目前(qian)看來(lai),國有企(qi)業大多還處在(zai)“單(dan)價(jia)值(zhi)(zhi)(zhi)創(chuang)(chuang)造(zao)(zao)(zao)”階(jie)段(duan),即單(dan)純依(yi)賴(lai)企(qi)業員工創(chuang)(chuang)造(zao)(zao)(zao)企(qi)業價(jia)值(zhi)(zhi)(zhi)。今后,一是轉向“雙價(jia)值(zhi)(zhi)(zhi)創(chuang)(chuang)造(zao)(zao)(zao)”階(jie)段(duan),即不僅依(yi)賴(lai)員工而且依(yi)賴(lai)用(yong)戶,實現企(qi)業、用(yong)戶價(jia)值(zhi)(zhi)(zhi)共創(chuang)(chuang);二是轉向“多價(jia)值(zhi)(zhi)(zhi)創(chuang)(chuang)造(zao)(zao)(zao)”階(jie)段(duan),即把“社會(hui)創(chuang)(chuang)客”同樣納入國有企(qi)業價(jia)值(zhi)(zhi)(zhi)創(chuang)(chuang)造(zao)(zao)(zao)活(huo)動之(zhi)中,由此(ci)(ci)實現國有企(qi)業價(jia)值(zhi)(zhi)(zhi)創(chuang)(chuang)造(zao)(zao)(zao)的“完全社會(hui)化”,最終(zhong)將國有企(qi)業改造(zao)(zao)(zao)成為“思想(xiang)眾智、資金眾籌(chou)、業務眾包、企(qi)業眾創(chuang)(chuang)”,以此(ci)(ci)跟上時代(dai)發展(zhan)(zhan)、引領(ling)時代(dai)發展(zhan)(zhan)。

按照生態系統思想

推進國有企業高質量發展

當(dang)今(jin)社會,把企(qi)業(ye)打造成商(shang)業(ye)生(sheng)態系統(tong)成為時代要求。無論融合發展、共享經濟(ji),還是價(jia)值共創,其最終都致力(li)于打造商(shang)業(ye)生(sheng)態系統(tong)。因(yin)此(ci),向商(shang)業(ye)生(sheng)態系統(tong)演(yan)進,是國有企(qi)業(ye)“組織架(jia)構、運營模式、經營機制”演(yan)化的不二選擇。

過去,產(chan)業(ye)(ye)(ye)(ye)組(zu)織(zhi)和企(qi)業(ye)(ye)(ye)(ye)組(zu)織(zhi)分(fen)離;現(xian)在(zai)(zai),隨(sui)著部門(men)、產(chan)品(pin)、部件、區段、環(huan)節成(cheng)為產(chan)業(ye)(ye)(ye)(ye),產(chan)業(ye)(ye)(ye)(ye)組(zu)織(zhi)和企(qi)業(ye)(ye)(ye)(ye)組(zu)織(zhi)融合,盡管國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)“做(zuo)(zuo)強做(zuo)(zuo)優做(zuo)(zuo)大(da)(da)”目(mu)標不變(bian),但(dan)是(shi)路徑(jing)不一(yi)樣了。過去,就(jiu)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)做(zuo)(zuo)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye),把(ba)外(wai)部內(nei)部化(hua),重心(xin)(xin)(xin)在(zai)(zai)內(nei)部;現(xian)在(zai)(zai),跳出國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)做(zuo)(zuo)國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye),把(ba)內(nei)部外(wai)部化(hua),重心(xin)(xin)(xin)在(zai)(zai)外(wai)部。也就(jiu)是(shi)說(shuo),國(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)(ye)組(zu)織(zhi)架構(gou)發生了從母子公司體制(zhi)向商(shang)業(ye)(ye)(ye)(ye)生態系統(tong)的轉型(xing)(xing)。作為商(shang)業(ye)(ye)(ye)(ye)生態系統(tong)的組(zu)織(zhi)架構(gou),其典型(xing)(xing)特征是(shi):內(nei)外(wai)部一(yi)體化(hua),“四小(xiao)四大(da)(da)結構(gou)”:小(xiao)實體大(da)(da)虛擬、小(xiao)規模(mo)大(da)(da)網絡、小(xiao)核心(xin)(xin)(xin)大(da)(da)外(wai)圍、小(xiao)腦袋大(da)(da)身子,可(ke)從舊的“大(da)(da)一(yi)統(tong)結構(gou)”之(zhi)大(da)(da)變(bian)為新的“模(mo)塊化(hua)結構(gou)”之(zhi)大(da)(da),即在(zai)(zai)“更強更優”基礎上變(bian)得“更大(da)(da)”。

國有企業成為商業生(sheng)(sheng)態(tai)系(xi)統,基于(yu)外部共(gong)建(jian)(jian)、共(gong)生(sheng)(sheng)、共(gong)享(xiang)、共(gong)榮(rong),與(yu)外部進(jin)行能(neng)量交換,包括(kuo)能(neng)量輸(shu)出(chu)、能(neng)量輸(shu)入。國有企業之所(suo)以(yi)要(yao)和外部共(gong)建(jian)(jian)、共(gong)生(sheng)(sheng)、共(gong)享(xiang)、共(gong)榮(rong)組建(jian)(jian)商業生(sheng)(sheng)態(tai)系(xi)統,這是(shi)因為,以(yi)互聯網、物聯網、大(da)數據(ju)、云計算(suan)、區塊鏈、人(ren)工智能(neng)為代表的(de)(de)新一(yi)(yi)代技術群的(de)(de)出(chu)現,導致外部交易(yi)成本(ben)(包括(kuo)搜索成本(ben)、信任成本(ben)、簽(qian)約成本(ben)、履約成本(ben)等)大(da)大(da)降低,特(te)別是(shi)虛擬空間(jian)的(de)(de)出(chu)現,導致了“零(ling)時間(jian)、零(ling)距離、零(ling)成本(ben)、無(wu)邊界”的(de)(de)連接,這樣一(yi)(yi)來(lai),以(yi)外部為重心重構(gou)國有企業成為一(yi)(yi)種(zhong)必(bi)然選擇。

作為(wei)(wei)商業(ye)生態系統的國有企業(ye)可有如下(xia)若(ruo)干(gan)特征:做大做小融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),有界(jie)無(wu)界(jie)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti);社會(hui)企業(ye)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),內部(bu)外部(bu)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti);市(shi)場企業(ye)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),契約產權融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti);分工整合融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),獨立聯合融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti);線上線下(xia)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),虛(xu)擬實(shi)體(ti)(ti)(ti)融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti);自轉他轉融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti),靜態動態融(rong)為(wei)(wei)一(yi)(yi)(yi)(yi)體(ti)(ti)(ti)。

綜上(shang)所(suo)述,只有按照以上(shang)四大(da)“時(shi)代(dai)特征”重構國有企業(ye),國有企業(ye)才(cai)能“跟上(shang)時(shi)代(dai)”“在時(shi)代(dai)里(li)(li)”。這(zhe)里(li)(li),推進國有企業(ye)與新時(shi)代(dai)相匹配的高質量發展大(da)局。這(zhe)是因為,高質量發展是解決(jue)一切問題的根本。(李海艦)
