電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)之間的互(hu)聯(lian)是世界各(ge)國發展電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)的主要(yao)經驗,跨區聯(lian)網(wang)(wang)(wang)(wang)和(he)跨國聯(lian)網(wang)(wang)(wang)(wang)是實現更大(da)范圍(wei)內能源(yuan)資源(yuan)優化(hua)配置和(he)提高電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)整體(ti)經濟(ji)效(xiao)益的重要(yao)途(tu)徑(jing)。互(hu)聯(lian)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)作為一個動態平(ping)衡系(xi)統,故(gu)障(zhang)發生時,原(yuan)有(you)平(ping)衡被打(da)破,故(gu)障(zhang)能量(liang)瞬間傳至整個電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang),系(xi)統狀(zhuang)態迅(xun)速(su)惡化(hua),防御不當將(jiang)導致(zhi)故(gu)障(zhang)范圍(wei)迅(xun)速(su)擴大(da),甚至發生大(da)停電(dian)(dian)(dian)(dian)(dian)。據(ju)統計,21世紀(ji)發生的負荷損失(shi)超(chao)過300萬千瓦(wa)的大(da)停電(dian)(dian)(dian)(dian)(dian)事故(gu)中(zhong),90%以上與故(gu)障(zhang)后動態過程(cheng)中(zhong)輸(shu)電(dian)(dian)(dian)(dian)(dian)斷(duan)面連(lian)鎖(suo)斷(duan)開和(he)受端(duan)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)壓崩潰相關(guan),造成的總(zong)經濟(ji)損失(shi)超(chao)過1000億美元。與國外相比,我國電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)輸(shu)電(dian)(dian)(dian)(dian)(dian)規模、輸(shu)電(dian)(dian)(dian)(dian)(dian)距離、電(dian)(dian)(dian)(dian)(dian)壓等級均居(ju)世界第一,電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)運(yun)行面臨的輸(shu)電(dian)(dian)(dian)(dian)(dian)安全運(yun)行、電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)電(dian)(dian)(dian)(dian)(dian)壓穩定等問題更為嚴峻(jun),建(jian)立可(ke)靠的互(hu)聯(lian)電(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)(wang)動態過程(cheng)安全防御體(ti)系(xi)成為亟需解決的任務。
國(guo)(guo)家(jia)電(dian)(dian)網(wang)所屬中國(guo)(guo)電(dian)(dian)力(li)(li)科(ke)學研究院歷時14年(nian),一(yi)是(shi)建(jian)立了(le)(le)(le)電(dian)(dian)力(li)(li)系(xi)(xi)統(tong)(tong)強迫(po)振蕩理論,攻(gong)克(ke)了(le)(le)(le)輸電(dian)(dian)斷(duan)面動態(tai)(tai)功率(lv)分(fen)(fen)析與控制(zhi)技術(shu),研制(zhi)出分(fen)(fen)類(lei)分(fen)(fen)時聯合控制(zhi)系(xi)(xi)統(tong)(tong),解(jie)決了(le)(le)(le)輸電(dian)(dian)斷(duan)面功率(lv)波(bo)動和振蕩“預測、辨識、定(ding)位(wei)、控制(zhi)”4項難(nan)題;二是(shi)突破(po)了(le)(le)(le)受端電(dian)(dian)網(wang)全(quan)(quan)過程(cheng)電(dian)(dian)壓(ya)穩定(ding)評(ping)估與控制(zhi)技術(shu),制(zhi)定(ding)了(le)(le)(le)我國(guo)(guo)首個電(dian)(dian)壓(ya)穩定(ding)評(ping)價標準,研制(zhi)出電(dian)(dian)壓(ya)穩定(ding)全(quan)(quan)過程(cheng)防控系(xi)(xi)統(tong)(tong),提出了(le)(le)(le)國(guo)(guo)家(jia)電(dian)(dian)網(wang)動態(tai)(tai)電(dian)(dian)壓(ya)支撐能力(li)(li)提升(sheng)方(fang)案,大幅(fu)提升(sheng)電(dian)(dian)網(wang)電(dian)(dian)壓(ya)穩定(ding)水平(ping);三是(shi)研發出世界首套“毫秒級(ji)-秒級(ji)-分(fen)(fen)鐘(zhong)級(ji)”多(duo)時間尺度統(tong)(tong)一(yi)仿真的(de)電(dian)(dian)力(li)(li)系(xi)(xi)統(tong)(tong)全(quan)(quan)過程(cheng)動態(tai)(tai)仿真軟(ruan)件,實現了(le)(le)(le)國(guo)(guo)家(jia)電(dian)(dian)網(wang)(約50000節點)數(shu)十(shi)分(fen)(fen)鐘(zhong)乃至數(shu)小時動態(tai)(tai)過程(cheng)的(de)準確仿真。
該項目產(chan)生(sheng)直接經濟效(xiao)益11.6億元,成果應(ying)用(yong)于(yu)(yu)34個省(sheng)級及以上(shang)電(dian)(dian)網(wang)規劃(hua)調度運行(xing),有力(li)保障了西南(nan)水電(dian)(dian)大(da)規模送出,近(jin)三年減少長江上(shang)游棄水電(dian)(dian)量533億千瓦時。成果應(ying)用(yong)于(yu)(yu)22個輸電(dian)(dian)工(gong)程、45套(tao)動態無功補償(chang)設備,累計提升(sheng)輸電(dian)(dian)能力(li)約(yue)1600萬(wan)千瓦。成果還應(ying)用(yong)于(yu)(yu)巴(ba)西、葡萄牙等國(guo)家的(de)(de)電(dian)(dian)網(wang)安全(quan)分析中,大(da)幅(fu)提升(sheng)我國(guo)在(zai)相(xiang)關領域的(de)(de)國(guo)際影(ying)響力(li)。
