【編者按】近日,國務院國資委印發《關于加快推進國有企業數字化轉型工作的通知》(以下簡稱《通知》),開啟了國企數字化轉型的新篇章。近年來,中國電建將數字化轉型融入公司戰略,不斷探索數字化與建造方式、經營理念、市場形態和行業管理的深度融合,充分發揮數字化轉型推動企業轉型的重要作用。經認真學習《通知》要求,結合相關工作實踐,對《通知》有關內容進行解讀。
建筑類企業數字化轉型的背景和意義
世(shi)界(jie)正處在從工業(ye)(ye)經濟(ji)向數字(zi)經濟(ji)加速轉(zhuan)型過(guo)渡的(de)(de)(de)大(da)變革時代,國(guo)(guo)內經濟(ji)正處于新舊動能轉(zhuan)換的(de)(de)(de)關鍵時期。但當(dang)下,我國(guo)(guo)建(jian)(jian)筑(zhu)(zhu)(zhu)企(qi)(qi)業(ye)(ye)工程(cheng)(cheng)業(ye)(ye)務條塊劃分的(de)(de)(de)方(fang)式,加大(da)了各專業(ye)(ye)間的(de)(de)(de)壁壘(lei),嚴(yan)重(zhong)影響了工程(cheng)(cheng)的(de)(de)(de)整(zheng)體策(ce)劃和資(zi)源協(xie)同(tong),對工程(cheng)(cheng)管(guan)理(li)整(zheng)體效果的(de)(de)(de)影響越來(lai)越明顯(xian)。建(jian)(jian)筑(zhu)(zhu)(zhu)行業(ye)(ye)項目制為(wei)主的(de)(de)(de)管(guan)理(li)方(fang)式,強調縱(zong)向管(guan)控,缺(que)乏(fa)橫(heng)向溝(gou)通,標準(zhun)化程(cheng)(cheng)度(du)低,管(guan)理(li)難(nan)度(du)大(da)。同(tong)時,建(jian)(jian)筑(zhu)(zhu)(zhu)行業(ye)(ye)存在用(yong)工難(nan)問題,施(shi)工現場的(de)(de)(de)一線工人已經老去(qu),愿(yuan)意去(qu)工地的(de)(de)(de)年輕人越來(lai)越少,隨著對建(jian)(jian)造水平要(yao)求(qiu)的(de)(de)(de)提高,需(xu)要(yao)吸納更多(duo)掌握新工藝(yi)工法的(de)(de)(de)工人。這些(xie)建(jian)(jian)筑(zhu)(zhu)(zhu)行業(ye)(ye)發(fa)展(zhan)中固有的(de)(de)(de)痛點難(nan)點,在數字(zi)經濟(ji)浪潮(chao)下更為(wei)凸顯(xian)。隨著建(jian)(jian)筑(zhu)(zhu)(zhu)業(ye)(ye)進入穩定增(zeng)長(chang)階段,傳(chuan)統模式已無法滿足行業(ye)(ye)高質量發(fa)展(zhan)需(xu)求(qiu)。面對著力推(tui)動互聯(lian)網和實(shi)體經濟(ji)深度(du)融合(he)的(de)(de)(de)機遇,我國(guo)(guo)大(da)型企(qi)(qi)業(ye)(ye)發(fa)展(zhan)在數字(zi)化轉(zhuan)型的(de)(de)(de)潮(chao)流中進入新階段,建(jian)(jian)筑(zhu)(zhu)(zhu)類(lei)企(qi)(qi)業(ye)(ye)數字(zi)化轉(zhuan)型升級應運而生(sheng)。
(一)數字化轉型是建筑行業轉型升級的核心引擎。新一(yi)代信息技術(shu)的(de)全(quan)方(fang)(fang)位滲透正(zheng)深刻地顛覆著建(jian)(jian)筑(zhu)行業(ye)原有的(de)生(sheng)(sheng)產(chan)方(fang)(fang)式、組織方(fang)(fang)式、商(shang)業(ye)模式、價值鏈分(fen)布和競(jing)爭格局,數字化應用(yong)在(zai)有效推進建(jian)(jian)筑(zhu)業(ye)供(gong)給側結構性(xing)改革、推動完善建(jian)(jian)筑(zhu)市(shi)場監(jian)管體制和機制、創新業(ye)務模式、創新商(shang)業(ye)模式、提高生(sheng)(sheng)產(chan)力等方(fang)(fang)面發揮了重要作用(yong),數字化轉(zhuan)型(xing)已成為(wei)建(jian)(jian)筑(zhu)行業(ye)進行轉(zhuan)型(xing)升(sheng)級的(de)核(he)心引(yin)擎(qing)。
(二)數字化轉型是建筑企業高質量發展的內生動力。能(neng)夠多大范(fan)圍、多高(gao)層次、多強密(mi)度(du)去組織整合資源,將決(jue)定企業(ye)(ye)(ye)的(de)(de)價(jia)值(zhi)創造力和(he)發(fa)展邊(bian)界。現代(dai)數字化(hua)(hua)技(ji)術應用與業(ye)(ye)(ye)務的(de)(de)深度(du)融合正(zheng)在改變(bian),甚至(zhi)顛覆企業(ye)(ye)(ye)原有的(de)(de)核心(xin)能(neng)力和(he)市(shi)場競爭力。企業(ye)(ye)(ye)的(de)(de)傳統(tong)優勢正(zheng)在消(xiao)解,新(xin)(xin)的(de)(de)優勢正(zheng)在培育,時(shi)代(dai)呼喚企業(ye)(ye)(ye)需要(yao)有更大的(de)(de)胸(xiong)懷擁抱新(xin)(xin)技(ji)術、新(xin)(xin)產(chan)品(pin)、新(xin)(xin)市(shi)場,需在結合自身業(ye)(ye)(ye)務特性和(he)長期優勢的(de)(de)基礎(chu)上不斷思考和(he)探索企業(ye)(ye)(ye)數字化(hua)(hua)轉型,為企業(ye)(ye)(ye)高(gao)質量發(fa)展注(zhu)入新(xin)(xin)動能(neng)。
加快推動建筑類企業數字化轉型的重點內容
(一)搭建以BIM為核心的基礎數字技術平臺
基于(yu)行(xing)(xing)業先(xian)進(jin)的(de)(de)(de)三(san)維圖形(xing)引擎,運用(yong)建(jian)(jian)筑(zhu)信息模(mo)型(BIM),結合(he)GIS、大數(shu)(shu)據(ju)、人工(gong)(gong)(gong)(gong)智能、虛擬現實、數(shu)(shu)值模(mo)型等先(xian)進(jin)技術,建(jian)(jian)設(she)(she)(she)具有自主(zhu)知識(shi)產(chan)權(quan)的(de)(de)(de)BIM基礎數(shu)(shu)字(zi)(zi)技術平臺,探索工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)筑(zhu)行(xing)(xing)業數(shu)(shu)字(zi)(zi)化規劃、設(she)(she)(she)計、施工(gong)(gong)(gong)(gong)的(de)(de)(de)多方(fang)協同。同時對多源(yuan)異構數(shu)(shu)據(ju)與模(mo)型進(jin)行(xing)(xing)集成,形(xing)成勘(kan)測、設(she)(she)(she)計一體化服務支撐基礎,幫助(zhu)發現項目設(she)(she)(she)計、施工(gong)(gong)(gong)(gong)的(de)(de)(de)潛在(zai)性(xing)問(wen)題(ti)。有利于(yu)解(jie)決(jue)傳統(tong)(tong)模(mo)式(shi)下工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)設(she)(she)(she)產(chan)業鏈各環節信息割裂(lie)、脫節等問(wen)題(ti),為工(gong)(gong)(gong)(gong)程(cheng)(cheng)全壽命周期數(shu)(shu)字(zi)(zi)化建(jian)(jian)造提(ti)供強有力的(de)(de)(de)底層支撐。中(zhong)國電建(jian)(jian)通過自主(zhu)研(yan)究的(de)(de)(de)BIM仿真平臺系統(tong)(tong),為工(gong)(gong)(gong)(gong)程(cheng)(cheng)數(shu)(shu)字(zi)(zi)化建(jian)(jian)設(she)(she)(she)提(ti)供底層支撐,成功應用(yong)于(yu)數(shu)(shu)字(zi)(zi)橫琴、數(shu)(shu)字(zi)(zi)前海、數(shu)(shu)字(zi)(zi)雄安(an)等工(gong)(gong)(gong)(gong)程(cheng)(cheng),有效(xiao)提(ti)升了工(gong)(gong)(gong)(gong)程(cheng)(cheng)數(shu)(shu)字(zi)(zi)化水平,推進(jin)工(gong)(gong)(gong)(gong)程(cheng)(cheng)建(jian)(jian)筑(zhu)行(xing)(xing)業數(shu)(shu)字(zi)(zi)化轉型。
(二)形成支撐服務工程建管運的大數據平臺
依托(tuo)以BIM為(wei)(wei)核心的(de)信息技術搭(da)建(jian)工(gong)(gong)程(cheng)(cheng)大(da)數(shu)據(ju)(ju)(ju)平(ping)(ping)臺,推(tui)動(dong)(dong)建(jian)筑工(gong)(gong)程(cheng)(cheng)從(cong)物理(li)(li)資產(chan)(chan)(chan)到(dao)數(shu)字(zi)資產(chan)(chan)(chan)的(de)轉(zhuan)變。圍繞工(gong)(gong)程(cheng)(cheng)環境數(shu)據(ju)(ju)(ju)、工(gong)(gong)程(cheng)(cheng)產(chan)(chan)(chan)品數(shu)據(ju)(ju)(ju)、工(gong)(gong)程(cheng)(cheng)過程(cheng)(cheng)數(shu)據(ju)(ju)(ju)、工(gong)(gong)程(cheng)(cheng)要素數(shu)據(ju)(ju)(ju)進行(xing)數(shu)據(ju)(ju)(ju)的(de)采集、存儲、集成(cheng)、共享(xiang)、分析,借助大(da)數(shu)據(ju)(ju)(ju)平(ping)(ping)臺規(gui)模化效(xiao)(xiao)應將低(di)價值密(mi)度的(de)數(shu)據(ju)(ju)(ju)整(zheng)合為(wei)(wei)高價值密(mi)度的(de)信息資產(chan)(chan)(chan),使工(gong)(gong)程(cheng)(cheng)建(jian)造(zao)由“經驗驅動(dong)(dong)”到(dao)“數(shu)據(ju)(ju)(ju)驅動(dong)(dong)”轉(zhuan)變,從(cong)數(shu)據(ju)(ju)(ju)中(zhong)提(ti)取知識(shi)、預(yu)測未來,服(fu)務(wu)工(gong)(gong)程(cheng)(cheng)優化、風險控(kong)制、項(xiang)目(mu)管理(li)(li)等,以行(xing)為(wei)(wei)數(shu)據(ju)(ju)(ju)分析實(shi)現(xian)(xian)對客(ke)戶(hu)(hu)的(de)全面理(li)(li)解,以大(da)數(shu)據(ju)(ju)(ju)預(yu)測實(shi)現(xian)(xian)敏捷(jie)的(de)服(fu)務(wu)能(neng)力,以數(shu)據(ju)(ju)(ju)的(de)互聯(lian)驅動(dong)(dong)開展個(ge)性化服(fu)務(wu),逐(zhu)步(bu)向以客(ke)戶(hu)(hu)需(xu)(xu)求(qiu)為(wei)(wei)主(zhu)要驅動(dong)(dong)力的(de)模式轉(zhuan)變,支撐和(he)快(kuai)(kuai)速響應業(ye)務(wu)變化和(he)需(xu)(xu)求(qiu),支撐未來業(ye)務(wu)發展各類場景,從(cong)而創造(zao)數(shu)據(ju)(ju)(ju)資產(chan)(chan)(chan)價值和(he)工(gong)(gong)程(cheng)(cheng)業(ye)務(wu)價值。中(zhong)國電(dian)建(jian)通過構建(jian)符(fu)合集團管理(li)(li)特(te)色的(de)PRP-ERP-GRP項(xiang)目(mu)管理(li)(li)體系,形成(cheng)“項(xiang)目(mu)-企(qi)業(ye)-集團”三層架構的(de)生(sheng)產(chan)(chan)(chan)運營大(da)數(shu)據(ju)(ju)(ju)平(ping)(ping)臺,不斷加快(kuai)(kuai)工(gong)(gong)程(cheng)(cheng)資產(chan)(chan)(chan)信息化數(shu)字(zi)化步(bu)伐,創新生(sheng)產(chan)(chan)(chan)和(he)服(fu)務(wu)模式,賦能(neng)企(qi)業(ye)提(ti)質(zhi)(zhi)增效(xiao)(xiao),提(ti)高工(gong)(gong)程(cheng)(cheng)建(jian)設(she)質(zhi)(zhi)量和(he)效(xiao)(xiao)率。

企(qi)(qi)業數(shu)字化(hua)轉(zhuan)型的(de)推進(jin)是一項系統工程,企(qi)(qi)業要結合自身(shen)特點(dian),重點(dian)從(cong)規劃牽(qian)引、管理(li)機制、組織保(bao)障、人才(cai)培養、資金投入等五個方面提供(gong)保(bao)障措施(shi)(shi),持續夯實(shi)企(qi)(qi)業數(shu)字化(hua)轉(zhuan)型基礎,為企(qi)(qi)業數(shu)字化(hua)轉(zhuan)型的(de)持續推進(jin)與(yu)落地實(shi)施(shi)(shi)保(bao)駕護航。
(一)制定總體戰略規劃
戰(zhan)(zhan)略規(gui)劃是企(qi)(qi)業數(shu)字(zi)化轉(zhuan)型的思(si)想引領。傳統企(qi)(qi)業數(shu)字(zi)化轉(zhuan)型不(bu)是一(yi)蹴而就的事情,而是一(yi)個長期的艱巨的工程,要求企(qi)(qi)業必須從戰(zhan)(zhan)略層面(mian)高度關注(zhu)和(he)(he)(he)(he)重視數(shu)字(zi)化,正視自(zi)身面(mian)臨的競爭環境和(he)(he)(he)(he)轉(zhuan)型壓力,找準自(zi)身定(ding)(ding)位和(he)(he)(he)(he)目標需求,加(jia)強數(shu)字(zi)化統籌協調(diao)和(he)(he)(he)(he)戰(zhan)(zhan)略規(gui)劃,做(zuo)好頂層架構和(he)(he)(he)(he)路線(xian)圖(tu)設(she)計,分(fen)階段分(fen)步驟進行實施。中國(guo)電(dian)建成(cheng)立以來,把信(xin)息化作(zuo)為(wei)集團(tuan)(tuan)戰(zhan)(zhan)略方(fang)針之一(yi),統籌規(gui)劃、頂層設(she)計、系統推(tui)進,始終堅持“一(yi)張藍圖(tu)繪到(dao)底”,“十(shi)二五”、“十(shi)三五”期間確定(ding)(ding)“3521”、“3523”架構藍圖(tu),“十(shi)四五”把“數(shu)字(zi)融合(he)能力”作(zuo)為(wei)集團(tuan)(tuan)總體戰(zhan)(zhan)略六大能力之一(yi),持續(xu)推(tui)進保障企(qi)(qi)業數(shu)字(zi)化轉(zhuan)型。

通過成立數(shu)字化(hua)(hua)(hua)轉(zhuan)型(xing)小(xiao)組,持續推(tui)進“數(shu)字電建”的研究(jiu),規劃建設新(xin)賽道,進一步構建數(shu)字化(hua)(hua)(hua)轉(zhuan)型(xing)地圖,清(qing)晰實(shi)施路徑,指導(dao)公司和子企(qi)業(ye)的數(shu)字化(hua)(hua)(hua)轉(zhuan)型(xing),適應新(xin)型(xing)建筑工業(ye)化(hua)(hua)(hua)發展趨勢(shi),打造公司競爭新(xin)優勢(shi)。
(三)建立轉型管理機制

(四)加強人才隊伍培養
