經濟日報:正確理解市場決定性作用

    使市場在資源配置中起決定性(xing)作用是(shi)新提法(fa)、新論(lun)斷,是(shi)我國全(quan)面建(jian)成(cheng)小康社會新階段為(wei)進一步積極穩妥從廣度和深(shen)度上(shang)推進市場化改革而(er)提出的(de)新指(zhi)針,具有(you)重大(da)的(de)理論(lun)和實踐意義。


    基礎性作用提法的繼承和發展


  《決定(ding)》用(yong)市場在資源配(pei)置中起決定(ding)性(xing)作用(yong)代替(ti)原來的基礎性(xing)作用(yong),主要原因(yin)有以(yi)下三(san)點(dian)。


  第一(yi),這是我們黨對(dui)(dui)社(she)會主義(yi)(yi)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)改革認(ren)(ren)識不斷深化的(de)(de)(de)結(jie)果。1992年(nian),黨的(de)(de)(de)十四(si)大確立社(she)會主義(yi)(yi)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)改革目標時,就提出(chu)(chu)了使(shi)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)在(zai)(zai)社(she)會主義(yi)(yi)國家宏觀(guan)調控下(xia)對(dui)(dui)資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)起基(ji)礎性作(zuo)(zuo)用(yong)。2002年(nian),黨的(de)(de)(de)十六大進(jin)(jin)一(yi)歩提出(chu)(chu),在(zai)(zai)更大程(cheng)度上發(fa)揮(hui)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)在(zai)(zai)資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)中的(de)(de)(de)基(ji)礎性作(zuo)(zuo)用(yong),健全統(tong)一(yi)、開放、競爭(zheng)有(you)序的(de)(de)(de)現代市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系(xi)。2012年(nian)黨的(de)(de)(de)十八(ba)大更進(jin)(jin)一(yi)步提出(chu)(chu),更大程(cheng)度更廣范圍發(fa)揮(hui)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)在(zai)(zai)資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)中的(de)(de)(de)基(ji)礎性作(zuo)(zuo)用(yong)。可以看出(chu)(chu),20年(nian)來,對(dui)(dui)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)機制(zhi)作(zuo)(zuo)用(yong)的(de)(de)(de)認(ren)(ren)識是逐步往前走的(de)(de)(de)。人(ren)們越來越深切(qie)地感受到(dao),資(zi)(zi)(zi)源(yuan)的(de)(de)(de)稀缺性要求(qiu)不斷提高資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)效率,而迄今為止的(de)(de)(de)中外(wai)實踐(jian)表明(ming),市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)配(pei)置(zhi)資(zi)(zi)(zi)源(yuan)是最為有(you)效率的(de)(de)(de),市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)就是市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)配(pei)置(zhi)資(zi)(zi)(zi)源(yuan)的(de)(de)(de)經(jing)濟(ji)。《決定》指出(chu)(chu),市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)決定資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)是市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)的(de)(de)(de)一(yi)般規律(lv),健全社(she)會主義(yi)(yi)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)體(ti)制(zhi)必須遵循這條規律(lv)。能夠更加確切(qie)和鮮明(ming)地反映市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)機制(zhi)對(dui)(dui)資(zi)(zi)(zi)源(yuan)配(pei)置(zhi)的(de)(de)(de)支配(pei)作(zuo)(zuo)用(yong),反映市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)的(de)(de)(de)基(ji)本規律(lv)價值規律(lv)的(de)(de)(de)內在(zai)(zai)要求(qiu)。


  第二,這是(shi)經(jing)濟(ji)改(gai)革(ge)(ge)實踐發(fa)展的(de)(de)(de)必(bi)然選擇。黨的(de)(de)(de)十四大確立社會(hui)(hui)(hui)主(zhu)義(yi)市(shi)(shi)場(chang)經(jing)濟(ji)體(ti)制改(gai)革(ge)(ge)目(mu)標后,在(zai)市(shi)(shi)場(chang)化改(gai)革(ge)(ge)推(tui)動(dong)(dong)(dong)下,比較快(kuai)地初步建立起社會(hui)(hui)(hui)主(zhu)義(yi)市(shi)(shi)場(chang)經(jing)濟(ji)體(ti)制。但是(shi)還不(bu)(bu)完善,還存(cun)在(zai)不(bu)(bu)少體(ti)制性弊端,突出地表現在(zai)政(zheng)(zheng)(zheng)府直接配(pei)置資(zi)源過(guo)多,政(zheng)(zheng)(zheng)府對(dui)社會(hui)(hui)(hui)經(jing)濟(ji)活(huo)動(dong)(dong)(dong)干預過(guo)多,存(cun)在(zai)多種(zhong)形式的(de)(de)(de)行政(zheng)(zheng)(zheng)壟斷。這說明(ming),在(zai)政(zheng)(zheng)(zheng)府和(he)(he)市(shi)(shi)場(chang)的(de)(de)(de)關系(xi)方面(mian)存(cun)在(zai)政(zheng)(zheng)(zheng)府越位(wei)和(he)(he)缺(que)位(wei)現象(xiang),從而在(zai)相(xiang)當程度(du)上(shang)影響市(shi)(shi)場(chang)機制對(dui)于社會(hui)(hui)(hui)經(jing)濟(ji)活(huo)動(dong)(dong)(dong)的(de)(de)(de)調(diao)節作用(yong)。《決定(ding)》提(ti)出市(shi)(shi)場(chang)在(zai)資(zi)源配(pei)置中起決定(ding)性作用(yong),意(yi)味著凡是(shi)依靠市(shi)(shi)場(chang)機制能夠帶來較高效率(lv)和(he)(he)效益,并且不(bu)(bu)會(hui)(hui)(hui)損害社會(hui)(hui)(hui)公平和(he)(he)正義(yi)的(de)(de)(de),都要交給市(shi)(shi)場(chang),政(zheng)(zheng)(zheng)府和(he)(he)社會(hui)(hui)(hui)組織都不(bu)(bu)要干預。各個市(shi)(shi)場(chang)主(zhu)體(ti)在(zai)遵從市(shi)(shi)場(chang)規(gui)則(ze)范圍內(nei),根據市(shi)(shi)場(chang)價格信號,通過(guo)技術進步、勞(lao)動(dong)(dong)(dong)者素質(zhi)提(ti)高、管理創新,努力提(ti)高產品(pin)和(he)(he)服務質(zhi)量,降低成本,在(zai)公平的(de)(de)(de)市(shi)(shi)場(chang)競爭(zheng)中求生存(cun)求發(fa)展,優勝(sheng)劣汰,從而不(bu)(bu)斷提(ti)高社會(hui)(hui)(hui)生產力。


  第三,可(ke)以更(geng)好(hao)發揮政府(fu)作(zuo)用。市(shi)(shi)(shi)場(chang)在資源配置中起(qi)決(jue)定性作(zuo)用并(bing)不(bu)意味著不(bu)重視政府(fu)的作(zuo)用,而(er)是(shi)要(yao)(yao)明確政府(fu)職能,更(geng)好(hao)發揮政府(fu)作(zuo)用。《決(jue)定》明確指出,政府(fu)的職責(ze)和(he)(he)作(zuo)用主要(yao)(yao)是(shi)保(bao)(bao)(bao)持宏觀經濟穩(wen)定,加(jia)強(qiang)和(he)(he)優化(hua)公共服(fu)務,保(bao)(bao)(bao)障公平競爭(zheng),加(jia)強(qiang)市(shi)(shi)(shi)場(chang)監管,維護(hu)市(shi)(shi)(shi)場(chang)秩序,推動可(ke)持續發展(zhan),促進共同富裕,彌(mi)補市(shi)(shi)(shi)場(chang)失靈(ling)。具體(ti)來說包括:一(yi)是(shi)要(yao)(yao)搞好(hao)宏觀經濟調控,保(bao)(bao)(bao)持宏觀經濟穩(wen)定運行,防止(zhi)大起(qi)大落。二是(shi)要(yao)(yao)加(jia)強(qiang)市(shi)(shi)(shi)場(chang)監管,維護(hu)市(shi)(shi)(shi)場(chang)公平競爭(zheng)秩序,政府(fu)主要(yao)(yao)是(shi)裁判員(yuan)(yuan)而(er)不(bu)是(shi)運動員(yuan)(yuan),即使(shi)對(dui)國(guo)有(you)企業也要(yao)(yao)實(shi)行政企分(fen)開政資分(fen)開。三是(shi)要(yao)(yao)做(zuo)好(hao)公共服(fu)務,這方面現(xian)在做(zuo)得很不(bu)到位,需要(yao)(yao)加(jia)快(kuai)補上去。四(si)是(shi)完善社會(hui)治理,加(jia)強(qiang)社會(hui)管理,促進社會(hui)和(he)(he)諧和(he)(he)全面進步(bu)。五是(shi)保(bao)(bao)(bao)護(hu)環境和(he)(he)生態,這是(shi)針對(dui)進入新(xin)世紀(ji)后我國(guo)環境生態問題突出而(er)對(dui)政府(fu)提(ti)出的新(xin)要(yao)(yao)求,也是(shi)我國(guo)五位一(yi)體(ti)建(jian)設對(dui)政府(fu)提(ti)出的新(xin)要(yao)(yao)求。


  決定性作用的三個指向


  第(di)一,解決(jue)政(zheng)(zheng)府對(dui)資(zi)(zi)(zi)源配(pei)置(zhi)干(gan)預過多問題。《決(jue)定(ding)》指出,必(bi)須積極穩妥(tuo)從廣度和深度上(shang)推進市(shi)(shi)(shi)場化(hua)改(gai)革(ge),大幅度減少政(zheng)(zheng)府對(dui)資(zi)(zi)(zi)源的(de)直接配(pei)置(zhi),推動資(zi)(zi)(zi)源配(pei)置(zhi)依據市(shi)(shi)(shi)場規則(ze)、市(shi)(shi)(shi)場價格(ge)、市(shi)(shi)(shi)場競(jing)爭實現效益最(zui)大化(hua)和效率最(zui)優化(hua)。政(zheng)(zheng)府的(de)職(zhi)(zhi)責(ze)和作(zuo)用主要是保持宏觀經(jing)濟(ji)穩定(ding),加(jia)強和優化(hua)公共服務(wu),保障市(shi)(shi)(shi)場公平(ping)競(jing)爭,加(jia)強市(shi)(shi)(shi)場監(jian)管,維護市(shi)(shi)(shi)場秩(zhi)序(xu),推動可持續發展,促進共同富裕,彌(mi)補市(shi)(shi)(shi)場失靈。因此,政(zheng)(zheng)府改(gai)革(ge)、政(zheng)(zheng)府職(zhi)(zhi)能轉換是目前經(jing)濟(ji)改(gai)革(ge)的(de)關鍵,全面(mian)深化(hua)改(gai)革(ge)的(de)關鍵,也是市(shi)(shi)(shi)場在資(zi)(zi)(zi)源配(pei)置(zhi)中起決(jue)定(ding)性作(zuo)用的(de)關鍵。


  第(di)二,解決(jue)市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系(xi)不健全(quan)、真正形成(cheng)公平(ping)(ping)(ping)競(jing)(jing)爭(zheng)(zheng)(zheng)的(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)環境問題。要(yao)使(shi)(shi)市(shi)(shi)(shi)場(chang)(chang)(chang)在(zai)資源(yuan)(yuan)配(pei)置(zhi)中(zhong)起(qi)決(jue)定性(xing)作用,需要(yao)有全(quan)國統一(yi)開放(fang)的(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系(xi)和公平(ping)(ping)(ping)競(jing)(jing)爭(zheng)(zheng)(zheng)的(de)(de)環境。目(mu)前我國的(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系(xi)還不夠完善,主(zhu)要(yao)表現(xian)在(zai)生產要(yao)素和資源(yuan)(yuan)產品價格市(shi)(shi)(shi)場(chang)(chang)(chang)化程(cheng)度不高(gao),存在(zai)不同(tong)程(cheng)度的(de)(de)扭曲,這同(tong)政府不當干(gan)預(yu)過多有關,也同(tong)市(shi)(shi)(shi)場(chang)(chang)(chang)發育不夠成(cheng)熟有關。所以,我們(men)必須加快(kuai)建立現(xian)代市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系(xi),政府要(yao)加強市(shi)(shi)(shi)場(chang)(chang)(chang)監管,營造公平(ping)(ping)(ping)競(jing)(jing)爭(zheng)(zheng)(zheng)的(de)(de)環境,使(shi)(shi)各個市(shi)(shi)(shi)場(chang)(chang)(chang)競(jing)(jing)爭(zheng)(zheng)(zheng)主(zhu)體(ti)在(zai)公平(ping)(ping)(ping)的(de)(de)舞臺上平(ping)(ping)(ping)等競(jing)(jing)爭(zheng)(zheng)(zheng),優(you)勝劣汰(tai),不斷提高(gao)效率。


  第三,解決對(dui)非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)的(de)(de)(de)(de)(de)一些歧視性(xing)規(gui)(gui)定,包括消除(chu)各種隱(yin)性(xing)壁壘設(she)置(zhi)等(deng)(deng)(deng)問題。首先是認(ren)識問題。一個時期以來,無論是理(li)論界(jie)還(huan)是經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)界(jie),總有(you)(you)(you)(you)(you)(you)(you)(you)人對(dui)非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)在社會主義市場經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)中的(de)(de)(de)(de)(de)地位和(he)作用估計不(bu)足,不(bu)承認(ren)非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)同公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)一樣都是我(wo)國經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)社會發展的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)基礎。《決定》對(dui)此(ci)作出了明確的(de)(de)(de)(de)(de)肯定的(de)(de)(de)(de)(de)回答,指出,公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)和(he)非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)都是社會主義市場經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)組成部分(fen),都是我(wo)國經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)社會發展的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)基礎。這是《決定》的(de)(de)(de)(de)(de)一個亮點。《決定》進一步明確指出,支(zhi)持非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)健(jian)康(kang)發展。非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)在支(zhi)撐增長(chang)、促進創新、擴大就業(ye)(ye)、增加稅(shui)收等(deng)(deng)(deng)方面(mian)具有(you)(you)(you)(you)(you)(you)(you)(you)重(zhong)(zhong)要(yao)作用。堅(jian)持權利平等(deng)(deng)(deng)、機會平等(deng)(deng)(deng)、規(gui)(gui)則平等(deng)(deng)(deng),廢(fei)除(chu)對(dui)非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)各種形式的(de)(de)(de)(de)(de)不(bu)合(he)理(li)規(gui)(gui)定,消除(chu)各種隱(yin)性(xing)壁壘,制(zhi)(zhi)定非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)企業(ye)(ye)進入(ru)特許(xu)經(jing)(jing)(jing)(jing)(jing)營領域具體(ti)辦法。鼓(gu)勵非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)企業(ye)(ye)參與(yu)國有(you)(you)(you)(you)(you)(you)(you)(you)企業(ye)(ye)改(gai)革(ge),鼓(gu)勵發展非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)資本控(kong)股的(de)(de)(de)(de)(de)混合(he)所有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)企業(ye)(ye),鼓(gu)勵有(you)(you)(you)(you)(you)(you)(you)(you)條件的(de)(de)(de)(de)(de)私(si)營企業(ye)(ye)建(jian)立現代企業(ye)(ye)制(zhi)(zhi)度。可(ke)以預見(jian),在《決定》指引下,我(wo)國非公(gong)(gong)(gong)(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)將會有(you)(you)(you)(you)(you)(you)(you)(you)更(geng)好(hao)更(geng)快(kuai)的(de)(de)(de)(de)(de)發展。


  圍繞決定性作用深化經濟體制改革


  深化(hua)經濟(ji)體制改革(ge),要緊緊圍繞(rao)使市場在資源配置中(zhong)起決定性作用(yong)展開。


  把積極(ji)發展混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)作為(wei)(wei)今(jin)(jin)后(hou)完善基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)(ji)制度的(de)(de)著力(li)點。《決定》對發展混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)特別重(zhong)(zhong)視,提(ti)出,國有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)、集(ji)體(ti)資(zi)本(ben)(ben)(ben)、非公有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)等交叉(cha)持(chi)股(gu)、相互融合(he)(he)的(de)(de)混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji),是(shi)基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)(ji)制度的(de)(de)重(zhong)(zhong)要實現形式。要求(qiu)積極(ji)發展混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)。發展混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji),為(wei)(wei)深化國有(you)(you)(you)(you)(you)(you)企業改革、國有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)戰略性調整進一步指明了(le)方向(xiang),為(wei)(wei)非公有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)參與國有(you)(you)(you)(you)(you)(you)企業改革改組、與其他資(zi)本(ben)(ben)(ben)平等競爭(zheng)進一步指明了(le)方向(xiang),是(shi)今(jin)(jin)后(hou)完善基(ji)本(ben)(ben)(ben)經(jing)濟(ji)(ji)(ji)制度的(de)(de)著力(li)點。今(jin)(jin)后(hou),要允(yun)許更多國有(you)(you)(you)(you)(you)(you)經(jing)濟(ji)(ji)(ji)和其他所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)發展成為(wei)(wei)混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)。國有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)新(xin)投資(zi)項目要鼓勵非國有(you)(you)(you)(you)(you)(you)資(zi)本(ben)(ben)(ben)參股(gu)。允(yun)許混合(he)(he)所有(you)(you)(you)(you)(you)(you)制經(jing)濟(ji)(ji)(ji)實行企業員工持(chi)股(gu),形成資(zi)本(ben)(ben)(ben)所有(you)(you)(you)(you)(you)(you)者和勞(lao)動者利益共同體(ti)。


  與此同時,要繼(ji)續(xu)(xu)推進國(guo)(guo)有(you)大(da)中型企(qi)業(ye)公(gong)(gong)司制(zhi)股份制(zhi)改革,完(wan)善(shan)公(gong)(gong)司法(fa)人治(zhi)理結(jie)構(gou);完(wan)善(shan)國(guo)(guo)有(you)資(zi)產(chan)監管(guan)體制(zhi),國(guo)(guo)資(zi)監管(guan)機構(gou)從管(guan)企(qi)業(ye)向管(guan)資(zi)本為主轉變,優化資(zi)本配(pei)置,提(ti)高國(guo)(guo)有(you)資(zi)本收益上繳公(gong)(gong)共(gong)財政比例(li),2020年提(ti)高到占30%,更多(duo)用于(yu)保障(zhang)和(he)改善(shan)民生(sheng)。繼(ji)續(xu)(xu)支持非公(gong)(gong)有(you)制(zhi)經濟發展,激發非公(gong)(gong)有(you)制(zhi)經濟活(huo)力(li)和(he)創造力(li)。


  著力(li)(li)清(qing)除(chu)市場(chang)壁壘,加快完善現代市場(chang)體系。《決定(ding)(ding)》第一(yi)(yi)次提(ti)(ti)出(chu)(chu)要探索在(zai)(zai)市場(chang)準入方面(mian)實(shi)(shi)行(xing)負面(mian)清(qing)單的(de)管(guan)理模(mo)式(shi),提(ti)(ti)出(chu)(chu),實(shi)(shi)行(xing)統一(yi)(yi)的(de)市場(chang)準入制度,在(zai)(zai)制定(ding)(ding)負面(mian)清(qing)單基(ji)礎上,各(ge)類市場(chang)主體可依法平等(deng)進入清(qing)單之外領域(yu)。探索對(dui)外商(shang)投資實(shi)(shi)行(xing)準入前國民待遇(yu)加負面(mian)清(qing)單的(de)管(guan)理模(mo)式(shi)。針對(dui)一(yi)(yi)個時期以來(lai)一(yi)(yi)些地方競相出(chu)(chu)臺優惠政策招(zhao)商(shang)引資進行(xing)惡性(xing)競爭(zheng),造成產能嚴重過剩等(deng)問題。今后(hou),要實(shi)(shi)行(xing)統一(yi)(yi)的(de)市場(chang)監(jian)管(guan),清(qing)理和(he)廢除(chu)妨(fang)礙全國統一(yi)(yi)市場(chang)和(he)公(gong)平競爭(zheng)的(de)各(ge)種規(gui)定(ding)(ding)和(he)做法,建(jian)立健全社會征信體系。與此(ci)同時,著力(li)(li)深化市場(chang)化價(jia)格改革(ge),《決定(ding)(ding)》提(ti)(ti)出(chu)(chu),完善主要由市場(chang)決定(ding)(ding)價(jia)格的(de)機制,推進水、石油、天(tian)然(ran)氣、電(dian)力(li)(li)、交通、電(dian)信等(deng)領域(yu)價(jia)格改革(ge),放(fang)開競爭(zheng)性(xing)環節(jie)價(jia)格。同時明確政府定(ding)(ding)價(jia)范圍主要限定(ding)(ding)在(zai)(zai)重要公(gong)用事(shi)業、公(gong)益性(xing)服(fu)務、網絡型自然(ran)壟斷環節(jie),提(ti)(ti)高透明度,接受社會監(jian)督(du)。
