2017年上半年,山航共(gong)保障安(an)全飛(fei)行19.11萬小時,9.10萬架次(均含濕租(zu),文后注釋(shi)),同比分別增長14.26%、13.95%。未(wei)發生公司原因運輸航空(kong)事故征候及以上不安(an)全事件(jian),航空(kong)安(an)全品質評價指數為10.22。
一是切(qie)實踐行安(an)(an)(an)全(quan)(quan)發展理(li)念。深(shen)入學(xue)習領(ling)會(hui)中央領(ling)導對安(an)(an)(an)全(quan)(quan)工作(zuo)的(de)重要(yao)指示(shi)批示(shi)精(jing)神(shen),堅持以“安(an)(an)(an)全(quan)(quan)第一”理(li)念統籌好改革(ge)、發展、效益、穩(wen)定等各(ge)項工作(zuo)。嚴(yan)格落實安(an)(an)(an)全(quan)(quan)責(ze)(ze)(ze)任,強(qiang)化不安(an)(an)(an)全(quan)(quan)事(shi)件追責(ze)(ze)(ze)力(li)度(du),建(jian)立了(le)對主體責(ze)(ze)(ze)任、領(ling)導責(ze)(ze)(ze)任、監管責(ze)(ze)(ze)任和連帶責(ze)(ze)(ze)任同(tong)(tong)追究、同(tong)(tong)處理(li)的(de)追責(ze)(ze)(ze)問責(ze)(ze)(ze)機制。集團組織了(le)年度(du)安(an)(an)(an)全(quan)(quan)管理(li)資(zi)質(zhi)培訓(xun),共計62人參(can)加,安(an)(an)(an)全(quan)(quan)管理(li)干(gan)部隊(dui)伍的(de)資(zi)質(zhi)和能力(li)得到了(le)鞏固提升。各(ge)投(tou)資(zi)企業結合實際(ji)認真(zhen)落實集團安(an)(an)(an)全(quan)(quan)管控要(yao)求,保持了(le)平(ping)穩(wen)的(de)安(an)(an)(an)全(quan)(quan)生(sheng)產(chan)態(tai)勢。
二是完善安全管(guan)(guan)(guan)理(li)機制。制定發布(bu)《年(nian)度安全工作管(guan)(guan)(guan)控(kong)方案(an)》,明確重點環節和關鍵(jian)因素,實施精準管(guan)(guan)(guan)控(kong)。著(zhu)力(li)夯(hang)實安全管(guan)(guan)(guan)控(kong)的組織基(ji)礎,開展編制職能優化(hua)調(diao)整工作,優化(hua)了股份公司部分條管(guan)(guan)(guan)部門的基(ji)層(ceng)機構設置(zhi),增強(qiang)(qiang)了管(guan)(guan)(guan)理(li)力(li)量配(pei)備;整合各營(ying)業(ye)部所在(zai)地的客(ke)貨運營(ying)銷、航站(zhan)保(bao)障業(ye)務,區(qu)域安全管(guan)(guan)(guan)控(kong)的系統性和外委監(jian)管(guan)(guan)(guan)的力(li)度得到了增強(qiang)(qiang)。
三是加(jia)強(qiang)(qiang)運行風(feng)險(xian)防(fang)控(kong)(kong)和治(zhi)理(li)。建立(li)安(an)全(quan)(quan)績效指(zhi)標監(jian)控(kong)(kong)制度(du)(du),針(zhen)對(dui)(dui)關(guan)鍵指(zhi)標實施專項管(guan)(guan)控(kong)(kong);依據階段性(xing)安(an)全(quan)(quan)生產形(xing)勢,強(qiang)(qiang)化預(yu)防(fang)管(guan)(guan)理(li),增強(qiang)(qiang)了風(feng)險(xian)管(guan)(guan)控(kong)(kong)的系統性(xing)和針(zhen)對(dui)(dui)性(xing)。加(jia)強(qiang)(qiang)安(an)全(quan)(quan)檢查力度(du)(du),開展公司(si)(si)級(ji)安(an)全(quan)(quan)檢查60次(ci),分公司(si)(si)區域安(an)全(quan)(quan)檢查964次(ci),部(bu)門(men)自查1711次(ci)。提(ti)升運行控(kong)(kong)制對(dui)(dui)“人、機(ji)、環”風(feng)險(xian)的統籌把控(kong)(kong)水(shui)平,持續(xu)完善復雜天氣預(yu)測預(yu)警機(ji)制,制定了“地面(mian)、空(kong)中最低油量簽派處置程序(xu)”;建立(li)了月度(du)(du)風(feng)險(xian)與保(bao)(bao)障(zhang)重點提(ti)示發(fa)布機(ji)制;深入(ru)推進應急(ji)(ji)管(guan)(guan)理(li)體系建設,強(qiang)(qiang)化應急(ji)(ji)演練評價(jia)考核。加(jia)強(qiang)(qiang)機(ji)務維修(xiu)關(guan)鍵風(feng)險(xian)預(yu)警,優化飛(fei)機(ji)可靠(kao)性(xing)管(guan)(guan)控(kong)(kong)方案,加(jia)大多發(fa)性(xing)故障(zhang)管(guan)(guan)控(kong)(kong)力度(du)(du),機(ji)隊平均簽派可靠(kao)度(du)(du)達到了99.84%。密切關(guan)注空(kong)防(fang)安(an)全(quan)(quan)形(xing)勢,出(chu)臺了《大型(xing)活動航(hang)(hang)空(kong)安(an)保(bao)(bao)保(bao)(bao)障(zhang)方案》、《犯罪嫌疑(yi)人、遣返人員特殊航(hang)(hang)班(ban)保(bao)(bao)障(zhang)工作程序(xu)》等(deng)管(guan)(guan)控(kong)(kong)制度(du)(du),開展空(kong)防(fang)安(an)全(quan)(quan)隱(yin)患治(zhi)理(li)工作,安(an)保(bao)(bao)基礎能力得到了增強(qiang)(qiang)。
四是深(shen)入推進關鍵隊(dui)伍(wu)(wu)資(zi)質(zhi)(zhi)建(jian)(jian)(jian)(jian)設(she)。落(luo)實(shi)民(min)航局“三基(ji)”(基(ji)層、基(ji)礎、基(ji)本功)建(jian)(jian)(jian)(jian)設(she)要求,夯(hang)實(shi)安全品質(zhi)(zhi)基(ji)礎。飛行(xing)隊(dui)伍(wu)(wu)方(fang)面(mian)(mian),持續開(kai)展重點(dian)人(ren)評(ping)估(gu),加強訓練紀律(lv)和質(zhi)(zhi)量檢查(cha),積(ji)極推進教(jiao)員(yuan)、檢查(cha)員(yuan)隊(dui)伍(wu)(wu)建(jian)(jian)(jian)(jian)設(she),組織所有(you)B類教(jiao)員(yuan)以(yi)上人(ren)員(yuan)開(kai)展技術比武,提(ti)升教(jiao)員(yuan)的教(jiao)學能(neng)力(li)(li)(li);深(shen)化(hua)飛行(xing)作(zuo)風建(jian)(jian)(jian)(jian)設(she),制定發布(bu)了(le)飛行(xing)人(ren)員(yuan)“新(xin)五嚴”行(xing)為規范。機務隊(dui)伍(wu)(wu)方(fang)面(mian)(mian),推行(xing)工卡分級(ji)并與(yu)崗位授權掛鉤制度,人(ren)員(yuan)資(zi)質(zhi)(zhi)精(jing)細(xi)化(hua)管(guan)理水(shui)平實(shi)現了(le)提(ti)升。運(yun)控(kong)隊(dui)伍(wu)(wu)方(fang)面(mian)(mian),開(kai)展簽派員(yuan)資(zi)質(zhi)(zhi)能(neng)力(li)(li)(li)評(ping)估(gu),年度復訓增設(she)了(le)模擬機實(shi)操科目,有(you)效提(ti)升了(le)綜合能(neng)力(li)(li)(li)。空保隊(dui)伍(wu)(wu)方(fang)面(mian)(mian),明確(que)了(le)空保客艙巡視規范,提(ti)升了(le)執法值(zhi)勤的程序化(hua)、標準化(hua)水(shui)平。
