經濟參考報:國網電動汽車公司加快構建“全國充電一張網”

新(xin)基(ji)(ji)建風口(kou)下(xia),各路資本(ben)、各方(fang)人(ren)馬涌(yong)入充電(dian)(dian)樁(zhuang)(zhuang)行(xing)業(ye),能否破解其盈利(li)困境?未(wei)來行(xing)業(ye)發展的(de)方(fang)向(xiang)是(shi)什么(me)?近日(ri),國網電(dian)(dian)動(dong)汽車(che)服務(wu)有限公司(以下(xia)簡稱國網電(dian)(dian)動(dong)汽車(che)公司)董事長、黨委書記全生明表(biao)示,今年以來,疫情(qing)加劇了(le)充電(dian)(dian)樁(zhuang)(zhuang)行(xing)業(ye)的(de)盈利(li)難度(du),但新(xin)基(ji)(ji)建等一系列(lie)政策出臺給這(zhe)一行(xing)業(ye)打(da)了(le)一針強心劑。

據透露,作為(wei)充(chong)換電(dian)(dian)行(xing)業的國(guo)(guo)(guo)家隊,國(guo)(guo)(guo)網電(dian)(dian)動汽車公司正(zheng)在(zai)加快構建“全國(guo)(guo)(guo)充(chong)電(dian)(dian)一張(zhang)網”。預計到(dao)2020年(nian)底,平(ping)臺(tai)將實現注(zhu)冊用戶(hu)數突破500萬,累計接入充(chong)電(dian)(dian)樁100萬根,年(nian)充(chong)電(dian)(dian)量達到(dao)15億(yi)千(qian)瓦時。

充換電行業盈利難度加大

近年來,在各方共同努力(li)下,我國新能(neng)源汽車進入加速發展的(de)新階段。作為(wei)其不可或缺(que)的(de)配(pei)套產業,充換電行業也(ye)取得了巨大(da)進步。

根據中國(guo)電動(dong)汽(qi)車充電基礎(chu)設(she)(she)(she)施促進聯盟統計,截至(zhi)今(jin)年5月,全國(guo)充電基礎(chu)設(she)(she)(she)施累計數量為129.9萬(wan)臺,同比增加33.1%。其中公(gong)共充電樁保有(you)量55萬(wan)臺,私(si)人充電樁保有(you)量74.9萬(wan)臺。“可以說,充換電基礎(chu)設(she)(she)(she)施的(de)建設(she)(she)(she)為滿足充電需(xu)求做出(chu)(chu)了突出(chu)(chu)貢獻,有(you)力保障了我國(guo)新能源汽(qi)車產業的(de)快速發展。”全生明稱。

但他表示(shi),由(you)于目(mu)(mu)前新能源(yuan)汽車在整體汽車存量(liang)中占比(bi)仍然(ran)較小(xiao),充換(huan)電(dian)行(xing)業(ye)(ye)普遍存在項(xiang)目(mu)(mu)投入大、落地難(nan)、回(hui)收(shou)周(zhou)期長等(deng)問(wen)題(ti),加之設施平(ping)均利(li)(li)用率(lv)低、市場(chang)競爭(zheng)激烈,各(ge)平(ping)臺(tai)尚未(wei)實現完(wan)全互聯互通,運營商缺乏流量(liang)變(bian)現手段等(deng)因素,導(dao)致(zhi)充換(huan)電(dian)行(xing)業(ye)(ye)盈(ying)(ying)利(li)(li)比(bi)較困(kun)難(nan)。特別是今年(nian)(nian)以來(lai),受疫情影響,私家車、運營車等(deng)各(ge)類(lei)車輛(liang)充電(dian)需求驟降(jiang),各(ge)充換(huan)電(dian)運營商上半年(nian)(nian)的充電(dian)電(dian)量(liang)、服務費收(shou)入顯著降(jiang)低,在盈(ying)(ying)利(li)(li)方式單一(yi)、缺乏其他增值服務收(shou)入的情況下,進一(yi)步加劇了行(xing)業(ye)(ye)盈(ying)(ying)利(li)(li)難(nan)度。

全生明說,目前充(chong)(chong)換電行業(ye)還存在設施分布不均衡、互聯互通廣(guang)度(du)和(he)深(shen)度(du)不夠、智能(neng)化(hua)和(he)互動化(hua)水平不高等問(wen)題,同時社區建樁難(nan)、數量少、利用率低,影(ying)響了新能(neng)源車(che)主用車(che)體驗(yan)和(he)獲得感,充(chong)(chong)電樁體系建設亟待加強(qiang),充(chong)(chong)換電行業(ye)亟須更多的政策支持(chi)和(he)指導。

迎來新基建政策春風

全(quan)生(sheng)明認(ren)為,充(chong)(chong)電樁被納入(ru)新基(ji)建及一系列(lie)相關支(zhi)持政策(ce)的(de)出臺,彰顯(xian)了國家支(zhi)持新能源(yuan)汽(qi)車(che)(che)及充(chong)(chong)換電產(chan)業(ye)發展(zhan)(zhan)的(de)決心(xin),這(zhe)將(jiang)有(you)效(xiao)解決電動汽(qi)車(che)(che)充(chong)(chong)電難題、促(cu)進(jin)電動汽(qi)車(che)(che)產(chan)業(ye)加快(kuai)發展(zhan)(zhan),對拉動電動汽(qi)車(che)(che)產(chan)業(ye)走(zou)出短期(qi)底部、保障行(xing)業(ye)行(xing)穩致遠(yuan)、更好(hao)(hao)滿足人(ren)民(min)美好(hao)(hao)生(sheng)活需要(yao),具有(you)重要(yao)意(yi)義。同時,這(zhe)也給充(chong)(chong)換電行(xing)業(ye)打了一針強心(xin)劑,有(you)利(li)(li)于(yu)(yu)設備制造(zao)商、運(yun)營商等產(chan)業(ye)鏈上下游企業(ye)發展(zhan)(zhan),提(ti)升核(he)心(xin)技術與創新能力;有(you)利(li)(li)于(yu)(yu)吸引更多的(de)社會(hui)資本進(jin)入(ru)充(chong)(chong)換電領域(yu),營造(zao)共(gong)建共(gong)營的(de)良好(hao)(hao)發展(zhan)(zhan)局(ju)面;有(you)利(li)(li)于(yu)(yu)補齊行(xing)業(ye)發展(zhan)(zhan)短板,提(ti)振老百姓對新能源(yuan)汽(qi)車(che)(che)的(de)消(xiao)費信心(xin),助(zhu)力行(xing)業(ye)長遠(yuan)發展(zhan)(zhan)和國家戰略(lve)落地。

注(zhu)意到,最(zui)終表(biao)決(jue)通過的(de)《政府工作報告》將此前“建設充電(dian)(dian)樁(zhuang)”的(de)表(biao)述修改為“增加充電(dian)(dian)樁(zhuang)、換電(dian)(dian)站等設施”。

在(zai)全生明看(kan)來,換(huan)(huan)(huan)電站作為(wei)新(xin)基(ji)建的重要組成部分第一次被寫入《政府工作報告(gao)》,一方面(mian)意味著國家對(dui)換(huan)(huan)(huan)電技術創新(xin)的認可,對(dui)車電分離發展(zhan)道(dao)路的肯定;另一方面(mian),就電動車使用而言,換(huan)(huan)(huan)電不(bu)僅是(shi)相同規格電池的快速(su)更換(huan)(huan)(huan),更緩解(jie)了當(dang)下電動車補(bu)能速(su)度(du)慢、續航不(bu)可升級、二手車殘(can)值低等(deng)問題。

加快打造“全國充電一張網”

近期以來,北京、上海、江蘇等多(duo)個地方(fang)都先后出臺了充(chong)電(dian)樁建設方(fang)案(an)。而國網電(dian)動汽(qi)車公(gong)司也在加碼布局這一賽道,今(jin)年(nian)將安(an)排(pai)27億元投資充(chong)電(dian)設施建設,新增充(chong)電(dian)樁7.8萬(wan)個。

“爭做投(tou)資(zi)建(jian)設(she)的帶動者,主動對接各(ge)地方新能(neng)(neng)源汽車(che)產業發(fa)展需求,持續完善公(gong)共、專用充(chong)(chong)電(dian)設(she)施(shi)建(jian)設(she)布(bu)局,加快社區智能(neng)(neng)有序充(chong)(chong)電(dian)設(she)施(shi)發(fa)展,多措并舉引導社會資(zi)本積極參與(yu)充(chong)(chong)電(dian)設(she)施(shi)建(jian)設(she)。” 全生(sheng)明表示。

在(zai)加大(da)充(chong)(chong)電樁建設(she)力度(du)(du)的同時,國網(wang)(wang)電動(dong)汽(qi)車公司(si)還致力于建設(she)服務最(zui)優(you)、接(jie)入(ru)最(zui)多、流量最(zui)大(da)的智慧車聯網(wang)(wang)平臺(tai),截至目前(qian),注冊用戶數接(jie)近300萬(wan),接(jie)入(ru)充(chong)(chong)電樁總數超過(guo)49萬(wan)根。更重要的是依托(tuo)這一平臺(tai),廣(guang)泛聚合充(chong)(chong)電樁資(zi)源(yuan),推動(dong)新能(neng)源(yuan)汽(qi)車深度(du)(du)融(rong)入(ru)電力系統,創(chuang)新服務產品(pin)與商業模式,吸引行(xing)業合作伙(huo)伴(ban)共建共享,構建新能(neng)源(yuan)汽(qi)車服務生態(tai)圈。同時,爭做技(ji)術(shu)創(chuang)新的先(xian)行(xing)者,搭建國家級充(chong)(chong)電技(ji)術(shu)創(chuang)新平臺(tai),推動(dong)充(chong)(chong)電設(she)施智能(neng)化(hua)、網(wang)(wang)聯化(hua)發展(zhan),攻堅大(da)功率充(chong)(chong)電、V2G等關(guan)鍵技(ji)術(shu),牽頭開(kai)展(zhan)行(xing)業、國家、國際標(biao)準制修訂,實現標(biao)準引領(ling)、技(ji)術(shu)引領(ling)。
