今年1—4月,全(quan)國(guo)國(guo)有企業(ye)(ye)(ye)收入(ru)和利(li)潤繼(ji)續保持較(jiao)快增(zeng)(zeng)(zeng)長(chang),累計實(shi)(shi)現(xian)營(ying)業(ye)(ye)(ye)收入(ru)15.6萬億(yi)(yi)(yi)元,同比(bi)(bi)增(zeng)(zeng)(zeng)長(chang)17.5%;累計實(shi)(shi)現(xian)利(li)潤總(zong)額(e)8274.5億(yi)(yi)(yi)元,同比(bi)(bi)增(zeng)(zeng)(zeng)長(chang)24.8%。中央(yang)企業(ye)(ye)(ye)累計實(shi)(shi)現(xian)營(ying)業(ye)(ye)(ye)收入(ru)8萬億(yi)(yi)(yi)元,同比(bi)(bi)增(zeng)(zeng)(zeng)加1.3萬億(yi)(yi)(yi)元,增(zeng)(zeng)(zeng)長(chang)18.6%,已連續3個月保持兩位數快速(su)增(zeng)(zeng)(zeng)長(chang);累計實(shi)(shi)現(xian)利(li)潤總(zong)額(e)449.9億(yi)(yi)(yi)元,同比(bi)(bi)增(zeng)(zeng)(zeng)長(chang)18.1%,主業(ye)(ye)(ye)盈利(li)貢(gong)獻(xian)明顯(xian)增(zeng)(zeng)(zeng)加。
6月2日在國(guo)(guo)(guo)(guo)資(zi)委舉行的國(guo)(guo)(guo)(guo)企改(gai)革(ge)(ge)吹風會(hui)上(shang),國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)委副秘書長、新聞發(fa)言人彭華崗向(xiang)媒(mei)體介紹了(le)(le)國(guo)(guo)(guo)(guo)有(you)企業改(gai)革(ge)(ge)發(fa)展的階段(duan)(duan)性成果。他說,近年來國(guo)(guo)(guo)(guo)有(you)企業改(gai)革(ge)(ge)上(shang)下同心、銳(rui)意進(jin)取(qu),從(cong)勾勒藍圖到層層落(luo)實(shi),各項(xiang)改(gai)革(ge)(ge)取(qu)得了(le)(le)重要階段(duan)(duan)性成果。當(dang)前,國(guo)(guo)(guo)(guo)企改(gai)革(ge)(ge)頂層設(she)計基本完成,改(gai)革(ge)(ge)試點(dian)全面鋪開,重大(da)舉措迅速落(luo)地,調結構轉方式大(da)力(li)(li)推進(jin),國(guo)(guo)(guo)(guo)資(zi)監(jian)管機構職(zhi)能加快轉變,國(guo)(guo)(guo)(guo)有(you)資(zi)產監(jian)督力(li)(li)度進(jin)一步加大(da),黨的建(jian)設(she)各項(xiang)工(gong)作取(qu)得明(ming)顯成效(xiao)。“國(guo)(guo)(guo)(guo)有(you)企業經營發(fa)展總(zong)體呈現良好態(tai)勢,為國(guo)(guo)(guo)(guo)民經濟平穩(wen)運(yun)行提供了(le)(le)有(you)力(li)(li)支撐。”
公司制股份制混合所有制改革有序推進
據彭華崗介(jie)紹,各(ge)中央企業(ye)和各(ge)地緊緊圍繞完善治理、強化激勵、突出主業(ye)、提(ti)高(gao)效率的要求,有(you)序開(kai)展公司制(zhi)股份制(zhi)混合所有(you)制(zhi)改(gai)革(ge),放大了國(guo)有(you)資本功能(neng),提(ti)高(gao)了國(guo)有(you)資本運(yun)營效率,推動了企業(ye)經(jing)營機制(zhi)轉換(huan),實現了各(ge)種所有(you)制(zhi)資本取長補短、相(xiang)互促進(jin)、共同發展。
截(jie)至2016年(nian)底,國(guo)(guo)資委監管的中(zhong)(zhong)央企(qi)業(ye)各級(ji)子(zi)企(qi)業(ye)公(gong)司(si)制(zhi)(zhi)改制(zhi)(zhi)面(mian)(mian)達到92%,其中(zhong)(zhong),東方電氣集(ji)團、中(zhong)(zhong)廣核(he)、上海貝爾(er)3家(jia)企(qi)業(ye)全面(mian)(mian)完(wan)成了(le)公(gong)司(si)制(zhi)(zhi)改革,中(zhong)(zhong)國(guo)(guo)國(guo)(guo)電、中(zhong)(zhong)國(guo)(guo)一(yi)重、中(zhong)(zhong)國(guo)(guo)鐵建、建筑設計集(ji)團、中(zhong)(zhong)國(guo)(guo)航信、武(wu)漢郵科院、華僑城集(ji)團7家(jia)中(zhong)(zhong)央企(qi)業(ye)二級(ji)及以下子(zi)企(qi)業(ye)全面(mian)(mian)完(wan)成改制(zhi)(zhi)。省級(ji)國(guo)(guo)資委監管企(qi)業(ye)改制(zhi)(zhi)面(mian)(mian)超過90%。
混(hun)合所(suo)(suo)有(you)(you)制改(gai)革(ge)方面,截至2016年(nian)底(di),中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)團(tuan)及下屬(shu)企(qi)(qi)(qi)業(ye)(ye)(ye)混(hun)合所(suo)(suo)有(you)(you)制企(qi)(qi)(qi)業(ye)(ye)(ye)(含參股(gu))占(zhan)比(bi)達到(dao)了(le)(le)68.9%,上市公(gong)司(si)的資產(chan)、營業(ye)(ye)(ye)收入和(he)利(li)潤總額(e)在中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)“總盤(pan)子”中(zhong)的占(zhan)比(bi)分別達到(dao)61.3%、62.8%和(he)76.2%。省(sheng)級(ji)(ji)國資委(wei)(wei)所(suo)(suo)出資企(qi)(qi)(qi)業(ye)(ye)(ye)及各級(ji)(ji)子企(qi)(qi)(qi)業(ye)(ye)(ye)(合并報表范圍內)混(hun)合所(suo)(suo)有(you)(you)制企(qi)(qi)(qi)業(ye)(ye)(ye)占(zhan)比(bi)達到(dao)了(le)(le)47%。中(zhong)央(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)二級(ji)(ji)子企(qi)(qi)(qi)業(ye)(ye)(ye)混(hun)合所(suo)(suo)有(you)(you)制企(qi)(qi)(qi)業(ye)(ye)(ye)戶數占(zhan)比(bi)達到(dao)了(le)(le)22.5%。截至2017年(nian)3月底(di),126家省(sheng)級(ji)(ji)國資委(wei)(wei)監管的一級(ji)(ji)企(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)團(tuan)層(ceng)面完(wan)成了(le)(le)混(hun)合所(suo)(suo)有(you)(you)制改(gai)革(ge)。在石油(you)、天然氣(qi)、電(dian)力、鐵路、民航、電(dian)信、軍工等(deng)行(xing)業(ye)(ye)(ye)和(he)領域,選(xuan)擇(ze)19家企(qi)(qi)(qi)業(ye)(ye)(ye)開(kai)展(zhan)重(zhong)點(dian)領域混(hun)合所(suo)(suo)有(you)(you)制改(gai)革(ge)試點(dian),實現了(le)(le)向社會(hui)資本放開(kai)競爭性(xing)業(ye)(ye)(ye)務。越來越多的競爭性(xing)企(qi)(qi)(qi)業(ye)(ye)(ye)在混(hun)改(gai)中(zhong)進一步調(diao)整股(gu)權(quan)比(bi)例(li),促(cu)進企(qi)(qi)(qi)業(ye)(ye)(ye)形成了(le)(le)有(you)(you)效制衡的法人治理結構。
國資委已經(jing)明確了10戶中(zhong)央企業(ye)子企業(ye)作為員(yuan)工(gong)(gong)持股首批試點,目前正在穩(wen)妥有(you)序開展(zhan)審計評(ping)估、確定外部非(fei)公有(you)資本股東等工(gong)(gong)作。其中(zhong),國機集團所(suo)屬中(zhong)國電器院參(can)與持股員(yuan)工(gong)(gong)和民營資本股東已按要求完成出(chu)資入股,占(zhan)公司(si)總人數30%的453名員(yuan)工(gong)(gong)通過(guo)有(you)限合伙企業(ye)持股平(ping)臺持有(you)公司(si)22%股份,入股金額共計7799萬元。
公司法人治理結構日趨完善
4月(yue),國(guo)務院辦(ban)公廳印發了《關(guan)于進一步完(wan)善國(guo)有(you)企(qi)業法人(ren)治理(li)結構的(de)(de)(de)指導意見》,提出(chu)(chu)了到2017年國(guo)有(you)企(qi)業公司制(zhi)改革基本完(wan)成(cheng),以及到2020年國(guo)有(you)獨資(zi)、全資(zi)公司全面建(jian)立(li)外(wai)部董(dong)事(shi)占多(duo)數的(de)(de)(de)董(dong)事(shi)會(hui)等(deng)目標任務;從(cong)理(li)順(shun)出(chu)(chu)資(zi)人(ren)職(zhi)責、加強董(dong)事(shi)會(hui)建(jian)設、激發經理(li)層活力、完(wan)善監(jian)督機制(zhi)、堅持(chi)黨的(de)(de)(de)領導等(deng)五(wu)個(ge)方面規范了各個(ge)治理(li)主體的(de)(de)(de)權利和責任,為建(jian)立(li)健全中國(guo)特色(se)現代(dai)國(guo)有(you)企(qi)業制(zhi)度提供了理(li)論(lun)指導和政策依據。
截至目前,102家(jia)中(zhong)央企業中(zhong)建立規范董(dong)事(shi)會的(de)達到83家(jia),占(zhan)(zhan)比(bi)超(chao)過80%;中(zhong)央企業外(wai)部董(dong)事(shi)人才庫已經(jing)達到417人,專職外(wai)部董(dong)事(shi)增加到33人。各省(區、市)國資委所監管一(yi)級企業中(zhong)有88%已經(jing)建立了董(dong)事(shi)會,其中(zhong)外(wai)部董(dong)事(shi)占(zhan)(zhan)多數的(de)企業占(zhan)(zhan)比(bi)13.1%。
根(gen)據今(jin)年4月印發的《關于開展(zhan)落實中(zhong)央企業董(dong)(dong)(dong)事(shi)會職權(quan)(quan)(quan)試點(dian)(dian)工(gong)作的意見》規(gui)定(ding),國(guo)資委將把中(zhong)長期發展(zhan)決(jue)策權(quan)(quan)(quan)、經理(li)(li)層成員(yuan)選聘權(quan)(quan)(quan)、經理(li)(li)層成員(yuan)業績(ji)考(kao)核權(quan)(quan)(quan)、經理(li)(li)層成員(yuan)薪酬(chou)管(guan)理(li)(li)權(quan)(quan)(quan)、職工(gong)工(gong)資分配管(guan)理(li)(li)權(quan)(quan)(quan)、重大財務事(shi)項(xiang)管(guan)理(li)(li)權(quan)(quan)(quan)等6項(xiang)權(quan)(quan)(quan)利授予企業董(dong)(dong)(dong)事(shi)會。此次試點(dian)(dian)在2014年試點(dian)(dian)的基礎上有了不少突破和(he)亮點(dian)(dian)。比(bi)如,董(dong)(dong)(dong)事(shi)會可以在主(zhu)業范圍外(wai)確定(ding)1~2個(ge)新業務領(ling)域,進(jin)一(yi)步明確了選人用人中(zhong)黨組織與董(dong)(dong)(dong)事(shi)會職責定(ding)位,董(dong)(dong)(dong)事(shi)會決(jue)定(ding)經理(li)(li)層成員(yuan)業績(ji)考(kao)核結(jie)果(guo)和(he)薪酬(chou)結(jie)構與水平,董(dong)(dong)(dong)事(shi)會制定(ding)本企業工(gong)資總額管(guan)理(li)(li)辦法(fa)、決(jue)定(ding)工(gong)資分配事(shi)項(xiang)等等。
據彭華崗介(jie)紹,國資委還將根(gen)據試(shi)點情況適當擴大試(shi)點范圍。
市場化經營機制改革效果明顯
截(jie)至(zhi)2016年底,中(zhong)央企業集團及下屬(shu)企業中(zhong),由(you)董事(shi)(shi)會市(shi)場化選聘和管理的(de)經(jing)理層成員(yuan)約占(zhan)5.1%,其中(zhong),中(zhong)央企業二(er)級(ji)企業中(zhong),由(you)董事(shi)(shi)會選聘和管理的(de)經(jing)理層成員(yuan)約占(zhan)7.4%。省級(ji)國(guo)資委單(dan)位(wei)所出(chu)資企業及下屬(shu)企業中(zhong),通(tong)過市(shi)場化選聘并管理的(de)經(jing)理層人(ren)員(yuan)占(zhan)14%。招商(shang)局、中(zhong)國(guo)建材(cai)等50多家中(zhong)央企業和上(shang)海(hai)、廣(guang)東(dong)等20多個(ge)省級(ji)國(guo)資委在二(er)三級(ji)企業探索實施了(le)職業經(jing)理人(ren)制(zhi)度(du)。
薪酬制度改(gai)(gai)(gai)革(ge)方面,2016年以來,國資(zi)委會同有關(guan)方面連續印(yin)發《關(guan)于進一步深化中央(yang)企(qi)業(ye)勞動(dong)用工(gong)(gong)(gong)和收(shou)入分配制度改(gai)(gai)(gai)革(ge)的(de)(de)指導意見》、《關(guan)于做(zuo)好中央(yang)科技型企(qi)業(ye)股權和分紅激勵工(gong)(gong)(gong)作的(de)(de)通知》等多(duo)個(ge)文件,探索建立長(chang)期(qi)激勵約束機制。部(bu)分中央(yang)企(qi)業(ye)持續推(tui)進以價值為(wei)導向的(de)(de)市(shi)場(chang)化收(shou)入分配改(gai)(gai)(gai)革(ge),實現了(le)職工(gong)(gong)(gong)收(shou)入隨業(ye)績變化能增(zeng)能減的(de)(de)改(gai)(gai)(gai)革(ge)目標(biao)。比如,中國節能將(jiang)“清(qing)潔能源發電量”與(yu)“利潤總額”設置為(wei)工(gong)(gong)(gong)資(zi)增(zeng)長(chang)與(yu)經(jing)濟(ji)效益聯動(dong)的(de)(de)復(fu)合指標(biao),工(gong)(gong)(gong)資(zi)增(zeng)幅重點(dian)向經(jing)營、效益傾斜,向基(ji)層一線(xian)企(qi)業(ye)傾斜。
中(zhong)央(yang)企(qi)(qi)業落實三項(xiang)制度(du)改(gai)革,特別(bie)(bie)是在人(ren)員(yuan)能(neng)(neng)上能(neng)(neng)下、能(neng)(neng)進能(neng)(neng)出方面,克服各種阻力,采(cai)取了一(yi)(yi)系列(lie)措施,取得了明(ming)顯效(xiao)果。中(zhong)央(yang)企(qi)(qi)業集團總部人(ren)員(yuan)在崗(gang)人(ren)數由(you)2015年(nian)的(de)2.77萬(wan)人(ren)減(jian)少到(dao)2016年(nian)的(de)2.64萬(wan)人(ren),同(tong)比(bi)(bi)下降4.6%;總部人(ren)均管(guan)理資(zi)產由(you)2015年(nian)的(de)17.2億元增(zeng)長(chang)到(dao)2016年(nian)的(de)19.1億元,同(tong)比(bi)(bi)增(zeng)長(chang)11.1%,管(guan)理效(xiao)能(neng)(neng)進一(yi)(yi)步提升。2016年(nian),中(zhong)國一(yi)(yi)重各級中(zhong)層(ceng)領(ling)導干部全部“起立”,通過市(shi)場化選聘和個別(bie)(bie)調(diao)整,由(you)320人(ren)縮減(jian)為190人(ren),淘(tao)汰率40%。近三年(nian),中(zhong)鋁(lv)公(gong)司共(gong)計(ji)分流安置員(yuan)工(gong)7.92萬(wan)人(ren),用工(gong)總量壓減(jian)40%。
國有資本投資、運營公司試點效果凸顯
國有(you)(you)資本投(tou)資、運(yun)營公(gong)司(si)(si)在原有(you)(you)2家(jia)(jia)試(shi)(shi)點(dian)的基礎上,擴展到了“2+8”共計10家(jia)(jia),即(ji)誠通集(ji)(ji)(ji)團(tuan)(tuan)、中(zhong)國國新2家(jia)(jia)運(yun)營公(gong)司(si)(si)試(shi)(shi)點(dian),和國投(tou)、中(zhong)糧(liang)集(ji)(ji)(ji)團(tuan)(tuan)、神華集(ji)(ji)(ji)團(tuan)(tuan)、寶武集(ji)(ji)(ji)團(tuan)(tuan)、中(zhong)國五礦、招商局集(ji)(ji)(ji)團(tuan)(tuan)、中(zhong)交集(ji)(ji)(ji)團(tuan)(tuan)、保(bao)利集(ji)(ji)(ji)團(tuan)(tuan)等8家(jia)(jia)投(tou)資公(gong)司(si)(si)試(shi)(shi)點(dian)。37家(jia)(jia)省級國資委中(zhong),有(you)(you)21家(jia)(jia)改組(zu)組(zu)建(jian)了52戶國有(you)(you)資本投(tou)資、運(yun)營公(gong)司(si)(si)。
彭華崗介紹說,從(cong)試點(dian)(dian)(dian)的(de)(de)效(xiao)果看(kan),主(zhu)要凸顯了(le)以下幾個特點(dian)(dian)(dian):一是(shi)功能定(ding)位逐(zhu)(zhu)漸(jian)清晰。經過(guo)逐(zhu)(zhu)步摸索,國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)司(si)(si),側(ce)(ce)重(zhong)在重(zhong)要行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)和(he)關(guan)(guan)鍵領域(yu),推(tui)動(dong)(dong)產業(ye)(ye)(ye)(ye)(ye)(ye)集聚和(he)轉型升(sheng)級,優化(hua)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)布局結構(gou);國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)運(yun)營(ying)公(gong)(gong)司(si)(si),側(ce)(ce)重(zhong)提升(sheng)商業(ye)(ye)(ye)(ye)(ye)(ye)類企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)運(yun)營(ying)效(xiao)率,促進(jin)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)合理(li)流(liu)動(dong)(dong)。根據《指導意見》有(you)(you)(you)關(guan)(guan)精神,未來中(zhong)央企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)將主(zhu)要分為三(san)類,即實(shi)體產業(ye)(ye)(ye)(ye)(ye)(ye)集團、投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)司(si)(si)和(he)運(yun)營(ying)公(gong)(gong)司(si)(si)。二是(shi)效(xiao)果逐(zhu)(zhu)漸(jian)顯現(xian)。試點(dian)(dian)(dian)探索了(le)新體制、新機(ji)制、新模式(shi),在組織調整、戰略管(guan)(guan)控、業(ye)(ye)(ye)(ye)(ye)(ye)務(wu)發(fa)展、分類授權等重(zhong)要方面取得了(le)一批可復制、可推(tui)廣的(de)(de)經驗(yan)。試點(dian)(dian)(dian)充分激發(fa)了(le)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)內(nei)在活(huo)力(li),10家試點(dian)(dian)(dian)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)2016年(nian)實(shi)現(xian)利(li)潤(run)總額2450億元(yuan),較上(shang)年(nian)增加765億元(yuan),同(tong)比增加45%,遠遠超過(guo)央企(qi)平均水平。三(san)是(shi)關(guan)(guan)系(xi)逐(zhu)(zhu)漸(jian)理(li)順(shun)。國(guo)(guo)資(zi)(zi)(zi)(zi)委與國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)營(ying)公(gong)(gong)司(si)(si),國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)投(tou)資(zi)(zi)(zi)(zi)、運(yun)營(ying)公(gong)(gong)司(si)(si)與所出資(zi)(zi)(zi)(zi)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)(de)關(guan)(guan)系(xi)不斷(duan)理(li)順(shun)。從(cong)出資(zi)(zi)(zi)(zi)人監管(guan)(guan)的(de)(de)體制看(kan),正(zheng)在由管(guan)(guan)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)為主(zhu)向管(guan)(guan)資(zi)(zi)(zi)(zi)本(ben)為主(zhu)轉變,由管(guan)(guan)實(shi)物形態的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產向價值形態的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)轉變,有(you)(you)(you)力(li)推(tui)動(dong)(dong)了(le)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)本(ben)合理(li)流(liu)動(dong)(dong)、優化(hua)配(pei)置(zhi),推(tui)動(dong)(dong)了(le)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)活(huo)力(li)的(de)(de)增強。
中央企業兼并重組的“五新"
黨的十八大以來,國資(zi)(zi)委通過強(qiang)強(qiang)聯合(he)、優勢互補、吸收合(he)并、共建共享,推(tui)動(dong)了(le)15對28家中央(yang)企業重組整合(he),國資(zi)(zi)委監管(guan)的中央(yang)企業已經調整到102家。
彭華崗介紹說,重組(zu)以(yi)來,各企業(ye)采取有效措施,深(shen)入推進(jin)內(nei)部整合,重組(zu)紅利逐(zhu)步釋放,經營業(ye)績實(shi)現(xian)新(xin)(xin)突破,內(nei)部協同取得(de)(de)新(xin)(xin)成效,創新(xin)(xin)能力實(shi)現(xian)新(xin)(xin)提升,行業(ye)影響力達到新(xin)(xin)高度,結構調整取得(de)(de)新(xin)(xin)進(jin)展。

瘦身健體提質增效取得積極成效
在瘦身健(jian)體、提質增效(xiao)方面,國資委堅持以市場為導(dao)向、以企業為主體,有(you)進有(you)退(tui)、有(you)所為有(you)所不為,加快國有(you)經濟布局結構步伐,取得了積極成效(xiao)。
中央(yang)企(qi)業(ye)壓縮管(guan)理層(ceng)級、減(jian)少(shao)法人(ren)戶數工(gong)作(zuo)開展以來,截至今年4月底,中央(yang)企(qi)業(ye)累計減(jian)少(shao)4240戶,壓減(jian)比例(li)8.13%。按(an)照三年壓減(jian)20%的(de)總體目標,2017年要(yao)減(jian)少(shao)法人(ren)單位8%。
2016年(nian)完成 171 戶“僵尸(shi)企(qi)業”處置(zhi)和 249戶“特困(kun)企(qi)業”治理任務,實現(xian)減(jian)虧增效(xiao) 512億(yi)元(yuan)、妥善安置(zhi)富(fu)余人(ren)員12 萬(wan)人(ren),對中央企(qi)業實現(xian)收入和效(xiao)益(yi)恢復性(xing)增長、扭轉效(xiao)益(yi)下滑(hua)局(ju)面發揮了積極作用。
2016年中央(yang)企業(ye)(ye)化(hua)(hua)解(jie)(jie)鋼(gang)鐵過(guo)(guo)剩(sheng)產(chan)(chan)(chan)能(neng)(neng)1019萬(wan)(wan)(wan)噸(dun),完(wan)成(cheng)率(lv)141.7%,分流安置職工33126人(ren);化(hua)(hua)解(jie)(jie)煤(mei)(mei)炭過(guo)(guo)剩(sheng)產(chan)(chan)(chan)能(neng)(neng)3497萬(wan)(wan)(wan)噸(dun),完(wan)成(cheng)率(lv)109.9%,分流安置職工41945人(ren),超額完(wan)成(cheng)年度“去產(chan)(chan)(chan)能(neng)(neng)”任務(wu)(wu)。2017年,中央(yang)企業(ye)(ye)化(hua)(hua)解(jie)(jie)鋼(gang)鐵過(guo)(guo)剩(sheng)產(chan)(chan)(chan)能(neng)(neng)目(mu)(mu)標任務(wu)(wu)595萬(wan)(wan)(wan)噸(dun),化(hua)(hua)解(jie)(jie)煤(mei)(mei)炭過(guo)(guo)剩(sheng)產(chan)(chan)(chan)能(neng)(neng)目(mu)(mu)標任務(wu)(wu)2493萬(wan)(wan)(wan)噸(dun),其他涉煤(mei)(mei)企業(ye)(ye)逐步退出煤(mei)(mei)炭行業(ye)(ye),通過(guo)(guo)煤(mei)(mei)炭資(zi)產(chan)(chan)(chan)管理平臺(tai)公司(si)整(zheng)合煤(mei)(mei)炭產(chan)(chan)(chan)能(neng)(neng)8000萬(wan)(wan)(wan)噸(dun)。
以管資本為主推進國資委職能轉變
4月27日,《國務院國資委(wei)以管(guan)(guan)資本(ben)為(wei)主(zhu)推進(jin)職(zhi)能轉(zhuan)變方(fang)案》正(zheng)式印(yin)發(fa)。該方(fang)案明(ming)確了(le)國資委(wei)管(guan)(guan)資本(ben)的重點職(zhi)能,劃清了(le)國資監管(guan)(guan)的權責(ze)邊界,提(ti)出了(le)職(zhi)能轉(zhuan)變的具體舉措,標志(zhi)著國務院國資委(wei)從以管(guan)(guan)企業為(wei)主(zhu)向以管(guan)(guan)資本(ben)為(wei)主(zhu)轉(zhuan)變邁出了(le)歷(li)史性(xing)、實質性(xing)的關鍵一步(bu)。
目(mu)前(qian),國(guo)資(zi)(zi)委內設機(ji)構(gou)調整已(yi)經完(wan)成(cheng)(cheng),整合了(le)6個廳(ting)局(ju)、新成(cheng)(cheng)立4個局(ju)、進(jin)一步完(wan)善定(ding)位并更名5個廳(ting)局(ju),形成(cheng)(cheng)了(le)以管(guan)(guan)(guan)資(zi)(zi)本(ben)為(wei)主(zhu)的組織架構(gou)。國(guo)資(zi)(zi)委還系(xi)統梳理了(le)國(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)職(zhi)能(neng),擬取消(xiao)、下放、授權工作(zuo)事(shi)項(xiang)(xiang)(xiang)43項(xiang)(xiang)(xiang),進(jin)一步聚焦管(guan)(guan)(guan)資(zi)(zi)本(ben)職(zhi)能(neng),其中包括取消(xiao)監(jian)(jian)管(guan)(guan)(guan)事(shi)項(xiang)(xiang)(xiang)26項(xiang)(xiang)(xiang),下放監(jian)(jian)管(guan)(guan)(guan)事(shi)項(xiang)(xiang)(xiang)9項(xiang)(xiang)(xiang),授權監(jian)(jian)管(guan)(guan)(guan)事(shi)項(xiang)(xiang)(xiang)8項(xiang)(xiang)(xiang)。中央企業(ye)(ye)功(gong)能(neng)界定(ding)與分類工作(zuo)已(yi)經基本(ben)完(wan)成(cheng)(cheng),《關于完(wan)善中央企業(ye)(ye)功(gong)能(neng)分類考核(he)的實施方案》已(yi)經正(zheng)式印發(fa)(fa),根(gen)據(ju)中央企業(ye)(ye)功(gong)能(neng)定(ding)位和發(fa)(fa)展階(jie)段,突(tu)出(chu)不(bu)同考核(he)重點,科學設置(zhi)了(le)經營業(ye)(ye)績考核(he)指標及權重。國(guo)務院國(guo)資(zi)(zi)委正(zheng)在(zai)抓緊研究制定(ding)權力和責任清單,目(mu)前(qian)已(yi)經形成(cheng)(cheng)初步成(cheng)(cheng)果(guo)。
為了強化監(jian)(jian)(jian)(jian)管防止國有(you)(you)資(zi)產流失,國資(zi)委分別以國資(zi)委黨委會和(he)主(zhu)任(ren)辦(ban)公會、分管委領導(dao)、監(jian)(jian)(jian)(jian)事會主(zhu)席為主(zhu)體(ti),形成了領導(dao)決策、協調處(chu)置(zhi)、監(jian)(jian)(jian)(jian)督報告“三個平臺”,并(bing)設立了3個監(jian)(jian)(jian)(jian)督局,負責分類(lei)處(chu)置(zhi)、督辦(ban)和(he)深入核查(cha)監(jian)(jian)(jian)(jian)督檢(jian)查(cha)發現的問題,組織開展國有(you)(you)資(zi)產重(zhong)大損失調查(cha),提(ti)出有(you)(you)關責任(ren)追(zhui)究意見建議,形成監(jian)(jian)(jian)(jian)督工作(zuo)完(wan)整閉環(huan)。此(ci)外(wai),外(wai)派監(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)督和(he)違(wei)規經(jing)營責任(ren)追(zhui)究力度(du)也不(bu)斷得到加(jia)強。
而從全國(guo)范(fan)圍看,截至(zhi)2017年3月底,河(he)北、江蘇(su)、廣東等18個地(di)方出(chu)臺了國(guo)資(zi)監(jian)管(guan)(guan)機構職能轉變方案(an)。34個地(di)方在(zai)分(fen)批取(qu)消下放出(chu)資(zi)人(ren)審批事(shi)項的基礎(chu)上,初步(bu)建立了監(jian)管(guan)(guan)權(quan)力清單和(he)責(ze)任清單。截至(zhi)2017年3月底,省級經(jing)營性國(guo)有(you)資(zi)產集中統一監(jian)管(guan)(guan)比例已達90%左右。
黨的建設進一步加強
據彭華崗介(jie)紹,經(jing)過一個階(jie)段的努力(li),中央(yang)企(qi)業管(guan)黨治黨意(yi)識明顯(xian)增強,抓黨建(jian)(jian)、強黨建(jian)(jian)氛圍已(yi)經(jing)形成,黨建(jian)(jian)基(ji)(ji)層基(ji)(ji)礎(chu)工作(zuo)逐步(bu)(bu)夯實,一些多年來難以解決的“老(lao)大(da)難”問題正在(zai)逐步(bu)(bu)得到解決。“四個意(yi)識”進(jin)一步(bu)(bu)增強。黨組織在(zai)公司治理中的法定(ding)地位(wei)進(jin)一步(bu)(bu)明確。黨建(jian)(jian)工作(zuo)制度進(jin)一步(bu)(bu)完善。中央(yang)企(qi)業黨建(jian)(jian)工作(zuo)力(li)量不(bu)斷加強。中央(yang)企(qi)業黨風廉政建(jian)(jian)設和反(fan)腐敗工作(zuo)深入推進(jin)。
目前,中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)全部開展(zhan)了(le)(le)(le)集(ji)團(tuan)層面章程修訂,已(yi)(yi)有(you)(you)3076家(jia)(jia)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)二三級單(dan)位實(shi)現了(le)(le)(le)黨(dang)(dang)(dang)(dang)建(jian)工作要求進章程;已(yi)(yi)有(you)(you)2490家(jia)(jia)設(she)立(li)董事會的(de)(de)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)二三級單(dan)位實(shi)現了(le)(le)(le)“一(yi)肩(jian)挑”;實(shi)行了(le)(le)(le)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)(dang)組(zu))向(xiang)國(guo)資委(wei)黨(dang)(dang)(dang)(dang)委(wei)報告年度黨(dang)(dang)(dang)(dang)建(jian)工作、中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)黨(dang)(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)(dang)組(zu))負(fu)責人向(xiang)國(guo)資委(wei)黨(dang)(dang)(dang)(dang)委(wei)述職、中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)基層黨(dang)(dang)(dang)(dang)組(zu)織(zhi)書記抓黨(dang)(dang)(dang)(dang)建(jian)述職評議三項制(zhi)度;已(yi)(yi)有(you)(you)2636家(jia)(jia)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)所屬二三級單(dan)位配(pei)備了(le)(le)(le)專職副書記,91家(jia)(jia)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)集(ji)團(tuan)總(zong)部黨(dang)(dang)(dang)(dang)務部門編(bian)制(zhi)達到了(le)(le)(le)不(bu)少于同級部門平均(jun)編(bian)制(zhi)的(de)(de)要求;中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)政(zheng)治巡(xun)視實(shi)現了(le)(le)(le)全覆蓋。
