【編者的話】 推(tui)進(jin)(jin)(jin)供(gong)(gong)給(gei)(gei)側(ce)(ce)(ce)結(jie)構(gou)性改革(ge)(ge)(ge)是(shi)當前和今后一個時期我(wo)國(guo)經濟工作的主線,國(guo)有(you)(you)企(qi)業作為我(wo)國(guo)國(guo)民經濟的骨干和中(zhong)堅,對推(tui)進(jin)(jin)(jin)供(gong)(gong)給(gei)(gei)側(ce)(ce)(ce)結(jie)構(gou)性改革(ge)(ge)(ge)具有(you)(you)重(zhong)要作用(yong)。習近(jin)平(ping)總書記強調,要堅定不移深化國(guo)有(you)(you)企(qi)業改革(ge)(ge)(ge),使國(guo)有(you)(you)企(qi)業在供(gong)(gong)給(gei)(gei)側(ce)(ce)(ce)結(jie)構(gou)性改革(ge)(ge)(ge)中(zhong)發揮(hui)帶動(dong)作用(yong)。這為深化國(guo)有(you)(you)企(qi)業改革(ge)(ge)(ge)、推(tui)進(jin)(jin)(jin)供(gong)(gong)給(gei)(gei)側(ce)(ce)(ce)結(jie)構(gou)性改革(ge)(ge)(ge)指明了方向(xiang)。國(guo)有(you)(you)企(qi)業在供(gong)(gong)給(gei)(gei)側(ce)(ce)(ce)結(jie)構(gou)性改革(ge)(ge)(ge)中(zhong)發揮(hui)帶動(dong)作用(yong)的內在邏(luo)輯是(shi)什(shen)(shen)么?目標和任務是(shi)什(shen)(shen)么?實現(xian)路徑是(shi)什(shen)(shen)么?我(wo)們(men)約請國(guo)有(you)(you)重(zhong)點大(da)型企(qi)業監事會原主席季(ji)曉(xiao)南對此(ci)進(jin)(jin)(jin)行深入(ru)論述。
一、國有企業與供給側改革的內在聯系
國有企(qi)(qi)業(ye)與(yu)供(gong)給(gei)側結構性改革(ge)(ge)(ge)之間存在(zai)(zai)著緊(jin)密的內在(zai)(zai)聯(lian)系和(he)邏輯關聯(lian)。使國有企(qi)(qi)業(ye)在(zai)(zai)供(gong)給(gei)側結構性改革(ge)(ge)(ge)中發揮帶動作用(yong),這一(yi)重(zhong)要論斷很有現實意(yi)義,是由國有企(qi)(qi)業(ye)的歷(li)史使命和(he)重(zhong)大責任、重(zhong)要地位(wei)和(he)功能作用(yong)以及國有企(qi)(qi)業(ye)改革(ge)(ge)(ge)的關鍵(jian)性和(he)基(ji)礎(chu)性作用(yong)等因素(su)決定的。
第一(yi),國(guo)(guo)有(you)企(qi)業在我國(guo)(guo)承(cheng)擔著十分重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)的(de)(de)(de)(de)歷(li)史(shi)使命和(he)重(zhong)(zhong)(zhong)(zhong)(zhong)大(da)責任。國(guo)(guo)有(you)企(qi)業是推進國(guo)(guo)家現代化(hua)、保(bao)障人民共同利益的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量,是我們黨和(he)國(guo)(guo)家事業發(fa)展的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)物質基礎和(he)政治(zhi)基礎。習近平總(zong)書記強調,要(yao)(yao)通過加(jia)強和(he)完善黨對(dui)國(guo)(guo)有(you)企(qi)業的(de)(de)(de)(de)領導、加(jia)強和(he)改進國(guo)(guo)有(you)企(qi)業黨的(de)(de)(de)(de)建(jian)設,使國(guo)(guo)有(you)企(qi)業成(cheng)(cheng)(cheng)為(wei)(wei)黨和(he)國(guo)(guo)家最可(ke)信(xin)賴的(de)(de)(de)(de)依(yi)靠力(li)量,成(cheng)(cheng)(cheng)為(wei)(wei)堅決貫徹(che)執行黨中(zhong)央決策部署的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量,成(cheng)(cheng)(cheng)為(wei)(wei)貫徹(che)新發(fa)展理(li)念、全面深化(hua)改革的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量,成(cheng)(cheng)(cheng)為(wei)(wei)實施“走出(chu)去(qu)”戰略(lve)、“一(yi)帶(dai)一(yi)路”建(jian)設等(deng)重(zhong)(zhong)(zhong)(zhong)(zhong)大(da)戰略(lve)的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量,成(cheng)(cheng)(cheng)為(wei)(wei)壯(zhuang)大(da)綜(zong)合國(guo)(guo)力(li)、促進經(jing)濟社會發(fa)展、保(bao)障和(he)改善民生的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量,成(cheng)(cheng)(cheng)為(wei)(wei)我們黨贏得(de)具(ju)有(you)許(xu)多新的(de)(de)(de)(de)歷(li)史(shi)特點的(de)(de)(de)(de)偉大(da)斗(dou)爭勝利的(de)(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)(yao)力(li)量。這是對(dui)國(guo)(guo)有(you)企(qi)業歷(li)史(shi)使命和(he)重(zhong)(zhong)(zhong)(zhong)(zhong)大(da)責任的(de)(de)(de)(de)新論斷新概括,也是黨中(zhong)央對(dui)國(guo)(guo)有(you)企(qi)業發(fa)揮作用(yong)的(de)(de)(de)(de)新期待(dai)新要(yao)(yao)求。
第(di)二,國(guo)有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)在(zai)我(wo)國(guo)供給(gei)側中處于(yu)十分(fen)重要(yao)的(de)(de)地(di)(di)(di)(di)位(wei)。一方面(mian)(mian),國(guo)有(you)(you)(you)(you)經(jing)濟的(de)(de)規模龐大;另一方面(mian)(mian),國(guo)有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)在(zai)重要(yao)行業(ye)(ye)和關(guan)鍵領域處于(yu)支配(pei)(pei)地(di)(di)(di)(di)位(wei)。中央企(qi)(qi)業(ye)(ye)在(zai)我(wo)國(guo)航天、航空、船舶、汽車、通(tong)訊、電力、軍事裝備、石油天然氣(qi)、銀行、保險等(deng)關(guan)系國(guo)家安全(quan)和國(guo)民經(jing)濟命(ming)脈(mo)的(de)(de)重要(yao)行業(ye)(ye)和關(guan)鍵領域以及高鐵(tie)、核電等(deng)具(ju)有(you)(you)(you)(you)世界先進水(shui)平的(de)(de)領域和行業(ye)(ye)處于(yu)支配(pei)(pei)地(di)(di)(di)(di)位(wei),承擔(dan)著重要(yao)的(de)(de)經(jing)濟、政(zheng)治和社會責任。應該說,國(guo)有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)在(zai)我(wo)國(guo)供給(gei)側中處于(yu)十分(fen)重要(yao)的(de)(de)地(di)(di)(di)(di)位(wei),國(guo)有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)改革是供給(gei)側結(jie)構性改革的(de)(de)重要(yao)方面(mian)(mian)。
第三,國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)布(bu)局(ju)結(jie)構(gou)(gou)(gou)(gou)調整對(dui)(dui)結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)調整具有(you)重(zhong)要(yao)影(ying)響(xiang)。國(guo)(guo)(guo)有(you)資(zi)本(ben)應向關(guan)系國(guo)(guo)(guo)家安全(quan)(quan)、國(guo)(guo)(guo)民經(jing)濟(ji)命脈和國(guo)(guo)(guo)計民生(sheng)的(de)(de)重(zhong)要(yao)行業(ye)(ye)(ye)和關(guan)鍵領域集中(zhong),向重(zhong)點基礎設施集中(zhong),向前瞻性(xing)(xing)(xing)戰略性(xing)(xing)(xing)產(chan)(chan)業(ye)(ye)(ye)集中(zhong),向具有(you)核(he)心競爭力的(de)(de)優勢企(qi)業(ye)(ye)(ye)集中(zhong)。雖然經(jing)過(guo)多年調整,但國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)仍面(mian)臨(lin)著布(bu)局(ju)結(jie)構(gou)(gou)(gou)(gou)不(bu)(bu)合(he)理(li)、戰線太長(chang)、分布(bu)太散等問題(ti),而(er)且不(bu)(bu)少國(guo)(guo)(guo)有(you)資(zi)產(chan)(chan)處于產(chan)(chan)能嚴重(zhong)過(guo)剩的(de)(de)行業(ye)(ye)(ye),是(shi)(shi)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)“去產(chan)(chan)能”的(de)(de)重(zhong)點對(dui)(dui)象。中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)布(bu)局(ju)和結(jie)構(gou)(gou)(gou)(gou)不(bu)(bu)合(he)理(li),影(ying)響(xiang)到國(guo)(guo)(guo)有(you)企(qi)業(ye)(ye)(ye)的(de)(de)經(jing)濟(ji)效益,也影(ying)響(xiang)到我國(guo)(guo)(guo)全(quan)(quan)要(yao)素生(sheng)產(chan)(chan)率(lv)的(de)(de)提(ti)升(sheng),而(er)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)的(de)(de)一(yi)個(ge)重(zhong)要(yao)目的(de)(de)就(jiu)是(shi)(shi)要(yao)提(ti)高全(quan)(quan)要(yao)素生(sheng)產(chan)(chan)率(lv)。當前,我國(guo)(guo)(guo)經(jing)濟(ji)發展進入新常態,能否(fou)成功跨越中(zhong)等收(shou)入陷阱,一(yi)個(ge)關(guan)鍵就(jiu)在于能否(fou)通過(guo)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)提(ti)高全(quan)(quan)要(yao)素生(sheng)產(chan)(chan)率(lv)。中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)面(mian)臨(lin)的(de)(de)布(bu)局(ju)結(jie)構(gou)(gou)(gou)(gou)不(bu)(bu)合(he)理(li)的(de)(de)問題(ti)需要(yao)通過(guo)深化(hua)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)逐步解決,這使得中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)本(ben)身就(jiu)是(shi)(shi)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)的(de)(de)重(zhong)要(yao)對(dui)(dui)象,而(er)中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)解決布(bu)局(ju)結(jie)構(gou)(gou)(gou)(gou)不(bu)(bu)合(he)理(li)的(de)(de)問題(ti)也是(shi)(shi)推動供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)的(de)(de)重(zhong)要(yao)動力,將對(dui)(dui)深化(hua)供(gong)(gong)(gong)(gong)給(gei)側結(jie)構(gou)(gou)(gou)(gou)性(xing)(xing)(xing)改(gai)(gai)革(ge)(ge)發揮重(zhong)要(yao)積(ji)極作用。
第(di)四,國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)是(shi)我(wo)國創新驅動(dong)的(de)(de)(de)主力軍。創新在(zai)供給(gei)側結(jie)構(gou)性改(gai)(gai)革中(zhong)發(fa)揮重(zhong)要(yao)(yao)(yao)作用。提高企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)創新發(fa)展能(neng)力,是(shi)增強企(qi)(qi)業(ye)(ye)(ye)發(fa)展質量(liang)和(he)競爭力的(de)(de)(de)重(zhong)要(yao)(yao)(yao)舉措,有(you)(you)(you)(you)助于為(wei)(wei)進一步做(zuo)強做(zuo)優做(zuo)大(da)國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)提供強有(you)(you)(you)(you)力的(de)(de)(de)支撐。從技術創新能(neng)力和(he)技術創新成(cheng)果的(de)(de)(de)重(zhong)大(da)價值等(deng)方面(mian)看,國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)特別是(shi)中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)無疑是(shi)我(wo)國技術創新的(de)(de)(de)主力軍,為(wei)(wei)我(wo)國技術創新作出了巨大(da)貢獻,但與中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)擁有(you)(you)(you)(you)的(de)(de)(de)技術創新能(neng)力相比,中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)創新成(cheng)果還有(you)(you)(you)(you)相當差距,這就要(yao)(yao)(yao)求通過(guo)深(shen)(shen)化(hua)國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)改(gai)(gai)革更好激發(fa)國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)內生動(dong)力,充分釋(shi)放國有(you)(you)(you)(you)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)創新能(neng)力,為(wei)(wei)深(shen)(shen)化(hua)供給(gei)側結(jie)構(gou)性改(gai)(gai)革和(he)提高全要(yao)(yao)(yao)素生產率作出更大(da)貢獻,在(zai)這方面(mian),還有(you)(you)(you)(you)大(da)量(liang)的(de)(de)(de)工作要(yao)(yao)(yao)做(zuo)。
正因為國有企(qi)業與供(gong)給(gei)側(ce)(ce)結構性(xing)改(gai)(gai)革(ge)存在著(zhu)緊密(mi)聯系,在供(gong)給(gei)側(ce)(ce)結構性(xing)改(gai)(gai)革(ge)中具有十分重要的(de)地位和作用(yong),所以,習近平總書記強調(diao),“要堅定不移深化國有企(qi)業改(gai)(gai)革(ge),使國有企(qi)業在供(gong)給(gei)側(ce)(ce)結構性(xing)改(gai)(gai)革(ge)中發(fa)揮帶動作用(yong)”。
二、國有企業推進供給側改革的目標任務
去年(nian)底召開的中(zhong)央經濟(ji)工作會議確定了2017年(nian)供(gong)(gong)給側結構性改(gai)革的4項重點(dian)任務:一是(shi)(shi)(shi)深(shen)入(ru)推進(jin)(jin)“三去一降一補”,二是(shi)(shi)(shi)深(shen)入(ru)推進(jin)(jin)農(nong)業供(gong)(gong)給側結構性改(gai)革,三是(shi)(shi)(shi)著力(li)振興(xing)實體經濟(ji),四是(shi)(shi)(shi)促進(jin)(jin)房(fang)地(di)產市場平穩(wen)健(jian)康發(fa)(fa)展(zhan)。國有企業要(yao)在供(gong)(gong)給側結構性改(gai)革中(zhong)發(fa)(fa)揮帶動作用(yong),就要(yao)按照中(zhong)央的要(yao)求和(he)部署積極推進(jin)(jin)供(gong)(gong)給側結構性改(gai)革,特別是(shi)(shi)(shi)在深(shen)入(ru)推進(jin)(jin)“三去一降一補”和(he)著力(li)振興(xing)實體經濟(ji)方面,發(fa)(fa)揮帶動作用(yong),重點(dian)要(yao)完成以下(xia)幾個(ge)方面的目標任務。
一是努力化(hua)(hua)解過(guo)(guo)剩產能(neng)(neng)(neng)(neng)。化(hua)(hua)解過(guo)(guo)剩產能(neng)(neng)(neng)(neng)是供(gong)給側結(jie)構性改(gai)革“三去一降一補”的一個重(zhong)要(yao)任(ren)務,重(zhong)點是推動鋼鐵、煤(mei)炭行業化(hua)(hua)解過(guo)(guo)剩產能(neng)(neng)(neng)(neng)。經批準,從2016年(nian)開始,用5年(nian)時(shi)間壓(ya)減中央(yang)企業鋼鐵煤(mei)炭現(xian)有產能(neng)(neng)(neng)(neng)的15%左(zuo)右,爭取用兩年(nian)時(shi)間壓(ya)減現(xian)有產能(neng)(neng)(neng)(neng)的10%左(zuo)右。目前(qian)這(zhe)項工作已取得(de)積極成效,未(wei)來還(huan)要(yao)在化(hua)(hua)解相關(guan)領(ling)域過(guo)(guo)剩產能(neng)(neng)(neng)(neng)上(shang)下大功(gong)夫。
二是全(quan)力(li)處(chu)(chu)置(zhi)僵(jiang)尸企(qi)業(ye)(ye)。處(chu)(chu)置(zhi)“僵(jiang)尸企(qi)業(ye)(ye)”是化解過剩產能的重要舉措,也是推進供給側(ce)結(jie)構(gou)性改(gai)革的“牛鼻子”。2016年(nian)(nian),國(guo)務院國(guo)資委要求爭取用三(san)年(nian)(nian)時間(jian)基本完(wan)成(cheng)“僵(jiang)尸企(qi)業(ye)(ye)”的處(chu)(chu)置(zhi)任務。2017年(nian)(nian)中(zhong)央企(qi)業(ye)(ye)要完(wan)成(cheng)300戶“僵(jiang)尸企(qi)業(ye)(ye)”的處(chu)(chu)置(zhi)任務和500戶特(te)困企(qi)業(ye)(ye)的專項治(zhi)理(li)。
三(san)是(shi)(shi)大(da)力(li)推(tui)進“瘦(shou)身健體(ti)(ti)”。大(da)力(li)推(tui)進中央(yang)企(qi)業(ye)“瘦(shou)身健體(ti)(ti)”,是(shi)(shi)指大(da)力(li)壓(ya)縮(suo)中央(yang)企(qi)業(ye)的管(guan)(guan)理(li)層(ceng)(ceng)級和減少法人(ren)單位(wei),這是(shi)(shi)國(guo)有企(qi)業(ye)提質增效的重要途徑,也是(shi)(shi)國(guo)有企(qi)業(ye)推(tui)進供(gong)給側結構性改革的重要措(cuo)施(shi)。管(guan)(guan)理(li)鏈條過(guo)長、法人(ren)單位(wei)過(guo)多,容易導致國(guo)有企(qi)業(ye)機(ji)構臃腫、信息(xi)失真、效率不高甚(shen)至管(guan)(guan)理(li)失控。針對這一問題,2016年(nian)5月召(zhao)開(kai)的國(guo)務(wu)院常務(wu)會(hui)議(yi)提出,壓(ya)縮(suo)管(guan)(guan)理(li)層(ceng)(ceng)級,力(li)爭(zheng)在3年(nian)內(nei)使多數央(yang)企(qi)管(guan)(guan)理(li)層(ceng)(ceng)級由目前的5至9層(ceng)(ceng)減到3至4層(ceng)(ceng)、法人(ren)單位(wei)減少20%左右。
四是(shi)(shi)積極推(tui)動(dong)兼(jian)(jian)(jian)并重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)。國有企(qi)(qi)(qi)業兼(jian)(jian)(jian)并重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)是(shi)(shi)供給側結構性改革的重(zhong)(zhong)(zhong)(zhong)要內容,也是(shi)(shi)做(zuo)強(qiang)做(zuo)優做(zuo)大國有企(qi)(qi)(qi)業的重(zhong)(zhong)(zhong)(zhong)要舉措。中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業的兼(jian)(jian)(jian)并重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)主(zhu)要包括三種路徑:強(qiang)強(qiang)聯合,橫向重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu);優勢(shi)互補(bu),縱(zong)向合并;集中(zhong)(zhong)資源,專(zhuan)業化(hua)整(zheng)合。2015年(nian)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業完成了(le)12戶6對企(qi)(qi)(qi)業的重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu),在(zai)此(ci)基礎(chu)上(shang)2016年(nian)又有10戶中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業完成重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu),兼(jian)(jian)(jian)并重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)的成效(xiao)也開始(shi)顯現。2017年(nian)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業的重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)將(jiang)按(an)照成熟一對重(zhong)(zhong)(zhong)(zhong)組(zu)(zu)(zu)一對的原則(ze)繼續推(tui)進。
五(wu)是加(jia)快降(jiang)低財務(wu)杠桿(gan)(gan)。“去(qu)(qu)杠桿(gan)(gan)”是推(tui)進供(gong)給側結構性改革(ge)的(de)“五(wu)大任(ren)務(wu)”之(zhi)一,降(jiang)低企(qi)(qi)業(ye)(ye)負債(zhai)(zhai)率則是“去(qu)(qu)杠桿(gan)(gan)”的(de)一個重要措施(shi)。一方面(mian)(mian),企(qi)(qi)業(ye)(ye)負債(zhai)(zhai)率過(guo)高會增(zeng)加(jia)企(qi)(qi)業(ye)(ye)的(de)財務(wu)負擔,制約企(qi)(qi)業(ye)(ye)的(de)持續健康發展(zhan);另一方面(mian)(mian),企(qi)(qi)業(ye)(ye)負債(zhai)(zhai)率過(guo)高會推(tui)高全(quan)社會的(de)杠桿(gan)(gan)率,為(wei)可能發生的(de)系統性金融風險留下(xia)隱(yin)患。國務(wu)院國資委確(que)定了中央(yang)企(qi)(qi)業(ye)(ye)降(jiang)低財務(wu)杠桿(gan)(gan)的(de)目(mu)標(biao)任(ren)務(wu),要圍繞這一目(mu)標(biao),多(duo)策并舉(ju)加(jia)緊落實,有效(xiao)降(jiang)低企(qi)(qi)業(ye)(ye)負債(zhai)(zhai)率。
六是(shi)著(zhu)力(li)(li)推動(dong)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)發(fa)展。創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)貫(guan)穿于供給側(ce)結構性改革的全過程(cheng),是(shi)五(wu)大發(fa)展理念之(zhi)首。國(guo)有企(qi)業實施創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)驅動(dong)發(fa)展戰(zhan)略,關鍵(jian)是(shi)要充分激發(fa)和(he)釋(shi)放科(ke)技創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)的能力(li)(li)和(he)活力(li)(li),營造良好的創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)環境。重點要從4個方(fang)面進行(xing)努(nu)力(li)(li),包括,加(jia)強對科(ke)技創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)工作的組織(zhi)領導(dao);整合和(he)調動(dong)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)資源(yuan);營造鼓勵(li)創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)的文化(hua)氛圍;深化(hua)科(ke)技創(chuang)(chuang)(chuang)(chuang)新(xin)(xin)(xin)(xin)體制(zhi)機制(zhi)改革,等(deng)等(deng)。
三、深化國企改革實現提質增效
提(ti)(ti)高(gao)經(jing)濟運(yun)行的質量和(he)效(xiao)益,既是(shi)增強(qiang)(qiang)有效(xiao)供給(gei)(gei)、提(ti)(ti)高(gao)供給(gei)(gei)結構對需求變(bian)化(hua)的適應(ying)性(xing)(xing)和(he)靈活性(xing)(xing)的必然(ran)要求,也是(shi)提(ti)(ti)高(gao)全要素(su)生產(chan)率的內(nei)在需要。對企業來(lai)講,提(ti)(ti)質增效(xiao)也是(shi)不懈的追求和(he)永恒的主題(ti)。國有企業要在供給(gei)(gei)側結構性(xing)(xing)改革(ge)中發(fa)揮帶動作用,必須緊(jin)緊(jin)圍繞提(ti)(ti)質增效(xiao)這項緊(jin)迫任(ren)(ren)務,認真(zhen)落(luo)實“三去一降一補”五大(da)任(ren)(ren)務,改善產(chan)品供給(gei)(gei)、大(da)力開拓市場,強(qiang)(qiang)化(hua)管理提(ti)(ti)升(sheng)、狠抓降本增效(xiao),促進創新(xin)調(diao)整、增強(qiang)(qiang)發(fa)展動能,健全體制機制、鼓勵干事創業,確保全面完成提(ti)(ti)質增效(xiao)各項目標任(ren)(ren)務。
一是要(yao)在降成(cheng)(cheng)本(ben)上下(xia)功夫(fu),向費用管控要(yao)效益。近年來,國內(nei)實體(ti)企業(ye)(ye)經營成(cheng)(cheng)本(ben)上升較(jiao)快(kuai),已經成(cheng)(cheng)為影響企業(ye)(ye)持續發(fa)展的(de)突出因(yin)素(su)(su)。我國實體(ti)企業(ye)(ye)成(cheng)(cheng)本(ben)居高(gao)(gao)不下(xia),是由內(nei)外兩方面因(yin)素(su)(su)造成(cheng)(cheng)的(de)。比(bi)如,與發(fa)達國家(jia)(jia)相比(bi),我國企業(ye)(ye)的(de)能源成(cheng)(cheng)本(ben)、物流成(cheng)(cheng)本(ben)、融(rong)資(zi)成(cheng)(cheng)本(ben)、用地成(cheng)(cheng)本(ben)等(deng)明顯偏高(gao)(gao)。外部因(yin)素(su)(su)造成(cheng)(cheng)實體(ti)企業(ye)(ye)成(cheng)(cheng)本(ben)偏高(gao)(gao),需(xu)要(yao)國家(jia)(jia)通過(guo)深化改革和調整政(zheng)策(ce)等(deng)來解決。而對(dui)企業(ye)(ye)依靠自(zi)身努力可以(yi)降低(di)的(de)經營成(cheng)(cheng)本(ben),企業(ye)(ye)應眼睛向內(nei)、苦練內(nei)功,強化全員、全要(yao)素(su)(su)、全過(guo)程成(cheng)(cheng)本(ben)管控,創新(xin)成(cheng)(cheng)本(ben)費用管控方式和機制(zhi),提(ti)高(gao)(gao)資(zi)金(jin)管理(li)水平(ping)和利用效率(lv),切實把國有企業(ye)(ye)資(zi)產(chan)負債率(lv)降下(xia)來。
二是(shi)要在去(qu)(qu)產能(neng)(neng)上下功夫,向盡快“止(zhi)血”要效益。產能(neng)(neng)過剩是(shi)影響(xiang)國(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)效益的(de)一(yi)(yi)個重(zhong)(zhong)要因素(su),去(qu)(qu)產能(neng)(neng)是(shi)實現(xian)中央(yang)企(qi)(qi)業(ye)(ye)(ye)提(ti)質(zhi)增效的(de)一(yi)(yi)個重(zhong)(zhong)要途(tu)徑。去(qu)(qu)產能(neng)(neng)涉及債務處(chu)(chu)理和職(zhi)(zhi)工(gong)(gong)安置(zhi),推進(jin)(jin)中央(yang)企(qi)(qi)業(ye)(ye)(ye)去(qu)(qu)產能(neng)(neng),一(yi)(yi)方面(mian)(mian),要按照(zhao)已經確(que)定的(de)目(mu)標任務,優化(hua)方案、細化(hua)措施(shi),堅持一(yi)(yi)企(qi)(qi)一(yi)(yi)策(ce),扎實推進(jin)(jin)去(qu)(qu)產能(neng)(neng)和處(chu)(chu)理“僵(jiang)尸企(qi)(qi)業(ye)(ye)(ye)”的(de)工(gong)(gong)作,對(dui)不符合國(guo)家能(neng)(neng)耗、環(huan)保(bao)、質(zhi)量、安全等標準(zhun)要求和長(chang)期(qi)虧損的(de)產能(neng)(neng)過剩企(qi)(qi)業(ye)(ye)(ye),堅決(jue)進(jin)(jin)行“關停并轉”;另一(yi)(yi)方面(mian)(mian),要按照(zhao)市(shi)場化(hua)、法(fa)治化(hua)原(yuan)則妥善處(chu)(chu)理“僵(jiang)尸企(qi)(qi)業(ye)(ye)(ye)”處(chu)(chu)置(zhi)過程中的(de)債務問題,充分保(bao)障各(ge)方合法(fa)權益,防止(zhi)發生(sheng)逃廢債務。此(ci)外(wai),還要高(gao)度重(zhong)(zhong)視職(zhi)(zhi)工(gong)(gong)安置(zhi)工(gong)(gong)作,確(que)保(bao)職(zhi)(zhi)工(gong)(gong)的(de)合法(fa)權益。
三是(shi)(shi)要在重組(zu)(zu)整(zheng)(zheng)合(he)(he)(he)上下(xia)功夫,向資(zi)(zi)源(yuan)配(pei)置要效益。重組(zu)(zu)整(zheng)(zheng)合(he)(he)(he)是(shi)(shi)推(tui)進國(guo)(guo)有經濟布局和結(jie)構(gou)調(diao)整(zheng)(zheng)的重要措施,也是(shi)(shi)實現國(guo)(guo)有企(qi)業(ye)提質增(zeng)效的重要選擇。在重組(zu)(zu)整(zheng)(zheng)合(he)(he)(he)上下(xia)功夫,主要是(shi)(shi)加快(kuai)實施“四個一(yi)(yi)批”,具(ju)體講就是(shi)(shi),鞏(gong)固(gu)加強(qiang)一(yi)(yi)批,實現安全(quan)保障功能(neng)(neng);創(chuang)新發展一(yi)(yi)批,搭建調(diao)整(zheng)(zheng)重組(zu)(zu)、科技創(chuang)新、國(guo)(guo)際化(hua)經營平臺;重組(zu)(zu)整(zheng)(zheng)合(he)(he)(he)一(yi)(yi)批,推(tui)進強(qiang)強(qiang)聯(lian)合(he)(he)(he)、專(zhuan)業(ye)化(hua)整(zheng)(zheng)合(he)(he)(he)、企(qi)業(ye)內(nei)部資(zi)(zi)源(yuan)整(zheng)(zheng)合(he)(he)(he),開展并(bing)購重組(zu)(zu);清理(li)退(tui)出一(yi)(yi)批,清理(li)不良、低效無(wu)(wu)效資(zi)(zi)產(chan),退(tui)出效率低下(xia)、長期虧(kui)損、扭(niu)虧(kui)無(wu)(wu)望企(qi)業(ye),淘(tao)汰落后產(chan)能(neng)(neng),化(hua)解過剩產(chan)能(neng)(neng)。
四是要(yao)(yao)在推進(jin)“雙(shuang)創(chuang)”上(shang)下(xia)功夫,向創(chuang)新(xin)驅動(dong)要(yao)(yao)效(xiao)益。推進(jin)“雙(shuang)創(chuang)”,既(ji)可以加快動(dong)能轉換(huan),又可以實現提(ti)質增效(xiao)。要(yao)(yao)創(chuang)新(xin)“雙(shuang)創(chuang)”的(de)(de)平(ping)(ping)臺(tai)和體系(xi),中央(yang)企業(ye)(ye)要(yao)(yao)利用(yong)技(ji)術(shu)(shu)、人(ren)才、資金、資源優勢,搭(da)建線上(shang)線下(xia)“雙(shuang)創(chuang)”平(ping)(ping)臺(tai)和眾創(chuang)空間,吸引眾多(duo)中小(xiao)微企業(ye)(ye)成為創(chuang)新(xin)共(gong)同體,形(xing)成開放(fang)高(gao)效(xiao)的(de)(de)技(ji)術(shu)(shu)創(chuang)新(xin)體系(xi),提(ti)高(gao)創(chuang)新(xin)效(xiao)率(lv)。此外,還要(yao)(yao)不斷完善創(chuang)新(xin)體制(zhi)機(ji)制(zhi),完善科(ke)技(ji)人(ren)才評價(jia)機(ji)制(zhi),加大科(ke)技(ji)人(ren)才激勵力(li)度(du),激發科(ke)技(ji)人(ren)員創(chuang)新(xin)活力(li)和動(dong)力(li)。
五(wu)是要在(zai)深化改(gai)(gai)(gai)革(ge)(ge)上(shang)下(xia)功夫,向(xiang)激發活力要效(xiao)益。向(xiang)改(gai)(gai)(gai)革(ge)(ge)要效(xiao)益,就要緊緊圍繞(rao)去年中(zhong)央經濟工(gong)作會(hui)議確定(ding)的(de)(de)改(gai)(gai)(gai)革(ge)(ge)重(zhong)點,力爭突破國(guo)有(you)(you)企(qi)業(ye)(ye)改(gai)(gai)(gai)革(ge)(ge)的(de)(de)難點。比(bi)如,在(zai)完(wan)善(shan)法人治(zhi)理(li)結(jie)構方(fang)(fang)面,重(zhong)點是完(wan)成公(gong)司(si)(si)制改(gai)(gai)(gai)革(ge)(ge)、加強董事(shi)會(hui)建設、把黨的(de)(de)領導與完(wan)善(shan)公(gong)司(si)(si)治(zhi)理(li)統一(yi)起來;在(zai)形(xing)成靈活高效(xiao)的(de)(de)市場化經營機制方(fang)(fang)面,重(zhong)點是深化內部(bu)三項(xiang)制度改(gai)(gai)(gai)革(ge)(ge)、大(da)力推行(xing)職業(ye)(ye)經理(li)人制度、深化國(guo)有(you)(you)企(qi)業(ye)(ye)負責人薪酬制度改(gai)(gai)(gai)革(ge)(ge);在(zai)混(hun)合所有(you)(you)制改(gai)(gai)(gai)革(ge)(ge)方(fang)(fang)面,重(zhong)點是積極推行(xing)混(hun)合所有(you)(you)制改(gai)(gai)(gai)革(ge)(ge)試(shi)點,在(zai)試(shi)點的(de)(de)基礎上(shang)擴大(da)范圍,等等。
