經濟日報:正確理解市場決定性作用

    使市場(chang)在資源配置(zhi)中起(qi)決定性作用是新提(ti)法、新論(lun)斷,是我國全面建成小康社(she)會新階段為進一步積極穩妥從廣度和深度上(shang)推進市場(chang)化改革而提(ti)出的新指針(zhen),具有(you)重大的理論(lun)和實踐意義。


    基礎性作用提法的繼承和發展


  《決(jue)(jue)定》用(yong)市(shi)場(chang)在資(zi)源配置中起(qi)決(jue)(jue)定性(xing)作(zuo)用(yong)代替原來的基(ji)礎性(xing)作(zuo)用(yong),主要原因有以下三點。


  第一(yi)(yi),這(zhe)是(shi)我們(men)黨(dang)(dang)(dang)對(dui)社(she)(she)會主(zhu)義市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)體(ti)制改革認識(shi)不(bu)斷(duan)深(shen)化的(de)(de)(de)(de)(de)結果(guo)。1992年,黨(dang)(dang)(dang)的(de)(de)(de)(de)(de)十(shi)四(si)大(da)確(que)立社(she)(she)會主(zhu)義市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)體(ti)制改革目(mu)標時,就(jiu)提(ti)出(chu)(chu)了使(shi)市(shi)(shi)(shi)場(chang)(chang)(chang)在社(she)(she)會主(zhu)義國家宏觀調控(kong)下(xia)對(dui)資源(yuan)配(pei)置(zhi)(zhi)起基(ji)(ji)礎性作用(yong)(yong)。2002年,黨(dang)(dang)(dang)的(de)(de)(de)(de)(de)十(shi)六大(da)進一(yi)(yi)歩(bu)提(ti)出(chu)(chu),在更大(da)程度上發(fa)揮市(shi)(shi)(shi)場(chang)(chang)(chang)在資源(yuan)配(pei)置(zhi)(zhi)中(zhong)的(de)(de)(de)(de)(de)基(ji)(ji)礎性作用(yong)(yong),健全統一(yi)(yi)、開(kai)放、競(jing)爭有(you)序的(de)(de)(de)(de)(de)現代市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)系。2012年黨(dang)(dang)(dang)的(de)(de)(de)(de)(de)十(shi)八大(da)更進一(yi)(yi)步提(ti)出(chu)(chu),更大(da)程度更廣范圍發(fa)揮市(shi)(shi)(shi)場(chang)(chang)(chang)在資源(yuan)配(pei)置(zhi)(zhi)中(zhong)的(de)(de)(de)(de)(de)基(ji)(ji)礎性作用(yong)(yong)。可以看出(chu)(chu),20年來,對(dui)市(shi)(shi)(shi)場(chang)(chang)(chang)機制作用(yong)(yong)的(de)(de)(de)(de)(de)認識(shi)是(shi)逐(zhu)步往(wang)前走的(de)(de)(de)(de)(de)。人們(men)越來越深(shen)切地感受到(dao),資源(yuan)的(de)(de)(de)(de)(de)稀缺性要求(qiu)不(bu)斷(duan)提(ti)高資源(yuan)配(pei)置(zhi)(zhi)效(xiao)率(lv),而迄今為止(zhi)的(de)(de)(de)(de)(de)中(zhong)外實踐表明,市(shi)(shi)(shi)場(chang)(chang)(chang)配(pei)置(zhi)(zhi)資源(yuan)是(shi)最為有(you)效(xiao)率(lv)的(de)(de)(de)(de)(de),市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)就(jiu)是(shi)市(shi)(shi)(shi)場(chang)(chang)(chang)配(pei)置(zhi)(zhi)資源(yuan)的(de)(de)(de)(de)(de)經(jing)(jing)(jing)濟(ji)。《決(jue)定》指(zhi)出(chu)(chu),市(shi)(shi)(shi)場(chang)(chang)(chang)決(jue)定資源(yuan)配(pei)置(zhi)(zhi)是(shi)市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)的(de)(de)(de)(de)(de)一(yi)(yi)般(ban)規(gui)律(lv),健全社(she)(she)會主(zhu)義市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)體(ti)制必(bi)須遵循(xun)這(zhe)條規(gui)律(lv)。能(neng)夠更加確(que)切和鮮明地反映市(shi)(shi)(shi)場(chang)(chang)(chang)機制對(dui)資源(yuan)配(pei)置(zhi)(zhi)的(de)(de)(de)(de)(de)支(zhi)配(pei)作用(yong)(yong),反映市(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)(jing)(jing)濟(ji)的(de)(de)(de)(de)(de)基(ji)(ji)本規(gui)律(lv)價值規(gui)律(lv)的(de)(de)(de)(de)(de)內在要求(qiu)。


  第二,這是經(jing)濟(ji)(ji)(ji)改革(ge)實踐發展的(de)必然(ran)選擇。黨(dang)的(de)十四大確立(li)社(she)會(hui)(hui)(hui)主義市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)(ji)(ji)體(ti)(ti)制改革(ge)目標后(hou),在(zai)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)化改革(ge)推(tui)動下,比較(jiao)快地(di)初步建立(li)起社(she)會(hui)(hui)(hui)主義市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)經(jing)濟(ji)(ji)(ji)體(ti)(ti)制。但是還不完善(shan),還存在(zai)不少體(ti)(ti)制性(xing)弊端(duan),突出地(di)表現在(zai)政府直(zhi)接配置資源過多,政府對(dui)社(she)會(hui)(hui)(hui)經(jing)濟(ji)(ji)(ji)活(huo)動干預過多,存在(zai)多種形(xing)式的(de)行(xing)政壟(long)斷。這說明,在(zai)政府和市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)的(de)關系方面(mian)存在(zai)政府越位和缺位現象,從而在(zai)相當(dang)程度上影響市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)機(ji)制對(dui)于(yu)社(she)會(hui)(hui)(hui)經(jing)濟(ji)(ji)(ji)活(huo)動的(de)調節作用(yong)。《決定》提(ti)出市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)在(zai)資源配置中(zhong)起決定性(xing)作用(yong),意味著凡是依(yi)靠市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)機(ji)制能夠帶來較(jiao)高(gao)(gao)效率(lv)和效益,并且不會(hui)(hui)(hui)損(sun)害(hai)社(she)會(hui)(hui)(hui)公(gong)平和正義的(de),都要交給(gei)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang),政府和社(she)會(hui)(hui)(hui)組織都不要干預。各個市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)主體(ti)(ti)在(zai)遵從市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)規則范圍內,根據(ju)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)價格信號,通(tong)過技術進步、勞(lao)動者素質(zhi)提(ti)高(gao)(gao)、管理創新,努力(li)提(ti)高(gao)(gao)產品和服務質(zhi)量,降低成本,在(zai)公(gong)平的(de)市(shi)(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)競爭中(zhong)求生(sheng)存求發展,優(you)勝劣汰,從而不斷提(ti)高(gao)(gao)社(she)會(hui)(hui)(hui)生(sheng)產力(li)。


  第三,可(ke)以更(geng)好(hao)發(fa)揮政(zheng)府(fu)作(zuo)用。市(shi)(shi)場(chang)(chang)在資源配(pei)置(zhi)中起(qi)決(jue)定性作(zuo)用并不(bu)意味著不(bu)重視政(zheng)府(fu)的(de)(de)作(zuo)用,而(er)是(shi)(shi)要(yao)明確政(zheng)府(fu)職(zhi)能,更(geng)好(hao)發(fa)揮政(zheng)府(fu)作(zuo)用。《決(jue)定》明確指出,政(zheng)府(fu)的(de)(de)職(zhi)責(ze)和作(zuo)用主要(yao)是(shi)(shi)保(bao)持(chi)宏觀經(jing)濟(ji)(ji)穩(wen)(wen)定,加(jia)(jia)(jia)強和優化(hua)公(gong)共(gong)(gong)服務(wu),保(bao)障公(gong)平(ping)(ping)競爭,加(jia)(jia)(jia)強市(shi)(shi)場(chang)(chang)監(jian)管,維護市(shi)(shi)場(chang)(chang)秩(zhi)序,推(tui)動可(ke)持(chi)續發(fa)展(zhan),促進共(gong)(gong)同(tong)富裕,彌補市(shi)(shi)場(chang)(chang)失靈。具體來說包括:一(yi)是(shi)(shi)要(yao)搞好(hao)宏觀經(jing)濟(ji)(ji)調控(kong),保(bao)持(chi)宏觀經(jing)濟(ji)(ji)穩(wen)(wen)定運(yun)行,防止(zhi)大起(qi)大落(luo)。二是(shi)(shi)要(yao)加(jia)(jia)(jia)強市(shi)(shi)場(chang)(chang)監(jian)管,維護市(shi)(shi)場(chang)(chang)公(gong)平(ping)(ping)競爭秩(zhi)序,政(zheng)府(fu)主要(yao)是(shi)(shi)裁判(pan)員而(er)不(bu)是(shi)(shi)運(yun)動員,即使對(dui)國(guo)有企業也(ye)要(yao)實行政(zheng)企分(fen)開政(zheng)資分(fen)開。三是(shi)(shi)要(yao)做好(hao)公(gong)共(gong)(gong)服務(wu),這方(fang)面(mian)(mian)現(xian)在做得很不(bu)到位,需要(yao)加(jia)(jia)(jia)快補上去。四是(shi)(shi)完善社(she)會(hui)(hui)治理,加(jia)(jia)(jia)強社(she)會(hui)(hui)管理,促進社(she)會(hui)(hui)和諧和全(quan)面(mian)(mian)進步。五(wu)是(shi)(shi)保(bao)護環(huan)境和生態,這是(shi)(shi)針對(dui)進入新世(shi)紀后(hou)我國(guo)環(huan)境生態問題(ti)突(tu)出而(er)對(dui)政(zheng)府(fu)提出的(de)(de)新要(yao)求,也(ye)是(shi)(shi)我國(guo)五(wu)位一(yi)體建設對(dui)政(zheng)府(fu)提出的(de)(de)新要(yao)求。


  決定性作用的三個指向


  第一,解(jie)決政(zheng)(zheng)府對資源(yuan)配置(zhi)干預(yu)過多問(wen)題。《決定(ding)》指出,必須積極(ji)穩(wen)妥從廣度和(he)深(shen)度上推進市(shi)場(chang)(chang)(chang)化(hua)(hua)改(gai)革(ge),大幅度減少政(zheng)(zheng)府對資源(yuan)的(de)(de)直(zhi)接配置(zhi),推動資源(yuan)配置(zhi)依據(ju)市(shi)場(chang)(chang)(chang)規則、市(shi)場(chang)(chang)(chang)價(jia)格、市(shi)場(chang)(chang)(chang)競(jing)爭實現效(xiao)益最大化(hua)(hua)和(he)效(xiao)率最優化(hua)(hua)。政(zheng)(zheng)府的(de)(de)職責和(he)作(zuo)用(yong)主要是(shi)保持宏(hong)觀經濟穩(wen)定(ding),加強和(he)優化(hua)(hua)公共服務,保障(zhang)市(shi)場(chang)(chang)(chang)公平競(jing)爭,加強市(shi)場(chang)(chang)(chang)監管,維護(hu)市(shi)場(chang)(chang)(chang)秩(zhi)序,推動可持續發展,促進共同富(fu)裕,彌(mi)補市(shi)場(chang)(chang)(chang)失(shi)靈。因此,政(zheng)(zheng)府改(gai)革(ge)、政(zheng)(zheng)府職能轉換是(shi)目前經濟改(gai)革(ge)的(de)(de)關(guan)鍵,全面(mian)深(shen)化(hua)(hua)改(gai)革(ge)的(de)(de)關(guan)鍵,也是(shi)市(shi)場(chang)(chang)(chang)在(zai)資源(yuan)配置(zhi)中起決定(ding)性作(zuo)用(yong)的(de)(de)關(guan)鍵。


  第二,解(jie)決市(shi)(shi)場(chang)(chang)體(ti)(ti)(ti)系(xi)不健全、真正形成(cheng)公平(ping)競爭(zheng)的(de)市(shi)(shi)場(chang)(chang)環境問題(ti)。要(yao)使市(shi)(shi)場(chang)(chang)在資(zi)源(yuan)配置中起決定性作(zuo)用,需(xu)要(yao)有(you)全國統(tong)一開放的(de)市(shi)(shi)場(chang)(chang)體(ti)(ti)(ti)系(xi)和公平(ping)競爭(zheng)的(de)環境。目前我國的(de)市(shi)(shi)場(chang)(chang)體(ti)(ti)(ti)系(xi)還不夠完善,主(zhu)要(yao)表現(xian)在生產要(yao)素和資(zi)源(yuan)產品價格市(shi)(shi)場(chang)(chang)化程度(du)不高,存(cun)在不同(tong)程度(du)的(de)扭(niu)曲,這同(tong)政府不當干預過(guo)多有(you)關(guan),也同(tong)市(shi)(shi)場(chang)(chang)發育(yu)不夠成(cheng)熟有(you)關(guan)。所以(yi),我們(men)必須加快建立(li)現(xian)代市(shi)(shi)場(chang)(chang)體(ti)(ti)(ti)系(xi),政府要(yao)加強(qiang)市(shi)(shi)場(chang)(chang)監管,營造公平(ping)競爭(zheng)的(de)環境,使各個市(shi)(shi)場(chang)(chang)競爭(zheng)主(zhu)體(ti)(ti)(ti)在公平(ping)的(de)舞臺(tai)上(shang)平(ping)等競爭(zheng),優勝劣汰,不斷提(ti)高效率。


  第(di)三,解(jie)決對(dui)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)的(de)(de)一(yi)些歧視(shi)性規定(ding),包括消(xiao)除(chu)各種隱(yin)性壁壘(lei)設置(zhi)等(deng)問題(ti)(ti)。首先(xian)是(shi)認識問題(ti)(ti)。一(yi)個時期(qi)以來,無論是(shi)理(li)論界還是(shi)經(jing)(jing)(jing)濟(ji)(ji)(ji)界,總有(you)(you)(you)(you)(you)(you)人對(dui)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)在社會主(zhu)義市場(chang)經(jing)(jing)(jing)濟(ji)(ji)(ji)中的(de)(de)地(di)位和(he)作(zuo)用估計不足,不承認非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)同(tong)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)一(yi)樣都(dou)(dou)是(shi)我(wo)國(guo)經(jing)(jing)(jing)濟(ji)(ji)(ji)社會發展(zhan)(zhan)的(de)(de)重要(yao)基(ji)礎(chu)。《決定(ding)》對(dui)此作(zuo)出了明確的(de)(de)肯定(ding)的(de)(de)回(hui)答(da),指(zhi)出,公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)和(he)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)都(dou)(dou)是(shi)社會主(zhu)義市場(chang)經(jing)(jing)(jing)濟(ji)(ji)(ji)的(de)(de)重要(yao)組成部分(fen),都(dou)(dou)是(shi)我(wo)國(guo)經(jing)(jing)(jing)濟(ji)(ji)(ji)社會發展(zhan)(zhan)的(de)(de)重要(yao)基(ji)礎(chu)。這是(shi)《決定(ding)》的(de)(de)一(yi)個亮點(dian)。《決定(ding)》進一(yi)步明確指(zhi)出,支(zhi)持(chi)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)健康發展(zhan)(zhan)。非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)在支(zhi)撐增(zeng)長(chang)、促進創新、擴大就業(ye)(ye)、增(zeng)加稅(shui)收等(deng)方面具有(you)(you)(you)(you)(you)(you)重要(yao)作(zuo)用。堅(jian)持(chi)權利平(ping)等(deng)、機會平(ping)等(deng)、規則(ze)平(ping)等(deng),廢除(chu)對(dui)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)各種形(xing)式的(de)(de)不合理(li)規定(ding),消(xiao)除(chu)各種隱(yin)性壁壘(lei),制(zhi)(zhi)(zhi)(zhi)(zhi)定(ding)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)企業(ye)(ye)進入特許經(jing)(jing)(jing)營領域(yu)具體辦法(fa)。鼓(gu)(gu)勵非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)企業(ye)(ye)參與國(guo)有(you)(you)(you)(you)(you)(you)企業(ye)(ye)改革,鼓(gu)(gu)勵發展(zhan)(zhan)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)資本控股(gu)的(de)(de)混(hun)合所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)企業(ye)(ye),鼓(gu)(gu)勵有(you)(you)(you)(you)(you)(you)條(tiao)件的(de)(de)私營企業(ye)(ye)建立現代(dai)企業(ye)(ye)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)。可以預(yu)見,在《決定(ding)》指(zhi)引下,我(wo)國(guo)非(fei)(fei)(fei)公(gong)(gong)(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)(ji)將(jiang)會有(you)(you)(you)(you)(you)(you)更(geng)好更(geng)快的(de)(de)發展(zhan)(zhan)。


  圍繞決定性作用深化經濟體制改革


  深(shen)化經濟體(ti)制改(gai)革,要緊(jin)(jin)緊(jin)(jin)圍繞使市(shi)場在資源配置中起決定性作用(yong)展開(kai)。


  把(ba)積(ji)極(ji)發(fa)展(zhan)(zhan)混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟作為今后完(wan)善(shan)基(ji)本(ben)經(jing)(jing)(jing)(jing)濟制(zhi)(zhi)度的著(zhu)力點(dian)。《決定》對發(fa)展(zhan)(zhan)混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟特(te)別重(zhong)視(shi),提(ti)出,國(guo)有(you)(you)資(zi)本(ben)、集體資(zi)本(ben)、非公(gong)有(you)(you)資(zi)本(ben)等交叉持股(gu)、相互融合(he)(he)(he)的混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟,是(shi)基(ji)本(ben)經(jing)(jing)(jing)(jing)濟制(zhi)(zhi)度的重(zhong)要(yao)實現形式。要(yao)求積(ji)極(ji)發(fa)展(zhan)(zhan)混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟。發(fa)展(zhan)(zhan)混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟,為深化國(guo)有(you)(you)企(qi)業(ye)改革、國(guo)有(you)(you)資(zi)本(ben)戰略性調整進一(yi)步指明(ming)了方向,為非公(gong)有(you)(you)資(zi)本(ben)參與(yu)國(guo)有(you)(you)企(qi)業(ye)改革改組、與(yu)其他資(zi)本(ben)平等競(jing)爭進一(yi)步指明(ming)了方向,是(shi)今后完(wan)善(shan)基(ji)本(ben)經(jing)(jing)(jing)(jing)濟制(zhi)(zhi)度的著(zhu)力點(dian)。今后,要(yao)允許更多國(guo)有(you)(you)經(jing)(jing)(jing)(jing)濟和其他所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟發(fa)展(zhan)(zhan)成(cheng)為混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟。國(guo)有(you)(you)資(zi)本(ben)新(xin)投資(zi)項目要(yao)鼓(gu)勵非國(guo)有(you)(you)資(zi)本(ben)參股(gu)。允許混(hun)合(he)(he)(he)所(suo)(suo)有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)濟實行企(qi)業(ye)員工持股(gu),形成(cheng)資(zi)本(ben)所(suo)(suo)有(you)(you)者和勞動者利(li)益共同(tong)體。


  與(yu)此(ci)同時,要繼續推進國(guo)有大中型企(qi)業公(gong)司(si)制(zhi)股份制(zhi)改(gai)革,完善公(gong)司(si)法(fa)人治理(li)結構;完善國(guo)有資(zi)產(chan)監管(guan)(guan)體制(zhi),國(guo)資(zi)監管(guan)(guan)機構從(cong)管(guan)(guan)企(qi)業向管(guan)(guan)資(zi)本為主轉變(bian),優化(hua)資(zi)本配置,提高國(guo)有資(zi)本收益上繳(jiao)公(gong)共財(cai)政比例,2020年提高到占30%,更多用于(yu)保障和改(gai)善民(min)生。繼續支持非公(gong)有制(zhi)經濟發(fa)展,激發(fa)非公(gong)有制(zhi)經濟活(huo)力(li)和創(chuang)造力(li)。


  著力清(qing)除(chu)市(shi)場(chang)(chang)壁(bi)壘,加(jia)快完善現代市(shi)場(chang)(chang)體系。《決定(ding)(ding)》第一(yi)次提(ti)出(chu)要探(tan)索(suo)在(zai)市(shi)場(chang)(chang)準入(ru)方面(mian)實行(xing)(xing)負面(mian)清(qing)單的管(guan)理模式,提(ti)出(chu),實行(xing)(xing)統(tong)一(yi)的市(shi)場(chang)(chang)準入(ru)制(zhi)(zhi)度(du),在(zai)制(zhi)(zhi)定(ding)(ding)負面(mian)清(qing)單基礎上(shang),各類市(shi)場(chang)(chang)主(zhu)體可(ke)依法平等進入(ru)清(qing)單之外領域。探(tan)索(suo)對外商投資實行(xing)(xing)準入(ru)前國(guo)民待遇加(jia)負面(mian)清(qing)單的管(guan)理模式。針對一(yi)個時期以來一(yi)些(xie)地方競(jing)相出(chu)臺優惠政策招商引(yin)資進行(xing)(xing)惡性競(jing)爭(zheng),造(zao)成(cheng)產能(neng)嚴重過剩(sheng)等問(wen)題。今后,要實行(xing)(xing)統(tong)一(yi)的市(shi)場(chang)(chang)監管(guan),清(qing)理和廢除(chu)妨礙全(quan)國(guo)統(tong)一(yi)市(shi)場(chang)(chang)和公平競(jing)爭(zheng)的各種規(gui)定(ding)(ding)和做法,建立(li)健全(quan)社(she)會征信(xin)體系。與此(ci)同時,著力深化市(shi)場(chang)(chang)化價(jia)格(ge)(ge)改(gai)革(ge),《決定(ding)(ding)》提(ti)出(chu),完善主(zhu)要由(you)市(shi)場(chang)(chang)決定(ding)(ding)價(jia)格(ge)(ge)的機制(zhi)(zhi),推進水、石油(you)、天(tian)然氣、電(dian)(dian)力、交通、電(dian)(dian)信(xin)等領域價(jia)格(ge)(ge)改(gai)革(ge),放開競(jing)爭(zheng)性環節價(jia)格(ge)(ge)。同時明確政府定(ding)(ding)價(jia)范(fan)圍(wei)主(zhu)要限定(ding)(ding)在(zai)重要公用事業、公益性服務、網絡型自然壟(long)斷(duan)環節,提(ti)高透(tou)明度(du),接受社(she)會監督。
