——建筑類企業數字化轉型推進重點

【編者按】近日,國務院國資委印發《關于加快推進國有企業數字化轉型工作的通知》(以下簡稱《通知》),開啟了國企數字化轉型的新篇章。近年來,中國電建將數字化轉型融入公司戰略,不斷探索數字化與建造方式、經營理念、市場形態和行業管理的深度融合,充分發揮數字化轉型推動企業轉型的重要作用。經認真學習《通知》要求,結合相關工作實踐,對《通知》有關內容進行解讀。

建筑類企業數字化轉型的背景和意義

世界正處在從(cong)工(gong)業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)濟(ji)向數字(zi)(zi)經(jing)(jing)濟(ji)加速(su)轉型(xing)過渡的(de)(de)(de)(de)大(da)變革時代,國內經(jing)(jing)濟(ji)正處于新舊動能(neng)轉換的(de)(de)(de)(de)關鍵時期。但當(dang)下(xia),我(wo)國建(jian)(jian)(jian)筑企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)工(gong)程(cheng)(cheng)(cheng)業(ye)(ye)(ye)(ye)(ye)務條塊(kuai)劃分的(de)(de)(de)(de)方式,加大(da)了(le)各專業(ye)(ye)(ye)(ye)(ye)間的(de)(de)(de)(de)壁(bi)壘,嚴(yan)重影響了(le)工(gong)程(cheng)(cheng)(cheng)的(de)(de)(de)(de)整體策劃和(he)資源協同(tong),對(dui)工(gong)程(cheng)(cheng)(cheng)管理(li)(li)整體效果的(de)(de)(de)(de)影響越(yue)來(lai)越(yue)明顯。建(jian)(jian)(jian)筑行(xing)業(ye)(ye)(ye)(ye)(ye)項目制(zhi)為(wei)主的(de)(de)(de)(de)管理(li)(li)方式,強調縱向管控(kong),缺(que)乏(fa)橫向溝通,標準化(hua)程(cheng)(cheng)(cheng)度(du)(du)低,管理(li)(li)難(nan)度(du)(du)大(da)。同(tong)時,建(jian)(jian)(jian)筑行(xing)業(ye)(ye)(ye)(ye)(ye)存在用工(gong)難(nan)問題(ti),施工(gong)現場的(de)(de)(de)(de)一線(xian)工(gong)人已(yi)經(jing)(jing)老去,愿意去工(gong)地的(de)(de)(de)(de)年輕人越(yue)來(lai)越(yue)少,隨(sui)著(zhu)對(dui)建(jian)(jian)(jian)造水平要(yao)求的(de)(de)(de)(de)提(ti)高,需(xu)(xu)要(yao)吸(xi)納更(geng)多掌握新工(gong)藝工(gong)法的(de)(de)(de)(de)工(gong)人。這些建(jian)(jian)(jian)筑行(xing)業(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)中固有的(de)(de)(de)(de)痛點難(nan)點,在數字(zi)(zi)經(jing)(jing)濟(ji)浪潮下(xia)更(geng)為(wei)凸顯。隨(sui)著(zhu)建(jian)(jian)(jian)筑業(ye)(ye)(ye)(ye)(ye)進入穩(wen)定增長(chang)階段,傳統模式已(yi)無法滿足行(xing)業(ye)(ye)(ye)(ye)(ye)高質量(liang)發(fa)展(zhan)需(xu)(xu)求。面對(dui)著(zhu)力推動互聯(lian)網和(he)實體經(jing)(jing)濟(ji)深度(du)(du)融合的(de)(de)(de)(de)機遇,我(wo)國大(da)型(xing)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發(fa)展(zhan)在數字(zi)(zi)化(hua)轉型(xing)的(de)(de)(de)(de)潮流(liu)中進入新階段,建(jian)(jian)(jian)筑類企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)數字(zi)(zi)化(hua)轉型(xing)升級應(ying)運而生。

(一)數字化轉型是建筑行業轉型升級的核心引擎。新一代信(xin)息技術的(de)全方位滲透正(zheng)深刻地顛覆著建(jian)筑行業原有(you)的(de)生產(chan)(chan)方式(shi)、組織方式(shi)、商(shang)業模式(shi)、價值(zhi)鏈分布和競爭格局,數字(zi)化應(ying)用在有(you)效推進建(jian)筑業供給(gei)側結構性(xing)改(gai)革(ge)、推動完(wan)善(shan)建(jian)筑市(shi)場監(jian)管體制和機(ji)制、創新業務模式(shi)、創新商(shang)業模式(shi)、提高(gao)生產(chan)(chan)力等方面發揮了重要作(zuo)用,數字(zi)化轉型(xing)已成為建(jian)筑行業進行轉型(xing)升級的(de)核心引擎。

(二)數字化轉型是建筑企業高質量發展的內生動力。能夠多(duo)大(da)范圍、多(duo)高(gao)層次、多(duo)強密度(du)去組織(zhi)整合資源,將決(jue)定(ding)企(qi)業(ye)(ye)的(de)價值創(chuang)造(zao)力和(he)發展(zhan)邊界。現代數(shu)字化技術應用(yong)與業(ye)(ye)務(wu)的(de)深(shen)度(du)融合正在改變(bian),甚至顛覆企(qi)業(ye)(ye)原有的(de)核心能力和(he)市場(chang)競爭力。企(qi)業(ye)(ye)的(de)傳統優(you)勢正在消解,新(xin)的(de)優(you)勢正在培(pei)育(yu),時(shi)代呼喚企(qi)業(ye)(ye)需要(yao)有更大(da)的(de)胸懷(huai)擁抱新(xin)技術、新(xin)產品、新(xin)市場(chang),需在結合自身業(ye)(ye)務(wu)特性和(he)長(chang)期優(you)勢的(de)基(ji)礎(chu)上不斷(duan)思考和(he)探索企(qi)業(ye)(ye)數(shu)字化轉型,為企(qi)業(ye)(ye)高(gao)質量發展(zhan)注入新(xin)動(dong)能。

加快推動建筑類企業數字化轉型的重點內容

(一)搭建以BIM為核心的基礎數字技術平臺

基(ji)(ji)于行(xing)業先(xian)進(jin)的(de)三(san)維圖形(xing)引擎,運用建(jian)(jian)(jian)(jian)筑信息(xi)模型(BIM),結合GIS、大數(shu)(shu)(shu)據、人工(gong)(gong)(gong)智能、虛擬現實、數(shu)(shu)(shu)值模型等先(xian)進(jin)技(ji)術,建(jian)(jian)(jian)(jian)設具有自主知(zhi)識產權的(de)BIM基(ji)(ji)礎數(shu)(shu)(shu)字(zi)技(ji)術平臺(tai),探索工(gong)(gong)(gong)程建(jian)(jian)(jian)(jian)筑行(xing)業數(shu)(shu)(shu)字(zi)化規劃、設計(ji)、施工(gong)(gong)(gong)的(de)多方協同。同時對多源異構數(shu)(shu)(shu)據與模型進(jin)行(xing)集成(cheng),形(xing)成(cheng)勘測(ce)、設計(ji)一體化服(fu)務(wu)支撐基(ji)(ji)礎,幫助發現項目(mu)設計(ji)、施工(gong)(gong)(gong)的(de)潛在性(xing)問(wen)題。有利于解決傳統模式下工(gong)(gong)(gong)程建(jian)(jian)(jian)(jian)設產業鏈各環節(jie)信息(xi)割裂、脫節(jie)等問(wen)題,為工(gong)(gong)(gong)程全壽命周期(qi)數(shu)(shu)(shu)字(zi)化建(jian)(jian)(jian)(jian)造提(ti)供強有力的(de)底(di)層(ceng)支撐。中國電(dian)建(jian)(jian)(jian)(jian)通(tong)過(guo)自主研究的(de)BIM仿真平臺(tai)系統,為工(gong)(gong)(gong)程數(shu)(shu)(shu)字(zi)化建(jian)(jian)(jian)(jian)設提(ti)供底(di)層(ceng)支撐,成(cheng)功(gong)應用于數(shu)(shu)(shu)字(zi)橫琴(qin)、數(shu)(shu)(shu)字(zi)前海(hai)、數(shu)(shu)(shu)字(zi)雄(xiong)安等工(gong)(gong)(gong)程,有效提(ti)升(sheng)了工(gong)(gong)(gong)程數(shu)(shu)(shu)字(zi)化水平,推進(jin)工(gong)(gong)(gong)程建(jian)(jian)(jian)(jian)筑行(xing)業數(shu)(shu)(shu)字(zi)化轉型。

(二)形成支撐服務工程建管運的大數據平臺

依托以BIM為(wei)(wei)核心的(de)(de)(de)(de)(de)(de)信息(xi)技術(shu)搭(da)建(jian)工程(cheng)(cheng)大(da)數(shu)據(ju)(ju)(ju)(ju)(ju)平臺,推(tui)動建(jian)筑(zhu)工程(cheng)(cheng)從(cong)物理(li)資(zi)(zi)產(chan)(chan)(chan)到(dao)數(shu)字(zi)資(zi)(zi)產(chan)(chan)(chan)的(de)(de)(de)(de)(de)(de)轉變(bian)(bian)。圍繞工程(cheng)(cheng)環境(jing)數(shu)據(ju)(ju)(ju)(ju)(ju)、工程(cheng)(cheng)產(chan)(chan)(chan)品數(shu)據(ju)(ju)(ju)(ju)(ju)、工程(cheng)(cheng)過程(cheng)(cheng)數(shu)據(ju)(ju)(ju)(ju)(ju)、工程(cheng)(cheng)要素數(shu)據(ju)(ju)(ju)(ju)(ju)進(jin)行(xing)數(shu)據(ju)(ju)(ju)(ju)(ju)的(de)(de)(de)(de)(de)(de)采集(ji)、存(cun)儲、集(ji)成、共享(xiang)、分(fen)析(xi),借助大(da)數(shu)據(ju)(ju)(ju)(ju)(ju)平臺規模化(hua)效應將低價值(zhi)(zhi)密度(du)的(de)(de)(de)(de)(de)(de)數(shu)據(ju)(ju)(ju)(ju)(ju)整合(he)為(wei)(wei)高(gao)價值(zhi)(zhi)密度(du)的(de)(de)(de)(de)(de)(de)信息(xi)資(zi)(zi)產(chan)(chan)(chan),使工程(cheng)(cheng)建(jian)造(zao)由(you)“經驗驅(qu)(qu)動”到(dao)“數(shu)據(ju)(ju)(ju)(ju)(ju)驅(qu)(qu)動”轉變(bian)(bian),從(cong)數(shu)據(ju)(ju)(ju)(ju)(ju)中(zhong)提(ti)取知識、預(yu)測未來(lai),服務(wu)工程(cheng)(cheng)優化(hua)、風險控制、項目管理(li)等,以行(xing)為(wei)(wei)數(shu)據(ju)(ju)(ju)(ju)(ju)分(fen)析(xi)實現對客戶(hu)的(de)(de)(de)(de)(de)(de)全面理(li)解,以大(da)數(shu)據(ju)(ju)(ju)(ju)(ju)預(yu)測實現敏捷的(de)(de)(de)(de)(de)(de)服務(wu)能(neng)力,以數(shu)據(ju)(ju)(ju)(ju)(ju)的(de)(de)(de)(de)(de)(de)互聯驅(qu)(qu)動開(kai)展個(ge)性化(hua)服務(wu),逐步向以客戶(hu)需求為(wei)(wei)主(zhu)要驅(qu)(qu)動力的(de)(de)(de)(de)(de)(de)模式(shi)轉變(bian)(bian),支撐和快(kuai)速響應業務(wu)變(bian)(bian)化(hua)和需求,支撐未來(lai)業務(wu)發展各類場景,從(cong)而(er)創(chuang)造(zao)數(shu)據(ju)(ju)(ju)(ju)(ju)資(zi)(zi)產(chan)(chan)(chan)價值(zhi)(zhi)和工程(cheng)(cheng)業務(wu)價值(zhi)(zhi)。中(zhong)國電建(jian)通過構(gou)建(jian)符合(he)集(ji)團管理(li)特(te)色(se)的(de)(de)(de)(de)(de)(de)PRP-ERP-GRP項目管理(li)體系(xi),形成“項目-企業-集(ji)團”三層架(jia)構(gou)的(de)(de)(de)(de)(de)(de)生產(chan)(chan)(chan)運營大(da)數(shu)據(ju)(ju)(ju)(ju)(ju)平臺,不(bu)斷(duan)加快(kuai)工程(cheng)(cheng)資(zi)(zi)產(chan)(chan)(chan)信息(xi)化(hua)數(shu)字(zi)化(hua)步伐,創(chuang)新生產(chan)(chan)(chan)和服務(wu)模式(shi),賦能(neng)企業提(ti)質增效,提(ti)高(gao)工程(cheng)(cheng)建(jian)設(she)質量和效率(lv)。

(三)通過“工程產品+服務”推動建造服務化轉型

保障措施

企(qi)業數(shu)字化(hua)轉(zhuan)型的推(tui)進是一項系統工程,企(qi)業要(yao)結合(he)自(zi)身特點,重點從規(gui)劃牽引、管理(li)機(ji)制、組織(zhi)保障、人才培養、資金投(tou)入(ru)等(deng)五個(ge)方面(mian)提(ti)供(gong)保障措施,持續夯實企(qi)業數(shu)字化(hua)轉(zhuan)型基(ji)礎(chu),為企(qi)業數(shu)字化(hua)轉(zhuan)型的持續推(tui)進與落地實施保駕護航。

(一)制定總體戰略規劃

戰(zhan)略(lve)規(gui)劃(hua)是企(qi)(qi)業(ye)數(shu)(shu)字化(hua)(hua)轉型的(de)思想引領(ling)。傳(chuan)統(tong)企(qi)(qi)業(ye)數(shu)(shu)字化(hua)(hua)轉型不是一(yi)(yi)蹴而就的(de)事情(qing),而是一(yi)(yi)個長(chang)期(qi)的(de)艱(jian)巨的(de)工程,要求企(qi)(qi)業(ye)必須從(cong)戰(zhan)略(lve)層面(mian)高度(du)關注和(he)重視數(shu)(shu)字化(hua)(hua),正視自身(shen)面(mian)臨的(de)競爭(zheng)環境和(he)轉型壓力(li)(li),找準自身(shen)定(ding)位和(he)目標需求,加強數(shu)(shu)字化(hua)(hua)統(tong)籌協調和(he)戰(zhan)略(lve)規(gui)劃(hua),做好頂(ding)層架構和(he)路線(xian)圖(tu)(tu)設計(ji),分(fen)階段分(fen)步驟進(jin)行(xing)實施。中國(guo)電建成(cheng)立以來,把信(xin)息化(hua)(hua)作為集團(tuan)戰(zhan)略(lve)方針之(zhi)一(yi)(yi),統(tong)籌規(gui)劃(hua)、頂(ding)層設計(ji)、系統(tong)推進(jin),始終(zhong)堅持(chi)“一(yi)(yi)張藍圖(tu)(tu)繪到底”,“十(shi)二(er)五”、“十(shi)三五”期(qi)間確定(ding)“3521”、“3523”架構藍圖(tu)(tu),“十(shi)四(si)五”把“數(shu)(shu)字融合能(neng)力(li)(li)”作為集團(tuan)總(zong)體戰(zhan)略(lve)六大能(neng)力(li)(li)之(zhi)一(yi)(yi),持(chi)續推進(jin)保(bao)障企(qi)(qi)業(ye)數(shu)(shu)字化(hua)(hua)轉型。

(二)強化統籌組織領導
