打造時代國有企(qi)業(ye)(ye),讓國有企(qi)業(ye)(ye)“跟上(shang)時代”“在時代里”,以此實現國有企(qi)業(ye)(ye)的(de)高質(zhi)量發展(zhan),是新時代國有企(qi)業(ye)(ye)面臨的(de)重(zhong)大(da)抉(jue)擇。
打造時代國(guo)有(you)企(qi)(qi)業(ye),一是從生產關(guan)系(xi)(xi)視角推(tui)(tui)進,二是從生產力(li)的視角推(tui)(tui)進。兩者融合推(tui)(tui)進,這是推(tui)(tui)進國(guo)有(you)企(qi)(qi)業(ye)改革(ge)“系(xi)(xi)統性(xing)、整體性(xing)和協同性(xing)”的根本要(yao)(yao)求(qiu)。基(ji)于(yu)“競(jing)爭中(zhong)性(xing)”“所有(you)制中(zhong)立(li)”理(li)念,基(ji)于(yu)“生產力(li)優先標準”,基(ji)于(yu)國(guo)有(you)企(qi)(qi)業(ye)“轉型升級”要(yao)(yao)求(qiu),基(ji)于(yu)國(guo)有(you)企(qi)(qi)業(ye)“做強做優做大”思路。國(guo)有(you)企(qi)(qi)業(ye)首先是企(qi)(qi)業(ye),國(guo)有(you)企(qi)(qi)業(ye)必須按照市場經(jing)濟規律導(dao)向運行(xing)。因此(ci),從生產力(li)的視角,按照時代特(te)征要(yao)(yao)求(qiu)重構現代國(guo)有(you)企(qi)(qi)業(ye)成為客(ke)觀必然。
按照融合發展思想
推進國有企業高質量發展
當今社會,融(rong)(rong)(rong)合(he)發展成(cheng)為時代特征。例(li)如,制(zhi)(zhi)造業和(he)服務(wu)業的(de)融(rong)(rong)(rong)合(he),工業化和(he)信息化的(de)融(rong)(rong)(rong)合(he),實體經(jing)濟和(he)金融(rong)(rong)(rong)的(de)融(rong)(rong)(rong)合(he),線上和(he)線下的(de)融(rong)(rong)(rong)合(he),一二三次(ci)產(chan)業的(de)融(rong)(rong)(rong)合(he),軍民融(rong)(rong)(rong)合(he)發展,等等。目前正在推(tui)進的(de)混(hun)合(he)所有(you)(you)制(zhi)(zhi)改(gai)革,即(ji)“混(hun)改(gai)”,其(qi)實質是國有(you)(you)企(qi)(qi)業和(he)民營企(qi)(qi)業在產(chan)權(quan)方面(mian)(mian)的(de)融(rong)(rong)(rong)合(he)。今后,根(gen)據大融(rong)(rong)(rong)合(he)、廣義融(rong)(rong)(rong)合(he)的(de)思想,國有(you)(you)企(qi)(qi)業和(he)民營企(qi)(qi)業可(ke)在更大范圍(wei)、更多方面(mian)(mian)實行深(shen)度(du)融(rong)(rong)(rong)合(he)。通(tong)過深(shen)度(du)融(rong)(rong)(rong)合(he),國有(you)(you)企(qi)(qi)業和(he)民營企(qi)(qi)業可(ke)以(yi)“取長補短(duan)、相互(hu)促進、共同發展”。
按此理念,除產(chan)權融合(he)外,首當其沖的(de)是(shi)國有(you)(you)企(qi)業和民營企(qi)業的(de)產(chan)業融合(he)。經過40多年的(de)改革開放(fang),在宏(hong)觀布(bu)局(ju)上(shang),我們著(zhu)重解決(jue)了國有(you)(you)經濟整(zheng)體(ti)“有(you)(you)進有(you)(you)退”問(wen)題,即國有(you)(you)經濟的(de)戰(zhan)略性布(bu)局(ju);今后(hou),在微觀業務上(shang),我們應該著(zhu)重解決(jue)國有(you)(you)企(qi)業內部“有(you)(you)進有(you)(you)出”問(wen)題,即國有(you)(you)企(qi)業自身的(de)產(chan)業結構優(you)化配置(zhi)問(wen)題。
過去(qu),產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)就是(shi)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)(指一二(er)三(san)次產(chan)(chan)(chan)業(ye)(ye)(ye)(ye))。隨(sui)著分工深(shen)化(hua)細化(hua),部(bu)門成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),產(chan)(chan)(chan)品成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),部(bu)件成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),區段成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),環節成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)。例如(ru),組裝、包(bao)裝、配(pei)送、維修這些區段、環節成(cheng)(cheng)為(wei)(wei)(wei)(wei)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye),即小(xiao)區段大產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)、小(xiao)環節大產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)。作為(wei)(wei)(wei)(wei)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye),其(qi)深(shen)化(hua)細化(hua)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)可(ke)分為(wei)(wei)(wei)(wei)兩大板(ban)塊:一是(shi)優(you)(you)勢產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊,二(er)是(shi)非(fei)優(you)(you)勢產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊。對于優(you)(you)勢產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊,通(tong)(tong)過打(da)造(zao)網絡、平(ping)臺(tai),把全社會這一領(ling)域的(de)(de)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊集(ji)中過來,即將(jiang)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)優(you)(you)勢產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊為(wei)(wei)(wei)(wei)全社會所“共享”;對于非(fei)優(you)(you)勢產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)板(ban)塊,通(tong)(tong)過打(da)造(zao)網絡、平(ping)臺(tai),向全社會這一領(ling)域的(de)(de)最(zui)(zui)佳企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)包(bao)括民營企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)實現“眾包(bao)”,國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)以此利用全社會范(fan)圍的(de)(de)最(zui)(zui)優(you)(you)資源尋求發展。這里,如(ru)果(guo)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)內(nei)部(bu)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)進(jin)、出(chu)和(he)民營企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)內(nei)部(bu)產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)出(chu)、進(jin)深(shen)度配(pei)置成(cheng)(cheng)功,可(ke)將(jiang)兩者產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融為(wei)(wei)(wei)(wei)一體,由此可(ke)以最(zui)(zui)大限度提高資源配(pei)置效率。這樣,國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)和(he)民營企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)融合發展,即從(cong)產(chan)(chan)(chan)權融合進(jin)一步拓(tuo)展到了產(chan)(chan)(chan)業(ye)(ye)(ye)(ye)融合。

推進國有企業高質量發展
當今時代,共(gong)享經濟(ji)成(cheng)為(wei)時代特征。即:從(cong)過去以(yi)追(zhui)(zhui)求(qiu)所有權(quan)為(wei)核(he)心(xin)的經濟(ji)體(ti)(ti)系,轉(zhuan)向(xiang)現在以(yi)追(zhui)(zhui)求(qiu)使(shi)用(yong)權(quan)為(wei)核(he)心(xin)的經濟(ji)體(ti)(ti)系。以(yi)汽車為(wei)例,追(zhui)(zhui)求(qiu)所有權(quan)的成(cheng)本(ben)可(ke)概(gai)括為(wei)“四高(gao)(gao)”:購(gou)置成(cheng)本(ben)很高(gao)(gao)、使(shi)用(yong)成(cheng)本(ben)很高(gao)(gao)、閑置成(cheng)本(ben)很高(gao)(gao)、機會成(cheng)本(ben)很高(gao)(gao);而追(zhui)(zhui)求(qiu)使(shi)用(yong)權(quan)的成(cheng)本(ben)可(ke)概(gai)括為(wei)“三零(ling)一低(di)”:購(gou)置成(cheng)本(ben)為(wei)零(ling)、使(shi)用(yong)成(cheng)本(ben)很低(di)(碎(sui)片(pian)化(hua)支付)、閑置成(cheng)本(ben)為(wei)零(ling)、機會成(cheng)本(ben)為(wei)零(ling)。總之(zhi),共(gong)享經濟(ji)可(ke)在更(geng)大范圍(wei)、更(geng)高(gao)(gao)層次(ci)、更(geng)深程度上推動各類(lei)要素資(zi)源開放、協同,旨在最大限度優化(hua)資(zi)源配置方式(shi)、提高(gao)(gao)資(zi)源配置效率。

這里,特(te)別(bie)提出(chu)“共(gong)享組織”問題。當前,組織資(zi)源(yuan)成為國(guo)有企(qi)業(ye)(ye)最大(da)閑置(zhi)資(zi)源(yuan)。尤其是(shi)職(zhi)能(neng)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men),諸如戰略規劃(hua)部(bu)(bu)(bu)(bu)(bu)(bu)、投資(zi)融資(zi)部(bu)(bu)(bu)(bu)(bu)(bu)、財務(wu)會(hui)計部(bu)(bu)(bu)(bu)(bu)(bu)、人(ren)(ren)(ren)力資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)、教育培訓(xun)部(bu)(bu)(bu)(bu)(bu)(bu)、審計監察部(bu)(bu)(bu)(bu)(bu)(bu)等(deng),作為國(guo)有企(qi)業(ye)(ye)的(de)最大(da)資(zi)源(yuan)集中之地,不僅(jin)大(da)量(liang)閑置(zhi)浪費(fei),甚至產生(sheng)內耗。以人(ren)(ren)(ren)力資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)為例,搞得(de)好了(le),某(mou)一(yi)(yi)國(guo)有企(qi)業(ye)(ye)的(de)人(ren)(ren)(ren)力資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)可(ke)(ke)為全社(she)會(hui)提供服務(wu);搞得(de)不好,全社(she)會(hui)都是(shi)某(mou)一(yi)(yi)國(guo)有企(qi)業(ye)(ye)的(de)人(ren)(ren)(ren)力資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)。即(ji)國(guo)有企(qi)業(ye)(ye)人(ren)(ren)(ren)力資(zi)源(yuan)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)無論全社(she)會(hui)“共(gong)享”或是(shi)全社(she)會(hui)“眾包(bao)”,都能(neng)降低(di)成本(ben)、提高收益。其他(ta)職(zhi)能(neng)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)也是(shi)如此。這樣一(yi)(yi)來,同(tong)(tong)業(ye)(ye)務(wu)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)獲取(qu)收益一(yi)(yi)樣,職(zhi)能(neng)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)通過公司化(hua)(hua)、市場化(hua)(hua)、平臺化(hua)(hua)、網絡化(hua)(hua)同(tong)(tong)樣可(ke)(ke)以獲取(qu)收益。比較而言,國(guo)有企(qi)業(ye)(ye)的(de)職(zhi)能(neng)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)比業(ye)(ye)務(wu)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)在(zai)某(mou)種程度上更具競(jing)爭優勢。由此可(ke)(ke)見,在(zai)新(xin)時代(dai)突出(chu)國(guo)有企(qi)業(ye)(ye)職(zhi)能(neng)部(bu)(bu)(bu)(bu)(bu)(bu)門(men)(men)“社(she)會(hui)共(gong)享”是(shi)其關(guan)鍵(jian)所(suo)在(zai)。

企(qi)(qi)業(ye)(ye)、用戶價(jia)(jia)(jia)值共(gong)創(chuang),實(shi)為企(qi)(qi)業(ye)(ye)價(jia)(jia)(jia)值創(chuang)造活動(dong)(dong)的(de)“部分(fen)社會(hui)化(hua)”。在實(shi)踐(jian)中(zhong),還(huan)產生(sheng)了企(qi)(qi)業(ye)(ye)、社會(hui)價(jia)(jia)(jia)值共(gong)創(chuang),即(ji)把(ba)大量社會(hui)創(chuang)客變為企(qi)(qi)業(ye)(ye)在線(xian)員(yuan)(yuan)工(gong),由此實(shi)現企(qi)(qi)業(ye)(ye)價(jia)(jia)(jia)值創(chuang)造活動(dong)(dong)的(de)“完全(quan)社會(hui)化(hua)”。例如(ru)海爾,一(yi)方(fang)面把(ba)在職員(yuan)(yuan)工(gong)變為企(qi)(qi)業(ye)(ye)創(chuang)客,人人成為創(chuang)客;另一(yi)方(fang)面把(ba)社會(hui)創(chuang)客變為在線(xian)員(yuan)(yuan)工(gong),或稱U盤式員(yuan)(yuan)工(gong),即(ji)需即(ji)插,即(ji)插即(ji)用。
目(mu)前看來(lai),國有企(qi)(qi)(qi)業(ye)大多(duo)還(huan)處在“單價(jia)(jia)值(zhi)(zhi)創(chuang)造”階段,即單純依賴(lai)企(qi)(qi)(qi)業(ye)員(yuan)工創(chuang)造企(qi)(qi)(qi)業(ye)價(jia)(jia)值(zhi)(zhi)。今后,一是轉(zhuan)向“雙價(jia)(jia)值(zhi)(zhi)創(chuang)造”階段,即不僅依賴(lai)員(yuan)工而且依賴(lai)用戶(hu),實(shi)現企(qi)(qi)(qi)業(ye)、用戶(hu)價(jia)(jia)值(zhi)(zhi)共創(chuang);二是轉(zhuan)向“多(duo)價(jia)(jia)值(zhi)(zhi)創(chuang)造”階段,即把“社會創(chuang)客”同(tong)樣納入國有企(qi)(qi)(qi)業(ye)價(jia)(jia)值(zhi)(zhi)創(chuang)造活動之中,由此(ci)(ci)實(shi)現國有企(qi)(qi)(qi)業(ye)價(jia)(jia)值(zhi)(zhi)創(chuang)造的“完全社會化(hua)”,最終(zhong)將國有企(qi)(qi)(qi)業(ye)改造成(cheng)為“思想眾智(zhi)、資金眾籌、業(ye)務(wu)眾包、企(qi)(qi)(qi)業(ye)眾創(chuang)”,以此(ci)(ci)跟(gen)上(shang)時(shi)代(dai)(dai)發展、引(yin)領時(shi)代(dai)(dai)發展。

當今社(she)會(hui),把(ba)企業(ye)(ye)打(da)(da)造(zao)成商業(ye)(ye)生態(tai)系統成為時(shi)代要求。無論(lun)融合(he)發展、共(gong)享(xiang)經(jing)(jing)濟,還是價值共(gong)創(chuang),其最終都(dou)致力于(yu)打(da)(da)造(zao)商業(ye)(ye)生態(tai)系統。因此,向商業(ye)(ye)生態(tai)系統演(yan)進,是國(guo)有企業(ye)(ye)“組織架構(gou)、運營(ying)模式、經(jing)(jing)營(ying)機制”演(yan)化的不二(er)選擇。
過去,產(chan)業(ye)組(zu)織(zhi)和企(qi)(qi)業(ye)組(zu)織(zhi)分離;現在(zai),隨著(zhu)部(bu)(bu)門、產(chan)品、部(bu)(bu)件(jian)、區段(duan)、環節成為產(chan)業(ye),產(chan)業(ye)組(zu)織(zhi)和企(qi)(qi)業(ye)組(zu)織(zhi)融(rong)合,盡管國(guo)有(you)(you)企(qi)(qi)業(ye)“做強做優做大”目標不變(bian),但(dan)是(shi)路徑不一樣了。過去,就國(guo)有(you)(you)企(qi)(qi)業(ye)做國(guo)有(you)(you)企(qi)(qi)業(ye),把外部(bu)(bu)內(nei)部(bu)(bu)化,重心(xin)(xin)在(zai)內(nei)部(bu)(bu);現在(zai),跳(tiao)出國(guo)有(you)(you)企(qi)(qi)業(ye)做國(guo)有(you)(you)企(qi)(qi)業(ye),把內(nei)部(bu)(bu)外部(bu)(bu)化,重心(xin)(xin)在(zai)外部(bu)(bu)。也就是(shi)說,國(guo)有(you)(you)企(qi)(qi)業(ye)組(zu)織(zhi)架(jia)(jia)構發生了從母子公司(si)體(ti)制向商業(ye)生態系統的轉型(xing)(xing)。作為商業(ye)生態系統的組(zu)織(zhi)架(jia)(jia)構,其典型(xing)(xing)特征是(shi):內(nei)外部(bu)(bu)一體(ti)化,“四(si)小(xiao)四(si)大結構”:小(xiao)實體(ti)大虛擬、小(xiao)規模(mo)大網絡、小(xiao)核心(xin)(xin)大外圍、小(xiao)腦袋(dai)大身(shen)子,可(ke)從舊的“大一統結構”之大變(bian)為新的“模(mo)塊化結構”之大,即在(zai)“更強更優”基(ji)礎上變(bian)得“更大”。
國(guo)有企業成(cheng)(cheng)(cheng)(cheng)為(wei)(wei)商業生態系統,基于外部(bu)共建(jian)、共生、共享(xiang)、共榮(rong),與外部(bu)進行(xing)能(neng)量(liang)交(jiao)換,包括(kuo)能(neng)量(liang)輸出(chu)(chu)、能(neng)量(liang)輸入。國(guo)有企業之(zhi)所以(yi)要和外部(bu)共建(jian)、共生、共享(xiang)、共榮(rong)組建(jian)商業生態系統,這是(shi)因(yin)為(wei)(wei),以(yi)互聯(lian)網、物聯(lian)網、大(da)數(shu)據、云計算、區塊鏈、人工智(zhi)能(neng)為(wei)(wei)代(dai)表(biao)的新一代(dai)技術群的出(chu)(chu)現,導致(zhi)外部(bu)交(jiao)易成(cheng)(cheng)(cheng)(cheng)本(ben)(包括(kuo)搜索成(cheng)(cheng)(cheng)(cheng)本(ben)、信任成(cheng)(cheng)(cheng)(cheng)本(ben)、簽(qian)約(yue)成(cheng)(cheng)(cheng)(cheng)本(ben)、履約(yue)成(cheng)(cheng)(cheng)(cheng)本(ben)等)大(da)大(da)降低,特別(bie)是(shi)虛擬空間的出(chu)(chu)現,導致(zhi)了(le)“零(ling)時間、零(ling)距離、零(ling)成(cheng)(cheng)(cheng)(cheng)本(ben)、無邊(bian)界”的連(lian)接,這樣一來,以(yi)外部(bu)為(wei)(wei)重(zhong)心重(zhong)構(gou)國(guo)有企業成(cheng)(cheng)(cheng)(cheng)為(wei)(wei)一種必然(ran)選擇。
作為(wei)(wei)(wei)(wei)商(shang)業(ye)生態(tai)系統的(de)國有(you)企業(ye)可有(you)如下若干特征:做(zuo)大做(zuo)小融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),有(you)界無(wu)界融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti);社會企業(ye)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),內部(bu)外部(bu)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti);市(shi)場企業(ye)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),契約產權融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti);分工整合(he)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),獨立聯(lian)合(he)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti);線上線下融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),虛擬實體(ti)(ti)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti);自(zi)轉他(ta)轉融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti),靜態(tai)動態(tai)融(rong)為(wei)(wei)(wei)(wei)一(yi)(yi)體(ti)(ti)。
