國務院國資委印發《中央企業工資總額管理辦法》

國(guo)務院國(guo)資(zi)(zi)委近(jin)日印發《中央企業(ye)工資(zi)(zi)總額(e)管(guan)理(li)辦法》(國(guo)資(zi)(zi)委令第39號,以下簡(jian)稱《辦法》)。

《辦法》以習近平(ping)新時(shi)代中國(guo)特(te)色(se)社會主義思想為(wei)指(zhi)引,以建立健全與勞(lao)動力市場基(ji)本適應(ying)、與企(qi)業(ye)經濟效益和勞(lao)動生(sheng)產率(lv)掛(gua)鉤的工(gong)資(zi)(zi)決定(ding)和正常(chang)增長(chang)機制(zhi),增強企(qi)業(ye)活力和動力,促進(jin)(jin)企(qi)業(ye)實現高質量(liang)發(fa)展,推動國(guo)有資(zi)(zi)本做(zuo)(zuo)(zuo)強做(zuo)(zuo)(zuo)優做(zuo)(zuo)(zuo)大為(wei)目(mu)標,以出(chu)資(zi)(zi)人管資(zi)(zi)本為(wei)主強化激勵約束建設為(wei)遵(zun)循(xun),按照《國(guo)務院關于改革國(guo)有企(qi)業(ye)工(gong)資(zi)(zi)決定(ding)機制(zhi)的意(yi)見(jian)》(國(guo)發(fa)〔2018〕16號,以下簡稱《意(yi)見(jian)》)精神,在(zai)繼承以往有效經驗和做(zuo)(zuo)(zuo)法的基(ji)礎(chu)上,對現行中央(yang)企(qi)業(ye)工(gong)資(zi)(zi)總(zong)額(e)管理相關制(zhi)度(du)辦法進(jin)(jin)行修(xiu)改和完善(shan)。

《辦法》明確對(dui)中央(yang)企業(ye)(ye)(ye)(ye)工(gong)資(zi)(zi)總(zong)(zong)額實(shi)行(xing)(xing)分類管(guan)理(li)。對(dui)主業(ye)(ye)(ye)(ye)處于(yu)充分競爭(zheng)行(xing)(xing)業(ye)(ye)(ye)(ye)和(he)領域(yu)的(de)(de)(de)商業(ye)(ye)(ye)(ye)類中央(yang)企業(ye)(ye)(ye)(ye)工(gong)資(zi)(zi)總(zong)(zong)額預(yu)算(suan)(suan)原(yuan)則上全(quan)部(bu)實(shi)行(xing)(xing)備案制(zhi)管(guan)理(li),由企業(ye)(ye)(ye)(ye)董事(shi)會在依法依規(gui)的(de)(de)(de)前(qian)(qian)提(ti)下,自主決定年度工(gong)資(zi)(zi)總(zong)(zong)額預(yu)算(suan)(suan),國(guo)資(zi)(zi)委由事(shi)前(qian)(qian)核準轉變為(wei)事(shi)前(qian)(qian)引(yin)導、事(shi)中監測(ce)和(he)事(shi)后監督;對(dui)主業(ye)(ye)(ye)(ye)處于(yu)關(guan)系國(guo)家安全(quan)、國(guo)民經濟(ji)命(ming)脈的(de)(de)(de)重要行(xing)(xing)業(ye)(ye)(ye)(ye)和(he)關(guan)鍵領域(yu)、主要承擔重大專項(xiang)任務(wu)的(de)(de)(de)商業(ye)(ye)(ye)(ye)類中央(yang)企業(ye)(ye)(ye)(ye)和(he)以提(ti)供公(gong)共產品或服務(wu)為(wei)主的(de)(de)(de)公(gong)益類中央(yang)企業(ye)(ye)(ye)(ye),工(gong)資(zi)(zi)總(zong)(zong)額預(yu)算(suan)(suan)繼續實(shi)行(xing)(xing)核準制(zhi)管(guan)理(li);對(dui)開展(zhan)國(guo)有資(zi)(zi)本投資(zi)(zi)、運營公(gong)司或者(zhe)混合所有制(zhi)改革等試(shi)點(dian)的(de)(de)(de)中央(yang)企業(ye)(ye)(ye)(ye),提(ti)出(chu)可以探(tan)索實(shi)行(xing)(xing)更加靈活高效(xiao)的(de)(de)(de)工(gong)資(zi)(zi)總(zong)(zong)額管(guan)理(li)方式。

《辦法》明確(que)對(dui)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)工資(zi)(zi)總(zong)額(e)實(shi)行(xing)分級(ji)(ji)管(guan)理(li)(li)。按照《中(zhong)(zhong)共中(zhong)(zhong)央(yang) 國(guo)(guo)務(wu)(wu)院關于深化國(guo)(guo)有企(qi)(qi)業(ye)改革的(de)指導意見》(中(zhong)(zhong)發(fa)〔2015〕22號,以下簡稱中(zhong)(zhong)發(fa)22號文件)、《國(guo)(guo)務(wu)(wu)院辦公廳關于轉發(fa)國(guo)(guo)務(wu)(wu)院國(guo)(guo)資(zi)(zi)委(wei)(wei)以管(guan)資(zi)(zi)本(ben)為(wei)主推進(jin)職(zhi)能轉變方案(an)的(de)通知》(國(guo)(guo)辦發(fa)〔2017〕38號)要(yao)求,結合(he)當前中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)工資(zi)(zi)總(zong)額(e)管(guan)理(li)(li)實(shi)際,強調中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)工資(zi)(zi)總(zong)額(e)實(shi)行(xing)分級(ji)(ji)管(guan)理(li)(li)體制(zhi),國(guo)(guo)資(zi)(zi)委(wei)(wei)與中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)權責(ze)清晰、各司其職(zhi),國(guo)(guo)資(zi)(zi)委(wei)(wei)負責(ze)管(guan)制(zhi)度(du)、管(guan)總(zong)量(liang)、管(guan)監督,中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)負責(ze)管(guan)內部自主分配、管(guan)預(yu)算分解落實(shi)、管(guan)具(ju)體操作執行(xing)。

《辦(ban)法》緊緊圍繞中(zhong)(zhong)發(fa)22號文件和(he)《意見(jian)》關于(yu)“建立健全與勞(lao)(lao)動(dong)力(li)市(shi)場基本適(shi)應、與企(qi)(qi)(qi)(qi)業(ye)經濟(ji)效益和(he)勞(lao)(lao)動(dong)生產率(lv)(lv)掛鉤的(de)工(gong)資(zi)決(jue)定(ding)(ding)和(he)正常增(zeng)(zeng)(zeng)長機制(zhi)”的(de)要求,明(ming)確(que)規定(ding)(ding)中(zhong)(zhong)央企(qi)(qi)(qi)(qi)業(ye)工(gong)資(zi)總額(e)預(yu)算主要按(an)照效益決(jue)定(ding)(ding)、效率(lv)(lv)調(diao)整、水平(ping)(ping)調(diao)控(kong)三個環節(jie)決(jue)定(ding)(ding)。一(yi)是(shi)中(zhong)(zhong)央企(qi)(qi)(qi)(qi)業(ye)工(gong)資(zi)總額(e)預(yu)算與利潤(run)總額(e)等經濟(ji)效益指標(biao)的(de)業(ye)績(ji)考核目標(biao)值(zhi)掛鉤,并且根(gen)據目標(biao)值(zhi)的(de)先進(jin)程度確(que)定(ding)(ding)不(bu)同的(de)預(yu)算水平(ping)(ping),引導中(zhong)(zhong)央企(qi)(qi)(qi)(qi)業(ye)通(tong)過(guo)完(wan)成高(gao)(gao)質量發(fa)展目標(biao),帶動(dong)職工(gong)工(gong)資(zi)總額(e)合理有序增(zeng)(zeng)(zeng)長。二是(shi)工(gong)資(zi)增(zeng)(zeng)(zeng)長還應當通(tong)過(guo)人工(gong)成本投入產出效率(lv)(lv)、勞(lao)(lao)動(dong)生產率(lv)(lv)等指標(biao)對(dui)標(biao)進(jin)行(xing)(xing)調(diao)整,進(jin)一(yi)步協調(diao)不(bu)同效率(lv)(lv)的(de)企(qi)(qi)(qi)(qi)業(ye)之間(jian)工(gong)資(zi)分配關系,提高(gao)(gao)企(qi)(qi)(qi)(qi)業(ye)工(gong)資(zi)總額(e)決(jue)定(ding)(ding)機制(zhi)的(de)科(ke)學性(xing)與有效性(xing)。三是(shi)注重(zhong)收入分配公平(ping)(ping),國資(zi)委將按(an)照國家有關部(bu)門發(fa)布的(de)工(gong)資(zi)指導線和(he)對(dui)非競爭(zheng)(zheng)類(lei)國有企(qi)(qi)(qi)(qi)業(ye)的(de)工(gong)資(zi)調(diao)控(kong)要求,對(dui)部(bu)分工(gong)資(zi)水平(ping)(ping)偏高(gao)(gao)、過(guo)高(gao)(gao)的(de)行(xing)(xing)業(ye)與企(qi)(qi)(qi)(qi)業(ye),尤(you)其是(shi)主業(ye)不(bu)屬于(yu)充分競爭(zheng)(zheng)行(xing)(xing)業(ye)和(he)領(ling)域的(de)企(qi)(qi)(qi)(qi)業(ye)工(gong)資(zi)增(zeng)(zeng)(zeng)長過(guo)快(kuai)的(de)情況進(jin)行(xing)(xing)適(shi)當約束(shu),確(que)保企(qi)(qi)(qi)(qi)業(ye)職工(gong)工(gong)資(zi)的(de)水平(ping)(ping)與增(zeng)(zeng)(zeng)長幅度更加公平(ping)(ping)合理、規范有序。同時(shi),對(dui)中(zhong)(zhong)央企(qi)(qi)(qi)(qi)業(ye)承擔重(zhong)大(da)專項任務、重(zhong)大(da)科(ke)技創(chuang)新項目等特殊事項的(de),《辦(ban)法》也明(ming)確(que)將予(yu)以(yi)適(shi)度支持。

《辦法》在(zai)從宏觀層面完(wan)善國(guo)家(jia)、企業和(he)職(zhi)工(gong)三者工(gong)資(zi)分(fen)配(pei)(pei)(pei)關系,加大出資(zi)人(ren)向中央企業董事會(hui)授權的(de)同時,也同步對責任(ren)落實(shi)和(he)制度配(pei)(pei)(pei)套進行了規定。一是強(qiang)調企業作為內(nei)部分(fen)配(pei)(pei)(pei)的(de)責任(ren)主體,應當持續深化內(nei)部三項(xiang)制度改革,構建(jian)企業內(nei)部管理(li)人(ren)員(yuan)能(neng)(neng)(neng)上能(neng)(neng)(neng)下、員(yuan)工(gong)能(neng)(neng)(neng)進能(neng)(neng)(neng)出、收入(ru)能(neng)(neng)(neng)增(zeng)能(neng)(neng)(neng)減(jian)的(de)市場化勞(lao)動用工(gong)和(he)收入(ru)分(fen)配(pei)(pei)(pei)管理(li)機制,切實(shi)承擔起搞(gao)好、搞(gao)活(huo)企業內(nei)部分(fen)配(pei)(pei)(pei)的(de)職(zhi)責。二是加強(qiang)監督檢查,明(ming)確界(jie)定企業違(wei)規責任(ren),并將企業工(gong)資(zi)總(zong)額管理(li)情況納入(ru)各(ge)項(xiang)監督檢查范圍,與審(shen)計、巡(xun)視(shi)等工(gong)作形成合力,確保實(shi)現權責對等,監管到位。
