黨(dang)的(de)十(shi)(shi)八屆五(wu)中全(quan)會(hui)(hui)(hui)通過的(de)《中共(gong)(gong)中央關于制(zhi)(zhi)(zhi)定國民經(jing)(jing)濟(ji)(ji)和社會(hui)(hui)(hui)發展(zhan)第十(shi)(shi)三個五(wu)年規劃的(de)建(jian)議(yi)》(以下簡稱《建(jian)議(yi)》),再(zai)次重申“堅持公有(you)(you)(you)制(zhi)(zhi)(zhi)為(wei)主體(ti)、多種所(suo)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)共(gong)(gong)同發展(zhan)。毫不動(dong)搖鞏(gong)固和發展(zhan)公有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji),毫不動(dong)搖鼓勵、支持、引導非公有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)發展(zhan)”。以公有(you)(you)(you)制(zhi)(zhi)(zhi)為(wei)主體(ti)、多種所(suo)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)共(gong)(gong)同發展(zhan)的(de)基本經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)度,是中國特(te)色社會(hui)(hui)(hui)主義(yi)(yi)制(zhi)(zhi)(zhi)度的(de)重要支柱,也(ye)是社會(hui)(hui)(hui)主義(yi)(yi)市(shi)場經(jing)(jing)濟(ji)(ji)體(ti)制(zhi)(zhi)(zhi)的(de)根基。深刻(ke)領會(hui)(hui)(hui)和認(ren)真(zhen)貫徹黨(dang)的(de)十(shi)(shi)八屆五(wu)中全(quan)會(hui)(hui)(hui)精神,切實(shi)把以公有(you)(you)(you)制(zhi)(zhi)(zhi)為(wei)主體(ti)、多種所(suo)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)共(gong)(gong)同發展(zhan)這一基本經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)度堅持好、完(wan)善好,對于推動(dong)經(jing)(jing)濟(ji)(ji)社會(hui)(hui)(hui)持續(xu)健康(kang)發展(zhan)、實(shi)現全(quan)面(mian)建(jian)成小(xiao)康(kang)社會(hui)(hui)(hui)具(ju)有(you)(you)(you)十(shi)(shi)分重大的(de)意(yi)義(yi)(yi)。
一、深刻認識堅(jian)持公有(you)制為主(zhu)體、多種(zhong)所有(you)制經濟(ji)共同發展的重(zhong)大(da)意義
改革(ge)開放以(yi)來,我們黨(dang)對社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)初級階段(duan)基(ji)本(ben)經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)(du)的(de)(de)(de)認識,隨(sui)著(zhu)實(shi)踐(jian)的(de)(de)(de)探(tan)索不(bu)(bu)斷(duan)深化。黨(dang)的(de)(de)(de)十一(yi)(yi)(yi)(yi)屆三(san)中(zhong)全會(hui)提(ti)出要(yao)(yao)根據我國(guo)(guo)社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)建設的(de)(de)(de)具體實(shi)際,改革(ge)同(tong)生(sheng)產(chan)(chan)(chan)力(li)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)不(bu)(bu)相(xiang)適應的(de)(de)(de)生(sheng)產(chan)(chan)(chan)關(guan)系(xi)和上層建筑。黨(dang)的(de)(de)(de)十四屆三(san)中(zhong)全會(hui)進(jin)(jin)(jin)一(yi)(yi)(yi)(yi)步指出,必須堅(jian)持以(yi)公有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)為主(zhu)(zhu)體、多種經(jing)(jing)濟(ji)(ji)成(cheng)分共(gong)同(tong)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)的(de)(de)(de)方針。黨(dang)的(de)(de)(de)十五大(da)第一(yi)(yi)(yi)(yi)次明確(que)提(ti)出,公有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)為主(zhu)(zhu)體、多種所有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)共(gong)同(tong)發(fa)(fa)(fa)展(zhan)(zhan)(zhan),是(shi)我國(guo)(guo)社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)初級階段(duan)的(de)(de)(de)一(yi)(yi)(yi)(yi)項(xiang)基(ji)本(ben)經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)(du)。黨(dang)的(de)(de)(de)十六(liu)大(da)、十七大(da)、十八大(da)及(ji)有(you)(you)(you)(you)關(guan)中(zhong)央全會(hui)都(dou)強調要(yao)(yao)堅(jian)持和完善(shan)基(ji)本(ben)經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)(du)。基(ji)本(ben)經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)(du)的(de)(de)(de)提(ti)出和不(bu)(bu)斷(duan)豐(feng)富完善(shan),體現(xian)了(le)中(zhong)國(guo)(guo)共(gong)產(chan)(chan)(chan)黨(dang)人將馬(ma)克思主(zhu)(zhu)義(yi)(yi)理(li)(li)論(lun)創(chuang)造性地運用(yong)于(yu)中(zhong)國(guo)(guo)特色社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)的(de)(de)(de)偉(wei)大(da)實(shi)踐(jian),豐(feng)富和發(fa)(fa)(fa)展(zhan)(zhan)(zhan)了(le)科學社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)理(li)(li)論(lun),增(zeng)(zeng)強了(le)道路自(zi)信(xin)(xin)、理(li)(li)論(lun)自(zi)信(xin)(xin)和制(zhi)(zhi)(zhi)(zhi)度(du)(du)自(zi)信(xin)(xin),從實(shi)踐(jian)上有(you)(you)(you)(you)力(li)地促(cu)進(jin)(jin)(jin)了(le)我國(guo)(guo)公有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)和非公有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)的(de)(de)(de)快速發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。國(guo)(guo)有(you)(you)(you)(you)企業改革(ge)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)不(bu)(bu)斷(duan)取得重(zhong)(zhong)大(da)進(jin)(jin)(jin)展(zhan)(zhan)(zhan),總(zong)體上已(yi)經(jing)(jing)同(tong)市場經(jing)(jing)濟(ji)(ji)相(xiang)融(rong)合,規模(mo)實(shi)力(li)明顯(xian)提(ti)升,活力(li)進(jin)(jin)(jin)一(yi)(yi)(yi)(yi)步增(zeng)(zeng)強,主(zhu)(zhu)導作用(yong)和影響力(li)不(bu)(bu)斷(duan)擴(kuo)大(da)。2014年,全國(guo)(guo)國(guo)(guo)有(you)(you)(you)(you)企業(不(bu)(bu)包括金(jin)融(rong)類(lei)國(guo)(guo)有(you)(you)(you)(you)企業)資產(chan)(chan)(chan)總(zong)額102.1萬億(yi)元(yuan)(yuan),凈資產(chan)(chan)(chan)35.6萬億(yi)元(yuan)(yuan),實(shi)現(xian)利潤(run)總(zong)額2.5萬億(yi)元(yuan)(yuan),上交稅(shui)(shui)金(jin)3.8萬億(yi)元(yuan)(yuan),分別是(shi)改革(ge)開放之(zhi)初的(de)(de)(de)141倍、73倍、38倍、65倍,進(jin)(jin)(jin)入世界(jie)500強的(de)(de)(de)94家大(da)陸企業中(zhong)有(you)(you)(you)(you)84家是(shi)國(guo)(guo)有(you)(you)(you)(you)企業。同(tong)時,非公有(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)迅速,占國(guo)(guo)內(nei)生(sheng)產(chan)(chan)(chan)總(zong)值(zhi)的(de)(de)(de)比重(zhong)(zhong)超過(guo)(guo)60%,稅(shui)(shui)收超過(guo)(guo)50%,新增(zeng)(zeng)就(jiu)業達到90%,在支(zhi)撐增(zeng)(zeng)長、增(zeng)(zeng)加稅(shui)(shui)收、擴(kuo)大(da)就(jiu)業、促(cu)進(jin)(jin)(jin)創(chuang)新等(deng)方面發(fa)(fa)(fa)揮(hui)著(zhu)越來越重(zhong)(zhong)要(yao)(yao)的(de)(de)(de)作用(yong)。在中(zhong)國(guo)(guo)特色社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)的(de)(de)(de)偉(wei)大(da)實(shi)踐(jian)中(zhong),基(ji)本(ben)經(jing)(jing)濟(ji)(ji)制(zhi)(zhi)(zhi)(zhi)度(du)(du)這一(yi)(yi)(yi)(yi)重(zhong)(zhong)大(da)理(li)(li)論(lun)和實(shi)踐(jian)創(chuang)新,對建立完善(shan)社(she)(she)會(hui)主(zhu)(zhu)義(yi)(yi)市場經(jing)(jing)濟(ji)(ji)體制(zhi)(zhi)(zhi)(zhi),促(cu)進(jin)(jin)(jin)我國(guo)(guo)生(sheng)產(chan)(chan)(chan)力(li)的(de)(de)(de)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)和綜合國(guo)(guo)力(li)的(de)(de)(de)迅速增(zeng)(zeng)強,發(fa)(fa)(fa)揮(hui)了(le)不(bu)(bu)可替代的(de)(de)(de)重(zhong)(zhong)要(yao)(yao)作用(yong)。
“十(shi)三五”時期是全(quan)面建(jian)成小(xiao)康社會(hui)(hui)決(jue)勝(sheng)階(jie)段(duan)。深刻認識堅持公(gong)有(you)制為(wei)主(zhu)(zhu)體、多種所有(you)制經濟共同發(fa)展的重(zhong)大意義,必須全(quan)面領會(hui)(hui)以習(xi)(xi)近平同志為(wei)總(zong)書記的黨中央提出的一系列治國理政的新理念新思想新戰略,準確把握戰略機遇期內涵(han)的深刻變化,認真學習(xi)(xi)貫(guan)徹黨的十(shi)八屆五中全(quan)會(hui)(hui)《建(jian)議》的指(zhi)導思想、主(zhu)(zhu)要原則、主(zhu)(zhu)要目標、基本理念,把思想和行動(dong)統(tong)一到奪取全(quan)面建(jian)成小(xiao)康社會(hui)(hui)決(jue)勝(sheng)這一重(zhong)大戰略部署上來。
(一)堅持公(gong)有(you)制為(wei)主體、多種所有(you)制經濟(ji)共同發展(zhan)是實現好、維(wei)護(hu)好、發展(zhan)好最廣大人(ren)民(min)根本利益的必然要(yao)求
人民(min)是(shi)推動(dong)(dong)(dong)(dong)發(fa)(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)根(gen)本(ben)力(li)(li)(li)量,實現(xian)好(hao)、維護好(hao)、發(fa)(fa)(fa)展(zhan)(zhan)好(hao)最(zui)廣大人民(min)根(gen)本(ben)利益(yi)是(shi)發(fa)(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)根(gen)本(ben)目的(de)(de)(de)(de)。堅持(chi)黨的(de)(de)(de)(de)領導,堅持(chi)國(guo)家的(de)(de)(de)(de)社(she)會(hui)(hui)主義性質(zhi),是(shi)維護最(zui)廣大人民(min)根(gen)本(ben)利益(yi)的(de)(de)(de)(de)政治保證。經(jing)濟(ji)基(ji)礎(chu)決定上層建筑。必(bi)(bi)須毫不動(dong)(dong)(dong)(dong)搖(yao)鞏固和(he)發(fa)(fa)(fa)展(zhan)(zhan)公(gong)(gong)有(you)(you)(you)(you)(you)制經(jing)濟(ji),只(zhi)有(you)(you)(you)(you)(you)保持(chi)公(gong)(gong)有(you)(you)(you)(you)(you)制經(jing)濟(ji)的(de)(de)(de)(de)主體地位,才能(neng)保證社(she)會(hui)(hui)主義方向(xiang)。國(guo)有(you)(you)(you)(you)(you)企業(ye)屬于全(quan)民(min)所有(you)(you)(you)(you)(you),國(guo)有(you)(you)(you)(you)(you)資(zi)產是(shi)全(quan)體人民(min)的(de)(de)(de)(de)共同財富(fu),是(shi)推進(jin)國(guo)家現(xian)代化、保障(zhang)人民(min)共同利益(yi)的(de)(de)(de)(de)重要力(li)(li)(li)量,必(bi)(bi)須堅定不移把國(guo)有(you)(you)(you)(you)(you)企業(ye)做強做優做大。必(bi)(bi)須毫不動(dong)(dong)(dong)(dong)搖(yao)鼓勵、支持(chi)、引導非公(gong)(gong)有(you)(you)(you)(you)(you)制經(jing)濟(ji)發(fa)(fa)(fa)展(zhan)(zhan),充分調動(dong)(dong)(dong)(dong)社(she)會(hui)(hui)各方面的(de)(de)(de)(de)積極性,更(geng)好(hao)激發(fa)(fa)(fa)非公(gong)(gong)有(you)(you)(you)(you)(you)制經(jing)濟(ji)活力(li)(li)(li)和(he)創造力(li)(li)(li),推動(dong)(dong)(dong)(dong)國(guo)民(min)經(jing)濟(ji)持(chi)續健康發(fa)(fa)(fa)展(zhan)(zhan),促進(jin)各項社(she)會(hui)(hui)事業(ye)發(fa)(fa)(fa)展(zhan)(zhan)和(he)人民(min)群(qun)眾(zhong)生活水平不斷提高。
(二(er))堅持公有(you)制(zhi)為(wei)主體、多(duo)種所有(you)制(zhi)經濟共(gong)同發(fa)展是社會主義初級階段生(sheng)產力發(fa)展的客觀需要
改革開放以來,我(wo)國(guo)經(jing)濟(ji)連續(xu)30多(duo)(duo)年(nian)的(de)(de)(de)高速增長,在(zai)世界經(jing)濟(ji)發展史上創造了奇(qi)跡。目(mu)前我(wo)國(guo)的(de)(de)(de)經(jing)濟(ji)總(zong)量(liang)已居世界第二,人均國(guo)內(nei)生(sheng)產(chan)(chan)總(zong)值增至7800美元(yuan)左右(you),常(chang)住人口城鎮(zhen)化率(lv)達(da)(da)到(dao)55%,成為(wei)全球第一貨物(wu)貿易(yi)大(da)國(guo)和(he)主(zhu)要對外投資大(da)國(guo)。也要看(kan)到(dao),我(wo)國(guo)發展不(bu)(bu)平(ping)衡(heng)、不(bu)(bu)協調(diao)、不(bu)(bu)可持續(xu)問題仍然突出(chu),人均國(guo)內(nei)生(sheng)產(chan)(chan)總(zong)值在(zai)全球仍排在(zai)第80位左右(you),發展方式粗放,城鄉(xiang)區域發展不(bu)(bu)夠平(ping)衡(heng),消除(chu)貧困任務艱巨(ju)。總(zong)體看(kan),我(wo)國(guo)生(sheng)產(chan)(chan)力水平(ping)與發達(da)(da)國(guo)家相(xiang)比(bi)仍有較大(da)差距,我(wo)國(guo)仍處(chu)于(yu)并(bing)將長期處(chu)于(yu)社會主(zhu)義初級階段。堅持公有制(zhi)為(wei)主(zhu)體、多(duo)(duo)種所(suo)有制(zhi)經(jing)濟(ji)共同(tong)發展,發揮多(duo)(duo)種所(suo)有制(zhi)的(de)(de)(de)優勢,充分(fen)調(diao)動各方面積極(ji)性,是解放和(he)發展社會主(zhu)義社會生(sheng)產(chan)(chan)力的(de)(de)(de)客(ke)觀需(xu)要。
(三)堅持公有(you)制為主(zhu)體、多(duo)種(zhong)所(suo)有(you)制經濟共同發展是(shi)完善中國特色(se)社會主(zhu)義制度體系的(de)重大任務(wu)
黨的(de)十八(ba)屆三中(zhong)全(quan)會(hui)提出,到2020年“形(xing)成系(xi)統完(wan)備、科學規范、運行有(you)效的(de)制(zhi)度(du)體(ti)系(xi),使(shi)(shi)各方(fang)面(mian)制(zhi)度(du)更(geng)(geng)加成熟(shu)更(geng)(geng)加定型”。基本經(jing)濟制(zhi)度(du)是中(zhong)國(guo)特色社(she)會(hui)主義制(zhi)度(du)體(ti)系(xi)的(de)重要(yao)(yao)支柱。堅持和完(wan)善(shan)基本經(jing)濟制(zhi)度(du),首要(yao)(yao)的(de)就(jiu)是堅定制(zhi)度(du)自信(xin),既不能走封(feng)閉僵化(hua)的(de)老路,決(jue)不回(hui)頭(tou)去搞“一大二公”“純而又純”,更(geng)(geng)不能走改旗易幟(zhi)的(de)邪路,決(jue)不能搞私有(you)化(hua)、“去國(guo)有(you)化(hua)”。要(yao)(yao)全(quan)面(mian)深化(hua)國(guo)有(you)企(qi)業(ye)改革,破除(chu)一切不利于科學發(fa)展(zhan)(zhan)的(de)體(ti)制(zhi)機制(zhi)弊(bi)端,使(shi)(shi)國(guo)有(you)企(qi)業(ye)全(quan)方(fang)位融入市(shi)場(chang)經(jing)濟。要(yao)(yao)營造公平(ping)競爭、促進企(qi)業(ye)健康發(fa)展(zhan)(zhan)的(de)市(shi)場(chang)環境和制(zhi)度(du)環境,實(shi)現多種(zhong)所(suo)有(you)制(zhi)經(jing)濟共同發(fa)展(zhan)(zhan)。
(四)堅持公有制(zhi)為(wei)主體、多種所(suo)有制(zhi)經濟(ji)共(gong)同發展是全(quan)面建成小康社會的重要保障
公(gong)有(you)制經濟(ji)(ji)和非公(gong)有(you)制經濟(ji)(ji)都(dou)是我國(guo)(guo)經濟(ji)(ji)社會(hui)發展(zhan)的(de)重要基礎(chu),都(dou)是全面建成(cheng)小(xiao)康社會(hui)的(de)重要力量。二者取長(chang)補短、相互(hu)促進(jin)(jin)、互(hu)利(li)共(gong)贏、共(gong)同(tong)發展(zhan),有(you)利(li)于(yu)促進(jin)(jin)產(chan)業(ye)(ye)結構(gou)優化(hua)升級,形(xing)成(cheng)以(yi)大企業(ye)(ye)為(wei)(wei)龍頭、中(zhong)小(xiao)企業(ye)(ye)為(wei)(wei)支撐、分工協(xie)作(zuo)為(wei)(wei)基礎(chu)的(de)產(chan)業(ye)(ye)集群(qun),推動(dong)我國(guo)(guo)產(chan)業(ye)(ye)邁向中(zhong)高(gao)端水平;有(you)利(li)于(yu)更(geng)好(hao)實(shi)施創(chuang)(chuang)新驅動(dong)發展(zhan)戰略和制造強(qiang)國(guo)(guo)戰略,發揮(hui)國(guo)(guo)有(you)企業(ye)(ye)的(de)骨(gu)干和表率作(zuo)用(yong),促進(jin)(jin)科技型中(zhong)小(xiao)微企業(ye)(ye)健康發展(zhan);有(you)利(li)于(yu)推進(jin)(jin)大眾創(chuang)(chuang)業(ye)(ye)、萬眾創(chuang)(chuang)新,使各類市場創(chuang)(chuang)業(ye)(ye)主(zhu)體如魚得(de)水,實(shi)現創(chuang)(chuang)新支持創(chuang)(chuang)業(ye)(ye)、創(chuang)(chuang)業(ye)(ye)帶動(dong)就(jiu)業(ye)(ye)、就(jiu)業(ye)(ye)增加收入的(de)良性(xing)互(hu)動(dong)發展(zhan);有(you)利(li)于(yu)實(shi)施走出去戰略,推進(jin)(jin)“一帶一路”建設,促進(jin)(jin)國(guo)(guo)際(ji)產(chan)能合(he)作(zuo),提高(gao)我國(guo)(guo)國(guo)(guo)際(ji)競爭力和話語(yu)權。
二、深入推進國有企業改革發展,充分發揮國有經(jing)濟在國民(min)經(jing)濟發展中(zhong)的(de)主(zhu)導作(zuo)用
黨的十八屆五中全會(hui)(hui)提出,深化國(guo)(guo)有(you)(you)(you)企(qi)業改革,增(zeng)強國(guo)(guo)有(you)(you)(you)經(jing)(jing)濟活力(li)(li)(li)(li)、控(kong)制(zhi)力(li)(li)(li)(li)、影響力(li)(li)(li)(li)、抗(kang)風險能(neng)力(li)(li)(li)(li)。國(guo)(guo)有(you)(you)(you)經(jing)(jing)濟是國(guo)(guo)民經(jing)(jing)濟中的主導力(li)(li)(li)(li)量,對鞏固和完善社(she)會(hui)(hui)主義(yi)制(zhi)度(du)(du),發(fa)(fa)揮(hui)社(she)會(hui)(hui)主義(yi)制(zhi)度(du)(du)的優(you)越性,增(zeng)強經(jing)(jing)濟實力(li)(li)(li)(li)、國(guo)(guo)防實力(li)(li)(li)(li)和民族凝(ning)聚力(li)(li)(li)(li),提高我國(guo)(guo)國(guo)(guo)際地位(wei),具有(you)(you)(you)重要的作用(yong)。以增(zeng)強“四力(li)(li)(li)(li)”為(wei)目標,不斷深化國(guo)(guo)有(you)(you)(you)企(qi)業改革,搞好國(guo)(guo)有(you)(you)(you)企(qi)業,發(fa)(fa)展壯(zhuang)大國(guo)(guo)有(you)(you)(you)經(jing)(jing)濟,是堅持和完善基(ji)本經(jing)(jing)濟制(zhi)度(du)(du)的必(bi)然(ran)要求,是全面建成(cheng)小(xiao)康社(she)會(hui)(hui)的重要保障。
(一)堅定不移地做(zuo)強(qiang)做(zuo)優做(zuo)大國有(you)企業

黨的(de)(de)十(shi)八屆五中全會(hui)提出,推進(jin)產(chan)權保護法(fa)治化(hua),依(yi)(yi)法(fa)保護各(ge)種所(suo)有制經(jing)(jing)濟(ji)權益。公(gong)(gong)(gong)有制經(jing)(jing)濟(ji)和(he)非公(gong)(gong)(gong)有制經(jing)(jing)濟(ji)都是(shi)社(she)會(hui)主義市(shi)(shi)場經(jing)(jing)濟(ji)的(de)(de)重(zhong)要(yao)(yao)組成部分,都是(shi)我國經(jing)(jing)濟(ji)社(she)會(hui)發(fa)展的(de)(de)重(zhong)要(yao)(yao)基礎。要(yao)(yao)按照(zhao)市(shi)(shi)場在資源配置中起決定性作用(yong)(yong)和(he)更好(hao)發(fa)揮政府作用(yong)(yong)的(de)(de)要(yao)(yao)求(qiu),加快(kuai)形成統一開(kai)放、競(jing)爭有序的(de)(de)市(shi)(shi)場體系,保證各(ge)種所(suo)有制經(jing)(jing)濟(ji)依(yi)(yi)法(fa)平等(deng)使用(yong)(yong)生(sheng)產(chan)要(yao)(yao)素、公(gong)(gong)(gong)開(kai)公(gong)(gong)(gong)平公(gong)(gong)(gong)正參(can)與市(shi)(shi)場競(jing)爭、同等(deng)受到法(fa)律(lv)保護,依(yi)(yi)法(fa)監管各(ge)種所(suo)有制經(jing)(jing)濟(ji)。
(一)毫不(bu)動搖鼓勵、支(zhi)持、引導非公(gong)(gong)有制經(jing)(jing)濟發(fa)展,更好激發(fa)非公(gong)(gong)有制經(jing)(jing)濟活力和創造力
非公(gong)有(you)(you)制(zhi)(zhi)經(jing)濟(ji)是發(fa)(fa)展(zhan)社會主義(yi)市場經(jing)濟(ji)的重要力(li)(li)量,也是推動我(wo)國(guo)(guo)經(jing)濟(ji)轉型升級的重要依(yi)托(tuo)。要堅持權利平等(deng)(deng)、機(ji)會平等(deng)(deng)、規(gui)則平等(deng)(deng),進(jin)一步破除(chu)影響非公(gong)有(you)(you)制(zhi)(zhi)經(jing)濟(ji)發(fa)(fa)展(zhan)的體制(zhi)(zhi)機(ji)制(zhi)(zhi)弊端,消除(chu)各種(zhong)隱性(xing)壁壘,營造(zao)公(gong)平競爭、促(cu)進(jin)企(qi)業健(jian)康(kang)發(fa)(fa)展(zhan)的政策和制(zhi)(zhi)度(du)環境,為非公(gong)有(you)(you)制(zhi)(zhi)經(jing)濟(ji)的健(jian)康(kang)發(fa)(fa)展(zhan)鋪平道路。要引(yin)入非國(guo)(guo)有(you)(you)資本參與國(guo)(guo)有(you)(you)企(qi)業改革,鼓勵(li)和規(gui)范國(guo)(guo)有(you)(you)企(qi)業投資項目引(yin)入非國(guo)(guo)有(you)(you)資本,鼓勵(li)民營企(qi)業依(yi)法進(jin)入更(geng)多領域,更(geng)好激(ji)發(fa)(fa)非公(gong)有(you)(you)制(zhi)(zhi)經(jing)濟(ji)活力(li)(li)和創(chuang)造(zao)力(li)(li)。
(二(er))推進產權(quan)保(bao)護法治化(hua),依法保(bao)護各種(zhong)所(suo)有制經濟權(quan)益
這是營造(zao)公平競爭、健(jian)(jian)(jian)康發(fa)展環境的(de)(de)(de)法治(zhi)保(bao)障。公有制經濟(ji)財(cai)產(chan)(chan)權(quan)(quan)(quan)不可侵(qin)犯,非公有制經濟(ji)財(cai)產(chan)(chan)權(quan)(quan)(quan)同樣不可侵(qin)犯。要(yao)健(jian)(jian)(jian)全歸屬(shu)清(qing)晰、權(quan)(quan)(quan)責明確(que)、保(bao)護(hu)嚴(yan)格(ge)、流轉(zhuan)順暢(chang)的(de)(de)(de)現代產(chan)(chan)權(quan)(quan)(quan)制度(du),依法嚴(yan)格(ge)保(bao)護(hu)各種(zhong)產(chan)(chan)權(quan)(quan)(quan)主(zhu)體的(de)(de)(de)資(zi)產(chan)(chan)不受侵(qin)犯。要(yao)完善知識產(chan)(chan)權(quan)(quan)(quan)制度(du),加(jia)大(da)對侵(qin)犯知識產(chan)(chan)權(quan)(quan)(quan)不正(zheng)當競爭行(xing)為的(de)(de)(de)懲戒力(li)度(du)。要(yao)健(jian)(jian)(jian)全產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)的(de)(de)(de)法律法規,提高(gao)執法公正(zheng)性,推進產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)法治(zhi)化。要(yao)正(zheng)確(que)認識和(he)(he)處理產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)法治(zhi)化和(he)(he)企(qi)業(ye)家(jia)精(jing)神的(de)(de)(de)關系,依法保(bao)護(hu)企(qi)業(ye)家(jia)財(cai)產(chan)(chan)權(quan)(quan)(quan)和(he)(he)創新收益,激發(fa)企(qi)業(ye)家(jia)精(jing)神。
(三)加快市場配置要素的(de)改革(ge),加快形成全國統一開放(fang)、競(jing)爭(zheng)有序的(de)市場體系
這是營(ying)造(zao)公(gong)平(ping)競爭、健康發展環(huan)境的關鍵(jian)舉(ju)措。要(yao)深化資(zi)(zi)源性(xing)產品、公(gong)共服務行業等(deng)(deng)重點領域(yu)價格(ge)形成(cheng)機制改(gai)革,逐步縮小政府定價商品的范(fan)圍,讓價格(ge)反映市場供求狀況(kuang)和(he)資(zi)(zi)源稀缺程度,充分體現生態環(huan)境的損害成(cheng)本(ben)(ben)和(he)修(xiu)復(fu)成(cheng)本(ben)(ben)。要(yao)加強社會信(xin)用(yong)(yong)體系(xi)建設,建立信(xin)用(yong)(yong)獎懲(cheng)機制,提高全(quan)社會的信(xin)用(yong)(yong)水(shui)平(ping)。要(yao)打(da)破地域(yu)分割和(he)行業壟(long)斷,消除“玻璃門”“彈簧門”“旋轉門”現象,促進各(ge)類所有(you)制經濟(ji)的人才、資(zi)(zi)金、科研成(cheng)果等(deng)(deng)在城鄉(xiang)、企業、高校(xiao)、科研機構間有(you)序流動。
(四)進一步轉變政府職(zhi)能,減少涉(she)及企業的(de)行政審(shen)批(pi)事項
這(zhe)是營造(zao)公平競爭、健(jian)康發展環境的(de)(de)(de)重(zhong)要(yao)(yao)手段。要(yao)(yao)持續推(tui)進政(zheng)府(fu)(fu)(fu)(fu)簡政(zheng)放(fang)權、放(fang)管(guan)(guan)結(jie)(jie)合(he)、優化(hua)服務,切實轉(zhuan)變政(zheng)府(fu)(fu)(fu)(fu)職能,減(jian)少審(shen)(shen)批(pi)(pi)、優化(hua)制(zhi)(zhi)度、簡化(hua)手續、提(ti)高效率(lv)(lv),找準市場功能和(he)政(zheng)府(fu)(fu)(fu)(fu)職能的(de)(de)(de)最佳(jia)結(jie)(jie)合(he)點,充(chong)分發揮市場和(he)政(zheng)府(fu)(fu)(fu)(fu)的(de)(de)(de)各自優勢(shi)。要(yao)(yao)統籌推(tui)進行(xing)政(zheng)審(shen)(shen)批(pi)(pi)、投資(zi)(zi)審(shen)(shen)批(pi)(pi)、職業(ye)資(zi)(zi)格、收費管(guan)(guan)理(li)、商事制(zhi)(zhi)度等(deng)領域(yu)改革,限制(zhi)(zhi)政(zheng)府(fu)(fu)(fu)(fu)對企業(ye)經營決策的(de)(de)(de)干(gan)預,廢除各種形式(shi)(shi)的(de)(de)(de)不合(he)理(li)規(gui)定,出(chu)臺一批(pi)(pi)規(gui)范行(xing)政(zheng)權力(li)運(yun)行(xing)、提(ti)高行(xing)政(zheng)審(shen)(shen)批(pi)(pi)效率(lv)(lv)的(de)(de)(de)制(zhi)(zhi)度和(he)措施,切實為企業(ye)松綁減(jian)負(fu)。要(yao)(yao)創新(xin)監(jian)管(guan)(guan)機(ji)制(zhi)(zhi)和(he)監(jian)管(guan)(guan)方式(shi)(shi),整合(he)監(jian)管(guan)(guan)資(zi)(zi)源(yuan),減(jian)少重(zhong)復檢查,提(ti)高監(jian)管(guan)(guan)效能。要(yao)(yao)創新(xin)政(zheng)府(fu)(fu)(fu)(fu)管(guan)(guan)理(li)方式(shi)(shi),出(chu)臺權力(li)清(qing)單、責(ze)任清(qing)單和(he)負(fu)面(mian)清(qing)單,規(gui)范行(xing)政(zheng)權力(li)運(yun)行(xing),減(jian)少對各類(lei)所(suo)有(you)制(zhi)(zhi)經濟的(de)(de)(de)微觀干(gan)預。
(五)切實降(jiang)低實體經濟企(qi)業(ye)成本(ben),增強(qiang)實體經濟盈利能(neng)力(li)
這是營造(zao)(zao)公平競(jing)爭、健康發展環境(jing)的根本(ben)(ben)(ben)目(mu)的。要開展降(jiang)低(di)實(shi)(shi)體(ti)(ti)經(jing)濟(ji)企(qi)業(ye)成(cheng)本(ben)(ben)(ben)行動(dong),切實(shi)(shi)降(jiang)低(di)企(qi)業(ye)運(yun)營成(cheng)本(ben)(ben)(ben)、融(rong)資成(cheng)本(ben)(ben)(ben)和(he)稅(shui)費成(cheng)本(ben)(ben)(ben)。要優化企(qi)業(ye)運(yun)營模式(shi),通過管理提(ti)升、成(cheng)本(ben)(ben)(ben)管控、科技創新、技術改(gai)造(zao)(zao)、盤活(huo)存量等方(fang)式(shi),提(ti)高資源利用(yong)效(xiao)率(lv)(lv),嚴格控制各類(lei)成(cheng)本(ben)(ben)(ben),努力提(ti)升經(jing)營效(xiao)益。要提(ti)高金融(rong)服務實(shi)(shi)體(ti)(ti)經(jing)濟(ji)效(xiao)率(lv)(lv),完(wan)善(shan)境(jing)內外(wai)金融(rong)支(zhi)持和(he)服務功能,健全多層次資本(ben)(ben)(ben)市場,降(jiang)低(di)企(qi)業(ye)融(rong)資成(cheng)本(ben)(ben)(ben)。要完(wan)善(shan)稅(shui)收(shou)制度(du),調(diao)整不合理的稅(shui)費結構,清(qing)理和(he)規范涉(she)企(qi)行政事業(ye)性收(shou)費,有(you)序(xu)解決以費代稅(shui)的問題,切實(shi)(shi)減輕各類(lei)所有(you)制企(qi)業(ye)負擔。
黨的十八屆五中全會為實現全面建成小康社會目標描繪了宏偉的發展藍圖。我們要在以習近平同志為總書記的黨中央堅強領導下,堅決貫徹落實《建議》的各項部署要求,堅持和完善公有制為主體、多種所有制經濟共同發展的基本經濟制度,牢牢把握“兩個毫不動搖”方針,更好促進經濟社會持續健康發展,為全面建成小康社會、實現中華民族偉大復興的中國夢作出新的更大貢獻!
