央企總部“去機關化”取得積極成效 下一階段重點是加快轉變職能、落實授權放權
——中央企業“總部機關化”問題專項整改工作推進會側記

2019年12月11日(ri),國(guo)務院國(guo)資委組織召開中(zhong)央企業(ye)“總部機(ji)關化”問題(ti)專項整(zheng)改(gai)工作(zuo)推進會(hui),認(ren)真總結(jie)專項整(zheng)改(gai)工作(zuo)成果,交(jiao)流好的做法(fa)和經(jing)驗,并結(jie)合(he)《改(gai)革國(guo)有資本(ben)授權經(jing)營體制方(fang)案》的貫(guan)徹落實(shi),對下一步工作(zuo)進行安排(pai)部署。

當前,國有企業特別是(shi)中央企業的“總部機關化”問題,一定程度上(shang)制約(yue)了新形勢下企業的高質(zhi)量發展(zhan),必須深(shen)化認識(shi)并切實加以解決(jue)。

對此,國(guo)務院國(guo)資(zi)委(wei)高(gao)度重視。國(guo)資(zi)委(wei)黨(dang)委(wei)書記、主任(ren)(ren)郝(hao)鵬先(xian)后(hou)三次(ci)主持召(zhao)開黨(dang)委(wei)會(hui),要求進(jin)一步提高(gao)政治(zhi)站位(wei),采取切(qie)實有效(xiao)措施,全面開展“總部(bu)機關(guan)化(hua)”問題專(zhuan)項(xiang)整改工(gong)作(zuo)(zuo)。國(guo)資(zi)委(wei)成立了(le)(le)由國(guo)資(zi)委(wei)副主任(ren)(ren)翁(weng)杰明任(ren)(ren)組(zu)長的(de)專(zhuan)項(xiang)整改工(gong)作(zuo)(zuo)組(zu),統籌推(tui)進(jin)具體工(gong)作(zuo)(zuo)。2019年10月31日,翁(weng)杰明組(zu)織召(zhao)開了(le)(le)第一次(ci)工(gong)作(zuo)(zuo)啟動會(hui),對相關(guan)工(gong)作(zuo)(zuo)進(jin)行了(le)(le)全面部(bu)署。

時隔一個多月,國(guo)資(zi)委再次召開的這次工作(zuo)推進(jin)會(hui)上,國(guo)家(jia)電投、東方電氣集團、中國(guo)遠洋(yang)海運(yun)、國(guo)投、中煤集團、中廣核6家(jia)企(qi)業(ye)負責同(tong)志(zhi)就所在(zai)企(qi)業(ye)的整改工作(zuo),尤(you)其(qi)是多年來(lai)探索出來(lai)的“去機(ji)關化(hua)”經(jing)驗進(jin)行了(le)交流(liu)發言。

國(guo)家(jia)(jia)電(dian)(dian)投黨(dang)(dang)組副書記時家(jia)(jia)林在發(fa)言中(zhong)(zhong)表示,在解決(jue)“總(zong)部(bu)機關化(hua)”這(zhe)個問題上,國(guo)家(jia)(jia)電(dian)(dian)投黨(dang)(dang)組思(si)想認(ren)識高(gao)度(du)統一(yi)(yi),在國(guo)資(zi)委(wei)領導下,結(jie)合國(guo)有(you)資(zi)本(ben)投資(zi)公司改(gai)(gai)革,自發(fa)地(di)、主(zhu)動(dong)地(di)采(cai)取了一(yi)(yi)系列(lie)整改(gai)(gai)措施,取得了階段性整改(gai)(gai)成果。一(yi)(yi)是明(ming)確總(zong)部(bu)職能(neng)定(ding)位(wei)(wei),推進組織(zhi)結(jie)構精簡(jian)優化(hua)。國(guo)家(jia)(jia)電(dian)(dian)投將集團總(zong)部(bu)定(ding)位(wei)(wei)為戰(zhan)略管(guan)(guan)理(li)(li)中(zhong)(zhong)心和(he)資(zi)本(ben)運(yun)作主(zhu)體(ti),聚(ju)焦黨(dang)(dang)建統領、戰(zhan)略管(guan)(guan)控、資(zi)本(ben)運(yun)營、資(zi)源統籌、干部(bu)管(guan)(guan)理(li)(li)和(he)風(feng)險監控六(liu)項職能(neng)。總(zong)部(bu)不再從事(shi)(shi)(shi)(shi)(shi)(shi)具體(ti)生產經(jing)(jing)營活動(dong),下放(fang)生產運(yun)營管(guan)(guan)理(li)(li)職能(neng),總(zong)部(bu)人員(yuan)大(da)幅(fu)精簡(jian)。11月初(chu)總(zong)部(bu)機構已(yi)經(jing)(jing)全部(bu)調整到位(wei)(wei),目前已(yi)經(jing)(jing)按照新的職能(neng)運(yun)轉。二(er)級(ji)單位(wei)(wei)不斷加大(da)專(zhuan)業化(hua)整合力度(du)。二(er)是發(fa)布權(quan)責(ze)(ze)(ze)清單C版,大(da)幅(fu)度(du)精簡(jian)審(shen)(shen)批(pi)事(shi)(shi)(shi)(shi)(shi)(shi)項。與(yu)B版相比,C版權(quan)責(ze)(ze)(ze)事(shi)(shi)(shi)(shi)(shi)(shi)項由(you)(you)646項減少到129項,審(shen)(shen)批(pi)事(shi)(shi)(shi)(shi)(shi)(shi)項由(you)(you)197項減少到40項,精簡(jian)權(quan)責(ze)(ze)(ze)、審(shen)(shen)批(pi)事(shi)(shi)(shi)(shi)(shi)(shi)項達(da)80%以上。三是以建設國(guo)有(you)資(zi)本(ben)投資(zi)公司為方(fang)向(xiang),推進公司治理(li)(li)體(ti)系和(he)治理(li)(li)能(neng)力現代(dai)化(hua)。為提高(gao)決(jue)策效率,建立(li)董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)執行委(wei)員(yuan)會(hui)(hui)(hui),董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)授權(quan)一(yi)(yi)般(ban)性事(shi)(shi)(shi)(shi)(shi)(shi)項由(you)(you)執委(wei)會(hui)(hui)(hui)決(jue)策。梳(shu)理(li)(li)黨(dang)(dang)組、董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)、經(jing)(jing)理(li)(li)層的職能(neng)權(quan)限(xian)、決(jue)策邊界,明(ming)確了黨(dang)(dang)組、董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)、經(jing)(jing)理(li)(li)層各自的權(quan)限(xian)和(he)程序。對“三重(zhong)一(yi)(yi)大(da)”事(shi)(shi)(shi)(shi)(shi)(shi)項等制度(du)全面(mian)修訂,既體(ti)現了國(guo)企堅持黨(dang)(dang)的領導這(zhe)一(yi)(yi)重(zhong)大(da)政(zheng)治原則,又保證了其(qi)他(ta)治理(li)(li)主(zhu)體(ti)依法行使職權(quan)。在二(er)級(ji)企業層面(mian),開展了落實董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)職權(quan)試點改(gai)(gai)革,組建了一(yi)(yi)支20人的專(zhuan)職董(dong)監事(shi)(shi)(shi)(shi)(shi)(shi)隊伍(wu),實現二(er)級(ji)單位(wei)(wei)董(dong)事(shi)(shi)(shi)(shi)(shi)(shi)會(hui)(hui)(hui)統一(yi)(yi)管(guan)(guan)理(li)(li)。

東方(fang)電(dian)(dian)氣(qi)總(zong)(zong)經理(li)、黨(dang)組(zu)(zu)副書記俞培根在發言(yan)中(zhong)(zhong)提(ti)到,要(yao)堅(jian)持(chi)主動改(gai)革(ge)、積極作為(wei)(wei)(wei)(wei)(wei),著力(li)(li)(li)補齊(qi)管(guan)(guan)(guan)理(li)短(duan)板。要(yao)堅(jian)持(chi)解放(fang)思想、不破不立,徹底重(zhong)建(jian)組(zu)(zu)織(zhi)(zhi)結(jie)構(gou)。要(yao)堅(jian)持(chi)下細功夫(fu)策劃、花大力(li)(li)(li)氣(qi)實(shi)施(shi)、以(yi)快節奏推動,確(que)保(bao)改(gai)革(ge)落(luo)(luo)實(shi)落(luo)(luo)地(di)。通過整(zheng)改(gai),全(quan)力(li)(li)(li)打(da)造(zao)“一(yi)個(ge)(ge)(ge)體系、一(yi)個(ge)(ge)(ge)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)、一(yi)支隊(dui)伍(wu)”。一(yi)是(shi)全(quan)力(li)(li)(li)打(da)造(zao)高效(xiao)(xiao)率戰(zhan)略管(guan)(guan)(guan)控(kong)體系。將集(ji)團(tuan)管(guan)(guan)(guan)控(kong)模(mo)式(shi)由(you)“戰(zhan)略運營型(xing)(xing)”調(diao)整(zheng)為(wei)(wei)(wei)(wei)(wei)“戰(zhan)略管(guan)(guan)(guan)控(kong)型(xing)(xing)”,明確(que)了以(yi)戰(zhan)略落(luo)(luo)地(di)為(wei)(wei)(wei)(wei)(wei)目(mu)標(biao)、以(yi)法人(ren)治(zhi)理(li)為(wei)(wei)(wei)(wei)(wei)基礎、以(yi)價(jia)(jia)值(zhi)創造(zao)為(wei)(wei)(wei)(wei)(wei)重(zhong)點(dian)、以(yi)績(ji)效(xiao)(xiao)評價(jia)(jia)為(wei)(wei)(wei)(wei)(wei)導向、以(yi)改(gai)革(ge)創新(xin)為(wei)(wei)(wei)(wei)(wei)動力(li)(li)(li)、以(yi)預算(suan)管(guan)(guan)(guan)理(li)為(wei)(wei)(wei)(wei)(wei)抓手(shou)、以(yi)加強(qiang)監(jian)管(guan)(guan)(guan)為(wei)(wei)(wei)(wei)(wei)保(bao)障、以(yi)優化服(fu)務為(wei)(wei)(wei)(wei)(wei)支撐的(de)(de)集(ji)團(tuan)管(guan)(guan)(guan)控(kong)體系。二(er)是(shi)全(quan)力(li)(li)(li)打(da)造(zao)高水平戰(zhan)略管(guan)(guan)(guan)控(kong)型(xing)(xing)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)。將集(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)明確(que)為(wei)(wei)(wei)(wei)(wei)全(quan)集(ji)團(tuan)的(de)(de)戰(zhan)略管(guan)(guan)(guan)控(kong)中(zhong)(zhong)心(xin)(xin)、投資決(jue)策中(zhong)(zhong)心(xin)(xin)、內控(kong)監(jian)督中(zhong)(zhong)心(xin)(xin)、績(ji)效(xiao)(xiao)評價(jia)(jia)中(zhong)(zhong)心(xin)(xin)、黨(dang)的(de)(de)建(jian)設中(zhong)(zhong)心(xin)(xin)。厘清了總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)權責(ze)(ze),從(cong)“零(ling)”開始(shi)全(quan)面重(zhong)建(jian)了總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)組(zu)(zu)織(zhi)(zhi)結(jie)構(gou)。改(gai)革(ge)后,東方(fang)電(dian)(dian)氣(qi)集(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)數量(liang)由(you)15個(ge)(ge)(ge)減(jian)(jian)少(shao)到了11個(ge)(ge)(ge),其中(zhong)(zhong)黨(dang)的(de)(de)工(gong)(gong)作機(ji)構(gou)以(yi)外的(de)(de)職(zhi)能部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)僅(jin)有7個(ge)(ge)(ge);總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)內設機(ji)構(gou)數量(liang)由(you)50個(ge)(ge)(ge)減(jian)(jian)少(shao)到了39個(ge)(ge)(ge);集(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)人(ren)員編制(zhi)由(you)414人(ren)減(jian)(jian)少(shao)到154人(ren),下降幅度(du)達63%。三是(shi)全(quan)力(li)(li)(li)打(da)造(zao)高素質總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)員工(gong)(gong)隊(dui)伍(wu)。集(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)各部(bu)(bu)(bu)(bu)(bu)(bu)(bu)門(men)基于(yu)職(zhi)責(ze)(ze)定(ding)(ding)位的(de)(de)調(diao)整(zheng)進行(xing)了全(quan)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)重(zhong)新(xin)定(ding)(ding)編,總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)全(quan)體員工(gong)(gong)“原(yuan)地(di)起立”,按照“擇優配(pei)置、雙向選擇、公平競爭”的(de)(de)原(yuan)則,根據員工(gong)(gong)績(ji)效(xiao)(xiao)考核結(jie)果及個(ge)(ge)(ge)人(ren)意愿進行(xing)人(ren)崗(gang)適(shi)配(pei)。通過本次(ci)改(gai)革(ge),東方(fang)電(dian)(dian)氣(qi)集(ji)團(tuan)管(guan)(guan)(guan)控(kong)模(mo)式(shi)更(geng)(geng)加明確(que)、總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)定(ding)(ding)位更(geng)(geng)加清晰、機(ji)構(gou)設置更(geng)(geng)加精干(gan)、職(zhi)能配(pei)置更(geng)(geng)加合理(li),從(cong)組(zu)(zu)織(zhi)(zhi)結(jie)構(gou)上避免了“總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)(bu)(bu)機(ji)關(guan)化”問題的(de)(de)滋(zi)生,為(wei)(wei)(wei)(wei)(wei)高質量(liang)發展奠(dian)定(ding)(ding)了基礎。

中(zhong)(zhong)遠(yuan)海運(yun)(yun)集(ji)(ji)(ji)團(tuan)黨組副(fu)書(shu)記孫家康(kang)在(zai)發(fa)言(yan)中(zhong)(zhong)表示,中(zhong)(zhong)遠(yuan)海運(yun)(yun)重組以來(lai),高度重視(shi)“機關化(hua)”問題專(zhuan)項(xiang)(xiang)整改,集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)進(jin)一步(bu)聚焦戰略(lve)管(guan)(guan)控(kong)職(zhi)能定位(wei),加大授(shou)權放(fang)權力(li)(li)度,防止和(he)克服總(zong)(zong)部(bu)“一把抓”的(de)(de)(de)現(xian)(xian)象,使企(qi)(qi)業(ye)(ye)(ye)決(jue)(jue)策(ce)能夠高效、快(kuai)速(su)、靈敏地貼近市(shi)場,不斷(duan)(duan)增強企(qi)(qi)業(ye)(ye)(ye)活(huo)力(li)(li)與(yu)市(shi)場競爭力(li)(li)。一是統籌搭(da)(da)建戰略(lve)管(guan)(guan)控(kong)型組織(zhi)體(ti)系,有序推進(jin)總(zong)(zong)部(bu)“去(qu)機關化(hua)”,保(bao)障(zhang)授(shou)權事(shi)(shi)項(xiang)(xiang)“放(fang)得下”。集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)作(zuo)(zuo)為“戰略(lve)管(guan)(guan)控(kong)+資(zi)(zi)本運(yun)(yun)營(ying)”層,明確“定戰略(lve)、配(pei)(pei)班子、調(diao)資(zi)(zi)源、抓考核、控(kong)風(feng)險(xian)”等(deng)“五大職(zhi)能”,著(zhu)力(li)(li)提升“戰略(lve)引(yin)領(ling)、資(zi)(zi)源配(pei)(pei)置(zhi)、財務(wu)(wu)司(si)(si)庫、規(gui)則制(zhi)定”等(deng)“四大能力(li)(li)”。直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)作(zuo)(zuo)為“運(yun)(yun)營(ying)管(guan)(guan)控(kong)”層,著(zhu)力(li)(li)實(shi)現(xian)(xian)業(ye)(ye)(ye)務(wu)(wu)流程和(he)管(guan)(guan)控(kong)體(ti)系向“客戶需求驅動”的(de)(de)(de)轉變。三級(ji)及(ji)以下層級(ji)公(gong)(gong)司(si)(si)作(zuo)(zuo)為“業(ye)(ye)(ye)務(wu)(wu)運(yun)(yun)營(ying)”層,主要發(fa)揮現(xian)(xian)場操作(zuo)(zuo)優(you)勢,為客戶提供(gong)產品(pin)服務(wu)(wu),并及(ji)時尋找發(fa)掘客戶需求。戰略(lve)管(guan)(guan)控(kong)型總(zong)(zong)部(bu)的(de)(de)(de)搭(da)(da)建,為優(you)化(hua)精(jing)(jing)簡總(zong)(zong)部(bu)機構(gou)設置(zhi),提供(gong)了前提和(he)基礎。二是加大授(shou)權放(fang)權力(li)(li)度,激(ji)發(fa)企(qi)(qi)業(ye)(ye)(ye)持續發(fa)展活(huo)力(li)(li),實(shi)現(xian)(xian)授(shou)權事(shi)(shi)項(xiang)(xiang)“定得準”。集(ji)(ji)(ji)團(tuan)按照不干(gan)預直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)生產經營(ying)行為的(de)(de)(de)原則和(he)邊界(jie),以規(gui)范直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)董(dong)(dong)事(shi)(shi)會(hui)建設為載體(ti),循序漸(jian)進(jin)、逐(zhu)步(bu)推廣、重點突(tu)破(po),初步(bu)搭(da)(da)建起運(yun)(yun)營(ying)規(gui)范、流程優(you)化(hua)、精(jing)(jing)減(jian)高效的(de)(de)(de)授(shou)放(fang)權體(ti)系。三是不斷(duan)(duan)完善法人治理(li)結構(gou),強化(hua)直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)董(dong)(dong)事(shi)(shi)會(hui)決(jue)(jue)策(ce)作(zuo)(zuo)用,確保(bao)授(shou)權事(shi)(shi)項(xiang)(xiang)“用得好”。集(ji)(ji)(ji)團(tuan)領(ling)導(dao)、總(zong)(zong)部(bu)部(bu)門負(fu)責(ze)人逐(zhu)步(bu)從直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)董(dong)(dong)事(shi)(shi)會(hui)退出。從黨組管(guan)(guan)理(li)干(gan)部(bu)中(zhong)(zhong)挑選(xuan)部(bu)分(fen)優(you)秀干(gan)部(bu)擔任直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)專(zhuan)職(zhi)外部(bu)董(dong)(dong)事(shi)(shi),直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)董(dong)(dong)事(shi)(shi)會(hui)結構(gou)不斷(duan)(duan)優(you)化(hua)。各直(zhi)屬(shu)(shu)(shu)(shu)(shu)公(gong)(gong)司(si)(si)建立(li)健全董(dong)(dong)事(shi)(shi)會(hui)各項(xiang)(xiang)配(pei)(pei)套制(zhi)度,充分(fen)發(fa)揮董(dong)(dong)事(shi)(shi)會(hui)“戰略(lve)引(yin)領(ling)、經營(ying)決(jue)(jue)策(ce)、風(feng)險(xian)防控(kong)”的(de)(de)(de)職(zhi)責(ze)。

中(zhong)煤集團董事長、黨(dang)委(wei)書記李(li)延江(jiang)在發(fa)言中(zhong)提到,中(zhong)煤集團堅持從實(shi)(shi)際出發(fa),實(shi)(shi)行戰(zhan)略+運營型管(guan)控(kong)模式(shi)(shi),對(dui)電力(li)、煤礦(kuang)裝備、礦(kuang)建施(shi)工(gong)、能源綜(zong)(zong)合服務等(deng)(deng)業(ye)務板塊實(shi)(shi)行戰(zhan)略型管(guan)控(kong);對(dui)煤炭(tan)和(he)(he)煤化工(gong)板塊實(shi)(shi)行運營型管(guan)控(kong)。專項整改啟動后,中(zhong)煤能源將其作(zuo)為當(dang)前重(zhong)(zhong)要(yao)(yao)的政(zheng)治責任和(he)(he)政(zheng)治任務抓實(shi)(shi)抓好。一(yi)(yi)是(shi)(shi)(shi)統一(yi)(yi)思想認識(shi),提高政(zheng)治站位。深刻(ke)認識(shi)開(kai)展中(zhong)央企業(ye)“總(zong)部(bu)(bu)機關(guan)化”專項整改的重(zhong)(zhong)要(yao)(yao)意義。二是(shi)(shi)(shi)立即調(diao)整帶有行政(zheng)色彩的機構名稱和(he)(he)職(zhi)(zhi)務職(zhi)(zhi)級稱謂(wei)。將集團公(gong)司辦(ban)公(gong)廳更(geng)名為集團公(gong)司辦(ban)公(gong)室(shi),部(bu)(bu)門負責人(ren)(ren)職(zhi)(zhi)務稱謂(wei)相(xiang)應(ying)變更(geng)為主任、副主任;將安全監(jian)察局更(geng)名為安全監(jian)察管(guan)理(li)(li)部(bu)(bu),煤化工(gong)安全監(jian)察局更(geng)名為煤化工(gong)安全監(jian)察管(guan)理(li)(li)部(bu)(bu),部(bu)(bu)門負責人(ren)(ren)職(zhi)(zhi)務稱謂(wei)相(xiang)應(ying)變更(geng)為總(zong)經理(li)(li)、副總(zong)經理(li)(li)。三是(shi)(shi)(shi)優化管(guan)控(kong)模式(shi)(shi),完善(shan)法人(ren)(ren)治理(li)(li)結構。根據企業(ye)發(fa)展現(xian)狀和(he)(he)下一(yi)(yi)步發(fa)展方(fang)(fang)向(xiang),明確了逐步建立以戰(zhan)略管(guan)控(kong)為主的管(guan)控(kong)模式(shi)(shi)改革方(fang)(fang)向(xiang)。四是(shi)(shi)(shi)改進文(wen)風會(hui)風,規(gui)范(fan)檢(jian)查(cha)(cha)調(diao)研。制定了2020年文(wen)件、會(hui)議和(he)(he)檢(jian)查(cha)(cha)管(guan)理(li)(li)計劃,爭(zheng)取2020年印發(fa)文(wen)件、召開(kai)會(hui)議同(tong)比減少(shao)30%,檢(jian)查(cha)(cha)事項同(tong)比減少(shao)20%,除(chu)上級部(bu)(bu)門有明確要(yao)(yao)求的專項檢(jian)查(cha)(cha)外,一(yi)(yi)個領域每年只搞一(yi)(yi)次綜(zong)(zong)合性檢(jian)查(cha)(cha)。同(tong)時,還強調(diao)了規(gui)范(fan)數(shu)據材料報送(song)工(gong)作(zuo),從嚴(yan)規(gui)范(fan)履職(zhi)(zhi)待遇業(ye)務支出有關(guan)標(biao)準,以交(jiao)流(liu)培訓為抓手打(da)造高素(su)質(zhi)人(ren)(ren)才隊伍,持續推進集團總(zong)部(bu)(bu)與基(ji)層(ceng)企業(ye)人(ren)(ren)員雙向(xiang)交(jiao)流(liu)等(deng)(deng)內容。

中廣核黨委常委、副總(zong)(zong)(zong)(zong)經理(li)(li)施兵在(zai)發言中提(ti)到,中廣核將專項整(zheng)(zheng)改(gai)作(zuo)(zuo)(zuo)為(wei)集團當前重(zhong)要的(de)(de)政治(zhi)任(ren)務,目前已完成“辦公廳(ting)”更名和(he)整(zheng)(zheng)改(gai)實(shi)施方案制訂,其他七(qi)項立(li)行立(li)改(gai)任(ren)務和(he)長效(xiao)整(zheng)(zheng)改(gai)工(gong)作(zuo)(zuo)(zuo)正(zheng)在(zai)按計劃推進。一是加(jia)強戰(zhan)略管(guan)控,引(yin)領集團高質量發展。始終(zhong)堅(jian)持(chi)戰(zhan)略引(yin)領,發揮總(zong)(zong)(zong)(zong)部(bu)(bu)“火車頭(tou)”作(zuo)(zuo)(zuo)用(yong);始終(zhong)保持(chi)戰(zhan)略定(ding)力(li),堅(jian)持(chi)有(you)所為(wei)、有(you)所不為(wei);持(chi)續優化資(zi)本布局,實(shi)現(xian)有(you)進有(you)退、有(you)買有(you)賣。二(er)是明晰職(zhi)能(neng)定(ding)位,改(gai)革總(zong)(zong)(zong)(zong)部(bu)(bu)組(zu)織機構(gou)。堅(jian)持(chi)“小總(zong)(zong)(zong)(zong)部(bu)(bu)、大產業”的(de)(de)原則,對集團總(zong)(zong)(zong)(zong)部(bu)(bu)組(zu)織機構(gou)和(he)職(zhi)能(neng)進行了(le)(le)(le)優化調整(zheng)(zheng),實(shi)現(xian)了(le)(le)(le)總(zong)(zong)(zong)(zong)部(bu)(bu)部(bu)(bu)門(men)的(de)(de)統(tong)籌協(xie)同運(yun)作(zuo)(zuo)(zuo)。堅(jian)持(chi)價值導(dao)向,突(tu)出總(zong)(zong)(zong)(zong)部(bu)(bu)“出政策、立(li)規矩、定(ding)標準”的(de)(de)職(zhi)責定(ding)位,把戰(zhan)略部(bu)(bu)門(men)和(he)科創(chuang)部(bu)(bu)門(men)整(zheng)(zheng)合(he)(he)成立(li)戰(zhan)略與科創(chuang)部(bu)(bu),從組(zu)織上保證戰(zhan)略對科研的(de)(de)引(yin)領作(zuo)(zuo)(zuo)用(yong)。成立(li)體系與治(zhi)理(li)(li)部(bu)(bu),提(ti)升總(zong)(zong)(zong)(zong)部(bu)(bu)管(guan)控效(xiao)能(neng)。組(zu)建集團資(zi)本運(yun)營中心,增強總(zong)(zong)(zong)(zong)部(bu)(bu)“管(guan)資(zi)本”能(neng)力(li),提(ti)升資(zi)本運(yun)作(zuo)(zuo)(zuo)效(xiao)率。堅(jian)持(chi)“大部(bu)(bu)制”方向,對集團總(zong)(zong)(zong)(zong)部(bu)(bu)部(bu)(bu)門(men)進行整(zheng)(zheng)合(he)(he),合(he)(he)并相關、相近、相似和(he)交叉職(zhi)責,提(ti)升總(zong)(zong)(zong)(zong)部(bu)(bu)運(yun)作(zuo)(zuo)(zuo)效(xiao)率。整(zheng)(zheng)合(he)(he)后總(zong)(zong)(zong)(zong)部(bu)(bu)職(zhi)能(neng)部(bu)(bu)門(men)由17個(ge)減少到10個(ge),人員數(shu)量由250人精(jing)簡至(zhi)200人,大大減少了(le)(le)(le)業務接口,提(ti)高了(le)(le)(le)運(yun)作(zuo)(zuo)(zuo)效(xiao)率。三是規范公司治(zhi)理(li)(li),構(gou)建中國特色(se)現(xian)代企(qi)業制度(du)。按照治(zhi)理(li)(li)管(guan)控為(wei)主的(de)(de)思路,完善治(zhi)理(li)(li)體系,提(ti)升治(zhi)理(li)(li)能(neng)力(li);強化董事管(guan)理(li)(li),加(jia)強職(zhi)能(neng)檢查;指導(dao)和(he)支持(chi)下屬(shu)企(qi)業充分激發動力(li)、活力(li)。

記者注(zhu)意到,在此次(ci)整(zheng)改過程中,國資(zi)委(wei)也將把自身擺進去——這兩次(ci)工作啟動會和(he)推(tui)進會都是通過視頻形式召開的(de),明顯(xian)減輕了央企的(de)負擔。

翁(weng)杰(jie)明表示,央企“總部機關化(hua)”整改的各項工作已取(qu)得積極(ji)成(cheng)效(xiao),第一階段的目(mu)標任(ren)務順利完成(cheng),原(yuan)因主(zhu)要是三個方面:

一是高度重視,及時部(bu)署(shu)(shu)推進(jin)。各中央企(qi)業(ye)黨委(黨組(zu)(zu))將(jiang)專項整(zheng)改作為(wei)當前重要(yao)的政治(zhi)責(ze)任和政治(zhi)任務,切實(shi)加(jia)強組(zu)(zu)織領導,主要(yao)負(fu)責(ze)同(tong)志均在第一時間作出批示,并召(zhao)開黨委(黨組(zu)(zu))會(hui)(hui)議、專題動員部(bu)署(shu)(shu)會(hui)(hui)議,認真學習(xi)傳達習(xi)近(jin)平總書(shu)記(ji)重要(yao)指示批示精神,全(quan)面部(bu)署(shu)(shu)整(zheng)改工作。

二(er)是精心組織(zhi),研究制定(ding)(ding)整(zheng)改方案。各企(qi)業(ye)對(dui)“總部機關化”問題深入(ru)研究,明確(que)整(zheng)改措施、完(wan)成(cheng)時限和任務分工。截(jie)至11月(yue)30日,中(zhong)央企(qi)業(ye)已(yi)全(quan)部制定(ding)(ding)了(le)專(zhuan)項整(zheng)改實施方案,并(bing)正式上報國資委備案。

三是突出重點,抓緊落(luo)實(shi)立行(xing)立改任務。按照立行(xing)立改清單要求,各企業快速行(xing)動,及時(shi)調整“廳(ting)、局”等機構名(ming)稱,以及“局長(chang)、巡視員、調研員”等職務稱謂。目前,67家(jia)設(she)置(zhi)“辦(ban)公廳(ting)”的企業全(quan)部(bu)(bu)完(wan)成了名(ming)稱調整,其中,48家(jia)改為(wei)(wei)辦(ban)公室、19家(jia)改為(wei)(wei)綜合(管理)部(bu)(bu)。14家(jia)設(she)置(zhi)“局”的企業也全(quan)部(bu)(bu)調整了名(ming)稱。

翁杰(jie)明表示,在充(chong)分肯定成(cheng)績的同時,我們也(ye)要清醒地看到,各企業(ye)整改工作(zuo)還不平衡,仍(reng)存在一(yi)些問題和不足。

翁杰明強調,黨的十九屆四中全會(hui)對國資國企治理(li)(li)體(ti)系和(he)治理(li)(li)能力(li)現代化(hua)提出了(le)新(xin)的要求。隨(sui)著專項(xiang)整(zheng)改(gai)工作的深化(hua),越(yue)來越(yue)多的企業領導(dao)認識到,扎實做好“總部(bu)機關(guan)化(hua)”問題(ti)專項(xiang)整(zheng)改(gai),是深入(ru)貫徹落實習(xi)近平總書(shu)記重要指示(shi)批示(shi)、增強“四個意識”、做到“兩(liang)個維(wei)護”的具體(ti)表現和(he)實際行動,是推進市場化(hua)改(gai)革、增強企業活(huo)力(li)動力(li)的內(nei)在(zai)需求,也是凝(ning)聚共識、攻堅克難,解(jie)決長期想(xiang)解(jie)決而難以解(jie)決突出問題(ti)的難得契機。

翁杰(jie)明表示,專項整(zheng)改工作(zuo)才(cai)剛剛起步(bu),下(xia)一步(bu)的(de)首要任務是(shi)(shi)加快轉(zhuan)變(bian)職(zhi)能、落實授權(quan)放權(quan)。他強調,“加快轉(zhuan)變(bian)職(zhi)能、落實授權(quan)放權(quan),既(ji)是(shi)(shi)深入推進‘總部機關(guan)化’專項整(zheng)改的(de)核心內容,更是(shi)(shi)認真落實《改革國有(you)資本授權(quan)經營體制方(fang)案》的(de)重要舉(ju)措。”

針對下一步工作,翁杰明提出(chu)了三點(dian)要求。

在加快轉變職能上狠下功夫,突出總部價值(zhi)創造功能。要按照專(zhuan)項整改(gai)立行立改(gai)清單,抓緊研究(jiu)提出總部職能、機(ji)構、崗位(wei)等調整優化(hua)的思路和措(cuo)施。

在(zai)推(tui)動(dong)授權(quan)放權(quan)上狠(hen)下功夫,不斷增強企業內(nei)生動(dong)力(li)和發展活力(li)。加快研(yan)究(jiu)制定總部權(quan)責事(shi)(shi)項清單、授權(quan)放權(quan)事(shi)(shi)項清單,加大授權(quan)放權(quan)力(li)度。

在全面落實專項(xiang)(xiang)(xiang)整改實施(shi)(shi)方案上(shang)狠下功夫,確保各項(xiang)(xiang)(xiang)整改措施(shi)(shi)落實落地。在聚焦轉變總部職能和落實授權(quan)放權(quan)兩項(xiang)(xiang)(xiang)重(zhong)點工(gong)作(zuo)的同時,同步推進立行立改各項(xiang)(xiang)(xiang)任務(wu),完善工(gong)作(zuo)措施(shi)(shi),加(jia)強(qiang)指導推動,確保專項(xiang)(xiang)(xiang)整改各項(xiang)(xiang)(xiang)工(gong)作(zuo)取得實效。

翁杰明表示,中央企業“總部機關化”問題專項整改工作是一項復雜的系統性工作。要堅持以習近平新時代中國特色社會主義思想為指導,深入貫徹黨的十九屆四中全會精神,落實中央巡視整改要求,迎難而上,真抓實干,深入落實《改革國有資本授權經營體制方案》的要求,扎實推進專項整改工作,有力促進中央企業深化市場化改革,不斷增強競爭實力,為實現高質量發展、加快培育具有全球競爭力的世界一流企業作出新的更大貢獻。(《國資報告》記者 劉青山)
