黨的十八大以來,隨著全(quan)面(mian)加(jia)強黨的建(jian)設(she)的呼(hu)聲日(ri)(ri)益高(gao)漲,鑄牢(lao)“根”“魂”優勢成為一項(xiang)重(zhong)要(yao)日(ri)(ri)程,寫上(shang)(shang)國家(jia)高(gao)質(zhi)量(liang)發展(zhan)的備忘錄(lu)。習近(jin)平(ping)總(zong)書記在(zai)(zai)(zai)(zai)中(zhong)央和(he)(he)國家(jia)機關黨的建(jian)設(she)工(gong)作(zuo)(zuo)會(hui)議上(shang)(shang)強調(diao),“要(yao)處理好(hao)黨建(jian)和(he)(he)業(ye)務的關系,堅持黨建(jian)工(gong)作(zuo)(zuo)和(he)(he)業(ye)務工(gong)作(zuo)(zuo)一起謀劃、一起部(bu)署、一起落(luo)實(shi)、一起檢(jian)查(cha)。”對于國有企業(ye)而言,只(zhi)有推進黨的建(jian)設(she)與(yu)業(ye)務工(gong)作(zuo)(zuo)充(chong)分融合,實(shi)現兩(liang)手抓、兩(liang)手硬,才(cai)能實(shi)現高(gao)質(zhi)量(liang)發展(zhan)。時下(xia),部(bu)分國有企業(ye)黨建(jian)與(yu)業(ye)務工(gong)作(zuo)(zuo)在(zai)(zai)(zai)(zai)工(gong)作(zuo)(zuo)部(bu)署上(shang)(shang)“各(ge)(ge)定各(ge)(ge)調(diao)”,在(zai)(zai)(zai)(zai)作(zuo)(zuo)用發揮上(shang)(shang)“各(ge)(ge)彈各(ge)(ge)曲”,在(zai)(zai)(zai)(zai)具體(ti)執行(xing)上(shang)(shang)“各(ge)(ge)使各(ge)(ge)勁”,在(zai)(zai)(zai)(zai)工(gong)作(zuo)(zuo)落(luo)實(shi)上(shang)(shang)“各(ge)(ge)做各(ge)(ge)事”,一定程度(du)上(shang)(shang)阻礙了企業(ye)高(gao)質(zhi)量(liang)發展(zhan)。
破解國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)黨建(jian)(jian)和(he)業(ye)(ye)(ye)務(wu)工作(zuo)(zuo)“兩張皮”,推進形(xing)(xing)成黨建(jian)(jian)工作(zuo)(zuo)與(yu)業(ye)(ye)(ye)務(wu)工作(zuo)(zuo)“一盤棋”,是(shi)落實(shi)新時(shi)代黨的(de)建(jian)(jian)設(she)總要(yao)求(qiu)的(de)重(zhong)要(yao)路徑,是(shi)全面(mian)從嚴治黨的(de)客(ke)觀要(yao)求(qiu),是(shi)企(qi)業(ye)(ye)(ye)高質量發展的(de)必(bi)然(ran)選擇,具有(you)(you)重(zhong)大(da)的(de)政(zheng)治意義和(he)深遠的(de)現實(shi)意義。國(guo)有(you)(you)企(qi)業(ye)(ye)(ye)黨建(jian)(jian)和(he)業(ye)(ye)(ye)務(wu)工作(zuo)(zuo)“兩張皮”有(you)(you)諸多表現形(xing)(xing)式,但概括而言,主要(yao)有(you)(you)以下(xia)三種:
一(yi)是黨內(nei)(nei)生(sheng)活“觸不(bu)著地(di)(di)(di)”。部分國有(you)企業過于強調經濟屬性,把開展(zhan)黨內(nei)(nei)政治生(sheng)活當作差事應(ying)付,對上級(ji)下(xia)達的組織(zhi)生(sheng)活安排照(zhao)(zhao)(zhao)(zhao)搬(ban)照(zhao)(zhao)(zhao)(zhao)套,不(bu)結(jie)合自身實際進行(xing)細化(hua),滿足(zu)于照(zhao)(zhao)(zhao)(zhao)讀照(zhao)(zhao)(zhao)(zhao)念(nian)、生(sheng)吞活剝,沒有(you)真正(zheng)落地(di)(di)(di)落實。少數黨組織(zhi)在嚴肅組織(zhi)生(sheng)活方(fang)面(mian)不(bu)切(qie)實際、不(bu)求實效地(di)(di)(di)搞所謂(wei)“創新(xin)”,客觀上助長了形式主義蔓(man)延。
二是黨建制(zhi)(zhi)度(du)“落不(bu)下去”。個(ge)別領導干部工(gong)作思路有(you)缺位,重(zhong)業務輕黨建,重(zhong)制(zhi)(zhi)度(du)輕落實甚至有(you)制(zhi)(zhi)度(du)不(bu)落實;安排黨建工(gong)作與業務工(gong)作、中心工(gong)作銜接不(bu)緊甚至脫鉤;一些單位干部管理簡(jian)單依靠行政命(ming)令,不(bu)注(zhu)重(zhong)用黨的科學理論團結群(qun)眾(zhong)、發動群(qun)眾(zhong)。
三是融入(ru)中(zhong)(zhong)心“抓(zhua)不到點”。少數企業(ye)黨(dang)組織(zhi)對自身(shen)職(zhi)能定位認識(shi)不清晰,工(gong)(gong)作(zuo)(zuo)不積極、欠主動,習慣(guan)就(jiu)黨(dang)建抓(zhua)黨(dang)建,沒有把黨(dang)建工(gong)(gong)作(zuo)(zuo)同本單位的中(zhong)(zhong)心工(gong)(gong)作(zuo)(zuo)、部門的業(ye)務(wu)工(gong)(gong)作(zuo)(zuo)結合起來,找不準黨(dang)建工(gong)(gong)作(zuo)(zuo)圍繞中(zhong)(zhong)心、服務(wu)大局的切入(ru)點和(he)著眼(yan)點,不善于創造性地開(kai)展(zhan)工(gong)(gong)作(zuo)(zuo)。
黨(dang)建和業(ye)務(wu)工(gong)作(zuo)(zuo)“兩張皮”的形成非一(yi)朝一(yi)夕、一(yi)時一(yi)事所(suo)致,在國有(you)企(qi)業(ye)的大環境下,由多(duo)重因(yin)素疊加(jia)而成,既有(you)企(qi)業(ye)客(ke)觀(guan)原(yuan)(yuan)因(yin),也有(you)領(ling)導(dao)和從業(ye)人員(yuan)主觀(guan)原(yuan)(yuan)因(yin)。究其根源,一(yi)是(shi)部分領(ling)導(dao)干部黨(dang)建工(gong)作(zuo)(zuo)占位不(bu)高,二是(shi)基層黨(dang)務(wu)工(gong)作(zuo)(zuo)者(zhe)能力(li)不(bu)夠,三是(shi)制度保障和統籌效(xiao)能不(bu)足。
破解“兩張皮”難題,需(xu)要國有企業從組織到個(ge)人創新思路(lu)、積極探索,形(xing)成多方合力,共同尋求破題之道。
堅定信仰、提高認識,牽住“牛鼻子”
“羅馬(ma)不是(shi)一(yi)(yi)天建成(cheng)的(de)”,縱觀國情黨史,從政黨初創(chuang)到生機勃(bo)勃(bo),從百廢待興到國富民(min)強,無不是(shi)一(yi)(yi)代接(jie)著(zhu)一(yi)(yi)代干,一(yi)(yi)棒接(jie)著(zhu)一(yi)(yi)棒跑,從星(xing)星(xing)之火,到遍地燎原(yuan)。同樣,黨建與業務工(gong)作互通互融,也需(xu)要一(yi)(yi)個(ge)潛(qian)移默化(hua)的(de)過程。
要(yao)強(qiang)化(hua)思想建黨(dang)(dang)(dang)。加強(qiang)黨(dang)(dang)(dang)員(yuan)(yuan)理想信念教育和(he)政治理論(lun)學習(xi),常態化(hua)黨(dang)(dang)(dang)史(shi)黨(dang)(dang)(dang)情和(he)革命傳統教育,引導(dao)黨(dang)(dang)(dang)員(yuan)(yuan)干(gan)部切實(shi)把思想和(he)行動(dong)統一到(dao)中(zhong)央的決(jue)策部署上來(lai),樹牢“四(si)個意識(shi)”,堅定“四(si)個自信”,做好(hao)“兩個維護”,確保黨(dang)(dang)(dang)的路線、方針、政策得(de)到(dao)不折(zhe)不扣的貫徹落實(shi)。在(zai)筆者(zhe)所在(zai)單位,除領導(dao)干(gan)部帶頭學習(xi)黨(dang)(dang)(dang)的重(zhong)大和(he)最新(xin)理論(lun)成果外,各項學習(xi)活動(dong)都(dou)倡導(dao)延伸到(dao)農民(min)工黨(dang)(dang)(dang)員(yuan)(yuan),開展“農民(min)工上講臺”主題宣講、聯合農民(min)工黨(dang)(dang)(dang)員(yuan)(yuan)參觀(guan)廉政基地等活動(dong),形(xing)成了目標同向、上下(xia)同欲的良好(hao)氛(fen)圍。
要強化(hua)(hua)主責意(yi)識(shi)。領(ling)導(dao)干(gan)部要有(you)“抓(zhua)好黨建(jian)是本職(zhi),不(bu)抓(zhua)黨建(jian)是失(shi)職(zhi),抓(zhua)不(bu)好黨建(jian)不(bu)稱職(zhi)”的(de)(de)主責意(yi)識(shi),帶頭落實黨建(jian)主體責任(ren),及(ji)時轉換角色定位,盡快適應對(dui)黨建(jian)由“指導(dao)”到(dao)“領(ling)導(dao)”的(de)(de)新變化(hua)(hua),切實把黨建(jian)工作(zuo)(zuo)真(zhen)正(zheng)(zheng)當成份內事;要有(you)“功成不(bu)必在我(wo)”的(de)(de)胸襟(jin)和“建(jian)功必須(xu)有(you)我(wo)”的(de)(de)抱(bao)負(fu),堅持(chi)把黨的(de)(de)建(jian)設(she)作(zuo)(zuo)為企業建(jian)設(she)的(de)(de)首要任(ren)務,堅定久(jiu)久(jiu)為功的(de)(de)戰略定力,不(bu)朝令夕改,不(bu)改弦更張(zhang)(zhang),一步一個腳印;要有(you)“兩(liang)條腿一起走(zou)”的(de)(de)理(li)念,堅持(chi)黨建(jian)工作(zuo)(zuo)與中心(xin)工作(zuo)(zuo)同謀劃、同部署(shu)、同落實、同考核(he),堅決糾(jiu)正(zheng)(zheng)和克服“兩(liang)張(zhang)(zhang)皮(pi)”現象。
提高水平、補齊短板,下好“先手棋”
習近平總書(shu)記在中央和(he)國家黨(dang)(dang)的建(jian)設(she)工(gong)(gong)(gong)作(zuo)(zuo)會議上(shang)指(zhi)出,“要建(jian)設(she)高素(su)質專業化的黨(dang)(dang)務(wu)干(gan)部(bu)隊(dui)伍(wu),把黨(dang)(dang)務(wu)干(gan)部(bu)培(pei)養成為(wei)政(zheng)治上(shang)的明白人、黨(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)(zuo)的內(nei)行人、干(gan)部(bu)職工(gong)(gong)(gong)的貼(tie)心人。”黨(dang)(dang)務(wu)干(gan)部(bu)工(gong)(gong)(gong)作(zuo)(zuo)在黨(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)(zuo)第(di)一線(xian),是新(xin)時代黨(dang)(dang)的建(jian)設(she)新(xin)的偉大工(gong)(gong)(gong)程的具體工(gong)(gong)(gong)作(zuo)(zuo)承擔(dan)者和(he)實踐者,其能(neng)力素(su)養,直接關乎企業黨(dang)(dang)建(jian)和(he)業務(wu)工(gong)(gong)(gong)作(zuo)(zuo)是否能(neng)夠同(tong)頻共振、融合發(fa)展。
突出黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)這個“主(zhu)心(xin)骨(gu)”。要(yao)將黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)發展(zhan)與(yu)人才引進、培養(yang)(yang)(yang)、使(shi)用結合起(qi)來(lai),通過建立“黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)人才優(you)(you)先(xian)引進、黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)職工優(you)(you)先(xian)培養(yang)(yang)(yang)、黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)骨(gu)干優(you)(you)先(xian)提(ti)拔”的“三優(you)(you)先(xian)”制度,把生產(chan)經(jing)營(ying)技(ji)術(shu)(shu)骨(gu)干培養(yang)(yang)(yang)成(cheng)(cheng)黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan),把黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)培養(yang)(yang)(yang)成(cheng)(cheng)生產(chan)經(jing)營(ying)技(ji)術(shu)(shu)骨(gu)干,把黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)生產(chan)經(jing)營(ying)技(ji)術(shu)(shu)骨(gu)干培養(yang)(yang)(yang)成(cheng)(cheng)企(qi)業(ye)經(jing)營(ying)管理人員(yuan)(yuan)(yuan)(yuan),為企(qi)業(ye)發展(zhan)提(ti)供人才支撐,確保關鍵(jian)(jian)崗位有(you)黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)領著(zhu)、關鍵(jian)(jian)環(huan)節(jie)有(you)黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)把著(zhu)、關鍵(jian)(jian)時(shi)刻有(you)黨(dang)(dang)員(yuan)(yuan)(yuan)(yuan)頂著(zhu)。
用好“輸血”這(zhe)支(zhi)“指揮棒”。要發(fa)揮黨(dang)組織(zhi)在(zai)“定向輸血”方面的政治優勢,積極對接基層(ceng)黨(dang)建需求,為基層(ceng)培養選(xuan)送優秀(xiu)黨(dang)務(wu)人(ren)員(yuan)(yuan)。探索“黨(dang)政互掛”等機制,安排基層(ceng)生產(chan)經營(ying)技(ji)術骨干“上掛”黨(dang)群部門(men)學習鍛煉,部門(men)業務(wu)骨干“下沉(chen)”一(yi)線幫(bang)助解決發(fa)展(zhan)難題,2019年(nian)以來,筆(bi)者所(suo)在(zai)單位開展(zhan)“百名黨(dang)建指導員(yuan)(yuan)下支(zhi)部”活動,23名黨(dang)建指導員(yuan)(yuan)下沉(chen)到近30個“小遠散(san)特”項(xiang)目黨(dang)支(zhi)部指導黨(dang)建工作,做到陣地前移(yi),項(xiang)目黨(dang)建專業化、規范化程度有效提升。

抓住書記這個(ge)“帶(dai)頭人”。要(yao)強化(hua)(hua)黨(dang)(dang)組(zu)織書記能力素質,提(ti)(ti)升(sheng)履(lv)責水(shui)平(ping),定期參加年度黨(dang)(dang)的(de)工作(zuo)會(hui)議、黨(dang)(dang)建工作(zuo)推(tui)進會(hui)、座(zuo)談會(hui)、培訓會(hui)等,及時了解形勢任務(wu),提(ti)(ti)升(sheng)謀劃部署(shu)工作(zuo)的(de)水(shui)平(ping)。筆者(zhe)所(suo)在(zai)單位(wei)堅持將(jiang)作(zuo)風建設(she)擺在(zai)突(tu)出位(wei)置(zhi),專項方案(an)、履(lv)職(zhi)清單、承諾實事、掛牌督辦(ban)多(duo)措并舉,梯次開(kai)展專項推(tui)進活動,淬(cui)煉了一(yi)批忠(zhong)誠、干(gan)凈、擔當的(de)高素質書記團隊;常態(tai)化(hua)(hua)開(kai)展“黨(dang)(dang)組(zu)織書記抓基層(ceng)黨(dang)(dang)建述職(zhi)評議”活動,以黨(dang)(dang)組(zu)織書記履(lv)職(zhi)盡責為(wei)抓手,推(tui)動黨(dang)(dang)組(zu)織建設(she)水(shui)平(ping)提(ti)(ti)升(sheng)。
聚焦主業、突出特色,細耕“責任田”
要(yao)樹(shu)立(li)“黨(dang)建(jian)+主業(ye)”工(gong)(gong)作(zuo)理(li)念,積(ji)極探索(suo)黨(dang)建(jian)工(gong)(gong)作(zuo)與中心工(gong)(gong)作(zuo)、業(ye)務工(gong)(gong)作(zuo)深(shen)度融合的(de)有效(xiao)機制,凸顯黨(dang)建(jian)政治引領,充分發(fa)揮黨(dang)建(jian)在激發(fa)戰斗力(li)、提升凝聚力(li)上的(de)作(zuo)用。
以黨(dang)(dang)(dang)(dang)(dang)建(jian)鼓士氣,激發戰(zhan)斗力。通過(guo)“三(san)聯(lian)(lian)建(jian)、三(san)號聯(lian)(lian)創”、創新(xin)工(gong)(gong)作(zuo)室、黨(dang)(dang)(dang)(dang)(dang)員(yuan)示范(fan)崗、責任(ren)區等(deng)黨(dang)(dang)(dang)(dang)(dang)建(jian)品牌活動(dong)(dong)(dong)強化(hua)身(shen)份意識,將活動(dong)(dong)(dong)成(cheng)(cheng)果(guo)量化(hua)到工(gong)(gong)期(qi)履(lv)約、科技創新(xin)、安(an)全生(sheng)產、環境保護、降本(ben)增效、管理提升等(deng)各項(xiang)(xiang)工(gong)(gong)作(zuo)之中,引導黨(dang)(dang)(dang)(dang)(dang)員(yuan)干部(bu)錘煉新(xin)作(zuo)風、鍛造新(xin)本(ben)領、彰顯(xian)新(xin)作(zuo)為。以筆者所(suo)在單位為例,作(zuo)為一家(jia)建(jian)筑企業,黨(dang)(dang)(dang)(dang)(dang)組織以發揮(hui)黨(dang)(dang)(dang)(dang)(dang)員(yuan)先(xian)鋒(feng)模范(fan)作(zuo)用為出發點,廣泛開(kai)展“兩化(hua)(標準化(hua)、信(xin)息化(hua))三(san)型(xing)(學習(xi)型(xing)、服務(wu)型(xing)、創新(xin)型(xing))”“一支(zhi)(zhi)(zhi)部(bu)一特色”等(deng)主題活動(dong)(dong)(dong),在項(xiang)(xiang)目(mu)設立黨(dang)(dang)(dang)(dang)(dang)員(yuan)示范(fan)區、先(xian)鋒(feng)崗,建(jian)立黨(dang)(dang)(dang)(dang)(dang)員(yuan)突擊(ji)隊(dui),組織開(kai)展勞動(dong)(dong)(dong)競賽,引導全體黨(dang)(dang)(dang)(dang)(dang)員(yuan)主動(dong)(dong)(dong)亮明身(shen)份,營造“比、拼、趕、超(chao)”氛圍,形成(cheng)(cheng)加強黨(dang)(dang)(dang)(dang)(dang)員(yuan)日常管理的有效鏈(lian)條(tiao)。在2020年的應急(ji)醫院(yuan)建(jian)設過(guo)程中,筆者所(suo)在單位牽頭建(jian)設雷神(shen)(shen)山醫院(yuan),組建(jian)起由1個(ge)臨時黨(dang)(dang)(dang)(dang)(dang)總(zong)支(zhi)(zhi)(zhi)、6個(ge)臨時黨(dang)(dang)(dang)(dang)(dang)支(zhi)(zhi)(zhi)部(bu)組成(cheng)(cheng)的項(xiang)(xiang)目(mu)黨(dang)(dang)(dang)(dang)(dang)組織,授旗(qi)6個(ge)黨(dang)(dang)(dang)(dang)(dang)員(yuan)突擊(ji)隊(dui),帶領1200余(yu)名管理人(ren)員(yuan)、15000余(yu)名工(gong)(gong)人(ren)克難攻堅,12天建(jian)成(cheng)(cheng)雷神(shen)(shen)山醫院(yuan),創造了(le)舉世矚目(mu)的“中國速度(du)”。
以(yi)黨建塑形象(xiang),提升凝聚(ju)力(li)。農(nong)民(min)(min)工(gong)(gong)(gong)為(wei)企(qi)(qi)業(ye)發(fa)展(zhan)貢獻了力(li)量,而反哺(bu)農(nong)民(min)(min)工(gong)(gong)(gong)是企(qi)(qi)業(ye)職責所在(zai)。良(liang)好(hao)的(de)(de)企(qi)(qi)業(ye)形象(xiang)有(you)(you)助于樹(shu)立企(qi)(qi)業(ye)品牌,助推企(qi)(qi)業(ye)發(fa)展(zhan)。以(yi)筆(bi)者所在(zai)單位為(wei)例,公(gong)司以(yi)“培育新時(shi)代建筑(zhu)產業(ye)工(gong)(gong)(gong)人(ren)隊伍”為(wei)目(mu)標(biao),實(shi)施“體系保(bao)障(zhang)、素質提升、人(ren)本關懷”三大(da)系統(tong)(tong)工(gong)(gong)(gong)程,實(shi)現成(cheng)(cheng)績與農(nong)民(min)(min)工(gong)(gong)(gong)共(gong)創,成(cheng)(cheng)果與農(nong)民(min)(min)工(gong)(gong)(gong)共(gong)享,進一步增強了農(nong)民(min)(min)工(gong)(gong)(gong)的(de)(de)組(zu)織(zhi)歸(gui)屬(shu)感(gan)、事業(ye)獲(huo)得(de)感(gan)和生活(huo)幸福感(gan)。從(cong)前期問卷調(diao)查結(jie)果看,96.9%的(de)(de)農(nong)民(min)(min)工(gong)(gong)(gong)愿(yuan)意成(cheng)(cheng)為(wei)公(gong)司的(de)(de)產業(ye)工(gong)(gong)(gong)人(ren),傳(chuan)統(tong)(tong)農(nong)民(min)(min)工(gong)(gong)(gong)穩(wen)定性差、“打一槍換一個(ge)地(di)方”的(de)(de)工(gong)(gong)(gong)作局面(mian)得(de)到有(you)(you)效改善,有(you)(you)效解決了“用工(gong)(gong)(gong)荒”難題。
完善機制、嚴格考評,激活“一池水”
黨(dang)建工(gong)作與(yu)業務(wu)工(gong)作應當同(tong)(tong)(tong)部(bu)署(shu)、同(tong)(tong)(tong)檢查(cha)、同(tong)(tong)(tong)考核(he),實現目標(biao)同(tong)(tong)(tong)向、工(gong)作同(tong)(tong)(tong)步(bu)、優勢(shi)互補,做到陣(zhen)地同(tong)(tong)(tong)步(bu)建設、人(ren)才同(tong)(tong)(tong)步(bu)培養(yang)、活(huo)動同(tong)(tong)(tong)步(bu)開(kai)展、監管同(tong)(tong)(tong)步(bu)進(jin)行。
突出頂層(ceng)設(she)(she)(she)計。圍繞“四好”班(ban)子建(jian)(jian)設(she)(she)(she),堅持問(wen)題導向,通過黨(dang)(dang)(dang)委中心組(zu)學(xue)習、黨(dang)(dang)(dang)風廉政(zheng)教育、“三會一課(ke)”等(deng)方(fang)式,開展“兩(liang)學(xue)一做”“不忘初心、牢記使(shi)命”主題教育等(deng)活動(dong),提(ti)高領導干(gan)部解決實際問(wen)題、處(chu)理(li)復雜矛盾(dun)的(de)能力(li);加強干(gan)部隊伍(wu)建(jian)(jian)設(she)(she)(she),建(jian)(jian)立(li)健(jian)全(quan)(quan)干(gan)部選拔、績效考(kao)核(he)、誡勉(mian)談(tan)話、行政(zheng)問(wen)責等(deng)機制,不斷提(ti)高干(gan)部隊伍(wu)的(de)生機活力(li),為黨(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)與(yu)中心工(gong)作(zuo)融合發(fa)展提(ti)供組(zu)織保障;結合中心工(gong)作(zuo)調整支部設(she)(she)(she)置、完善工(gong)作(zuo)機制,定標準、明規(gui)則(ze),筆者(zhe)所在單(dan)(dan)位根據(ju)項目類型和(he)特點,編寫發(fa)布《黨(dang)(dang)(dang)群工(gong)作(zuo)流(liu)程手冊(ce)》和(he)《項目黨(dang)(dang)(dang)支部工(gong)作(zuo)手冊(ce)》,建(jian)(jian)立(li)了(le)貼(tie)合各項目實際的(de)黨(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)責任制體(ti)(ti)(ti)系,為項目中心工(gong)作(zuo)提(ti)供了(le)堅實保障;開展領導班(ban)子基層(ceng)黨(dang)(dang)(dang)建(jian)(jian)聯系點“七(qi)個一”活動(dong),推行領導干(gan)部“連心筆記”,探索建(jian)(jian)立(li)以清單(dan)(dan)化(hua)立(li)項、動(dong)態化(hua)管理(li)、精細化(hua)驗收為主要內容的(de)基層(ceng)黨(dang)(dang)(dang)建(jian)(jian)運作(zuo)模式,把改革創(chuang)新(xin)貫(guan)穿(chuan)于企(qi)業黨(dang)(dang)(dang)的(de)建(jian)(jian)設(she)(she)(she)全(quan)(quan)過程,不斷豐(feng)富(fu)(fu)工(gong)作(zuo)方(fang)式、活動(dong)載體(ti)(ti)(ti),使(shi)企(qi)業黨(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)真正體(ti)(ti)(ti)現時代性、把握(wo)規(gui)律性、富(fu)(fu)于創(chuang)造性。
突出(chu)以(yi)(yi)“考(kao)”促(cu)“建”。要高懸問(wen)責(ze)利劍(jian),確保剛性(xing)執行(xing)。《中(zhong)國共產黨(dang)(dang)問(wen)責(ze)條例(li)》將黨(dang)(dang)的建設缺失(shi)列入問(wen)責(ze)情(qing)形,釋放出(chu)失(shi)責(ze)必(bi)問(wen)、問(wen)責(ze)必(bi)嚴的強(qiang)烈信號,對(dui)不稱職(zhi)的“平庸官”要敢于亮劍(jian),進一步強(qiang)化責(ze)任(ren)意識(shi),激發(fa)抓好黨(dang)(dang)務工作(zuo)的使命(ming)感。要評(ping)估考(kao)評(ping)體系,確保科學合理。以(yi)(yi)筆(bi)者所在單位為(wei)例(li),根(gen)據黨(dang)(dang)建工作(zuo)周(zhou)期長的特點,以(yi)(yi)半年為(wei)周(zhou)期,黨(dang)(dang)建工作(zuo)考(kao)評(ping)兼顧(gu)(gu)半年定(ding)量考(kao)評(ping)與年度(du)定(ding)性(xing)考(kao)評(ping),兼顧(gu)(gu)組織考(kao)評(ping)與黨(dang)(dang)員群眾評(ping)價(jia),兼顧(gu)(gu)“底線達(da)標”與“高線倡導”,真(zhen)正達(da)到以(yi)(yi)考(kao)評(ping)促(cu)黨(dang)(dang)建的效果。
