國務院國資委有關負責人就《中央企業工資總額管理辦法》答記者問

近(jin)日,國(guo)務(wu)院國(guo)資(zi)(zi)委(wei)發布了(le)《中央企(qi)業工(gong)資(zi)(zi)總額(e)管理辦法(fa)》(國(guo)資(zi)(zi)委(wei)令第39號,以下簡稱《辦法(fa)》)。《辦法(fa)》出臺(tai)后,國(guo)務(wu)院國(guo)資(zi)(zi)委(wei)有關負責同志接受了(le)記者采訪(fang)。

問:請(qing)介紹《辦法》的起草背景。

答:中央(yang)企(qi)業(ye)工資(zi)總(zong)額管理(li)是調節國(guo)家(jia)、企(qi)業(ye)、職工三(san)者利(li)益關系的重要(yao)(yao)方式,也是國(guo)資(zi)委依(yi)法(fa)履行出(chu)資(zi)人職責的重要(yao)(yao)手段,一直以來,在推動中央(yang)企(qi)業(ye)改革發(fa)展、確保國(guo)有資(zi)產保值增值方面發(fa)揮了重要(yao)(yao)作用,同時,工資(zi)總(zong)額管理(li)又是關乎(hu)民生福(fu)祉(zhi)的重要(yao)(yao)內容,涉及中央(yang)企(qi)業(ye)廣(guang)大(da)干(gan)部職工的切(qie)身利(li)益,歷來受到各方面的高(gao)度關注。

國(guo)資(zi)(zi)委成立(li)以來(lai),對(dui)(dui)完(wan)善工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)管理(li)(li)制(zhi)(zhi)度(du)做了(le)(le)(le)(le)(le)大(da)(da)量(liang)積極有效(xiao)探(tan)索,總(zong)(zong)(zong)(zong)體上(shang)分(fen)為(wei)(wei)三(san)個階(jie)段。第(di)一(yi)階(jie)段為(wei)(wei)承接(jie)(jie)起步(bu)期(qi)(qi),從2003年(nian)(nian)至2007年(nian)(nian),國(guo)資(zi)(zi)委在(zai)(zai)(zai)依法(fa)承接(jie)(jie)原勞動(dong)保(bao)障(zhang)部(bu)門對(dui)(dui)中央(yang)企(qi)(qi)(qi)業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)監(jian)管職(zhi)能的(de)(de)基(ji)礎上(shang),從出資(zi)(zi)人的(de)(de)角度(du),持(chi)續對(dui)(dui)工(gong)(gong)(gong)(gong)(gong)效(xiao)掛鉤(gou)管理(li)(li)辦(ban)法(fa)進(jin)行(xing)(xing)改革(ge)(ge)和完(wan)善,初步(bu)構建了(le)(le)(le)(le)(le)出資(zi)(zi)人對(dui)(dui)企(qi)(qi)(qi)業的(de)(de)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)調控(kong)體系(xi),在(zai)(zai)(zai)促進(jin)企(qi)(qi)(qi)業經(jing)濟效(xiao)益高速增(zeng)長(chang)的(de)(de)同時,保(bao)障(zhang)了(le)(le)(le)(le)(le)職(zhi)工(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)較快提(ti)高。第(di)二階(jie)段是(shi)改革(ge)(ge)突破期(qi)(qi),重點(dian)是(shi)探(tan)索和建立(li)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)的(de)(de)體制(zhi)(zhi)機制(zhi)(zhi)。2008年(nian)(nian)國(guo)資(zi)(zi)委在(zai)(zai)(zai)部(bu)分(fen)重點(dian)行(xing)(xing)業啟動(dong)了(le)(le)(le)(le)(le)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)試(shi)點(dian),著手(shou)建立(li)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)制(zhi)(zhi)度(du)體系(xi),2010年(nian)(nian)、2012年(nian)(nian)先后(hou)印發(fa)了(le)(le)(le)(le)(le)《中央(yang)企(qi)(qi)(qi)業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)暫(zan)(zan)行(xing)(xing)辦(ban)法(fa)》和《中央(yang)企(qi)(qi)(qi)業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)暫(zan)(zan)行(xing)(xing)辦(ban)法(fa)實(shi)施(shi)細則》,2014年(nian)(nian)實(shi)現了(le)(le)(le)(le)(le)中央(yang)企(qi)(qi)(qi)業工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)全覆蓋。這個時期(qi)(qi)的(de)(de)改革(ge)(ge)突破,在(zai)(zai)(zai)中央(yang)企(qi)(qi)(qi)業構建起了(le)(le)(le)(le)(le)既(ji)符合現代(dai)企(qi)(qi)(qi)業制(zhi)(zhi)度(du),又與中央(yang)企(qi)(qi)(qi)業實(shi)際相結合的(de)(de)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)制(zhi)(zhi)度(du)體系(xi),也為(wei)(wei)全國(guo)國(guo)有企(qi)(qi)(qi)業全面實(shi)行(xing)(xing)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)管理(li)(li)提(ti)供了(le)(le)(le)(le)(le)可復制(zhi)(zhi)、可推廣的(de)(de)經(jing)驗和改革(ge)(ge)藍本。2014年(nian)(nian)以后(hou),在(zai)(zai)(zai)深化國(guo)企(qi)(qi)(qi)改革(ge)(ge)的(de)(de)大(da)(da)背景下,工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)管理(li)(li)進(jin)入第(di)三(san)階(jie)段,即持(chi)續深化期(qi)(qi),重點(dian)以分(fen)類管理(li)(li)為(wei)(wei)手(shou)段,制(zhi)(zhi)定了(le)(le)(le)(le)(le)工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)預(yu)算(suan)(suan)(suan)備案制(zhi)(zhi)周期(qi)(qi)制(zhi)(zhi)管理(li)(li)、工(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)(zong)(zong)額(e)特別獎勵等一(yi)系(xi)列政(zheng)策措施(shi),進(jin)一(yi)步(bu)增(zeng)強了(le)(le)(le)(le)(le)職(zhi)工(gong)(gong)(gong)(gong)(gong)收入分(fen)配調控(kong)的(de)(de)針對(dui)(dui)性和有效(xiao)性,在(zai)(zai)(zai)經(jing)濟發(fa)展新常態(tai)下,發(fa)揮了(le)(le)(le)(le)(le)助力中央(yang)企(qi)(qi)(qi)業穩增(zeng)長(chang)、激(ji)發(fa)和調動(dong)企(qi)(qi)(qi)業干(gan)部(bu)職(zhi)工(gong)(gong)(gong)(gong)(gong)積極性的(de)(de)重要作(zuo)用。

黨的(de)(de)(de)十(shi)九大站在新的(de)(de)(de)歷史起點上(shang),明確我(wo)國(guo)經濟已經由(you)高速增長階(jie)段(duan)轉向高質(zhi)量發(fa)展(zhan)階(jie)段(duan),作出了貫(guan)徹新發(fa)展(zhan)理(li)念、實現高質(zhi)量發(fa)展(zhan)的(de)(de)(de)部(bu)署,提出了培育具有(you)全球競爭力的(de)(de)(de)世界(jie)一流企業(ye)目標。按照黨中(zhong)(zhong)央(yang)、國(guo)務院(yuan)的(de)(de)(de)決(jue)策部(bu)署,以及《中(zhong)(zhong)共(gong)中(zhong)(zhong)央(yang) 國(guo)務院(yuan)關(guan)于(yu)深化(hua)國(guo)有(you)企業(ye)改革(ge)的(de)(de)(de)指導(dao)意(yi)見(jian)(jian)》(中(zhong)(zhong)發(fa)〔2015〕22號(hao)(hao),以下(xia)簡稱中(zhong)(zhong)發(fa)22號(hao)(hao)文件)提出的(de)(de)(de)“建立健全與勞動力市場基本適應(ying)、與企業(ye)經濟效益和勞動生(sheng)產率掛(gua)鉤的(de)(de)(de)工資(zi)(zi)(zi)決(jue)定和正(zheng)常(chang)增長機(ji)制(zhi)”,即(ji)“一適應(ying)、兩掛(gua)鉤”的(de)(de)(de)總(zong)(zong)要求,人力資(zi)(zi)(zi)源(yuan)社會(hui)保障部(bu)、財政部(bu)、國(guo)資(zi)(zi)(zi)委(wei)共(gong)同研究起草《關(guan)于(yu)改革(ge)國(guo)有(you)企業(ye)工資(zi)(zi)(zi)決(jue)定機(ji)制(zhi)的(de)(de)(de)意(yi)見(jian)(jian)》(以下(xia)簡稱《意(yi)見(jian)(jian)》),2018年5月,《意(yi)見(jian)(jian)》經由(you)中(zhong)(zhong)央(yang)全面深化(hua)改革(ge)委(wei)員會(hui)第(di)一次會(hui)議審(shen)議通過,國(guo)務院(yuan)正(zheng)式印發(fa)。國(guo)資(zi)(zi)(zi)委(wei)作為共(gong)同牽頭單位,在積極參(can)與《意(yi)見(jian)(jian)》制(zhi)定工作的(de)(de)(de)同時,根(gen)據《意(yi)見(jian)(jian)》精(jing)神,結合中(zhong)(zhong)央(yang)企業(ye)改革(ge)發(fa)展(zhan)的(de)(de)(de)實際情況(kuang),對中(zhong)(zhong)央(yang)企業(ye)工資(zi)(zi)(zi)總(zong)(zong)額管理(li)制(zhi)度(du)體系進行全面修訂完(wan)善,同步制(zhi)定了《辦法》。

作為《意見》在中央企(qi)業(ye)(ye)落地落實的(de)配(pei)套(tao)文件制度,在近兩年的(de)起草制定過程中,國(guo)資(zi)(zi)委(wei)廣泛(fan)征求(qiu)了各(ge)有關部(bu)門、地方國(guo)資(zi)(zi)委(wei)以及全部(bu)中央企(qi)業(ye)(ye)意見,期(qi)間數易其稿,最(zui)終由(you)國(guo)務院(yuan)國(guo)資(zi)(zi)委(wei)黨(dang)委(wei)會和主任辦公(gong)會審(shen)議通過,以國(guo)務院(yuan)國(guo)資(zi)(zi)委(wei)令的(de)形式正式公(gong)布。

問(wen):制定《辦法(fa)》的(de)主要目的(de)和意義是什么。

答:《辦法》是(shi)國(guo)資(zi)委首次以(yi)委令形式(shi)公(gong)開發布的(de)中央(yang)企(qi)(qi)業(ye)工(gong)資(zi)總額(e)管(guan)理制度文(wen)件,充分體現了國(guo)資(zi)委對這項(xiang)工(gong)作的(de)高(gao)(gao)度重視(shi)。制定《辦法》的(de)根本目的(de),是(shi)貫徹落實(shi)習近(jin)平新(xin)時代中國(guo)特(te)色社會主義思想,增(zeng)強(qiang)中央(yang)企(qi)(qi)業(ye)活(huo)力和競爭力,促進中央(yang)企(qi)(qi)業(ye)實(shi)現高(gao)(gao)質量(liang)發展。

中央(yang)企(qi)業工資(zi)總額管理(li),既要(yao)與國有企(qi)業工資(zi)決定機制改革的總體(ti)(ti)方向(xiang)保(bao)持(chi)一致,又要(yao)充分體(ti)(ti)現中央(yang)企(qi)業自身的經(jing)營發展特(te)點。此次出臺(tai)的《辦(ban)法(fa)(fa)》,緊扣(kou)《意見(jian)》的精神實(shi)質,切實(shi)做(zuo)到了將出資(zi)人依法(fa)(fa)調控和企(qi)業自主分配有機結合。

一(yi)是明確提出按中(zhong)央企業(ye)功能定位(wei)對工資總額(e)實行分(fen)(fen)類(lei)(lei)管(guan)理。此(ci)次(ci)改革的(de)重要創新點之(zhi)一(yi)就是分(fen)(fen)類(lei)(lei)管(guan)理,將(jiang)工資總額(e)預算備(bei)案制管(guan)理的(de)實施范圍,擴大到(dao)全部主(zhu)業(ye)處于充分(fen)(fen)競爭(zheng)行業(ye)和領域的(de)商業(ye)類(lei)(lei)中(zhong)央企業(ye),由企業(ye)董(dong)事(shi)(shi)(shi)會依法依規自主(zhu)決定年度(du)工資總額(e)預算,國資委由事(shi)(shi)(shi)前核準轉(zhuan)變為事(shi)(shi)(shi)前引導、事(shi)(shi)(shi)中(zhong)監測和事(shi)(shi)(shi)后監督(du)。

二是明確提出了對中(zhong)央企(qi)(qi)業工資總(zong)額實行分級管理。國資委負責管制度、管總(zong)量(liang)、管監督,中(zhong)央企(qi)(qi)業負責管內部自主分配(pei)、管預算分解落實、管具體操作執行,國資委與中(zhong)央企(qi)(qi)業權責清晰、各(ge)司(si)其(qi)職(zhi)。

三是進一步(bu)完善中央(yang)(yang)企業(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額與經濟效益掛鉤(gou)決定機制(zhi)。《辦(ban)法(fa)(fa)》圍繞(rao)建立(li)健(jian)全“一適應、兩掛鉤(gou)”工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)決定機制(zhi)的(de)(de)目標(biao)要求,進行了(le)(le)一系列重大(da)創新。如(ru)明(ming)確了(le)(le)中央(yang)(yang)企業(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額根據(ju)效益決定,并按照效率(lv)(lv)調整,進一步(bu)豐(feng)富了(le)(le)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)與效益掛鉤(gou)的(de)(de)內涵(han),全面樹(shu)立(li)“工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)是掙出來”的(de)(de)核心理(li)(li)念。再比(bi)如(ru)《辦(ban)法(fa)(fa)》進一步(bu)簡化了(le)(le)出資(zi)(zi)(zi)(zi)人(ren)(ren)根據(ju)國家(jia)要求調控企業(ye)(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)水平的(de)(de)規定,突(tu)出了(le)(le)出資(zi)(zi)(zi)(zi)人(ren)(ren)以(yi)管(guan)資(zi)(zi)(zi)(zi)本為主加強(qiang)監管(guan)、簡政放權的(de)(de)管(guan)理(li)(li)導(dao)向,釋放了(le)(le)積(ji)極的(de)(de)改革(ge)信(xin)號。同時,《辦(ban)法(fa)(fa)》還明(ming)確了(le)(le)企業(ye)(ye)(ye)同口徑增人(ren)(ren)不(bu)增工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額、減人(ren)(ren)不(bu)減工(gong)(gong)(gong)資(zi)(zi)(zi)(zi)總(zong)(zong)額的(de)(de)有關規定,鼓勵(li)中央(yang)(yang)企業(ye)(ye)(ye)提高用人(ren)(ren)效率(lv)(lv)。

四是(shi)進一(yi)步強(qiang)調(diao)深化(hua)(hua)企(qi)業(ye)(ye)(ye)內部(bu)分配制(zhi)度改革(ge)。《辦法》在宏觀層面完善國家、企(qi)業(ye)(ye)(ye)和職工(gong)三者工(gong)資(zi)分配關系的(de)同(tong)時,強(qiang)調(diao)企(qi)業(ye)(ye)(ye)作為內部(bu)分配的(de)責任(ren)主體,應(ying)當持續深化(hua)(hua)內部(bu)三項(xiang)制(zhi)度改革(ge),構建形成企(qi)業(ye)(ye)(ye)內部(bu)管理人員(yuan)能(neng)上能(neng)下(xia)、員(yuan)工(gong)能(neng)進能(neng)出、收(shou)入能(neng)增能(neng)減的(de)市場化(hua)(hua)勞動(dong)用工(gong)和收(shou)入分配管理機制(zhi),切(qie)實承擔起搞(gao)好、搞(gao)活企(qi)業(ye)(ye)(ye)內部(bu)分配的(de)職責。

五是進一步強調工(gong)資總額管(guan)理的監督檢(jian)查,明(ming)確界定企(qi)業的違規責任。如明(ming)確對于實施備(bei)案(an)制管(guan)理的企(qi)業,出現(xian)嚴重違反國(guo)家和國(guo)資委(wei)關(guan)于收入(ru)分配有關(guan)規定的,將(jiang)其工(gong)資總額預(yu)算管(guan)理方式由備(bei)案(an)制調整為核準制,確保(bao)(bao)做到(dao)權責對等。同(tong)時,《辦法》明(ming)確將(jiang)企(qi)業工(gong)資總額管(guan)理情況納入(ru)各項(xiang)監督檢(jian)查范圍(wei),與審計、巡視等工(gong)作形(xing)成合力(li),切實保(bao)(bao)證監管(guan)到(dao)位(wei)。

總的(de)(de)來說,《辦法(fa)》較好地體現了(le)中發22號文件的(de)(de)改(gai)(gai)革(ge)要求,體現了(le)黨的(de)(de)十九大(da)提(ti)出的(de)(de)堅持質量第一(yi)、效益優先(xian)的(de)(de)發展理念,符合此前(qian)國(guo)有企(qi)業改(gai)(gai)革(ge)座談(tan)會提(ti)出強(qiang)(qiang)化正向(xiang)激勵的(de)(de)有關精(jing)神,符合中央關于簡政放(fang)權、“放(fang)管服”的(de)(de)改(gai)(gai)革(ge)要求,對促進中央企(qi)業實現高質量發展、推(tui)動(dong)國(guo)有資本做(zuo)強(qiang)(qiang)做(zuo)優做(zuo)大(da),加快培育具(ju)有全球競爭力(li)的(de)(de)世界一(yi)流企(qi)業具(ju)有重要意義。

問:根據新的《辦(ban)法》,中央企業(ye)職工工資總(zong)額具體如何(he)決定?

答:《辦(ban)法(fa)》于2019年在中(zhong)央企業(ye)全面施行(xing),此次對中(zhong)央企業(ye)工資總額決(jue)定機制和(he)管理制度體系進行(xing)全面改革(ge),事關(guan)中(zhong)央企業(ye)改革(ge)發展,事關(guan)廣大(da)企業(ye)職工切身利(li)益,事關(guan)收入分配和(he)諧有序,涉及面廣、政策性強、影響力大(da)。國資委將(jiang)在今后一個(ge)時期(qi),采取(qu)積(ji)極措(cuo)施,統籌推(tui)進工作,確保《辦(ban)法(fa)》全面貫(guan)徹落實。

一是(shi)國資委將按照《辦法(fa)》,全面部署2019年中央企業(ye)工(gong)資總額(e)預算管理相(xiang)關工(gong)作。

二是(shi)加快(kuai)相(xiang)關(guan)配套(tao)文件(jian)的(de)正式(shi)出臺(tai)。包(bao)括《辦法》中工(gong)資決定(ding)機制(zhi)的(de)具體實施規(gui)程、備案(an)制(zhi)管理實施方(fang)案(an)、周(zhou)期制(zhi)管理實施方(fang)案(an)以(yi)及工(gong)資管理特殊(shu)事項清單(dan)等,將盡(jin)快(kuai)研究出臺(tai)完整的(de)工(gong)資管理政策體系,以(yi)利企業執行(xing)。

三是(shi)加大政策宣貫和培(pei)(pei)訓力度。國資(zi)委將組織系(xi)列面(mian)向中(zhong)央企(qi)業的政策培(pei)(pei)訓,通過(guo)政策宣講、專(zhuan)家解讀、專(zhuan)題培(pei)(pei)訓等多種形式(shi),確保各中(zhong)央企(qi)業準確把(ba)握(wo)《辦法(fa)》精神實質,并推動中(zhong)央企(qi)業制定和完(wan)善本企(qi)業的工資(zi)總(zong)額管理制度體(ti)系(xi)。

四是協同推進(jin)工資(zi)分(fen)配(pei)相關配(pei)套改(gai)革。2019年,國資(zi)委將進(jin)一步深入推進(jin)中(zhong)(zhong)央企業(ye)(ye)內部三項制(zhi)度改(gai)革工作,加(jia)快推進(jin)企業(ye)(ye)建立健全市場化勞動用工和收入分(fen)配(pei)管(guan)理機(ji)制(zhi),持續(xu)增強企業(ye)(ye)活力與(yu)競爭(zheng)力。同時(shi),在加(jia)大(da)出資(zi)人授權改(gai)革的(de)同時(shi),加(jia)強對中(zhong)(zhong)央企業(ye)(ye)工資(zi)分(fen)配(pei)合規性(xing)的(de)監(jian)督檢查,強化事(shi)中(zhong)(zhong)監(jian)測和事(shi)后監(jian)督,確保權力放得下、接得住。
