經濟日報:不斷完善國有資產管理體制

  完善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)是深化經(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)(ge)的(de)(de)(de)一(yi)項重要(yao)任務,是推進行政(zheng)體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)(ge)的(de)(de)(de)重要(yao)組成部分。有(you)(you)效的(de)(de)(de)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)是增強(qiang)(qiang)國(guo)有(you)(you)經(jing)濟(ji)活力和(he)競爭(zheng)力、實現國(guo)有(you)(you)企業(ye)持續健(jian)康(kang)發展、防(fang)止國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)流失的(de)(de)(de)制(zhi)(zhi)(zhi)(zhi)度保障。黨的(de)(de)(de)十(shi)八(ba)屆三中全會從積極(ji)發展混合(he)所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)濟(ji)的(de)(de)(de)要(yao)求出發強(qiang)(qiang)調,完善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi),以管(guan)資(zi)(zi)本為主加強(qiang)(qiang)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監管(guan)。這既是對國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)革(ge)(ge)已經(jing)取(qu)得成效的(de)(de)(de)充分肯定(ding),也是對加強(qiang)(qiang)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)監管(guan)作出的(de)(de)(de)新的(de)(de)(de)部署。我(wo)們要(yao)深刻領(ling)會和(he)認(ren)真貫徹這一(yi)精神(shen),以改(gai)革(ge)(ge)創新的(de)(de)(de)精神(shen)不(bu)斷完善(shan)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)制(zhi)(zhi)(zhi)(zhi)。


  完善國有資產管理體制的意義


  我們黨(dang)歷來十(shi)(shi)分(fen)重視(shi)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體(ti)制的(de)(de)(de)改革和(he)完善(shan)。黨(dang)的(de)(de)(de)十(shi)(shi)七大報告(gao)提(ti)出,加快建設國(guo)有(you)(you)(you)資(zi)(zi)(zi)本經(jing)營預(yu)算制度(du)。黨(dang)的(de)(de)(de)十(shi)(shi)八(ba)大報告(gao)再次強調,完善(shan)各類(lei)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體(ti)制。黨(dang)的(de)(de)(de)十(shi)(shi)八(ba)屆三(san)中全會從積極(ji)發展(zhan)混合所有(you)(you)(you)制經(jing)濟(ji)出發,對完善(shan)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體(ti)制作(zuo)出了新的(de)(de)(de)部署。完善(shan)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體(ti)制,就是要在國(guo)有(you)(you)(you)資(zi)(zi)(zi)產改革已經(jing)取得成(cheng)效的(de)(de)(de)基礎上(shang),認真總結經(jing)驗,分(fen)析(xi)不足,進一步健全適應社會主(zhu)義(yi)市場經(jing)濟(ji)要求(qiu)的(de)(de)(de)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產管(guan)理(li)體(ti)制,為保護好、利用好、經(jing)營好各類(lei)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產提(ti)供可靠的(de)(de)(de)制度(du)保障,以最大限(xian)度(du)地發揮(hui)好各類(lei)國(guo)有(you)(you)(you)資(zi)(zi)(zi)產的(de)(de)(de)作(zuo)用,創造更好的(de)(de)(de)經(jing)濟(ji)效益和(he)社會效益,為建設中國(guo)特色社會主(zhu)義(yi)提(ti)供堅實的(de)(de)(de)基礎。


  第一(yi),完(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管理(li)(li)體(ti)制(zhi)(zhi)(zhi)是健(jian)全社會(hui)主(zhu)義市場經(jing)濟體(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)必(bi)然選擇。完(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管理(li)(li)體(ti)制(zhi)(zhi)(zhi)既是經(jing)濟體(ti)制(zhi)(zhi)(zhi)改(gai)革(ge)的(de)(de)(de)重(zhong)要(yao)內容,也是深化(hua)行(xing)政體(ti)制(zhi)(zhi)(zhi)改(gai)革(ge)的(de)(de)(de)重(zhong)要(yao)組成部(bu)分,是理(li)(li)順政府(fu)與(yu)市場關(guan)系的(de)(de)(de)一(yi)個(ge)重(zhong)要(yao)方(fang)面。完(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管理(li)(li)體(ti)制(zhi)(zhi)(zhi),重(zhong)點就在于使國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管理(li)(li)更(geng)(geng)好地適(shi)應(ying)健(jian)全社會(hui)主(zhu)義市場經(jing)濟體(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)要(yao)求(qiu)(qiu)。健(jian)全社會(hui)主(zhu)義市場經(jing)濟體(ti)制(zhi)(zhi)(zhi),要(yao)求(qiu)(qiu)公有(you)制(zhi)(zhi)(zhi)與(yu)市場經(jing)濟更(geng)(geng)好結合,要(yao)求(qiu)(qiu)更(geng)(geng)好發(fa)揮國(guo)(guo)(guo)有(you)經(jing)濟的(de)(de)(de)主(zhu)導(dao)作(zuo)用(yong),要(yao)求(qiu)(qiu)國(guo)(guo)(guo)有(you)企業更(geng)(geng)好適(shi)應(ying)市場化(hua)和(he)國(guo)(guo)(guo)際化(hua)的(de)(de)(de)要(yao)求(qiu)(qiu),這些都需要(yao)以(yi)完(wan)善的(de)(de)(de)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產管理(li)(li)體(ti)制(zhi)(zhi)(zhi)為保(bao)障。


  第二,完善(shan)國(guo)有(you)資(zi)產管理體制(zhi)是堅持和(he)完善(shan)基本經(jing)濟(ji)制(zhi)度的(de)必(bi)然要求。堅持和(he)完善(shan)公(gong)有(you)制(zhi)為(wei)主體、多(duo)(duo)種(zhong)所有(you)制(zhi)經(jing)濟(ji)共同發(fa)展(zhan)的(de)基本經(jing)濟(ji)制(zhi)度,必(bi)須保(bao)護好、利用好、經(jing)營(ying)好全(quan)國(guo)人(ren)民多(duo)(duo)年發(fa)展(zhan)和(he)積累的(de)國(guo)有(you)資(zi)產。能(neng)否通過(guo)體制(zhi)改革(ge)和(he)制(zhi)度創新(xin),進一步提高(gao)國(guo)有(you)資(zi)產的(de)質量和(he)效益,直接(jie)關(guan)系到國(guo)有(you)經(jing)濟(ji)主導作用的(de)發(fa)揮(hui),關(guan)系到公(gong)有(you)制(zhi)主體地(di)位的(de)堅持,關(guan)系到基本經(jing)濟(ji)制(zhi)度的(de)完善(shan),關(guan)系到社會主義制(zhi)度優越性的(de)更(geng)好發(fa)揮(hui)。


  第三,完(wan)(wan)善國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)是深化行(xing)政(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革、轉變(bian)政(zheng)府職(zhi)能的(de)客觀需要。深化行(xing)政(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革,轉變(bian)政(zheng)府職(zhi)能,是全面深化改(gai)(gai)革的(de)一項重要內容,深入推進(jin)政(zheng)企分(fen)開(kai)、政(zheng)資(zi)分(fen)開(kai)、政(zheng)事分(fen)開(kai)、政(zheng)社分(fen)開(kai),對完(wan)(wan)善國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)提(ti)出了新的(de)要求。近年來,我國(guo)行(xing)政(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革、政(zheng)府職(zhi)能轉變(bian)取得積極進(jin)展,但目前很多(duo)改(gai)(gai)革措施(shi)還不(bu)到位,在國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)方面亦有(you)(you)(you)一些政(zheng)企不(bu)分(fen)的(de)現象存在。從(cong)根(gen)本上(shang)解決(jue)這些問題(ti),需要進(jin)一步完(wan)(wan)善國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)(li)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi),進(jin)一步促(cu)進(jin)行(xing)政(zheng)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改(gai)(gai)革和政(zheng)府職(zhi)能轉變(bian),推動(dong)各級政(zheng)府公共管(guan)理(li)(li)部(bu)門與所(suo)屬企業脫鉤,把精(jing)力集中到社會公共管(guan)理(li)(li)上(shang)來。


  第四(si),完(wan)(wan)善國(guo)(guo)有(you)(you)(you)(you)(you)資產管(guan)理(li)體(ti)(ti)(ti)(ti)制(zhi)是深(shen)化國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)改(gai)(gai)革的(de)迫切(qie)要(yao)(yao)求。完(wan)(wan)善國(guo)(guo)有(you)(you)(you)(you)(you)資產管(guan)理(li)體(ti)(ti)(ti)(ti)制(zhi)與(yu)深(shen)化國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)改(gai)(gai)革具有(you)(you)(you)(you)(you)內在的(de)緊(jin)密聯(lian)系,國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)要(yao)(yao)適應市場化、國(guo)(guo)際化新形(xing)勢,在作為獨立法人(ren)和(he)市場競爭主體(ti)(ti)(ti)(ti)方(fang)面必須(xu)更(geng)進(jin)一步,這就要(yao)(yao)求進(jin)一步做到政企(qi)分開(kai)、政資分開(kai),相應地必須(xu)完(wan)(wan)善國(guo)(guo)有(you)(you)(you)(you)(you)資產管(guan)理(li)體(ti)(ti)(ti)(ti)制(zhi)。而且,完(wan)(wan)善國(guo)(guo)有(you)(you)(you)(you)(you)資產管(guan)理(li)體(ti)(ti)(ti)(ti)制(zhi)對突破國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)體(ti)(ti)(ti)(ti)制(zhi)障礙具有(you)(you)(you)(you)(you)較強的(de)牽引作用(yong),遇到的(de)障礙和(he)阻力相對較小,成為深(shen)化國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)改(gai)(gai)革的(de)推進(jin)器和(he)加(jia)速器。從(cong)這些意(yi)義上講,完(wan)(wan)善國(guo)(guo)有(you)(you)(you)(you)(you)資產管(guan)理(li)體(ti)(ti)(ti)(ti)制(zhi)是深(shen)化國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)改(gai)(gai)革的(de)一個重要(yao)(yao)條件,構(gou)成了深(shen)化國(guo)(guo)有(you)(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)市場化改(gai)(gai)革的(de)重要(yao)(yao)基(ji)礎。


  第五,完善(shan)(shan)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制是積極發(fa)展混(hun)合(he)(he)所(suo)(suo)有(you)(you)(you)(you)制經濟(ji)的(de)(de)內(nei)在(zai)要(yao)(yao)(yao)(yao)求。積極發(fa)展“國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)、集體(ti)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)、非公有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)等交叉持(chi)股(gu)、相互融合(he)(he)的(de)(de)混(hun)合(he)(he)所(suo)(suo)有(you)(you)(you)(you)制經濟(ji),”必然(ran)要(yao)(yao)(yao)(yao)求完善(shan)(shan)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制。隨著混(hun)合(he)(he)所(suo)(suo)有(you)(you)(you)(you)制經濟(ji)的(de)(de)發(fa)展,國(guo)有(you)(you)(you)(you)企業的(de)(de)產(chan)權制度和產(chan)權結構(gou)必然(ran)發(fa)生重大(da)調整和變化(hua),對(dui)現有(you)(you)(you)(you)的(de)(de)國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制會帶來(lai)新的(de)(de)挑戰(zhan)和問(wen)題,要(yao)(yao)(yao)(yao)求各(ge)級國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)出資(zi)(zi)(zi)(zi)(zi)(zi)人機構(gou)與(yu)國(guo)有(you)(you)(you)(you)企業的(de)(de)關系進(jin)行(xing)調整,要(yao)(yao)(yao)(yao)求國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)(guan)(guan)機構(gou)承擔的(de)(de)職(zhi)責(ze)任務、組(zu)織(zhi)設置等進(jin)行(xing)變動,要(yao)(yao)(yao)(yao)求現行(xing)的(de)(de)管(guan)(guan)(guan)(guan)理(li)國(guo)有(you)(you)(you)(you)企業的(de)(de)方(fang)(fang)式和方(fang)(fang)法(fa)進(jin)行(xing)改變,原來(lai)以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)為主的(de)(de)監管(guan)(guan)(guan)(guan)方(fang)(fang)式已無法(fa)滿(man)足和適應(ying)發(fa)展混(hun)合(he)(he)所(suo)(suo)有(you)(you)(you)(you)制經濟(ji)的(de)(de)需要(yao)(yao)(yao)(yao),迫切要(yao)(yao)(yao)(yao)求轉到以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)為主加強國(guo)有(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)(guan)(guan)上來(lai)。


  當前及今后的重點工作任務


  黨的(de)十(shi)八屆三(san)中全會(hui)總結國有資(zi)(zi)(zi)產(chan)(chan)管理體制(zhi)(zhi)改革的(de)經(jing)(jing)驗并根據新的(de)形(xing)勢強調完(wan)善(shan)(shan)國有資(zi)(zi)(zi)產(chan)(chan)管理體制(zhi)(zhi),并提(ti)出以管資(zi)(zi)(zi)本為主(zhu)加強國有資(zi)(zi)(zi)產(chan)(chan)監(jian)管。貫徹(che)落(luo)實(shi)中央關(guan)于完(wan)善(shan)(shan)國有資(zi)(zi)(zi)產(chan)(chan)管理體制(zhi)(zhi)的(de)要求,必(bi)須(xu)堅持(chi)社會(hui)主(zhu)義(yi)市(shi)場經(jing)(jing)濟(ji)改革方(fang)向和堅持(chi)社會(hui)主(zhu)義(yi)基本經(jing)(jing)濟(ji)制(zhi)(zhi)度,充(chong)分發揮市(shi)場在(zai)國有資(zi)(zi)(zi)產(chan)(chan)資(zi)(zi)(zi)源配置中的(de)決定性作(zuo)用(yong)(yong),遵(zun)循市(shi)場經(jing)(jing)濟(ji)規律經(jing)(jing)營管理國有資(zi)(zi)(zi)產(chan)(chan),推動國有資(zi)(zi)(zi)本優(you)化配置,實(shi)現國有資(zi)(zi)(zi)產(chan)(chan)的(de)保(bao)值(zhi)增值(zhi),同時,努力使各(ge)類(lei)國有資(zi)(zi)(zi)產(chan)(chan)實(shi)現最優(you)化配置、最充(chong)分使用(yong)(yong),爭取(qu)經(jing)(jing)濟(ji)效益和社會(hui)效益的(de)統一(yi),更好發揮國有經(jing)(jing)濟(ji)的(de)主(zhu)導作(zuo)用(yong)(yong)。當前和今后一(yi)個(ge)時期,完(wan)善(shan)(shan)國有資(zi)(zi)(zi)產(chan)(chan)管理體制(zhi)(zhi)必(bi)須(xu)在(zai)以下幾個(ge)方(fang)面取(qu)得實(shi)質性進展。


  一(yi)(yi)是完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)和職(zhi)(zhi)(zhi)能。進(jin)一(yi)(yi)步明(ming)確(que)各類(lei)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)的(de)責任主體(ti),明(ming)晰(xi)產(chan)(chan)(chan)權(quan)關系(xi),建(jian)立體(ti)制(zhi)機(ji)制(zhi),落(luo)實(shi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)責任。進(jin)一(yi)(yi)步完善中央、省(區、市(shi))、市(shi)(地)三級(ji)經營性(xing)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou),經營性(xing)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)規(gui)模較大的(de)縣(市(shi))可(ke)探索設(she)立獨立的(de)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)。進(jin)一(yi)(yi)步落(luo)實(shi)“上(shang)級(ji)政府國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督(du)管(guan)(guan)(guan)(guan)(guan)理(li)(li)機(ji)構(gou)依(yi)法對下(xia)級(ji)政府的(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)督(du)管(guan)(guan)(guan)(guan)(guan)理(li)(li)工作進(jin)行指導和監(jian)(jian)(jian)督(du)”的(de)規(gui)定,各級(ji)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)在依(yi)法履行職(zhi)(zhi)(zhi)責的(de)基(ji)礎上(shang),深入開展國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan),防(fang)止將國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)職(zhi)(zhi)(zhi)責混同于行政管(guan)(guan)(guan)(guan)(guan)理(li)(li)職(zhi)(zhi)(zhi)能,形成(cheng)新的(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)多頭(tou)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。

  三是推進經(jing)(jing)營(ying)(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產集中統一(yi)監(jian)(jian)(jian)(jian)管(guan)。明確(que)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)政策制度的(de)(de)統一(yi)性。經(jing)(jing)營(ying)(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)要(yao)堅持已(yi)形成并在實踐中證明行(xing)(xing)之有(you)(you)效(xiao)的(de)(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)法(fa)律法(fa)規的(de)(de)基本原則,要(yao)有(you)(you)明確(que)的(de)(de)出資(zi)(zi)(zi)(zi)(zi)主體,要(yao)落(luo)實保值(zhi)增值(zhi)責任,要(yao)建(jian)立考(kao)核與薪酬掛鉤的(de)(de)激勵(li)約束機(ji)制,提(ti)高國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)效(xiao)能。總結推廣部(bu)分(fen)地方開展集中統一(yi)監(jian)(jian)(jian)(jian)管(guan)的(de)(de)經(jing)(jing)驗(yan),充分(fen)發(fa)揮各(ge)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委的(de)(de)專業(ye)化(hua)(hua)監(jian)(jian)(jian)(jian)管(guan)優勢,探索(suo)實現國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)的(de)(de)全(quan)覆蓋,防止經(jing)(jing)營(ying)(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)管(guan)條塊分(fen)割,為(wei)在更大范圍(wei)優化(hua)(hua)配置(zhi)資(zi)(zi)(zi)(zi)(zi)源、提(ti)高國(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本運(yun)行(xing)(xing)效(xiao)率、加快資(zi)(zi)(zi)(zi)(zi)源整合和企業(ye)重組(zu)、培育具有(you)(you)核心競爭力(li)的(de)(de)企業(ye)集團創(chuang)造有(you)(you)利條件。


  四是促進混(hun)(hun)合(he)所有(you)制(zhi)(zhi)經(jing)濟(ji)的(de)快速(su)發展(zhan)。完(wan)善(shan)國(guo)有(you)資(zi)(zi)(zi)產管理體(ti)(ti)制(zhi)(zhi),改革國(guo)有(you)資(zi)(zi)(zi)本(ben)授權經(jing)營(ying)體(ti)(ti)制(zhi)(zhi),使(shi)國(guo)有(you)資(zi)(zi)(zi)產管理體(ti)(ti)制(zhi)(zhi)更好適(shi)應和滿(man)足發展(zhan)混(hun)(hun)合(he)所有(you)制(zhi)(zhi)經(jing)濟(ji)的(de)需(xu)要,為國(guo)有(you)經(jing)濟(ji)和其他所有(you)制(zhi)(zhi)經(jing)濟(ji)發展(zhan)成為混(hun)(hun)合(he)所有(you)制(zhi)(zhi)經(jing)濟(ji)、非國(guo)有(you)資(zi)(zi)(zi)本(ben)參股(gu)國(guo)有(you)資(zi)(zi)(zi)本(ben)投資(zi)(zi)(zi)項(xiang)目、實(shi)行企(qi)業(ye)員工持股(gu)、發展(zhan)非公有(you)資(zi)(zi)(zi)本(ben)控股(gu)的(de)混(hun)(hun)合(he)所有(you)制(zhi)(zhi)企(qi)業(ye)等(deng)提供(gong)體(ti)(ti)制(zhi)(zhi)保(bao)障。同時(shi),通過完(wan)善(shan)國(guo)有(you)資(zi)(zi)(zi)產管理體(ti)(ti)制(zhi)(zhi),防止國(guo)有(you)資(zi)(zi)(zi)產流失,保(bao)證混(hun)(hun)合(he)所有(you)制(zhi)(zhi)經(jing)濟(ji)規(gui)范健康(kang)發展(zhan)。
