經濟日報:“中鐵速度”BT造
中國中鐵承建的河北首條地鐵面世

6月(yue)(yue)26日,石家莊地鐵(tie)1號線面向市民開(kai)通(tong)試(shi)運營(ying)。這是河(he)北省第一條地鐵(tie),作為承(cheng)(cheng)建方的(de)中(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)鐵(tie)股份有(you)限公司承(cheng)(cheng)受的(de)壓力可(ke)想而知。統計顯示,自2013年(nian)7月(yue)(yue)1日開(kai)工(gong),至2017年(nian)6月(yue)(yue)26日開(kai)通(tong)試(shi)運營(ying),4年(nian)的(de)時間里,中(zhong)(zhong)(zhong)國(guo)中(zhong)(zhong)(zhong)鐵(tie)累計派出萬余人參建,總工(gong)期較合同提前6個月(yue)(yue)交付完成,用“中(zhong)(zhong)(zhong)鐵(tie)速度”再(zai)次刷新了行業(ye)紀錄。

一方面(mian)是工(gong)期緊(jin)張的壓力,另(ling)一方面(mian)是要為碧水藍天讓路,霧霾天氣(qi)需要停工(gong),“中(zhong)鐵速(su)度”是如何實現的?

“為把石家(jia)莊(zhuang)地(di)(di)(di)(di)鐵(tie)(tie)1號線(xian)(xian)建(jian)(jian)成‘安全(quan)地(di)(di)(di)(di)鐵(tie)(tie)、綠色地(di)(di)(di)(di)鐵(tie)(tie)、科(ke)技地(di)(di)(di)(di)鐵(tie)(tie)、人文(wen)地(di)(di)(di)(di)鐵(tie)(tie)’,中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)鐵(tie)(tie)首先成立了中(zhong)(zhong)(zhong)鐵(tie)(tie)北(bei)方投資(zi)發(fa)展有限公(gong)司和中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)鐵(tie)(tie)石家(jia)莊(zhuang)地(di)(di)(di)(di)鐵(tie)(tie)1號線(xian)(xian)工程(cheng)建(jian)(jian)設(she)(she)指(zhi)揮部,系(xi)統(tong)負責地(di)(di)(di)(di)鐵(tie)(tie)建(jian)(jian)設(she)(she)的相(xiang)關工作。”中(zhong)(zhong)(zhong)鐵(tie)(tie)北(bei)方投資(zi)公(gong)司總(zong)(zong)經理張金(jin)福介紹說,石家(jia)莊(zhuang)1號線(xian)(xian)地(di)(di)(di)(di)鐵(tie)(tie)實行分期(qi)(qi)建(jian)(jian)設(she)(she),一期(qi)(qi)工程(cheng)由(you)中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)鐵(tie)(tie)以BT模式(shi)投資(zi)建(jian)(jian)設(she)(she),總(zong)(zong)長度23.9公(gong)里,均為地(di)(di)(di)(di)下線(xian)(xian),共設(she)(she)車站20座(zuo)。1號線(xian)(xian)一期(qi)(qi)工程(cheng)投資(zi)概(gai)(gai)算(suan)188.92億元(yuan),其中(zhong)(zhong)(zhong)納入中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)鐵(tie)(tie)BT投資(zi)建(jian)(jian)設(she)(she)范(fan)圍設(she)(she)計概(gai)(gai)算(suan)總(zong)(zong)價(jia)約85.6億元(yuan),建(jian)(jian)設(she)(she)總(zong)(zong)工期(qi)(qi)54個月(yue)。這一工期(qi)(qi)相(xiang)比一些(xie)一線(xian)(xian)城(cheng)市的第一條地(di)(di)(di)(di)鐵(tie)(tie)線(xian)(xian)縮(suo)短了1年至2年。

“石家莊地鐵(tie)1號線之所(suo)以能提前完工,BT投資(zi)管(guan)理模式功不可沒。”中鐵(tie)北方投資(zi)公司(si)執行董事、黨委書記董超說:“這種投資(zi)管(guan)理模式尤其適合城市基礎設施建設‘大兵團’作戰(zhan),可以集中專業力量、技術優(you)勢迅速(su)組織施工,確保工期。”

簡單(dan)來說,BT模(mo)式就是(shi)由施工(gong)方籌集建(jian)設資金,并(bing)負責(ze)專業(ye)(ye)化施工(gong)。業(ye)(ye)界評(ping)價認為,1號線(xian)是(shi)河北省地鐵建(jian)設的開山之作,也是(shi)首個采(cai)用(yong)BT投融資建(jian)設模(mo)式的地鐵工(gong)程項目(mu),是(shi)政企合作、互助(zhu)互補的示范工(gong)程。

為適應創(chuang)(chuang)新的投資管理模(mo)式,中鐵創(chuang)(chuang)造性(xing)地采用“庖丁解(jie)牛(niu)”工作法,把大(da)項目精細化(hua)、難點標(biao)段(duan)分(fen)解(jie)化(hua),做好“三個前(qian)移”,即由(you)重(zhong)(zhong)施工前(qian)移為重(zhong)(zhong)設計,由(you)重(zhong)(zhong)工程前(qian)移為重(zhong)(zhong)工程策劃,由(you)重(zhong)(zhong)后(hou)期土建施工前(qian)移為重(zhong)(zhong)前(qian)期工程策劃。同時,將總體任務分(fen)解(jie)到各個年(nian)度,如2014年(nian)為“主體工程年(nian)”,2015年(nian)為“里(li)程碑工期即洞(dong)通(tong)年(nian)”,2016年(nian)為“軌(gui)通(tong)電(dian)通(tong)年(nian)”,2017年(nian)為“通(tong)車履約年(nian)”,通(tong)過分(fen)解(jie)重(zhong)(zhong)點按時保(bao)質地推進地鐵建設。

專家表示,隨著京津冀(ji)一體化的(de)逐步深(shen)化,干(gan)線鐵(tie)(tie)路(lu)、城際鐵(tie)(tie)路(lu)、市郊鐵(tie)(tie)路(lu)和地鐵(tie)(tie)等4層軌道網不(bu)斷(duan)織密,建設速度不(bu)斷(duan)加快。石家莊地鐵(tie)(tie)1號線的(de)BT投資模式無疑為下(xia)一步雄安新區軌道交通建設積累了經驗。(齊 慧)
