規范權力運行,做實“大監督”

強化(hua)(hua)政(zheng)治監(jian)督(du),踐行(xing)(xing)“兩個維護”。探索(suo)具體化(hua)(hua),認真落(luo)實習(xi)近平總書(shu)記關于(yu)制(zhi)止餐飲浪費行(xing)(xing)為的重(zhong)要指示,在輿論宣傳、展板(ban)設置、食堂管理(li)等方面都及時(shi)跟進(jin)監(jian)督(du),推(tui)(tui)動形成“厲行(xing)(xing)節(jie)約、反對浪費”的良好風(feng)尚(shang)。緊盯安(an)全環保(bao)領(ling)域(yu)重(zhong)大(da)風(feng)險,對院區危(wei)廢品處理(li)處置問題全程督(du)導(dao)。聚焦(jiao)精準(zhun)化(hua)(hua)。在監(jian)督(du)攻(gong)堅(jian)創效行(xing)(xing)動時(shi)發(fa)現(xian),承擔的國家級重(zhong)大(da)專項“長江經濟帶環境治理(li)項目(mu)(mu)”現(xian)場(chang)地下水(shui)鉆井取(qu)樣未如期進(jin)行(xing)(xing)。及時(shi)從政(zheng)治高度(du)出發(fa),緊盯不放、重(zhong)點督(du)導(dao)、抓住時(shi)機、克服(fu)困(kun)難,完成取(qu)樣和數據分析工作,推(tui)(tui)進(jin)了項目(mu)(mu)按期運行(xing)(xing)。著(zhu)眼常態化(hua)(hua),成立(li)大(da)連院黨(dang)委(wei)巡(xun)察工作領(ling)導(dao)小組,制(zhi)定實施(shi)(shi)黨(dang)委(wei)巡(xun)察工作實施(shi)(shi)意(yi)見,推(tui)(tui)進(jin)黨(dang)委(wei)巡(xun)察全覆蓋。已開展了2個黨(dang)支部的巡(xun)察工作,著(zhu)眼發(fa)現(xian)問題、推(tui)(tui)動整改(gai)、促進(jin)發(fa)展,推(tui)(tui)動政(zheng)治監(jian)督(du)向基(ji)層延伸(shen)。
強化(hua)監(jian)督(du)(du)手(shou)段,提升監(jian)督(du)(du)效(xiao)(xiao)能。找準(zhun)切(qie)入點(dian),結(jie)合化(hua)公為(wei)私專項(xiang)(xiang)整治,創新利(li)用“天(tian)眼查(cha)”數據(ju),對(dui)在職職工(gong)特別(bie)是(shi)重點(dian)人(ren)員(yuan)(yuan)注冊企業情(qing)況(kuang)進行(xing)全(quan)面(mian)(mian)摸排,發(fa)現9例(li)疑似(si),經(jing)核查(cha)后(hou)逐一(yi)排除。對(dui)近三年來(lai)與大(da)(da)連(lian)院業務往來(lai)密切(qie)的52家(jia)企業法(fa)人(ren)、董事(shi)、監(jian)事(shi)、高管情(qing)況(kuang)進行(xing)全(quan)面(mian)(mian)梳理,重點(dian)核查(cha)上述企業之(zhi)間是(shi)否(fou)存在關聯關系,在項(xiang)(xiang)目招投標(biao)和(he)供應商選(xuan)擇中(zhong)是(shi)否(fou)存在勾(gou)連(lian)串通。將上述人(ren)員(yuan)(yuan)信息與大(da)(da)連(lian)院關鍵敏感(gan)崗位人(ren)員(yuan)(yuan)檔案比(bi)對(dui),進一(yi)步(bu)排查(cha)敏感(gan)崗位人(ren)員(yuan)(yuan)親屬(shu)經(jing)商辦企業與中(zhong)國石化(hua)(大(da)(da)連(lian)院)業務往來(lai)情(qing)況(kuang),沒有(you)(you)(you)發(fa)現異常情(qing)況(kuang)。攻克困難點(dian)。深入分析鑒別(bie)52家(jia)企業自身風(feng)(feng)(feng)險、周邊風(feng)(feng)(feng)險、風(feng)(feng)(feng)險預警等(deng)信息1902條,從知識產(chan)權、環保風(feng)(feng)(feng)險、財務風(feng)(feng)(feng)險、合同風(feng)(feng)(feng)險等(deng)方面(mian)(mian)給予21條風(feng)(feng)(feng)險提示,強化(hua)了(le)風(feng)(feng)(feng)險防范,將有(you)(you)(you)形監(jian)督(du)(du)與有(you)(you)(you)效(xiao)(xiao)監(jian)督(du)(du)有(you)(you)(you)機統(tong)一(yi)。緊盯敏感(gan)點(dian),結(jie)合工(gong)程(cheng)建設項(xiang)(xiang)目招投標(biao)內控風(feng)(feng)(feng)險專項(xiang)(xiang)審(shen)計,推動成(cheng)立選(xuan)商評審(shen)小(xiao)組(zu),完(wan)善了(le)制(zhi)度,進一(yi)步(bu)明晰了(le)公開招標(biao)、邀請招標(biao)、競標(biao)、競價和(he)獨家(jia)談判等(deng)選(xuan)商方式(shi)的適用范圍、標(biao)準(zhun)和(he)規范。
深化作風建設,打通“中梗阻”
在思想上固本培元,持(chi)(chi)續深化責任(ren)擔(dan)當。突出(chu)理論(lun)(lun)武(wu)裝,堅持(chi)(chi)將學習(xi)習(xi)近平新時代中(zhong)國(guo)特色社會主義思想作(zuo)為黨(dang)員干部武(wu)裝頭腦的(de)(de)“第一(yi)課程(cheng)”,推動工(gong)作(zuo)、解決(jue)問題的(de)(de)“金鑰匙”,不斷提高(gao)政(zheng)治(zhi)站(zhan)位,牢固樹(shu)立“在經濟(ji)領域(yu)為黨(dang)工(gong)作(zuo)”的(de)(de)理念。突出(chu)問題導向。邀(yao)請(qing)中(zhong)央(yang)黨(dang)校教授系統(tong)講《矛盾論(lun)(lun)》《實踐論(lun)(lun)》,感悟哲學智慧,學習(xi)工(gong)作(zuo)方法,指(zhi)導科(ke)研實踐。對標對表、找準差距、明確目標,增強憂患意識、強化責任(ren)擔(dan)當。突出(chu)科(ke)研特點。發(fa)揮“大研講堂”作(zuo)用,倡導“五(wu)講”活動,班子成員講形勢、領域(yu)專家(jia)講發(fa)展、支(zhi)部書記講黨(dang)課、部門主任(ren)講創(chuang)新、科(ke)研人員講體(ti)會,通(tong)過政(zheng)治(zhi)業(ye)務(wu)并舉(ju),素質能力并重,理論(lun)(lun)實踐合一(yi),活躍了學術氛圍(wei),深化了學習(xi)成效。

嚴肅執紀問責,懲治“微腐敗”
精準(zhun)開展監督執紀。綜(zong)合運用(yong)批評教(jiao)育、組織處理、紀律(lv)處分等手段,立足于“救”,著力于“治”,重在于“防”,輔之以“懲”。兩年來(lai)對(dui)違(wei)紀違(wei)規職(zhi)工開展了誡(jie)勉(mian)談話28人次(ci)(ci),黨(dang)紀政紀處分5人次(ci)(ci),批評教(jiao)育1人次(ci)(ci),達到(dao)了懲治極(ji)少(shao)數、教(jiao)育警示一大片的效果。
精心(xin)謀劃廉政(zheng)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)。采用(yong)對比(bi)式教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),強(qiang)化(hua)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)效果(guo)。結合“不忘初心(xin)、牢記(ji)使命(ming)”主題教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)常態化(hua),組織(zhi)先進典型事(shi)跡報告會抓(zhua)激勵,通(tong)報身邊的案例(li)抓(zhua)警示(shi),筑牢黨(dang)員干(gan)部理想信念之基(ji)的同(tong)時(shi)強(qiang)化(hua)紀律意識(shi)、規矩(ju)意識(shi),推(tui)動(dong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)走心(xin)。紅與黑。打破以往單純就廉政(zheng)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)開(kai)展(zhan)廉政(zheng)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)的習慣,上午開(kai)展(zhan)紅色教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),下(xia)午到(dao)反腐倡廉教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)基(ji)地(di)接受(shou)現場教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu),切(qie)實起到(dao)震懾作用(yong),推(tui)動(dong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)走深。大力弘(hong)揚科學(xue)(xue)家精神,號召職工遠學(xue)(xue)“時(shi)代楷(kai)模”陳俊(jun)武,近學(xue)(xue)中國石化(hua)集團公司“功勛獎”獲得(de)者郭蓉(rong)。先后3次請郭蓉(rong)分享科研經(jing)驗、創(chuang)新經(jing)驗、團隊(dui)經(jing)驗,推(tui)動(dong)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)走實。
精細落實(shi)嚴(yan)管厚愛。立(li)足(zu)“卸下(xia)包(bao)袱(fu)”。大連院紀委(wei)組織(zhi)開展對(dui)兩年(nian)來(lai)受處分(fen)、被誡勉人員的跟蹤回訪,談(tan)心(xin)談(tan)話(hua)24人次,激勵(li)輕裝前進。立(li)足(zu)“凝心(xin)聚力(li)”。對(dui)回訪對(dui)象工作生活中有實(shi)際困難的,協調(diao)相關黨(dang)支(zhi)部(bu)幫(bang)助(zhu)解決(jue)。立(li)足(zu)“舉(ju)一(yi)反三”,督促黨(dang)支(zhi)部(bu)履行從(cong)嚴(yan)治黨(dang)主體責(ze)任(ren),查找(zhao)漏洞,把對(dui)職工的厚愛體現在日常的嚴(yan)格管理,讓問題解決(jue)在萌芽狀態。
