用新常態的大邏輯觀形勢謀發展

新常態下中國經濟總體向好的基本面沒有變

中(zhong)國經(jing)(jing)(jing)濟(ji)(ji)進入新(xin)常態(tai),最(zui)直觀的(de)變化是(shi)經(jing)(jing)(jing)濟(ji)(ji)增速換擋,但本質特(te)征是(shi)經(jing)(jing)(jing)濟(ji)(ji)結構調整(zheng)和發(fa)(fa)展方式轉(zhuan)變,帶來的(de)是(shi)我(wo)國經(jing)(jing)(jing)濟(ji)(ji)發(fa)(fa)展向(xiang)更高階(jie)段邁進的(de)戰(zhan)(zhan)略機遇。正(zheng)如(ru)習(xi)近平同志在2014年(nian)所(suo)指出(chu)的(de)那樣(yang),經(jing)(jing)(jing)濟(ji)(ji)發(fa)(fa)展進入新(xin)常態(tai),沒有(you)改(gai)變我(wo)國發(fa)(fa)展仍處于可以大有(you)作為的(de)重(zhong)要戰(zhan)(zhan)略機遇期的(de)判斷,改(gai)變的(de)是(shi)重(zhong)要戰(zhan)(zhan)略機遇期的(de)內涵(han)和條件;沒有(you)改(gai)變我(wo)國經(jing)(jing)(jing)濟(ji)(ji)發(fa)(fa)展總體(ti)向(xiang)好的(de)基本面,改(gai)變的(de)是(shi)經(jing)(jing)(jing)濟(ji)(ji)發(fa)(fa)展方式和經(jing)(jing)(jing)濟(ji)(ji)結構。

經(jing)(jing)(jing)濟(ji)(ji)趨穩向好(hao)的(de)態(tai)(tai)勢(shi)更(geng)(geng)加(jia)明顯。進入(ru)新(xin)常態(tai)(tai)的(de)中(zhong)國(guo)(guo)經(jing)(jing)(jing)濟(ji)(ji),主(zhu)(zhu)要經(jing)(jing)(jing)濟(ji)(ji)變(bian)量關系(xi)深刻(ke)調(diao)整,經(jing)(jing)(jing)濟(ji)(ji)下行壓力(li)加(jia)大(da)。如何看經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)新(xin)常態(tai)(tai)帶來的(de)新(xin)變(bian)化?習近平(ping)同(tong)志(zhi)深刻(ke)指出,經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)進入(ru)新(xin)常態(tai)(tai),是我國(guo)(guo)經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)階段性(xing)特(te)征的(de)必然反映,是不(bu)以人的(de)意(yi)志(zhi)為轉(zhuan)(zhuan)移的(de)。經(jing)(jing)(jing)濟(ji)(ji)下行是挑戰(zhan),更(geng)(geng)是倒(dao)逼轉(zhuan)(zhuan)方(fang)式(shi)調(diao)結(jie)(jie)構的(de)重大(da)機遇。經(jing)(jing)(jing)過近年(nian)來堅(jian)持不(bu)懈推(tui)進經(jing)(jing)(jing)濟(ji)(ji)結(jie)(jie)構戰(zhan)略性(xing)調(diao)整,特(te)別是2016年(nian)以來推(tui)進供給側結(jie)(jie)構性(xing)改革(ge)(ge),從去年(nian)下半年(nian)開始,我國(guo)(guo)經(jing)(jing)(jing)濟(ji)(ji)運行發(fa)生多方(fang)面積(ji)極變(bian)化,工(gong)業品價格指數由負轉(zhuan)(zhuan)正,工(gong)業增加(jia)值增速(su)止跌回升(sheng),企業利潤由降轉(zhuan)(zhuan)升(sheng)。今年(nian)上半年(nian),經(jing)(jing)(jing)濟(ji)(ji)運行穩中(zhong)向好(hao)的(de)態(tai)(tai)勢(shi)更(geng)(geng)趨明顯,國(guo)(guo)內(nei)生產總值同(tong)比增長6.9%,在(zai)經(jing)(jing)(jing)濟(ji)(ji)總量基數不(bu)斷增大(da)的(de)情況下,經(jing)(jing)(jing)濟(ji)(ji)增速(su)連續8個季度保持在(zai)6.7%—6.9%的(de)區間,位居世(shi)(shi)界主(zhu)(zhu)要經(jing)(jing)(jing)濟(ji)(ji)體前(qian)列。中(zhong)國(guo)(guo)經(jing)(jing)(jing)濟(ji)(ji)穩中(zhong)向好(hao)態(tai)(tai)勢(shi)提振了世(shi)(shi)界信心,也為我國(guo)(guo)全面深化改革(ge)(ge)和實(shi)現宏觀政策目(mu)標(biao)拓展(zhan)(zhan)了空間。

結構(gou)調整(zheng)深化(hua)帶動(dong)質(zhi)量(liang)效(xiao)益提(ti)升。用(yong)新常態的(de)大邏輯(ji)觀形勢謀發(fa)(fa)(fa)展,不能只(zhi)看(kan)增(zeng)長率,更要(yao)(yao)看(kan)經(jing)濟(ji)(ji)結構(gou)變化(hua)和質(zhi)量(liang)效(xiao)益改善。從經(jing)濟(ji)(ji)結構(gou)調整(zheng)優(you)化(hua)看(kan),今年(nian)上半年(nian),消費(fei)持續成為(wei)經(jing)濟(ji)(ji)增(zeng)長主動(dong)力(li),最終消費(fei)對經(jing)濟(ji)(ji)增(zeng)長的(de)貢獻率為(wei)63.4%,穩居(ju)“三駕馬車(che)”之(zhi)首(shou);服(fu)務主導的(de)經(jing)濟(ji)(ji)特(te)征更加明(ming)顯,服(fu)務業(ye)增(zeng)速(su)穩定(ding)(ding)高(gao)于第二產業(ye),服(fu)務業(ye)占經(jing)濟(ji)(ji)的(de)比(bi)(bi)重提(ti)高(gao)到54.1%;適應消費(fei)升級的(de)行業(ye)快速(su)發(fa)(fa)(fa)展,工(gong)(gong)業(ye)機器人、城(cheng)市軌(gui)道車(che)輛、集成電(dian)路、太陽能電(dian)池、運(yun)動(dong)型(xing)多用(yong)途乘(cheng)用(yong)車(che)(SUV)產量(liang)分別增(zeng)長52.3%、31.6%、23.8%、21.6%、19.7%;傳統行業(ye)內部組織結構(gou)改善,水(shui)泥、造紙、挖掘機等(deng)行業(ye)前(qian)十(shi)名企業(ye)市場份額(e)較2012年(nian)分別提(ti)高(gao)約(yue)31、5.2和17.2個(ge)百分點。從質(zhi)量(liang)效(xiao)益改善看(kan),今年(nian)上半年(nian),規模以上工(gong)(gong)業(ye)企業(ye)利(li)潤(run)同(tong)比(bi)(bi)增(zeng)長22%,為(wei)2012年(nian)以來同(tong)期(qi)最高(gao)水(shui)平(ping);居(ju)民人均可支配收(shou)入(ru)實際增(zeng)長7.3%,比(bi)(bi)同(tong)期(qi)經(jing)濟(ji)(ji)增(zeng)速(su)快0.4個(ge)百分點;財政收(shou)入(ru)增(zeng)速(su)加快,全國一般(ban)公共預算收(shou)入(ru)增(zeng)長9.8%,比(bi)(bi)去年(nian)同(tong)期(qi)提(ti)高(gao)2.7個(ge)百分點。這些(xie)積極變化(hua)表明(ming),只(zhi)要(yao)(yao)保持戰略定(ding)(ding)力(li),努力(li)使下行壓力(li)轉化(hua)為(wei)轉方式(shi)調結構(gou)的(de)動(dong)力(li),就能引領經(jing)濟(ji)(ji)發(fa)(fa)(fa)展邁上新臺階。

推(tui)動(dong)經(jing)(jing)濟(ji)(ji)發(fa)展進入(ru)提質(zhi)增(zeng)效(xiao)(xiao)新(xin)(xin)(xin)階(jie)段(duan)。用新(xin)(xin)(xin)常(chang)態的(de)(de)大(da)邏(luo)輯(ji)觀形勢(shi)謀發(fa)展,要(yao)堅(jian)持辯證法、兩點論,既要(yao)看到成績,也要(yao)看到困(kun)難,更要(yao)堅(jian)定(ding)信心、迎(ying)難而上(shang)(shang),開辟新(xin)(xin)(xin)的(de)(de)發(fa)展路徑(jing)。當(dang)前(qian),全球(qiu)經(jing)(jing)濟(ji)(ji)繼(ji)續(xu)(xu)復雜變化(hua),主要(yao)經(jing)(jing)濟(ji)(ji)體呈現溫和復蘇態勢(shi),但國際金(jin)融危機的(de)(de)后(hou)續(xu)(xu)影(ying)響仍在(zai)持續(xu)(xu),發(fa)達國家寬松貨幣政策(ce)的(de)(de)逆(ni)向調整有可(ke)能引發(fa)全球(qiu)資產(chan)重新(xin)(xin)(xin)配置和金(jin)融市場波動(dong),美國經(jing)(jing)濟(ji)(ji)政策(ce)的(de)(de)不確定(ding)性(xing)仍可(ke)能帶來外部沖擊。我國經(jing)(jing)濟(ji)(ji)運行中還存在(zai)不少矛盾和問題(ti),經(jing)(jing)濟(ji)(ji)提質(zhi)增(zeng)效(xiao)(xiao)的(de)(de)動(dong)力(li)仍顯(xian)不足,企(qi)業(ye)效(xiao)(xiao)益改善在(zai)很大(da)程度上(shang)(shang)由價格上(shang)(shang)升帶動(dong),經(jing)(jing)濟(ji)(ji)結(jie)構失衡的(de)(de)矛盾仍然突出,行業(ye)企(qi)業(ye)地區分化(hua)的(de)(de)態勢(shi)仍較明顯(xian),實現可(ke)持續(xu)(xu)中高速增(zeng)長仍面臨挑戰(zhan)。對經(jing)(jing)濟(ji)(ji)運行出現的(de)(de)新(xin)(xin)(xin)變化(hua),要(yao)保(bao)持戰(zhan)略定(ding)力(li),按照新(xin)(xin)(xin)常(chang)態的(de)(de)大(da)邏(luo)輯(ji),堅(jian)定(ding)不移抓好供給側結(jie)構性(xing)改革,著力(li)增(zeng)強新(xin)(xin)(xin)技術、新(xin)(xin)(xin)產(chan)業(ye)、新(xin)(xin)(xin)業(ye)態、新(xin)(xin)(xin)模式(shi)等新(xin)(xin)(xin)供給力(li)量,推(tui)動(dong)新(xin)(xin)(xin)供給進入(ru)擴張周期,鞏(gong)固經(jing)(jing)濟(ji)(ji)長期向好的(de)(de)基(ji)本面,推(tui)動(dong)經(jing)(jing)濟(ji)(ji)發(fa)展進入(ru)提質(zhi)增(zeng)效(xiao)(xiao)新(xin)(xin)(xin)階(jie)段(duan)。

供給側結構性改革引領經濟發展新常態

進(jin)(jin)入(ru)經(jing)(jing)(jing)(jing)(jing)濟發展新(xin)常態(tai),宏(hong)觀經(jing)(jing)(jing)(jing)(jing)濟管理(li)向(xiang)何處(chu)去?習近(jin)(jin)平同(tong)志指出,我國(guo)(guo)經(jing)(jing)(jing)(jing)(jing)濟運行面臨的(de)突出矛盾和(he)問題,雖然有周期性(xing)、總量性(xing)因素,但根(gen)源是重大結構(gou)性(xing)失(shi)衡,導致經(jing)(jing)(jing)(jing)(jing)濟循環(huan)不(bu)暢(chang),必(bi)須從供(gong)(gong)給(gei)側、結構(gou)性(xing)改(gai)革上(shang)想(xiang)辦(ban)(ban)法(fa),努力實現供(gong)(gong)求關系新(xin)的(de)動(dong)態(tai)均(jun)衡。如果再像(xiang)過(guo)去那(nei)樣(yang),主要采取擴大投(tou)資需(xu)求拉動(dong)經(jing)(jing)(jing)(jing)(jing)濟增長(chang)的(de)辦(ban)(ban)法(fa),不(bu)僅難以解決結構(gou)性(xing)失(shi)衡問題,還會加劇產能過(guo)剩,降(jiang)低投(tou)資效率,提高債(zhai)務杠桿,使經(jing)(jing)(jing)(jing)(jing)濟循環(huan)受阻。因此,必(bi)須將(jiang)經(jing)(jing)(jing)(jing)(jing)濟工作的(de)重心從需(xu)求側轉向(xiang)供(gong)(gong)給(gei)側,從結構(gou)性(xing)改(gai)革上(shang)找出路、想(xiang)辦(ban)(ban)法(fa)。正如習近(jin)(jin)平同(tong)志強調(diao)的(de)那(nei)樣(yang),推進(jin)(jin)供(gong)(gong)給(gei)側結構(gou)性(xing)改(gai)革是我國(guo)(guo)經(jing)(jing)(jing)(jing)(jing)濟發展進(jin)(jin)入(ru)新(xin)常態(tai)的(de)必(bi)然選擇,是經(jing)(jing)(jing)(jing)(jing)濟發展新(xin)常態(tai)下我國(guo)(guo)宏(hong)觀經(jing)(jing)(jing)(jing)(jing)濟管理(li)必(bi)須確(que)立的(de)戰略思(si)路。

供(gong)給(gei)側(ce)結(jie)(jie)(jie)構性(xing)改(gai)(gai)革(ge)(ge)引領(ling)經(jing)濟發展企(qi)穩向好。去(qu)(qu)(qu)年(nian)以來(lai),從(cong)“三去(qu)(qu)(qu)一(yi)降(jiang)一(yi)補”著(zhu)手(shou),供(gong)給(gei)側(ce)結(jie)(jie)(jie)構性(xing)改(gai)(gai)革(ge)(ge)逐步(bu)展開,對(dui)推(tui)進供(gong)給(gei)結(jie)(jie)(jie)構優化(hua)(hua)、質量(liang)(liang)效益提升發揮(hui)了關鍵作用(yong)。過(guo)剩(sheng)產(chan)(chan)能(neng)(neng)繼續(xu)化(hua)(hua)解,在2016年(nian)超(chao)(chao)額完(wan)(wan)(wan)成(cheng)鋼(gang)鐵(tie)、煤(mei)炭(tan)去(qu)(qu)(qu)產(chan)(chan)能(neng)(neng)目(mu)標任務的基礎上,到今年(nian)6月(yue)末(mo)(mo),鋼(gang)鐵(tie)去(qu)(qu)(qu)產(chan)(chan)能(neng)(neng)5636萬噸,超(chao)(chao)額完(wan)(wan)(wan)成(cheng)全年(nian)目(mu)標任務;煤(mei)炭(tan)去(qu)(qu)(qu)產(chan)(chan)能(neng)(neng)1.11億噸,完(wan)(wan)(wan)成(cheng)年(nian)度目(mu)標的74%。房(fang)地產(chan)(chan)去(qu)(qu)(qu)庫存(cun)持續(xu)推(tui)進,到6月(yue)末(mo)(mo)商品(pin)房(fang)待(dai)售面積(ji)同比(bi)下降(jiang)9.6%。去(qu)(qu)(qu)杠桿取得初步(bu)成(cheng)效,宏觀(guan)杠桿率(lv)趨于穩定,企(qi)業(ye)(ye)資(zi)產(chan)(chan)負債(zhai)(zhai)表繼續(xu)改(gai)(gai)善(shan)。6月(yue)末(mo)(mo)廣義貨幣供(gong)應量(liang)(liang)(M2)余額增速降(jiang)為9.6%。5月(yue)末(mo)(mo)規模(mo)以上工業(ye)(ye)企(qi)業(ye)(ye)資(zi)產(chan)(chan)負債(zhai)(zhai)率(lv)為56.1%,同比(bi)下降(jiang)0.7個百分(fen)點。降(jiang)成(cheng)本力(li)度不減(jian)(jian),陸續(xu)出臺減(jian)(jian)稅(shui)降(jiang)費措施(shi),預(yu)計全年(nian)可為企(qi)業(ye)(ye)減(jian)(jian)負超(chao)(chao)過(guo)1萬億元。補短板更有針對(dui)性(xing),上半年(nian)生態環保、教育、水利、交通投資(zi)分(fen)別增長46%、17.8%、17.5%和14.7%。供(gong)給(gei)側(ce)結(jie)(jie)(jie)構性(xing)改(gai)(gai)革(ge)(ge)有效改(gai)(gai)善(shan)了供(gong)需關系(xi),加快了市場出清,對(dui)工業(ye)(ye)企(qi)業(ye)(ye)盈利改(gai)(gai)善(shan)起到重要支(zhi)撐作用(yong),引領(ling)經(jing)濟發展企(qi)穩向好。實踐證明,供(gong)給(gei)側(ce)結(jie)(jie)(jie)構性(xing)改(gai)(gai)革(ge)(ge)的決策是(shi)完(wan)(wan)(wan)全正(zheng)確的。

供(gong)給側結(jie)構(gou)性(xing)(xing)改革推(tui)動實(shi)(shi)現經(jing)(jing)濟(ji)新(xin)(xin)平(ping)衡(heng)(heng)(heng)。當前我國(guo)經(jing)(jing)濟(ji)運行中存在的(de)各種(zhong)矛盾和(he)問(wen)(wen)(wen)題(ti)(ti)(ti)(ti),盡管表(biao)現形式(shi)不(bu)同,但根源都是重大(da)結(jie)構(gou)性(xing)(xing)失(shi)(shi)衡(heng)(heng)(heng),主要(yao)(yao)表(biao)現為(wei)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)結(jie)構(gou)性(xing)(xing)供(gong)需(xu)失(shi)(shi)衡(heng)(heng)(heng)、金(jin)(jin)融(rong)(rong)(rong)(rong)和(he)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)失(shi)(shi)衡(heng)(heng)(heng)、房(fang)地產(chan)(chan)和(he)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)失(shi)(shi)衡(heng)(heng)(heng)。為(wei)有效(xiao)應(ying)對(dui)重大(da)經(jing)(jing)濟(ji)結(jie)構(gou)性(xing)(xing)失(shi)(shi)衡(heng)(heng)(heng),供(gong)給側結(jie)構(gou)性(xing)(xing)改革不(bu)斷(duan)(duan)拓展(zhan)新(xin)(xin)領域、豐富(fu)新(xin)(xin)內涵。針對(dui)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)結(jie)構(gou)性(xing)(xing)供(gong)需(xu)失(shi)(shi)衡(heng)(heng)(heng)、傳(chuan)統(tong)產(chan)(chan)業(ye)盈利能力(li)下降(jiang)等問(wen)(wen)(wen)題(ti)(ti)(ti)(ti),明確要(yao)(yao)求大(da)力(li)振興實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji),推(tui)動實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)適應(ying)市(shi)場需(xu)求變化,加(jia)快產(chan)(chan)品(pin)更新(xin)(xin)換代,提高產(chan)(chan)品(pin)質量和(he)工藝水(shui)平(ping),增強企業(ye)創新(xin)(xin)能力(li)和(he)核心(xin)競爭力(li)。針對(dui)金(jin)(jin)融(rong)(rong)(rong)(rong)和(he)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)失(shi)(shi)衡(heng)(heng)(heng)、金(jin)(jin)融(rong)(rong)(rong)(rong)風險(xian)不(bu)斷(duan)(duan)聚集等問(wen)(wen)(wen)題(ti)(ti)(ti)(ti),加(jia)強和(he)改善金(jin)(jin)融(rong)(rong)(rong)(rong)監管,抑(yi)制宏觀杠桿率過快上(shang)升,防范和(he)化解金(jin)(jin)融(rong)(rong)(rong)(rong)風險(xian),維護金(jin)(jin)融(rong)(rong)(rong)(rong)安全和(he)穩定。針對(dui)房(fang)地產(chan)(chan)和(he)實(shi)(shi)體(ti)(ti)(ti)經(jing)(jing)濟(ji)失(shi)(shi)衡(heng)(heng)(heng)、高房(fang)價和(he)高庫存并存等問(wen)(wen)(wen)題(ti)(ti)(ti)(ti),加(jia)快建立符合國(guo)情、適應(ying)市(shi)場規律(lv)的(de)基礎性(xing)(xing)制度和(he)長(chang)效(xiao)機制,促進(jin)房(fang)地產(chan)(chan)市(shi)場平(ping)穩健(jian)康發展(zhan)。解決重大(da)經(jing)(jing)濟(ji)結(jie)構(gou)性(xing)(xing)失(shi)(shi)衡(heng)(heng)(heng)不(bu)可能一(yi)蹴(cu)而就,需(xu)要(yao)(yao)堅持(chi)不(bu)懈(xie)、久(jiu)久(jiu)為(wei)功,在實(shi)(shi)踐中不(bu)斷(duan)(duan)探索新(xin)(xin)路徑。

供給側結構性(xing)(xing)改(gai)革(ge)(ge)的(de)根本(ben)途徑(jing)是(shi)深化(hua)改(gai)革(ge)(ge)。習近平同(tong)志(zhi)指出(chu)(chu)(chu),供給側結構性(xing)(xing)改(gai)革(ge)(ge),最(zui)終目的(de)是(shi)滿(man)足(zu)需求,主攻方向是(shi)提(ti)高供給質量,根本(ben)途徑(jing)是(shi)深化(hua)改(gai)革(ge)(ge)。深化(hua)供給側結構性(xing)(xing)改(gai)革(ge)(ge),最(zui)根本(ben)的(de)是(shi)要(yao)加強(qiang)市(shi)場(chang)配置資(zi)源功能,完善市(shi)場(chang)在資(zi)源配置中起決定性(xing)(xing)作用和(he)更好(hao)發揮政府作用的(de)體制(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)。當前,最(zui)迫切(qie)的(de)是(shi)要(yao)加快(kuai)建立企業(ye)(ye)退(tui)(tui)出(chu)(chu)(chu)機(ji)制(zhi)(zhi)(zhi),以處置僵尸(shi)企業(ye)(ye)為(wei)(wei)突(tu)破口,建立市(shi)場(chang)化(hua)法(fa)治化(hua)退(tui)(tui)出(chu)(chu)(chu)通(tong)道,解決“退(tui)(tui)不出(chu)(chu)(chu)、死不了”的(de)問題,真正(zheng)(zheng)(zheng)實(shi)現市(shi)場(chang)出(chu)(chu)(chu)清;加快(kuai)形成(cheng)產(chan)(chan)業(ye)(ye)升(sheng)(sheng)級機(ji)制(zhi)(zhi)(zhi),以資(zi)產(chan)(chan)重(zhong)組(zu)、資(zi)本(ben)整(zheng)合、產(chan)(chan)業(ye)(ye)融合為(wei)(wei)路徑(jing),推動(dong)企業(ye)(ye)兼(jian)并重(zhong)組(zu),推進國有企業(ye)(ye)混(hun)合所有制(zhi)(zhi)(zhi)改(gai)革(ge)(ge),促進制(zhi)(zhi)(zhi)造(zao)業(ye)(ye)和(he)服務(wu)業(ye)(ye)融合、農業(ye)(ye)“接二連(lian)三”、傳統(tong)產(chan)(chan)業(ye)(ye)嫁(jia)接新(xin)技(ji)術(shu)(shu)新(xin)模式(shi),真正(zheng)(zheng)(zheng)實(shi)現產(chan)(chan)業(ye)(ye)升(sheng)(sheng)級換代;加快(kuai)健(jian)全創新(xin)激勵機(ji)制(zhi)(zhi)(zhi),鼓勵知識(shi)創造(zao),嚴格知識(shi)產(chan)(chan)權保護,促進技(ji)術(shu)(shu)前沿拓展和(he)技(ji)術(shu)(shu)擴散,真正(zheng)(zheng)(zheng)提(ti)升(sheng)(sheng)全要(yao)素(su)生(sheng)產(chan)(chan)率。

堅持穩中求進工作總基調,推動我國經濟發展行穩致遠

黨的十八(ba)大以(yi)來,習近平同(tong)志在歷次中(zhong)(zhong)央經(jing)濟工(gong)作(zuo)會(hui)議上都(dou)強調穩中(zhong)(zhong)求(qiu)(qiu)進(jin)工(gong)作(zuo)總基調,在去年底召(zhao)開的中(zhong)(zhong)央經(jing)濟工(gong)作(zuo)會(hui)議上進(jin)一步(bu)將之上升(sheng)為(wei)治國理政的重要(yao)原則和做好經(jing)濟工(gong)作(zuo)的方(fang)法論(lun)。穩中(zhong)(zhong)求(qiu)(qiu)進(jin),體現了實(shi)事(shi)求(qiu)(qiu)是的思想方(fang)法和遵循經(jing)濟規(gui)律的科學態(tai)度(du)。歷史經(jing)驗表明,脫離實(shi)際,急(ji)于求(qiu)(qiu)成,往(wang)往(wang)事(shi)倍功半(ban)、欲速則不達。只有堅持(chi)穩中(zhong)(zhong)求(qiu)(qiu)進(jin),才能更好適(shi)應和引領(ling)經(jing)濟發(fa)展新常態(tai),推(tui)進(jin)供給側結(jie)構性改(gai)革不斷深化,推(tui)動(dong)我國經(jing)濟發(fa)展行(xing)穩致遠。

保(bao)持穩(wen)定(ding)的(de)宏觀(guan)經(jing)濟運行環境(jing)(jing)。當前(qian),保(bao)持穩(wen)定(ding)的(de)經(jing)濟運行環境(jing)(jing),要保(bao)持宏觀(guan)政(zheng)策(ce)(ce)的(de)連續性(xing)(xing)和穩(wen)定(ding)性(xing)(xing),實(shi)施好積極的(de)財政(zheng)政(zheng)策(ce)(ce)和穩(wen)健的(de)貨幣(bi)政(zheng)策(ce)(ce),把握好節奏、時機、力度(du)和平衡,注重松緊(jin)搭配,加(jia)強統籌協調(diao),增(zeng)強政(zheng)策(ce)(ce)實(shi)施的(de)有效性(xing)(xing)。加(jia)快落實(shi)各項減(jian)稅降(jiang)費措(cuo)施,增(zeng)強企業獲得感。有效規范地方政(zheng)府(fu)舉債(zhai)(zhai)融資,堅決遏制隱性(xing)(xing)債(zhai)(zhai)務(wu)增(zeng)量。加(jia)強貨幣(bi)政(zheng)策(ce)(ce)與金融嚴監管(guan)、去杠桿之間(jian)的(de)協調(diao)配合,把握好去杠桿的(de)力度(du)和速(su)度(du),既要防控金融風險、避免杠桿率過(guo)快上升(sheng),又(you)要適應(ying)貨幣(bi)供應(ying)方式新變化,調(diao)節好貨幣(bi)供應(ying)量,保(bao)持金融體系(xi)流動性(xing)(xing)適度(du)穩(wen)定(ding)。

把防控金(jin)融(rong)(rong)風(feng)(feng)險(xian)(xian)(xian)放(fang)到更(geng)加(jia)重要的(de)位置。近年來(lai),我國金(jin)融(rong)(rong)業快速(su)發(fa)展,金(jin)融(rong)(rong)風(feng)(feng)險(xian)(xian)(xian)總體(ti)(ti)可控。但也要看到,在(zai)國際國內因素綜(zong)合影響下(xia),金(jin)融(rong)(rong)風(feng)(feng)險(xian)(xian)(xian)集(ji)聚釋放(fang)的(de)壓力也在(zai)增(zeng)大。近年來(lai),我國股市、匯市、房市、債市都(dou)出現過波(bo)動(dong),各類風(feng)(feng)險(xian)(xian)(xian)的(de)傳導性(xing)(xing)也在(zai)增(zeng)強(qiang),增(zeng)大了風(feng)(feng)險(xian)(xian)(xian)管控的(de)難度(du)。要強(qiang)化底線思維,加(jia)強(qiang)重點(dian)領域(yu)風(feng)(feng)險(xian)(xian)(xian)排查,在(zai)保持(chi)經濟和(he)金(jin)融(rong)(rong)總體(ti)(ti)穩定(ding)的(de)前提下(xia),下(xia)決(jue)心處(chu)置一批風(feng)(feng)險(xian)(xian)(xian)點(dian),避免(mian)風(feng)(feng)險(xian)(xian)(xian)過度(du)聚集(ji),確(que)保不發(fa)生系(xi)統性(xing)(xing)金(jin)融(rong)(rong)風(feng)(feng)險(xian)(xian)(xian)。風(feng)(feng)險(xian)(xian)(xian)是(shi)挑戰,也是(shi)倒逼(bi)轉方式調結(jie)構的(de)機(ji)遇。要創(chuang)新風(feng)(feng)險(xian)(xian)(xian)管理(li)體(ti)(ti)制機(ji)制,推進風(feng)(feng)險(xian)(xian)(xian)治理(li)體(ti)(ti)系(xi)和(he)治理(li)能(neng)力現代化。

更加(jia)注重(zhong)穩(wen)定(ding)和引導市(shi)場(chang)(chang)(chang)預期。宏觀調(diao)控在很大程度上(shang)也是(shi)預期管理。特別是(shi)隨著經濟市(shi)場(chang)(chang)(chang)化(hua)程度不斷提高(gao),宏觀政(zheng)(zheng)策(ce)的外溢效應增(zeng)(zeng)大,市(shi)場(chang)(chang)(chang)主體對(dui)政(zheng)(zheng)策(ce)信(xin)號更加(jia)敏感,市(shi)場(chang)(chang)(chang)預期管理的重(zhong)要(yao)性明顯上(shang)升。穩(wen)定(ding)市(shi)場(chang)(chang)(chang)預期,要(yao)求提高(gao)政(zheng)(zheng)策(ce)透明度,加(jia)強(qiang)與市(shi)場(chang)(chang)(chang)主體溝通,增(zeng)(zeng)強(qiang)引導預期的能力,但最根本的是(shi)堅持改(gai)革開放,深(shen)化(hua)國有企業(ye)、財稅、金融等基礎領(ling)域(yu)和關(guan)鍵環節改(gai)革,加(jia)快構(gou)建開放型經濟新體制(zhi)。當(dang)前,要(yao)更加(jia)重(zhong)視產(chan)(chan)權保(bao)(bao)護(hu)(hu)制(zhi)度建設,抓緊落(luo)實《中(zhong)共中(zhong)央 國務院(yuan)關(guan)于完善產(chan)(chan)權保(bao)(bao)護(hu)(hu)制(zhi)度依法(fa)保(bao)(bao)護(hu)(hu)產(chan)(chan)權的意見》,激發(fa)和保(bao)(bao)護(hu)(hu)企業(ye)家精神,用(yong)重(zhong)大改(gai)革舉措落(luo)地增(zeng)(zeng)強(qiang)市(shi)場(chang)(chang)(chang)主體信(xin)心。
