近日,國務院國資委發布了(le)《中央(yang)企(qi)業工資總額管理(li)辦法(fa)》(國資委令第39號,以下(xia)簡稱《辦法(fa)》)。《辦法(fa)》出(chu)臺后,國務院國資委有(you)關負責(ze)同志接受(shou)了(le)記者采訪。
問:請介紹《辦(ban)法》的起草背景。
答:中(zhong)央(yang)企(qi)(qi)業(ye)工(gong)資(zi)(zi)總額管(guan)理(li)是調(diao)節國(guo)(guo)家、企(qi)(qi)業(ye)、職(zhi)工(gong)三者(zhe)利益(yi)關系的(de)(de)(de)重(zhong)要方式,也是國(guo)(guo)資(zi)(zi)委依法履行出資(zi)(zi)人職(zhi)責的(de)(de)(de)重(zhong)要手段(duan),一直(zhi)以來(lai),在(zai)推動中(zhong)央(yang)企(qi)(qi)業(ye)改革發(fa)(fa)展(zhan)、確(que)保國(guo)(guo)有資(zi)(zi)產保值增值方面發(fa)(fa)揮了重(zhong)要作用,同(tong)時,工(gong)資(zi)(zi)總額管(guan)理(li)又是關乎民(min)生福祉(zhi)的(de)(de)(de)重(zhong)要內容,涉及中(zhong)央(yang)企(qi)(qi)業(ye)廣大干部職(zhi)工(gong)的(de)(de)(de)切身利益(yi),歷來(lai)受到各方面的(de)(de)(de)高(gao)度(du)關注(zhu)。
國(guo)(guo)資(zi)(zi)委(wei)成立以來,對完善工資(zi)(zi)總(zong)(zong)(zong)額(e)管(guan)(guan)(guan)理(li)制(zhi)(zhi)(zhi)度(du)(du)(du)做了(le)(le)大量(liang)積極有效(xiao)(xiao)探索(suo),總(zong)(zong)(zong)體上分(fen)(fen)為三(san)個階(jie)段。第一階(jie)段為承(cheng)接起(qi)步期,從2003年(nian)(nian)至2007年(nian)(nian),國(guo)(guo)資(zi)(zi)委(wei)在(zai)依(yi)法(fa)承(cheng)接原(yuan)勞動(dong)保障(zhang)部(bu)(bu)門對中(zhong)央企業(ye)(ye)工資(zi)(zi)監管(guan)(guan)(guan)職(zhi)能的(de)(de)(de)(de)基(ji)礎上,從出(chu)資(zi)(zi)人(ren)的(de)(de)(de)(de)角度(du)(du)(du),持續(xu)對工效(xiao)(xiao)掛鉤管(guan)(guan)(guan)理(li)辦(ban)法(fa)進行(xing)改(gai)革(ge)(ge)和(he)完善,初步構(gou)建(jian)(jian)了(le)(le)出(chu)資(zi)(zi)人(ren)對企業(ye)(ye)的(de)(de)(de)(de)工資(zi)(zi)總(zong)(zong)(zong)額(e)調控體系,在(zai)促進企業(ye)(ye)經濟效(xiao)(xiao)益高速增(zeng)長(chang)的(de)(de)(de)(de)同時(shi),保障(zhang)了(le)(le)職(zhi)工工資(zi)(zi)較快提高。第二階(jie)段是改(gai)革(ge)(ge)突(tu)破(po)(po)期,重(zhong)點(dian)是探索(suo)和(he)建(jian)(jian)立工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)的(de)(de)(de)(de)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)。2008年(nian)(nian)國(guo)(guo)資(zi)(zi)委(wei)在(zai)部(bu)(bu)分(fen)(fen)重(zhong)點(dian)行(xing)業(ye)(ye)啟動(dong)了(le)(le)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)試點(dian),著手建(jian)(jian)立工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)制(zhi)(zhi)(zhi)度(du)(du)(du)體系,2010年(nian)(nian)、2012年(nian)(nian)先(xian)后印發(fa)了(le)(le)《中(zhong)央企業(ye)(ye)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)暫行(xing)辦(ban)法(fa)》和(he)《中(zhong)央企業(ye)(ye)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)暫行(xing)辦(ban)法(fa)實施細則》,2014年(nian)(nian)實現了(le)(le)中(zhong)央企業(ye)(ye)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)全(quan)覆蓋。這個時(shi)期的(de)(de)(de)(de)改(gai)革(ge)(ge)突(tu)破(po)(po),在(zai)中(zhong)央企業(ye)(ye)構(gou)建(jian)(jian)起(qi)了(le)(le)既符合現代企業(ye)(ye)制(zhi)(zhi)(zhi)度(du)(du)(du),又與(yu)中(zhong)央企業(ye)(ye)實際相結合的(de)(de)(de)(de)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)制(zhi)(zhi)(zhi)度(du)(du)(du)體系,也為全(quan)國(guo)(guo)國(guo)(guo)有企業(ye)(ye)全(quan)面實行(xing)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)管(guan)(guan)(guan)理(li)提供了(le)(le)可復制(zhi)(zhi)(zhi)、可推(tui)廣的(de)(de)(de)(de)經驗(yan)和(he)改(gai)革(ge)(ge)藍本(ben)。2014年(nian)(nian)以后,在(zai)深化國(guo)(guo)企改(gai)革(ge)(ge)的(de)(de)(de)(de)大背(bei)景下(xia),工資(zi)(zi)總(zong)(zong)(zong)額(e)管(guan)(guan)(guan)理(li)進入(ru)第三(san)階(jie)段,即持續(xu)深化期,重(zhong)點(dian)以分(fen)(fen)類管(guan)(guan)(guan)理(li)為手段,制(zhi)(zhi)(zhi)定(ding)了(le)(le)工資(zi)(zi)總(zong)(zong)(zong)額(e)預(yu)算(suan)備(bei)案制(zhi)(zhi)(zhi)周期制(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)、工資(zi)(zi)總(zong)(zong)(zong)額(e)特(te)別獎勵等一系列政策措(cuo)施,進一步增(zeng)強(qiang)了(le)(le)職(zhi)工收入(ru)分(fen)(fen)配(pei)調控的(de)(de)(de)(de)針對性(xing)和(he)有效(xiao)(xiao)性(xing),在(zai)經濟發(fa)展(zhan)新常態下(xia),發(fa)揮了(le)(le)助力中(zhong)央企業(ye)(ye)穩增(zeng)長(chang)、激發(fa)和(he)調動(dong)企業(ye)(ye)干部(bu)(bu)職(zhi)工積極性(xing)的(de)(de)(de)(de)重(zhong)要(yao)作用。
黨的(de)(de)十九(jiu)大站在新(xin)的(de)(de)歷史起(qi)點(dian)上,明確我國(guo)(guo)(guo)(guo)經(jing)濟已經(jing)由高(gao)速增長階段轉向高(gao)質量發(fa)展(zhan)階段,作(zuo)出(chu)了貫徹新(xin)發(fa)展(zhan)理念(nian)、實現高(gao)質量發(fa)展(zhan)的(de)(de)部署,提(ti)出(chu)了培育具有全球競爭力的(de)(de)世界一流企(qi)(qi)業(ye)目標。按照黨中(zhong)央(yang)、國(guo)(guo)(guo)(guo)務(wu)院的(de)(de)決策部署,以及(ji)《中(zhong)共中(zhong)央(yang) 國(guo)(guo)(guo)(guo)務(wu)院關于(yu)深化國(guo)(guo)(guo)(guo)有企(qi)(qi)業(ye)改革的(de)(de)指導意見(jian)(jian)(jian)》(中(zhong)發(fa)〔2015〕22號,以下簡稱中(zhong)發(fa)22號文件)提(ti)出(chu)的(de)(de)“建立健全與勞(lao)動力市場基(ji)本適應(ying)、與企(qi)(qi)業(ye)經(jing)濟效益和勞(lao)動生產率(lv)掛(gua)鉤的(de)(de)工資(zi)(zi)決定和正(zheng)常(chang)增長機(ji)制(zhi)”,即“一適應(ying)、兩掛(gua)鉤”的(de)(de)總要求,人(ren)力資(zi)(zi)源(yuan)社會(hui)保障(zhang)部、財政部、國(guo)(guo)(guo)(guo)資(zi)(zi)委共同(tong)研(yan)究起(qi)草《關于(yu)改革國(guo)(guo)(guo)(guo)有企(qi)(qi)業(ye)工資(zi)(zi)決定機(ji)制(zhi)的(de)(de)意見(jian)(jian)(jian)》(以下簡稱《意見(jian)(jian)(jian)》),2018年(nian)5月,《意見(jian)(jian)(jian)》經(jing)由中(zhong)央(yang)全面(mian)(mian)深化改革委員(yuan)會(hui)第一次(ci)會(hui)議審(shen)議通過,國(guo)(guo)(guo)(guo)務(wu)院正(zheng)式印發(fa)。國(guo)(guo)(guo)(guo)資(zi)(zi)委作(zuo)為共同(tong)牽頭(tou)單(dan)位,在積極(ji)參與《意見(jian)(jian)(jian)》制(zhi)定工作(zuo)的(de)(de)同(tong)時(shi),根據《意見(jian)(jian)(jian)》精神(shen),結合中(zhong)央(yang)企(qi)(qi)業(ye)改革發(fa)展(zhan)的(de)(de)實際情況,對中(zhong)央(yang)企(qi)(qi)業(ye)工資(zi)(zi)總額管理制(zhi)度(du)體系進行全面(mian)(mian)修訂(ding)完(wan)善,同(tong)步制(zhi)定了《辦法》。
作為《意見(jian)》在中(zhong)央企業(ye)落地落實的(de)配套文件制(zhi)度,在近兩年的(de)起草(cao)制(zhi)定過(guo)程中(zhong),國(guo)資委(wei)(wei)廣泛征求了各(ge)有關部(bu)門、地方國(guo)資委(wei)(wei)以及全(quan)部(bu)中(zhong)央企業(ye)意見(jian),期間數易(yi)其稿,最終由(you)國(guo)務院國(guo)資委(wei)(wei)黨委(wei)(wei)會和主任(ren)辦公(gong)會審議通過(guo),以國(guo)務院國(guo)資委(wei)(wei)令的(de)形式(shi)(shi)正式(shi)(shi)公(gong)布。
問:制定《辦法》的主要(yao)目的和(he)意義是(shi)什么。
答:《辦(ban)法》是國資(zi)委(wei)首次以委(wei)令形式公開發布的(de)中央企(qi)業(ye)工資(zi)總額管理制度文件,充分體現了國資(zi)委(wei)對這項工作的(de)高(gao)度重視。制定《辦(ban)法》的(de)根本目(mu)的(de),是貫徹落實(shi)習近(jin)平新(xin)時(shi)代中國特(te)色社會主(zhu)義(yi)思想(xiang),增強(qiang)中央企(qi)業(ye)活力和競(jing)爭(zheng)力,促進中央企(qi)業(ye)實(shi)現高(gao)質(zhi)量發展(zhan)。
中央(yang)(yang)企業(ye)(ye)工資(zi)總額管(guan)理,既要與國有(you)企業(ye)(ye)工資(zi)決定(ding)機制改(gai)革的總體方向保持一致(zhi),又要充分體現中央(yang)(yang)企業(ye)(ye)自身的經營發展特點。此次出臺的《辦(ban)法》,緊扣(kou)《意(yi)見》的精神(shen)實質,切實做到(dao)了將出資(zi)人依法調(diao)控和企業(ye)(ye)自主分配有(you)機結合。
一是明確(que)提出按中央(yang)企業(ye)(ye)(ye)功能定(ding)位(wei)對(dui)工(gong)(gong)資(zi)總(zong)額實行(xing)分(fen)類(lei)管(guan)理。此次改革的重要(yao)創新點(dian)之一就是分(fen)類(lei)管(guan)理,將工(gong)(gong)資(zi)總(zong)額預算(suan)備(bei)案制管(guan)理的實施范圍,擴大(da)到全(quan)部主(zhu)業(ye)(ye)(ye)處于充分(fen)競爭行(xing)業(ye)(ye)(ye)和領域的商(shang)業(ye)(ye)(ye)類(lei)中央(yang)企業(ye)(ye)(ye),由企業(ye)(ye)(ye)董事會依法依規自主(zhu)決(jue)定(ding)年度工(gong)(gong)資(zi)總(zong)額預算(suan),國資(zi)委由事前核(he)準轉變為事前引導、事中監測(ce)和事后(hou)監督。
二是明確提出了對(dui)中(zhong)(zhong)央企(qi)業工資(zi)總額(e)實行(xing)分級(ji)管(guan)理。國(guo)資(zi)委負責(ze)(ze)管(guan)制度(du)、管(guan)總量(liang)、管(guan)監督,中(zhong)(zhong)央企(qi)業負責(ze)(ze)管(guan)內部自主分配(pei)、管(guan)預算分解落實、管(guan)具(ju)體操作執行(xing),國(guo)資(zi)委與(yu)中(zhong)(zhong)央企(qi)業權責(ze)(ze)清晰、各司其職。
三是進(jin)(jin)一(yi)(yi)步(bu)完善中央企(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總額與經濟效(xiao)(xiao)益(yi)掛(gua)(gua)鉤決定(ding)機(ji)制。《辦法》圍繞建立(li)健全“一(yi)(yi)適應、兩(liang)掛(gua)(gua)鉤”工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)決定(ding)機(ji)制的(de)目標(biao)要(yao)(yao)求(qiu),進(jin)(jin)行(xing)了(le)(le)(le)(le)一(yi)(yi)系(xi)列(lie)重大創新(xin)。如明確了(le)(le)(le)(le)中央企(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總額根(gen)據效(xiao)(xiao)益(yi)決定(ding),并按照效(xiao)(xiao)率調(diao)整,進(jin)(jin)一(yi)(yi)步(bu)豐富了(le)(le)(le)(le)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)與效(xiao)(xiao)益(yi)掛(gua)(gua)鉤的(de)內涵,全面樹立(li)“工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)是掙(zheng)出(chu)來”的(de)核(he)心理(li)念。再(zai)比如《辦法》進(jin)(jin)一(yi)(yi)步(bu)簡化了(le)(le)(le)(le)出(chu)資(zi)(zi)(zi)人(ren)(ren)根(gen)據國家要(yao)(yao)求(qiu)調(diao)控企(qi)(qi)業(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)水平的(de)規定(ding),突(tu)出(chu)了(le)(le)(le)(le)出(chu)資(zi)(zi)(zi)人(ren)(ren)以管資(zi)(zi)(zi)本為主(zhu)加強(qiang)監管、簡政(zheng)放權的(de)管理(li)導(dao)向,釋放了(le)(le)(le)(le)積極的(de)改革信號(hao)。同時,《辦法》還明確了(le)(le)(le)(le)企(qi)(qi)業(ye)同口徑增人(ren)(ren)不(bu)增工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總額、減人(ren)(ren)不(bu)減工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總額的(de)有關(guan)規定(ding),鼓勵中央企(qi)(qi)業(ye)提高用人(ren)(ren)效(xiao)(xiao)率。
四是進一步強調深(shen)化(hua)企(qi)(qi)業(ye)內(nei)(nei)部(bu)(bu)(bu)分(fen)(fen)配(pei)(pei)制度改革(ge)。《辦法》在宏(hong)觀層面完(wan)善國家、企(qi)(qi)業(ye)和職工(gong)三(san)者工(gong)資分(fen)(fen)配(pei)(pei)關系的同時(shi),強調企(qi)(qi)業(ye)作為內(nei)(nei)部(bu)(bu)(bu)分(fen)(fen)配(pei)(pei)的責任主體,應當持續深(shen)化(hua)內(nei)(nei)部(bu)(bu)(bu)三(san)項制度改革(ge),構(gou)建(jian)形成企(qi)(qi)業(ye)內(nei)(nei)部(bu)(bu)(bu)管(guan)理(li)人(ren)員能(neng)上能(neng)下、員工(gong)能(neng)進能(neng)出(chu)、收入能(neng)增(zeng)能(neng)減的市場化(hua)勞(lao)動用工(gong)和收入分(fen)(fen)配(pei)(pei)管(guan)理(li)機制,切實承(cheng)擔起搞好、搞活企(qi)(qi)業(ye)內(nei)(nei)部(bu)(bu)(bu)分(fen)(fen)配(pei)(pei)的職責。
五是進一步強(qiang)調(diao)工資總額(e)管理(li)的(de)監(jian)督檢(jian)查,明(ming)確(que)(que)界定企業的(de)違(wei)規責(ze)任。如明(ming)確(que)(que)對于實(shi)施備案制管理(li)的(de)企業,出(chu)現嚴重違(wei)反國(guo)家和國(guo)資委(wei)關(guan)于收入分配有關(guan)規定的(de),將(jiang)其工資總額(e)預算管理(li)方式(shi)由備案制調(diao)整為核準(zhun)制,確(que)(que)保做(zuo)到權(quan)責(ze)對等。同時,《辦法》明(ming)確(que)(que)將(jiang)企業工資總額(e)管理(li)情況納入各項監(jian)督檢(jian)查范(fan)圍,與審計(ji)、巡(xun)視等工作形(xing)成合力,切實(shi)保證監(jian)管到位(wei)。
總的(de)(de)(de)(de)(de)(de)來說,《辦法》較好地體(ti)現了(le)中發22號文件的(de)(de)(de)(de)(de)(de)改(gai)革(ge)要求,體(ti)現了(le)黨的(de)(de)(de)(de)(de)(de)十(shi)九大提(ti)出的(de)(de)(de)(de)(de)(de)堅持質量第一(yi)、效(xiao)益優先的(de)(de)(de)(de)(de)(de)發展(zhan)(zhan)理念,符合此(ci)前國(guo)有企業改(gai)革(ge)座談會提(ti)出強(qiang)化正向激勵的(de)(de)(de)(de)(de)(de)有關(guan)精神(shen),符合中央關(guan)于(yu)簡(jian)政放權(quan)、“放管服(fu)”的(de)(de)(de)(de)(de)(de)改(gai)革(ge)要求,對促進中央企業實(shi)現高質量發展(zhan)(zhan)、推動國(guo)有資本做(zuo)強(qiang)做(zuo)優做(zuo)大,加快培育具有全球競爭力的(de)(de)(de)(de)(de)(de)世界(jie)一(yi)流(liu)企業具有重(zhong)要意義。
問:根據新(xin)的《辦法》,中央(yang)企(qi)業職工工資總額具體如何決定?

答:《辦法(fa)》于2019年在中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)全面施(shi)行(xing),此次對中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)工資(zi)總額決定(ding)機制和管(guan)理制度體系進(jin)行(xing)全面改革(ge),事關(guan)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)改革(ge)發展,事關(guan)廣大(da)企(qi)業(ye)(ye)職工切身利(li)益,事關(guan)收(shou)入(ru)分配(pei)和諧有序,涉及面廣、政策性(xing)強(qiang)、影(ying)響力大(da)。國資(zi)委將在今后一個時期(qi),采取積極措施(shi),統籌(chou)推進(jin)工作(zuo),確保《辦法(fa)》全面貫徹落實。
一是國資委將按照《辦法(fa)》,全面部署(shu)2019年中央企(qi)業工(gong)資總額(e)預(yu)算管理相關工(gong)作。
