2012年,經杭(hang)州(zhou)市(shi)(shi)(shi)委(wei)(wei)(wei)、市(shi)(shi)(shi)政(zheng)府(fu)決定,由杭(hang)州(zhou)市(shi)(shi)(shi)國(guo)資委(wei)(wei)(wei)作(zuo)為監(jian)事(shi)會(hui)管理機構,統一向16家市(shi)(shi)(shi)屬國(guo)有企業(ye)派駐監(jian)事(shi)會(hui),在浙江省乃至全國(guo)范(fan)圍內率(lv)先實(shi)現(xian)了監(jian)事(shi)會(hui)組(zu)織全覆(fu)蓋。此后,在杭(hang)州(zhou)市(shi)(shi)(shi)委(wei)(wei)(wei)市(shi)(shi)(shi)政(zheng)府(fu)的(de)(de)(de)高(gao)度重(zhong)視和(he)(he)浙江省國(guo)資委(wei)(wei)(wei)的(de)(de)(de)悉心(xin)指導下,杭(hang)州(zhou)市(shi)(shi)(shi)國(guo)資委(wei)(wei)(wei)從(cong)監(jian)事(shi)會(hui)的(de)(de)(de)組(zu)織架構、制(zhi)度建(jian)設(she)、履職保障等基礎工作(zuo)著(zhu)手,積極探索監(jian)事(shi)會(hui)隊伍建(jian)設(she)的(de)(de)(de)有效(xiao)機制(zhi),逐漸形成一支業(ye)務精、作(zuo)風(feng)硬、工作(zuo)實(shi)的(de)(de)(de)監(jian)事(shi)會(hui)隊伍,為加(jia)強(qiang)國(guo)資監(jian)管、有效(xiao)防范(fan)風(feng)險扮演了“預警員”和(he)(he)“護航者”的(de)(de)(de)重(zhong)要(yao)角(jiao)色。
一、科學配備(bei)人員,不斷(duan)完善監事會組(zu)織(zhi)架(jia)構
選(xuan)(xuan)(xuan)好人(ren)、用(yong)(yong)好人(ren)是(shi)(shi)提升監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)監(jian)(jian)(jian)(jian)(jian)(jian)督效能(neng)的(de)(de)(de)(de)關(guan)鍵(jian)。杭州(zhou)市(shi)(shi)(shi)(shi)國(guo)資(zi)委在(zai)嚴格執行《公司法(fa)》、《企(qi)(qi)業(ye)(ye)國(guo)有(you)(you)(you)資(zi)產法(fa)》等(deng)(deng)法(fa)律法(fa)規(gui)的(de)(de)(de)(de)基礎(chu)上(shang),經(jing)(jing)過不斷(duan)調(diao)(diao)(diao)整和(he)(he)優(you)化,形成(cheng)了(le)(le)(le)富有(you)(you)(you)“杭州(zhou)特色”的(de)(de)(de)(de)國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)模式(shi)。目(mu)前,杭州(zhou)市(shi)(shi)(shi)(shi)國(guo)資(zi)委共設立6個外派監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)組(zu)(zu),每組(zu)(zu)包括1名監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)和(he)(he)2名專(zhuan)職(zhi)(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi),按企(qi)(qi)業(ye)(ye)規(gui)模、功能(neng)等(deng)(deng)派駐3家(jia)企(qi)(qi)業(ye)(ye),與職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)共同(tong)組(zu)(zu)成(cheng)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)。在(zai)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)人(ren)員(yuan)(yuan)的(de)(de)(de)(de)配備上(shang),堅(jian)持角色互補原則,使(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)每一(yi)名成(cheng)員(yuan)(yuan)都能(neng)發揮自身優(you)勢(shi)(shi)和(he)(he)特長(chang),實現“1+1>2”的(de)(de)(de)(de)效果。一(yi)是(shi)(shi)優(you)化監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)選(xuan)(xuan)(xuan)拔(ba)模式(shi)。監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)是(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)靈魂人(ren)物(wu),作(zuo)為(wei)市(shi)(shi)(shi)(shi)管干部,主(zhu)要承擔領(ling)導(dao)(dao)(dao)(dao)、組(zu)(zu)織、協(xie)調(diao)(diao)(diao)職(zhi)(zhi)(zhi)(zhi)能(neng),保障(zhang)了(le)(le)(le)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)與企(qi)(qi)業(ye)(ye)領(ling)導(dao)(dao)(dao)(dao)班子地(di)(di)位對等(deng)(deng)。杭州(zhou)市(shi)(shi)(shi)(shi)積極探索優(you)化監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)選(xuan)(xuan)(xuan)拔(ba)模式(shi),先后實施多(duo)次(ci)改(gai)革,主(zhu)席(xi)(xi)的(de)(de)(de)(de)來(lai)源(yuan)逐步從退居二(er)線的(de)(de)(de)(de)廳局級領(ling)導(dao)(dao)(dao)(dao)兼任(ren)(ren),到市(shi)(shi)(shi)(shi)級有(you)(you)(you)關(guan)經(jing)(jing)濟管理(li)(li)部門領(ling)導(dao)(dao)(dao)(dao)平(ping)調(diao)(diao)(diao)或處長(chang)實職(zhi)(zhi)(zhi)(zhi)提拔(ba),再到市(shi)(shi)(shi)(shi)管國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)領(ling)導(dao)(dao)(dao)(dao)人(ren)員(yuan)(yuan)轉任(ren)(ren),選(xuan)(xuan)(xuan)拔(ba)標準(zhun)逐步向專(zhuan)業(ye)(ye)化、年輕化、職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)化轉變。良好的(de)(de)(de)(de)專(zhuan)業(ye)(ye)背景和(he)(he)豐富的(de)(de)(de)(de)企(qi)(qi)業(ye)(ye)工(gong)(gong)作(zuo)經(jing)(jing)歷,使(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)能(neng)更好地(di)(di)適應崗位;而企(qi)(qi)業(ye)(ye)化、年薪制的(de)(de)(de)(de)管理(li)(li)模式(shi),也使(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)主(zhu)席(xi)(xi)更有(you)(you)(you)熱情(qing)和(he)(he)干勁。二(er)是(shi)(shi)高(gao)標準(zhun)招聘專(zhuan)職(zhi)(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)。專(zhuan)職(zhi)(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)是(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的(de)(de)(de)(de)核(he)心成(cheng)員(yuan)(yuan),掌握財(cai)(cai)務、審計等(deng)(deng)專(zhuan)業(ye)(ye)技能(neng),承擔監(jian)(jian)(jian)(jian)(jian)(jian)督檢查具(ju)體工(gong)(gong)作(zuo)。市(shi)(shi)(shi)(shi)國(guo)資(zi)委在(zai)聘用(yong)(yong)專(zhuan)職(zhi)(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)時(shi)設置了(le)(le)(le)較高(gao)的(de)(de)(de)(de)準(zhun)入條件,高(gao)標準(zhun)、嚴要求選(xuan)(xuan)(xuan)拔(ba)專(zhuan)業(ye)(ye)人(ren)才;同(tong)時(shi),穩步提高(gao)專(zhuan)職(zhi)(zhi)(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)的(de)(de)(de)(de)薪酬和(he)(he)待遇,與市(shi)(shi)(shi)(shi)屬國(guo)有(you)(you)(you)企(qi)(qi)業(ye)(ye)中層管理(li)(li)崗位和(he)(he)社會(hui 二、堅持獎(jiang)優罰(fa)劣,不斷完善(shan)外派監事激勵(li)約束機制(zhi)
外派(pai)監(jian)事(shi)(shi)雖由杭州市國(guo)資(zi)(zi)委(wei)考(kao)核管理(li),具體(ti)工(gong)作卻在企業(ye)(ye)(ye)一(yi)線,只有建(jian)立合(he)理(li)有效的(de)(de)(de)(de)激(ji)勵約束機(ji)制(zhi),才(cai)能(neng)(neng)最(zui)大限(xian)度地發揮個人主(zhu)觀能(neng)(neng)動性。一(yi)是(shi)完善績(ji)(ji)效考(kao)核辦法(fa)。杭州市國(guo)資(zi)(zi)委(wei)的(de)(de)(de)(de)外派(pai)監(jian)事(shi)(shi)會主(zhu)席(xi)和(he)專職(zhi)監(jian)事(shi)(shi)均實行(xing)年(nian)薪(xin)制(zhi),年(nian)薪(xin)與工(gong)作績(ji)(ji)效緊密(mi)掛(gua)鉤。為鼓勵先(xian)進、鞭策(ce)后(hou)進,結合(he)實際不斷(duan)優(you)化考(kao)核內容(rong)和(he)評分標準,突(tu)出對(dui)工(gong)作作風(feng)、工(gong)作能(neng)(neng)力(li)和(he)工(gong)作實績(ji)(ji)的(de)(de)(de)(de)考(kao)核,合(he)理(li)拉開年(nian)薪(xin)差距,形成倒逼(bi)機(ji)制(zhi)和(he)競爭機(ji)制(zhi)。二(er)是(shi)構建(jian)專職(zhi)監(jian)事(shi)(shi)職(zhi)業(ye)(ye)(ye)通道。良好的(de)(de)(de)(de)職(zhi)業(ye)(ye)(ye)前景有助(zhu)于(yu)專職(zhi)監(jian)事(shi)(shi)解除后(hou)顧之憂,全身心投(tou)入(ru)工(gong)作。近年(nian)來,通過(guo)述職(zhi)、評分、征求企業(ye)(ye)(ye)意見(jian)等程序,先(xian)后(hou)推薦3名(ming)優(you)秀專職(zhi)監(jian)事(shi)(shi)到(dao)市屬國(guo)有企業(ye)(ye)(ye)擔任(ren)中層,既正向調動了專職(zhi)監(jian)事(shi)(shi)的(de)(de)(de)(de)工(gong)作積極性,也為企業(ye)(ye)(ye)輸送(song)了熟悉國(guo)資(zi)(zi)管理(li)政策(ce)的(de)(de)(de)(de)專業(ye)(ye)(ye)人才(cai),受(shou)到(dao)企業(ye)(ye)(ye)的(de)(de)(de)(de)歡迎。三是(shi)探(tan)索交(jiao)叉(cha)擔任(ren)外部(bu)董事(shi)(shi)。對(dui)工(gong)作能(neng)(neng)力(li)特別強、表現特別優(you)異的(de)(de)(de)(de)專職(zhi)監(jian)事(shi)(shi),還給予交(jiao)叉(cha)擔任(ren)國(guo)有全資(zi)(zi)企業(ye)(ye)(ye)外部(bu)董事(shi)(shi)的(de)(de)(de)(de)機(ji)會,一(yi)方面提(ti)高了收入(ru)水平,另一(yi)方面也有利(li)于(yu)增強換位思(si)考(kao)意識,全面鍛煉工(gong)作能(neng)(neng)力(li)。
三、注重工作指導,不斷提(ti)升監事(shi)會(hui)履(lv)職能力(li)
監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)的(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)督對(dui)象是復雜(za)龐大的(de)(de)(de)國(guo)(guo)有集(ji)(ji)團公司,要做(zuo)好這項(xiang)工(gong)(gong)(gong)(gong)作,良好的(de)(de)(de)溝通(tong)(tong)協調能(neng)力(li)、分析判斷(duan)能(neng)力(li)、寫作能(neng)力(li)和(he)(he)(he)專(zhuan)業(ye)(ye)水(shui)平(ping)缺一(yi)(yi)不可。杭(hang)州市國(guo)(guo)資委非(fei)常(chang)重視監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)成員(yuan)的(de)(de)(de)工(gong)(gong)(gong)(gong)作指導(dao),多(duo)角度、多(duo)層次、多(duo)渠道創(chuang)造(zao)(zao)學(xue)習(xi)機會(hui)(hui),促進(jin)提(ti)升監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)履職能(neng)力(li)。一(yi)(yi)是精心(xin)(xin)組(zu)(zu)織(zhi)新(xin)(xin)(xin)任監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)培訓。邀(yao)請杭(hang)州市國(guo)(guo)資委業(ye)(ye)務(wu)處室處長擔(dan)任授課老(lao)師,就國(guo)(guo)資監(jian)(jian)(jian)(jian)(jian)管政策(ce)、監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)業(ye)(ye)務(wu)等開(kai)(kai)展(zhan)培訓,幫助新(xin)(xin)(xin)人理清(qing)工(gong)(gong)(gong)(gong)作思路,熟悉工(gong)(gong)(gong)(gong)作內容。新(xin)(xin)(xin)任監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)正(zheng)式(shi)投入工(gong)(gong)(gong)(gong)作后,安排一(yi)(yi)對(dui)一(yi)(yi)的(de)(de)(de)指導(dao)和(he)(he)(he)答疑(yi),幫助他們盡快(kuai)適應新(xin)(xin)(xin)的(de)(de)(de)崗位。二(er)是重視日常(chang)工(gong)(gong)(gong)(gong)作指導(dao)。平(ping)時(shi)工(gong)(gong)(gong)(gong)作中(zhong),經常(chang)與(yu)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)主(zhu)席、專(zhuan)職監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)溝通(tong)(tong)交流,引導(dao)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)跟(gen)蹤關注企業(ye)(ye)“三重一(yi)(yi)大”事(shi)(shi)項(xiang),有針對(dui)性地開(kai)(kai)展(zhan)當(dang)期(qi)和(he)(he)(he)事(shi)(shi)中(zhong)監(jian)(jian)(jian)(jian)(jian)督;當(dang)外派監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)遇到業(ye)(ye)務(wu)問題和(he)(he)(he)困難時(shi),耐心(xin)(xin)給(gei)予(yu)解(jie)答和(he)(he)(he)指導(dao)。安排監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)主(zhu)席每(mei)周(zhou)一(yi)(yi)天到我(wo)委集(ji)(ji)中(zhong)辦(ban)公、每(mei)月(yue)列席委務(wu)會(hui)(hui),增進(jin)主(zhu)席與(yu)委領導(dao)及各處室的(de)(de)(de)溝通(tong)(tong)交流,從而統一(yi)(yi)監(jian)(jian)(jian)(jian)(jian)管立場(chang),避(bi)免對(dui)某些事(shi)(shi)項(xiang)在理解(jie)和(he)(he)(he)把握上不一(yi)(yi)致。三是積(ji)極創(chuang)造(zao)(zao)學(xue)習(xi)機會(hui)(hui)。爭取各種渠道,組(zu)(zu)織(zhi)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)成員(yuan)參(can)加考察學(xue)習(xi)、業(ye)(ye)務(wu)培訓和(he)(he)(he)講座等,拓寬思路視野,更新(xin)(xin)(xin)知識(shi)儲備。經常(chang)組(zu)(zu)織(zhi)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)(hui)成員(yuan)集(ji)(ji)中(zhong)學(xue)習(xi)討論,開(kai)(kai)展(zhan)頭腦風暴(bao),實現共(gong)同提(ti)高。鼓勵專(zhuan)職監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)報考省、市會(hui)(hui)計領軍(jun)人才培訓班,對(dui)學(xue)費(fei)(fei)和(he)(he)(he)交通(tong)(tong)費(fei)(fei)予(yu)以補(bu)助,借助外界優質資源,提(ti)升專(zhuan)職監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)綜合(he)素質與(yu)能(neng)力(li)。
四、堅持以(yi)人為本(ben),不斷優化監事會服務保障
監(jian)(jian)(jian)(jian)事(shi)會工(gong)(gong)作(zuo)的(de)(de)(de)核(he)心(xin)(xin)在于人(ren),我委(wei)認(ren)真(zhen)寫好服(fu)務(wu)保障這(zhe)篇大文章,使外(wai)派監(jian)(jian)(jian)(jian)事(shi)能夠心(xin)(xin)無旁騖地投入(ru)工(gong)(gong)作(zuo)。一(yi)是(shi)(shi)(shi)強化管理服(fu)務(wu)。積(ji)極爭取設立全(quan)額撥款事(shi)業單位——杭(hang)州市(shi)(shi)屬(shu)國有企業監(jian)(jian)(jian)(jian)事(shi)服(fu)務(wu)中心(xin)(xin),專門負責監(jian)(jian)(jian)(jian)事(shi)會成員(yuan)的(de)(de)(de)日常管理、業務(wu)培訓與后勤(qin)服(fu)務(wu)等(deng)(deng)工(gong)(gong)作(zuo),為(wei)外(wai)派監(jian)(jian)(jian)(jian)事(shi)履職(zhi)提供多重(zhong)保障。二是(shi)(shi)(shi)實(shi)(shi)行統一(yi)管理。監(jian)(jian)(jian)(jian)事(shi)會主席(xi)、專職(zhi)監(jian)(jian)(jian)(jian)事(shi)的(de)(de)(de)人(ren)事(shi)關(guan)系、黨員(yuan)組(zu)(zu)織(zhi)關(guan)系和(he)工(gong)(gong)會關(guan)系等(deng)(deng)等(deng)(deng)統一(yi)劃歸(gui)市(shi)(shi)國資委(wei),參(can)加(jia)活動(dong)、工(gong)(gong)會福利等(deng)(deng)都與委(wei)機關(guan)工(gong)(gong)作(zuo)人(ren)員(yuan)相同(tong),增(zeng)強了外(wai)派監(jian)(jian)(jian)(jian)事(shi)的(de)(de)(de)歸(gui)屬(shu)感(gan)和(he)凝(ning)聚力(li)。三是(shi)(shi)(shi)注重(zhong)人(ren)文關(guan)懷。關(guan)心(xin)(xin)監(jian)(jian)(jian)(jian)事(shi)會主席(xi)、專職(zhi)監(jian)(jian)(jian)(jian)事(shi)的(de)(de)(de)思想和(he)生活,經常開展談心(xin)(xin)談話,主動(dong)探望生病的(de)(de)(de)同(tong)志和(he)家(jia)屬(shu),切(qie)實(shi)(shi)讓他們(men)感(gan)受到組(zu)(zu)織(zhi)的(de)(de)(de)溫暖。
經(jing)過(guo)多(duo)(duo)年(nian)的發展,市屬國有企(qi)(qi)業監(jian)事會(hui)隊(dui)伍越(yue)來越(yue)強大,不斷煥發出(chu)新的生(sheng)機和活力。通過(guo)列席會(hui)議(yi)、開(kai)展調研、溝通約(yue)談、實(shi)施檢查、撰寫報告等多(duo)(duo)種(zhong)形式,對企(qi)(qi)業財務狀況(kuang)、經(jing)營管(guan)(guan)理情況(kuang)和董(dong)事高管(guan)(guan)履(lv)職(zhi)情況(kuang)等進行(xing)監(jian)督,并及(ji)時向出(chu)資人反映(ying)。據統計,17家市屬國有企(qi)(qi)業監(jian)事會(hui)2016年(nian)共列席企(qi)(qi)業會(hui)議(yi)500余次,提(ti)出(chu)建(jian)議(yi)1000余條,向市國資委報送各類報告99份(fen)(fen)、動態信息528條、重(zhong)要(yao)(yao)會(hui)議(yi)記錄236份(fen)(fen),在(zai)堵塞企(qi)(qi)業經(jing)營管(guan)(guan)理漏(lou)洞、促進企(qi)(qi)業健康發展等方面發揮(hui)了(le)重(zhong)要(yao)(yao)作用。
