三重(zhong)(zhong)(zhong)一大決(jue)(jue)(jue)策(ce)(ce)實(shi)施辦法》等決(jue)(jue)(jue)策(ce)(ce)制(zhi)(zhi)(zhi)度,并根(gen)據全國(guo)國(guo)有(you)企(qi)業黨建(jian)工作會(hui)(hui)議(yi)精神,修改(gai)完善了(le)公(gong)(gong)司(si)(si)章程(cheng),把黨的(de)(de)領導融入(ru)公(gong)(gong)司(si)(si)治(zhi)理(li)(li)各個環(huan)節,把企(qi)業黨組(zu)織內嵌到(dao)公(gong)(gong)司(si)(si)治(zhi)理(li)(li)結構(gou)(gou)之中(zhong),明確(que)和落(luo)實(shi)黨組(zu)織在公(gong)(gong)司(si)(si)法人(ren)治(zhi)理(li)(li)結構(gou)(gou)中(zhong)的(de)(de)法定地(di)位(wei),做到(dao)組(zu)織落(luo)實(shi)、干部到(dao)位(wei)、職責明確(que)、監督嚴格;修改(gai)完善了(le)黨委(wei)會(hui)(hui)、董事(shi)會(hui)(hui)等議(yi)事(shi)規(gui)則(ze)(ze),落(luo)實(shi)黨委(wei)會(hui)(hui)研究討論是董事(shi)會(hui)(hui)決(jue)(jue)(jue)策(ce)(ce)重(zhong)(zhong)(zhong)大問題的(de)(de)前置程(cheng)序的(de)(de)要求,進(jin)一步厘(li)清了(le)權(quan)力運行的(de)(de)范(fan)圍和邊界,做到(dao)無縫銜接,形成各司(si)(si)其(qi)職,各負(fu)其(qi)責、協調運轉、有(you)效制(zhi)(zhi)(zhi)衡的(de)(de)現代法人(ren)治(zhi)理(li)(li)機制(zhi)(zhi)(zhi)。在重(zhong)(zhong)(zhong)大決(jue)(jue)(jue)策(ce)(ce)、重(zhong)(zhong)(zhong)要人(ren)事(shi)任免、重(zhong)(zhong)(zhong)大項目投(tou)資(zi)和大額資(zi)金使用(yong)等方面,堅(jian)持集體領導、民主集中(zhong)、會(hui)(hui)議(yi)決(jue)(jue)(jue)定原則(ze)(ze),確(que)保民主科學決(jue)(jue)(jue)策(ce)(ce),幾(ji)年來集團公(gong)(gong)司(si)(si)沒有(you)出(chu)現重(zhong)(zhong)(zhong)大決(jue)(jue)(jue)策(ce)(ce)失(shi)誤(wu)(wu)問題。

二(er)、實(shi)行(xing)監(jian)(jian)事會(hui)(hui)派(pai)駐制(zhi)度,積極(ji)延(yan)伸(shen)監(jian)(jian)督(du)鏈(lian)(lian)條(tiao)。進(jin)(jin)一(yi)步(bu)改進(jin)(jin)和加強(qiang)監(jian)(jian)事會(hui)(hui)工作,成(cheng)立集(ji)團(tuan)(tuan)(tuan)公司(si)監(jian)(jian)事會(hui)(hui)工作部和四個(ge)監(jian)(jian)事會(hui)(hui)辦(ban)事處,優先(xian)配(pei)足配(pei)強(qiang)人(ren)員(yuan),每個(ge)辦(ban)事處分(fen)別監(jian)(jian)管(guan)4-5家企(qi)(qi)(qi)業,做到(dao)不漏一(yi)戶、不搞例外(wai),實(shi)現對所屬企(qi)(qi)(qi)業委派(pai)專(zhuan)職全覆蓋。在(zai)制(zhi)度設計上,實(shi)現了(le)“兩(liang)個(ge)融入(ru)(ru)”,即:融入(ru)(ru)集(ji)團(tuan)(tuan)(tuan)公司(si)六(liu)大監(jian)(jian)管(guan)體系,融入(ru)(ru)所屬企(qi)(qi)(qi)業法人(ren)治理(li)結(jie)構(gou)。監(jian)(jian)事會(hui)(hui)堅持監(jian)(jian)管(guan)下沉,積極(ji)延(yan)伸(shen)監(jian)(jian)督(du)鏈(lian)(lian)條(tiao),將所屬企(qi)(qi)(qi)業分(fen)公司(si)生產(chan)經(jing)營(ying)中(zhong)的重大風(feng)險、重大決策(ce)等(deng)納入(ru)(ru)監(jian)(jian)管(guan)范(fan)(fan)圍,把防(fang)范(fan)(fan)“三重一(yi)大”決策(ce)風(feng)險的宏觀(guan)(guan)監(jian)(jian)管(guan)和對分(fen)公司(si)、項(xiang)目部運(yun)營(ying)過程(cheng)的微觀(guan)(guan)監(jian)(jian)管(guan)結(jie)合在(zai)一(yi)起,進(jin)(jin)一(yi)步(bu)提高(gao)監(jian)(jian)管(guan)成(cheng)效(xiao)(xiao)。2016年(nian)累計開展專(zhuan)項(xiang)檢查25次,列席(xi)企(qi)(qi)(qi)業重要(yao)會(hui)(hui)議(yi)531次,上報各類(lei)(lei)報告419份,提出建議(yi)236條(tiao),促(cu)進(jin)(jin)子(zi)企(qi)(qi)(qi)業完善制(zhi)度24項(xiang),停(ting)止或(huo)暫停(ting)決策(ce)項(xiang)目5個(ge),涉及金額6854萬元。集(ji)團(tuan)(tuan)(tuan)公司(si)高(gao)度重視監(jian)(jian)事會(hui)(hui)監(jian)(jian)督(du)成(cheng)果運(yun)用(yong),集(ji)團(tuan)(tuan)(tuan)公司(si)領(ling)導先(xian)后就相(xiang)關工作批示49次,就監(jian)(jian)督(du)中(zhong)發現的問(wen)題(ti),要(yao)求有關單(dan)位深入(ru)(ru)抓好整改、建立長效(xiao)(xiao)機(ji)制(zhi),防(fang)止類(lei)(lei)似問(wen)題(ti)再次發生,有效(xiao)(xiao)促(cu)進(jin)(jin)了(le)企(qi)(qi)(qi)業的規范(fan)(fan)管(guan)理(li)。

三、實(shi)施財(cai)(cai)務(wu)總(zong)(zong)監委(wei)派(pai)制(zhi)度(du),強化資(zi)(zi)金管(guan)(guan)(guan)控。2012年,集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)開始實(shi)施財(cai)(cai)務(wu)總(zong)(zong)監委(wei)派(pai)制(zhi),財(cai)(cai)務(wu)總(zong)(zong)監進入各(ge)子(zi)公(gong)(gong)(gong)(gong)司(si)(si)領導(dao)班子(zi)和董(dong)事會(hui),人事由(you)集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)統(tong)一管(guan)(guan)(guan)理(li),業務(wu)上接(jie)受集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)總(zong)(zong)部(bu)相關部(bu)門指導(dao),基薪由(you)集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)發放,績效經集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)考(kao)核后(hou)由(you)派(pai)駐企業發放。財(cai)(cai)務(wu)總(zong)(zong)監的職能(neng)包(bao)括對(dui)(dui)各(ge)子(zi)公(gong)(gong)(gong)(gong)司(si)(si)財(cai)(cai)務(wu)活動的合法(fa)性(xing)、真(zhen)實(shi)性(xing)、有效性(xing)等(deng)進行(xing)監督(du),同時提供管(guan)(guan)(guan)理(li)和服務(wu),還履(lv)行(xing)財(cai)(cai)務(wu)管(guan)(guan)(guan)理(li)制(zhi)度(du)建(jian)設、資(zi)(zi)金管(guan)(guan)(guan)控、成(cheng)本控制(zhi)、會(hui)計(ji)核算、財(cai)(cai)務(wu)分析、應收賬款清收等(deng)財(cai)(cai)務(wu)、會(hui)計(ji)的具體組織管(guan)(guan)(guan)理(li)工作。集(ji)團公(gong)(gong)(gong)(gong)司(si)(si)對(dui)(dui)財(cai)(cai)務(wu)總(zong)(zong)監實(shi)行(xing)統(tong)一考(kao)核管(guan)(guan)(guan)理(li),定期(qi)交流,規(gui)定重大開支(zhi)必須經財(cai)(cai)務(wu)總(zong)(zong)監審批把關。通過加(jia)強對(dui)(dui)各(ge)子(zi)公(gong)(gong)(gong)(gong)司(si)(si)重大經濟活動、資(zi)(zi)金管(guan)(guan)(guan)理(li)、資(zi)(zi)產(chan)處置等(deng)方面的監督(du)、管(guan)(guan)(guan)理(li),進一步增強企業風(feng)險防控能(neng)力。財(cai)(cai)務(wu)總(zong)(zong)監委(wei)派(pai)制(zhi)實(shi)施以來(lai),共否(fou)決了130個決策事項(xiang),涉及金額約593億元(yuan),對(dui)(dui)保(bao)障國有資(zi)(zi)產(chan)安全、提高企業管(guan)(guan)(guan)理(li)水平、保(bao)障企業平穩健(jian)康發展發揮了積極作用。

四(si)、建(jian)立董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)制(zhi)度,提(ti)(ti)(ti)高(gao)(gao)決(jue)策效率。2012年,集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)成立了董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui),為(wei)董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)下設機(ji)構(gou),負(fu)責(ze)統一組(zu)織和(he)(he)(he)協調全(quan)面風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)和(he)(he)(he)內(nei)部(bu)(bu)控制(zhi)工(gong)作(zuo),從重(zhong)大(da)(da)項(xiang)(xiang)目決(jue)策的(de)(de)(de)(de)源頭進(jin)行(xing)論證和(he)(he)(he)把關,向董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)提(ti)(ti)(ti)供咨(zi)詢(xun)意見(jian)和(he)(he)(he)決(jue)策參考。風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)主任(ren)(ren)由集(ji)(ji)團(tuan)一名董事(shi)(shi)(shi)(shi)(shi)、副總經理(li)(li)(li)擔任(ren)(ren),集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)董事(shi)(shi)(shi)(shi)(shi)長、總經理(li)(li)(li)和(he)(he)(he)其他(ta)董事(shi)(shi)(shi)(shi)(shi)不參加會(hui)(hui)(hui)(hui)(hui)議(yi),不干(gan)預風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)工(gong)作(zuo),成員(yuan)(yuan)由集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)生產經營、審計、法(fa)務、財(cai)務、紀檢(jian)監察、監事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)工(gong)作(zuo)部(bu)(bu)等部(bu)(bu)門(men)主要負(fu)責(ze)人(ren)組(zu)成。風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)根據董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)授權獨(du)立開(kai)展(zhan)工(gong)作(zuo),凡需提(ti)(ti)(ti)交集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)研(yan)究決(jue)定的(de)(de)(de)(de)重(zhong)大(da)(da)經營及投資等事(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang),必須事(shi)(shi)(shi)(shi)(shi)先經風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)進(jin)行(xing)風(feng)(feng)險(xian)(xian)(xian)評(ping)估論證,風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)未(wei)通過的(de)(de)(de)(de)事(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang)不得提(ti)(ti)(ti)交董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)研(yan)究,從決(jue)策源頭上筑起風(feng)(feng)險(xian)(xian)(xian)防范的(de)(de)(de)(de)一道“防火墻”。截至目前,集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)董事(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)共召(zhao)開(kai)60次會(hui)(hui)(hui)(hui)(hui)議(yi),總涉及金額(e)約為(wei)1426.33億(yi)元,其中否決(jue)事(shi)(shi)(shi)(shi)(shi)項(xiang)(xiang)27項(xiang)(xiang),涉及金額(e)約117.7億(yi)元。集(ji)(ji)團(tuan)所屬各企業均參照集(ji)(ji)團(tuan)公(gong)(gong)(gong)司(si)(si)(si)的(de)(de)(de)(de)做法(fa)建(jian)立了風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)機(ji)構(gou)并獨(du)立開(kai)展(zhan)工(gong)作(zuo),形成了子公(gong)(gong)(gong)司(si)(si)(si)職(zhi)能部(bu)(bu)門(men)—子公(gong)(gong)(gong)司(si)(si)(si)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)機(ji)構(gou)—集(ji)(ji)團(tuan)總部(bu)(bu)職(zhi)能部(bu)(bu)門(men)—集(ji)(ji)團(tuan)風(feng)(feng)險(xian)(xian)(xian)管(guan)(guan)(guan)理(li)(li)(li)委(wei)(wei)員(yuan)(yuan)會(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)四(si)級(ji)風(feng)(feng)險(xian)(xian)(xian)“濾(lv)網”。幾年來,全(quan)集(ji)(ji)團(tuan)范圍內(nei)沒有出現較大(da)(da)經營風(feng)(feng)險(xian)(xian)(xian),在(zai)提(ti)(ti)(ti)高(gao)(gao)決(jue)策準確(que)性(xing)(xing)、科學性(xing)(xing)的(de)(de)(de)(de)同時,還(huan)大(da)(da)大(da)(da)提(ti)(ti)(ti)高(gao)(gao)了決(jue)策效率。

五(wu)、建(jian)(jian)立(li)(li)總(zong)法(fa)律(lv)(lv)顧問制(zhi)(zhi)(zhi)度(du)(du),深化依法(fa)治(zhi)企(qi)。建(jian)(jian)筑(zhu)業產業鏈長,與(yu)多個行業高度(du)(du)關聯,風險點(dian)多。為(wei)此,集團(tuan)(tuan)公司(si)先后成立(li)(li)企(qi)業律(lv)(lv)師工(gong)(gong)作(zuo)辦公室,建(jian)(jian)立(li)(li)總(zong)法(fa)律(lv)(lv)顧問制(zhi)(zhi)(zhi)度(du)(du),建(jian)(jian)立(li)(li)健全了(le)以總(zong)法(fa)律(lv)(lv)顧問制(zhi)(zhi)(zhi)度(du)(du)為(wei)核心(xin)的(de)(de)法(fa)律(lv)(lv)工(gong)(gong)作(zuo)體系(xi),推動依法(fa)治(zhi)企(qi)、按規經(jing)營。以總(zong)法(fa)律(lv)(lv)顧問為(wei)核心(xin)的(de)(de)法(fa)務(wu)隊伍加強了(le)重(zhong)(zhong)大(da)決(jue)策(ce)前(qian)的(de)(de)法(fa)律(lv)(lv)論證(zheng)和審(shen)核把關,法(fa)律(lv)(lv)事(shi)務(wu)工(gong)(gong)作(zuo)重(zhong)(zhong)點(dian)由處理(li)經(jing)濟糾紛(fen)為(wei)主擴展延伸到參與(yu)企(qi)業改制(zhi)(zhi)(zhi)重(zhong)(zhong)組(zu)、投融資、招標(biao)投標(biao)、BT項目建(jian)(jian)設(she)等重(zhong)(zhong)大(da)決(jue)策(ce)的(de)(de)法(fa)律(lv)(lv)論證(zheng)上來(lai),在法(fa)律(lv)(lv)組(zu)織(zhi)體系(xi)建(jian)(jian)設(she)、規章(zhang)制(zhi)(zhi)(zhi)度(du)(du)建(jian)(jian)設(she)、合(he)(he)同管理(li),法(fa)律(lv)(lv)風險防控、聯合(he)(he)重(zhong)(zhong)組(zu)與(yu)管理(li)整(zheng)合(he)(he)、業務(wu)拓展及轉(zhuan)型升級的(de)(de)法(fa)律(lv)(lv)保(bao)障支持等方面開(kai)展了(le)大(da)量富工(gong)(gong)作(zuo)。目前(qian),集團(tuan)(tuan)下屬建(jian)(jian)筑(zhu)安裝企(qi)業均已設(she)立(li)(li)總(zong)法(fa)律(lv)(lv)顧問制(zhi)(zhi)(zhi)度(du)(du),總(zong)法(fa)律(lv)(lv)顧問雖然不進入領導班子,但比中(zhong)層(ceng)正職(zhi)略高,較(jiao)好地(di)保(bao)證(zheng)了(le)法(fa)務(wu)人(ren)員全程(cheng)參與(yu)生產經(jing)營管理(li)。全集團(tuan)(tuan)共有(you)各類(lei)法(fa)務(wu)人(ren)員161人(ren),其中(zhong),專職(zhi)66人(ren),兼職(zhi)95人(ren)。幾年(nian)來(lai),集團(tuan)(tuan)公司(si)經(jing)濟合(he)(he)同法(fa)律(lv)(lv)審(shen)核率達到100%,企(qi)業規章(zhang)制(zhi)(zhi)(zhi)度(du)(du)、重(zhong)(zhong)要決(jue)策(ce)審(shen)核率接近100%。

六、建立巡(xun)(xun)(xun)察(cha)(cha)工(gong)作(zuo)(zuo)制(zhi)(zhi)度,落實從嚴(yan)治(zhi)黨(dang)(dang)。制(zhi)(zhi)訂《中(zhong)共廣西(xi)建工(gong)集(ji)(ji)團(tuan)有(you)限責任(ren)公(gong)(gong)(gong)司委(wei)員(yuan)會(hui)巡(xun)(xun)(xun)察(cha)(cha)工(gong)作(zuo)(zuo)辦法(暫行(xing))》,成(cheng)立巡(xun)(xun)(xun)察(cha)(cha)工(gong)作(zuo)(zuo)領導小組及其辦公(gong)(gong)(gong)室(shi),并于2016年開(kai)展(zhan)了第一(yi)(yi)輪專項(xiang)巡(xun)(xun)(xun)察(cha)(cha),著(zhu)力發現違(wei)反“六大紀(ji)律”方(fang)面的(de)(de)突出問(wen)(wen)題,特(te)別(bie)(bie)是違(wei)背黨(dang)(dang)的(de)(de)路(lu)線方(fang)針政策,有(you)令不行(xing)、有(you)禁(jin)不止(zhi),陽(yang)奉陰(yin)違(wei),拉(la)幫結派的(de)(de)問(wen)(wen)題;利(li)用(yong)(yong)職務便利(li)通過同(tong)業經營或關聯交易為本(ben)人或特(te)定(ding)關系人謀取利(li)益的(de)(de)問(wen)(wen)題;在資(zi)(zi)金管理(li)、資(zi)(zi)產處置(zhi)、資(zi)(zi)源配置(zhi)、資(zi)(zi)本(ben)運(yun)作(zuo)(zuo)和工(gong)程項(xiang)目(mu)(mu)中(zhong)貪污受賄、以權(quan)謀私(si)的(de)(de)問(wen)(wen)題;在工(gong)作(zuo)(zuo)中(zhong)不負責任(ren)或疏(shu)于管理(li),給企業造(zao)成(cheng)損失的(de)(de)問(wen)(wen)題。針對巡(xun)(xun)(xun)察(cha)(cha)中(zhong)發現的(de)(de)問(wen)(wen)題,集(ji)(ji)團(tuan)公(gong)(gong)(gong)司黨(dang)(dang)委(wei)召開(kai)全面從嚴(yan)治(zhi)黨(dang)(dang)、從嚴(yan)治(zhi)企談(tan)心談(tan)話會(hui),對所屬各公(gong)(gong)(gong)司黨(dang)(dang)委(wei)書(shu)記(ji)、紀(ji)委(wei)書(shu)記(ji)、董事(shi)長、總經理(li)及集(ji)(ji)團(tuan)總部各部門正職等(deng)重要(yao)崗位60多人進行(xing)集(ji)(ji)體約談(tan)。目(mu)(mu)前,集(ji)(ji)團(tuan)公(gong)(gong)(gong)司紀(ji)委(wei)已(yi)責成(cheng)有(you)關子公(gong)(gong)(gong)司對第一(yi)(yi)輪巡(xun)(xun)(xun)察(cha)(cha)工(gong)作(zuo)(zuo)中(zhong)發現的(de)(de)個(ge)別(bie)(bie)人員(yuan)違(wei)紀(ji)違(wei)法問(wen)(wen)題立案調查,巡(xun)(xun)(xun)察(cha)(cha)的(de)(de)“利(li)劍”作(zuo)(zuo)用(yong)(yong)已(yi)發揮威力。同(tong)時(shi),集(ji)(ji)團(tuan)公(gong)(gong)(gong)司高度注重成(cheng)果運(yun)用(yong)(yong),把巡(xun)(xun)(xun)察(cha)(cha)結果作(zuo)(zuo)為干部考核評價、選拔(ba)任(ren)用(yong)(yong)、績效(xiao)獎勵的(de)(de)重要(yao)依據,增強巡(xun)(xun)(xun)察(cha)(cha)工(gong)作(zuo)(zuo)的(de)(de)效(xiao)果。
