經濟日報:不斷完善國有資產管理體制

  完(wan)善(shan)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)是(shi)深化經濟(ji)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)(gai)革(ge)的(de)(de)一項重(zhong)要(yao)任務,是(shi)推進行政(zheng)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)(gai)革(ge)的(de)(de)重(zhong)要(yao)組成部分。有(you)效(xiao)(xiao)的(de)(de)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)是(shi)增強國(guo)(guo)(guo)(guo)(guo)有(you)經濟(ji)活力和競爭(zheng)力、實現國(guo)(guo)(guo)(guo)(guo)有(you)企業持續健康發(fa)(fa)展(zhan)、防止國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產流失(shi)的(de)(de)制(zhi)(zhi)(zhi)度(du)保障。黨的(de)(de)十(shi)八屆三中全(quan)會從積極發(fa)(fa)展(zhan)混合所有(you)制(zhi)(zhi)(zhi)經濟(ji)的(de)(de)要(yao)求出發(fa)(fa)強調,完(wan)善(shan)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi),以(yi)管(guan)(guan)資(zi)本為主加(jia)強國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產監管(guan)(guan)。這既是(shi)對國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)改(gai)(gai)革(ge)已經取得成效(xiao)(xiao)的(de)(de)充分肯定,也是(shi)對加(jia)強國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產監管(guan)(guan)作出的(de)(de)新的(de)(de)部署。我們要(yao)深刻(ke)領會和認真貫(guan)徹(che)這一精(jing)神,以(yi)改(gai)(gai)革(ge)創(chuang)新的(de)(de)精(jing)神不斷完(wan)善(shan)國(guo)(guo)(guo)(guo)(guo)有(you)資(zi)產管(guan)(guan)理(li)體(ti)(ti)(ti)制(zhi)(zhi)(zhi)。


  完善國有資產管理體制的意義


  我們黨歷來十(shi)分重視國有(you)(you)資產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)的(de)(de)(de)改革(ge)和完善(shan)。黨的(de)(de)(de)十(shi)七大報(bao)告(gao)提出(chu),加快建設(she)國有(you)(you)資本經(jing)(jing)營預算制(zhi)(zhi)度(du)。黨的(de)(de)(de)十(shi)八大報(bao)告(gao)再(zai)次強調(diao),完善(shan)各類(lei)(lei)國有(you)(you)資產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)。黨的(de)(de)(de)十(shi)八屆三中(zhong)全(quan)(quan)會(hui)從積極(ji)發展(zhan)混合所有(you)(you)制(zhi)(zhi)經(jing)(jing)濟(ji)出(chu)發,對完善(shan)國有(you)(you)資產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)作出(chu)了新(xin)的(de)(de)(de)部署。完善(shan)國有(you)(you)資產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi),就是要(yao)在國有(you)(you)資產(chan)改革(ge)已經(jing)(jing)取(qu)得(de)成效(xiao)(xiao)的(de)(de)(de)基礎(chu)上(shang),認(ren)真總結經(jing)(jing)驗,分析不足,進(jin)一步健(jian)全(quan)(quan)適應社會(hui)主義市場經(jing)(jing)濟(ji)要(yao)求的(de)(de)(de)國有(you)(you)資產(chan)管(guan)(guan)(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi),為保護好、利用好、經(jing)(jing)營好各類(lei)(lei)國有(you)(you)資產(chan)提供可靠的(de)(de)(de)制(zhi)(zhi)度(du)保障,以(yi)最大限度(du)地發揮好各類(lei)(lei)國有(you)(you)資產(chan)的(de)(de)(de)作用,創造(zao)更好的(de)(de)(de)經(jing)(jing)濟(ji)效(xiao)(xiao)益(yi)和社會(hui)效(xiao)(xiao)益(yi),為建設(she)中(zhong)國特色社會(hui)主義提供堅實的(de)(de)(de)基礎(chu)。


  第一,完(wan)善(shan)(shan)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)管理(li)體(ti)(ti)制(zhi)(zhi)是(shi)(shi)健(jian)全(quan)(quan)社(she)會(hui)主義市(shi)場(chang)經(jing)(jing)濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi)的(de)必然(ran)選擇。完(wan)善(shan)(shan)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)管理(li)體(ti)(ti)制(zhi)(zhi)既是(shi)(shi)經(jing)(jing)濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi)改革(ge)的(de)重(zhong)要(yao)內容,也是(shi)(shi)深化行政(zheng)體(ti)(ti)制(zhi)(zhi)改革(ge)的(de)重(zhong)要(yao)組成部分,是(shi)(shi)理(li)順政(zheng)府與市(shi)場(chang)關系(xi)的(de)一個重(zhong)要(yao)方面。完(wan)善(shan)(shan)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)管理(li)體(ti)(ti)制(zhi)(zhi),重(zhong)點就在(zai)于使國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)管理(li)更(geng)好地適(shi)應健(jian)全(quan)(quan)社(she)會(hui)主義市(shi)場(chang)經(jing)(jing)濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi)的(de)要(yao)求(qiu)(qiu)。健(jian)全(quan)(quan)社(she)會(hui)主義市(shi)場(chang)經(jing)(jing)濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi),要(yao)求(qiu)(qiu)公有(you)(you)(you)制(zhi)(zhi)與市(shi)場(chang)經(jing)(jing)濟(ji)(ji)(ji)更(geng)好結合,要(yao)求(qiu)(qiu)更(geng)好發揮(hui)國(guo)有(you)(you)(you)經(jing)(jing)濟(ji)(ji)(ji)的(de)主導作用(yong),要(yao)求(qiu)(qiu)國(guo)有(you)(you)(you)企(qi)業更(geng)好適(shi)應市(shi)場(chang)化和國(guo)際化的(de)要(yao)求(qiu)(qiu),這些都需要(yao)以完(wan)善(shan)(shan)的(de)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)管理(li)體(ti)(ti)制(zhi)(zhi)為保障。


  第二(er),完(wan)善國(guo)有資(zi)產(chan)(chan)管理(li)體制是堅持和完(wan)善基本(ben)經濟(ji)制度(du)的必然要求。堅持和完(wan)善公有制為主(zhu)體、多(duo)(duo)種(zhong)所有制經濟(ji)共同(tong)發(fa)展的基本(ben)經濟(ji)制度(du),必須保護好、利用(yong)好、經營好全國(guo)人民(min)多(duo)(duo)年(nian)發(fa)展和積(ji)累的國(guo)有資(zi)產(chan)(chan)。能否通過體制改(gai)革和制度(du)創新,進一步(bu)提(ti)高國(guo)有資(zi)產(chan)(chan)的質量(liang)和效益(yi),直接關(guan)系到(dao)(dao)國(guo)有經濟(ji)主(zhu)導作用(yong)的發(fa)揮,關(guan)系到(dao)(dao)公有制主(zhu)體地位的堅持,關(guan)系到(dao)(dao)基本(ben)經濟(ji)制度(du)的完(wan)善,關(guan)系到(dao)(dao)社會主(zhu)義制度(du)優(you)越性的更好發(fa)揮。


  第三,完善(shan)國有(you)資(zi)產(chan)管理(li)(li)體(ti)制(zhi)是深(shen)化(hua)行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)改革(ge)(ge)(ge)、轉變(bian)(bian)政(zheng)(zheng)(zheng)(zheng)(zheng)府職能(neng)的(de)客觀需(xu)(xu)要。深(shen)化(hua)行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)改革(ge)(ge)(ge),轉變(bian)(bian)政(zheng)(zheng)(zheng)(zheng)(zheng)府職能(neng),是全面(mian)深(shen)化(hua)改革(ge)(ge)(ge)的(de)一(yi)(yi)項重要內容,深(shen)入推(tui)進政(zheng)(zheng)(zheng)(zheng)(zheng)企分(fen)開(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)資(zi)分(fen)開(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)事分(fen)開(kai)、政(zheng)(zheng)(zheng)(zheng)(zheng)社分(fen)開(kai),對(dui)完善(shan)國有(you)資(zi)產(chan)管理(li)(li)體(ti)制(zhi)提出(chu)了(le)新(xin)的(de)要求(qiu)。近年來,我國行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)改革(ge)(ge)(ge)、政(zheng)(zheng)(zheng)(zheng)(zheng)府職能(neng)轉變(bian)(bian)取得積極進展,但目前很多改革(ge)(ge)(ge)措施還(huan)不到(dao)(dao)位,在國有(you)資(zi)產(chan)管理(li)(li)體(ti)制(zhi)方面(mian)亦有(you)一(yi)(yi)些政(zheng)(zheng)(zheng)(zheng)(zheng)企不分(fen)的(de)現(xian)象(xiang)存在。從根(gen)本上(shang)解決這些問題,需(xu)(xu)要進一(yi)(yi)步完善(shan)國有(you)資(zi)產(chan)管理(li)(li)體(ti)制(zhi),進一(yi)(yi)步促進行(xing)政(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)制(zhi)改革(ge)(ge)(ge)和(he)政(zheng)(zheng)(zheng)(zheng)(zheng)府職能(neng)轉變(bian)(bian),推(tui)動(dong)各(ge)級(ji)政(zheng)(zheng)(zheng)(zheng)(zheng)府公(gong)共管理(li)(li)部門與所屬企業脫鉤,把精力集(ji)中到(dao)(dao)社會公(gong)共管理(li)(li)上(shang)來。


  第四,完善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資產管理(li)體(ti)制(zhi)(zhi)(zhi)是深(shen)(shen)化國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)改革(ge)(ge)的(de)(de)迫切要(yao)(yao)求。完善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資產管理(li)體(ti)制(zhi)(zhi)(zhi)與深(shen)(shen)化國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)改革(ge)(ge)具有(you)(you)內在的(de)(de)緊密聯(lian)系,國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)要(yao)(yao)適應市(shi)場化、國(guo)(guo)(guo)(guo)際化新形勢(shi),在作為獨(du)立法人和市(shi)場競爭主(zhu)體(ti)方面必須更進一(yi)步,這就要(yao)(yao)求進一(yi)步做(zuo)到政企(qi)分(fen)開、政資分(fen)開,相(xiang)應地必須完善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資產管理(li)體(ti)制(zhi)(zhi)(zhi)。而(er)且,完善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資產管理(li)體(ti)制(zhi)(zhi)(zhi)對突破(po)國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)體(ti)制(zhi)(zhi)(zhi)障(zhang)礙具有(you)(you)較(jiao)強(qiang)的(de)(de)牽引作用,遇到的(de)(de)障(zhang)礙和阻(zu)力相(xiang)對較(jiao)小,成(cheng)為深(shen)(shen)化國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)改革(ge)(ge)的(de)(de)推進器(qi)和加速器(qi)。從這些意義上講,完善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資產管理(li)體(ti)制(zhi)(zhi)(zhi)是深(shen)(shen)化國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)改革(ge)(ge)的(de)(de)一(yi)個重要(yao)(yao)條(tiao)件,構(gou)成(cheng)了(le)深(shen)(shen)化國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業(ye)市(shi)場化改革(ge)(ge)的(de)(de)重要(yao)(yao)基(ji)礎(chu)。


  第五,完(wan)善國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理體(ti)制(zhi)(zhi)是積(ji)(ji)極(ji)發(fa)(fa)(fa)展(zhan)混(hun)合(he)所有(you)(you)(you)(you)制(zhi)(zhi)經(jing)濟(ji)的(de)(de)內在(zai)要(yao)求(qiu)(qiu)(qiu)。積(ji)(ji)極(ji)發(fa)(fa)(fa)展(zhan)“國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本、集體(ti)資(zi)(zi)(zi)(zi)(zi)本、非公(gong)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本等交叉持股、相(xiang)互融合(he)的(de)(de)混(hun)合(he)所有(you)(you)(you)(you)制(zhi)(zhi)經(jing)濟(ji),”必然要(yao)求(qiu)(qiu)(qiu)完(wan)善國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理體(ti)制(zhi)(zhi)。隨(sui)著混(hun)合(he)所有(you)(you)(you)(you)制(zhi)(zhi)經(jing)濟(ji)的(de)(de)發(fa)(fa)(fa)展(zhan),國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業(ye)的(de)(de)產(chan)(chan)(chan)(chan)權制(zhi)(zhi)度和(he)產(chan)(chan)(chan)(chan)權結構必然發(fa)(fa)(fa)生重大(da)調(diao)整和(he)變(bian)化,對現(xian)有(you)(you)(you)(you)的(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理體(ti)制(zhi)(zhi)會帶來新的(de)(de)挑戰和(he)問(wen)題,要(yao)求(qiu)(qiu)(qiu)各級國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)出(chu)資(zi)(zi)(zi)(zi)(zi)人機構與國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業(ye)的(de)(de)關(guan)系進行(xing)調(diao)整,要(yao)求(qiu)(qiu)(qiu)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)管(guan)機構承擔的(de)(de)職責任(ren)務、組織設置(zhi)等進行(xing)變(bian)動,要(yao)求(qiu)(qiu)(qiu)現(xian)行(xing)的(de)(de)管(guan)理國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業(ye)的(de)(de)方式和(he)方法進行(xing)改變(bian),原(yuan)來以管(guan)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)為主的(de)(de)監(jian)管(guan)方式已無(wu)法滿足和(he)適應發(fa)(fa)(fa)展(zhan)混(hun)合(he)所有(you)(you)(you)(you)制(zhi)(zhi)經(jing)濟(ji)的(de)(de)需要(yao),迫切要(yao)求(qiu)(qiu)(qiu)轉到以管(guan)資(zi)(zi)(zi)(zi)(zi)本為主加強國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)管(guan)上來。


  當前及今后的重點工作任務


  黨的十八屆三中(zhong)全會總結國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)理(li)體制改(gai)革的經(jing)(jing)驗并(bing)根據新的形勢強調完善國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)理(li)體制,并(bing)提出以管(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本為主(zhu)加強國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)管(guan)(guan)(guan)。貫徹落實(shi)中(zhong)央(yang)關于(yu)完善國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)理(li)體制的要求,必須(xu)(xu)堅(jian)持(chi)社會主(zhu)義市(shi)場(chang)經(jing)(jing)濟改(gai)革方向和堅(jian)持(chi)社會主(zhu)義基本經(jing)(jing)濟制度,充分(fen)發揮市(shi)場(chang)在(zai)國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)資(zi)(zi)(zi)(zi)源配(pei)(pei)置(zhi)中(zhong)的決定性(xing)作用,遵循市(shi)場(chang)經(jing)(jing)濟規律經(jing)(jing)營管(guan)(guan)(guan)理(li)國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan),推動國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本優化(hua)配(pei)(pei)置(zhi),實(shi)現國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)的保值(zhi)增值(zhi),同時,努力使各類國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)實(shi)現最優化(hua)配(pei)(pei)置(zhi)、最充分(fen)使用,爭取(qu)經(jing)(jing)濟效益和社會效益的統一(yi),更(geng)好發揮國(guo)有(you)(you)(you)經(jing)(jing)濟的主(zhu)導作用。當前和今后一(yi)個時期,完善國(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)(guan)(guan)理(li)體制必須(xu)(xu)在(zai)以下幾個方面取(qu)得實(shi)質(zhi)性(xing)進展。


  一(yi)是完(wan)善(shan)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管機構(gou)(gou)和職能(neng)。進(jin)一(yi)步(bu)明確各類(lei)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)的(de)責任(ren)主體,明晰產(chan)(chan)(chan)權(quan)關系,建立體制機制,落實監(jian)(jian)(jian)管責任(ren)。進(jin)一(yi)步(bu)完(wan)善(shan)中央、省(區、市)、市(地)三(san)級經營性(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管機構(gou)(gou),經營性(xing)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)規模較大(da)的(de)縣(市)可探索(suo)設立獨立的(de)監(jian)(jian)(jian)管機構(gou)(gou)。進(jin)一(yi)步(bu)落實“上級政(zheng)府國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督管理(li)機構(gou)(gou)依法(fa)對下級政(zheng)府的(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督管理(li)工作進(jin)行指(zhi)導和監(jian)(jian)(jian)督”的(de)規定,各級國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管機構(gou)(gou)在(zai)依法(fa)履行職責的(de)基礎上,深入開(kai)展國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管,防止將(jiang)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管職責混同于行政(zheng)管理(li)職能(neng),形成新的(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)多頭監(jian)(jian)(jian)管。

  三是推進經(jing)營性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)集中(zhong)(zhong)統一監(jian)管(guan)(guan)(guan)(guan)(guan)。明確(que)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)政策(ce)制度(du)的(de)(de)(de)統一性(xing)。經(jing)營性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)要(yao)堅持已形成并在實(shi)踐中(zhong)(zhong)證明行(xing)之有(you)(you)效(xiao)的(de)(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)法(fa)律法(fa)規的(de)(de)(de)基本原則(ze),要(yao)有(you)(you)明確(que)的(de)(de)(de)出資(zi)(zi)主體,要(yao)落實(shi)保值增(zeng)值責任,要(yao)建(jian)立考核與(yu)薪酬掛(gua)鉤(gou)的(de)(de)(de)激勵約束機制,提高(gao)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)效(xiao)能。總結推廣部分(fen)地方開展集中(zhong)(zhong)統一監(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)(de)經(jing)驗,充分(fen)發揮(hui)各級國(guo)(guo)資(zi)(zi)委的(de)(de)(de)專業(ye)化(hua)監(jian)管(guan)(guan)(guan)(guan)(guan)優(you)勢,探索實(shi)現國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)的(de)(de)(de)全(quan)覆蓋,防止經(jing)營性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)(guan)(guan)條(tiao)塊分(fen)割,為(wei)在更大范圍優(you)化(hua)配置資(zi)(zi)源(yuan)、提高(gao)國(guo)(guo)有(you)(you)資(zi)(zi)本運行(xing)效(xiao)率(lv)、加快資(zi)(zi)源(yuan)整合和企(qi)業(ye)重組、培育具有(you)(you)核心(xin)競(jing)爭力(li)的(de)(de)(de)企(qi)業(ye)集團創(chuang)造有(you)(you)利條(tiao)件。
