為深入貫徹落實(shi)習近平(ping)(ping)(ping)總(zong)書記(ji)在全國(guo)(guo)國(guo)(guo)有企(qi)(qi)業(ye)黨的(de)建設工(gong)(gong)作(zuo)(zuo)會(hui)(hui)(hui)議(yi)上的(de)重要指示精神(shen),張毅書記(ji)、肖亞慶(qing)主(zhu)(zhu)(zhu)任第(di)一(yi)(yi)時間對改(gai)革監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)體(ti)(ti)(ti)制機(ji)制充(chong)分(fen)(fen)發(fa)揮監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)作(zuo)(zuo)用(yong)進(jin)行(xing)全面部(bu)署。結合機(ji)構調(diao)整(zheng)和(he)職能轉變,國(guo)(guo)資(zi)(zi)委(wei)提出了加(jia)(jia)強監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的(de)重要舉措。一(yi)(yi)是(shi)強化(hua)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)。調(diao)整(zheng)領(ling)(ling)導(dao)(dao)班(ban)子分(fen)(fen)工(gong)(gong),除原有一(yi)(yi)名國(guo)(guo)資(zi)(zi)委(wei)副主(zhu)(zhu)(zhu)任分(fen)(fen)管(guan)(guan)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)外(wai),增加(jia)(jia)一(yi)(yi)位委(wei)領(ling)(ling)導(dao)(dao),專門協助分(fen)(fen)管(guan)(guan)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo),進(jin)一(yi)(yi)步(bu)加(jia)(jia)強對國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)作(zuo)(zuo)的(de)領(ling)(ling)導(dao)(dao)。二是(shi)強化(hua)機(ji)構支(zhi)持(chi)。整(zheng)合委(wei)內監(jian)(jian)(jian)(jian)管(guan)(guan)資(zi)(zi)源,設立監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)一(yi)(yi)局(ju)、監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)二局(ju)、監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)三局(ju),與(yu)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)形成(cheng)“一(yi)(yi)前一(yi)(yi)后”互(hu)相配合的(de)關系,負責(ze)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)反映問題(ti)的(de)深入核查、分(fen)(fen)類(lei)處(chu)置(zhi)、整(zheng)改(gai)督(du)(du)(du)(du)辦(ban)(ban)工(gong)(gong)作(zuo)(zuo),組織開展國(guo)(guo)有資(zi)(zi)產(chan)重大(da)損失調(diao)查,提出相關責(ze)任追(zhui)究的(de)意見(jian)建議(yi),形成(cheng)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)(gong)作(zuo)(zuo)完(wan)整(zheng)閉環。三是(shi)強化(hua)運行(xing)機(ji)制。分(fen)(fen)別以(yi)委(wei)黨委(wei)會(hui)(hui)(hui)和(he)主(zhu)(zhu)(zhu)任辦(ban)(ban)公(gong)會(hui)(hui)(hui)、分(fen)(fen)管(guan)(guan)委(wei)領(ling)(ling)導(dao)(dao)、監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)(zhu)(zhu)席為主(zhu)(zhu)(zhu)體(ti)(ti)(ti),形成(cheng)領(ling)(ling)導(dao)(dao)決策、協調(diao)處(chu)置(zhi)、監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)報(bao)(bao)(bao)(bao)告(gao)等(deng)“三個(ge)(ge)平(ping)(ping)(ping)臺(tai)(tai)”,推(tui)(tui)動監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)成(cheng)果(guo)綜合運用(yong)。第(di)一(yi)(yi)平(ping)(ping)(ping)臺(tai)(tai)為監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)報(bao)(bao)(bao)(bao)告(gao)平(ping)(ping)(ping)臺(tai)(tai),由(you)監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)(zhu)(zhu)席負責(ze),監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)承擔具體(ti)(ti)(ti)工(gong)(gong)作(zuo)(zuo),主(zhu)(zhu)(zhu)要任務(wu)是(shi)發(fa)現和(he)報(bao)(bao)(bao)(bao)告(gao)問題(ti),督(du)(du)(du)(du)促落實(shi)應由(you)企(qi)(qi)業(ye)自行(xing)整(zheng)改(gai)的(de)事(shi)(shi)(shi)(shi)項(xiang)(xiang);第(di)二平(ping)(ping)(ping)臺(tai)(tai)為協調(diao)處(chu)置(zhi)平(ping)(ping)(ping)臺(tai)(tai),由(you)分(fen)(fen)管(guan)(guan)委(wei)領(ling)(ling)導(dao)(dao)負責(ze),三個(ge)(ge)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)局(ju)承擔具體(ti)(ti)(ti)工(gong)(gong)作(zuo)(zuo),主(zhu)(zhu)(zhu)要任務(wu)是(shi)推(tui)(tui)動監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)檢查成(cheng)果(guo)的(de)綜合運用(yong);第(di)三平(ping)(ping)(ping)臺(tai)(tai)為領(ling)(ling)導(dao)(dao)決策平(ping)(ping)(ping)臺(tai)(tai),以(yi)國(guo)(guo)資(zi)(zi)委(wei)黨委(wei)會(hui)(hui)(hui)和(he)主(zhu)(zhu)(zhu)任辦(ban)(ban)公(gong)會(hui)(hui)(hui)為主(zhu)(zhu)(zhu)體(ti)(ti)(ti),研(yan)究監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)中的(de)重大(da)事(shi)(shi)(shi)(shi)項(xiang)(xiang),聽取監(jian)(jian)(jian)(jian)事(shi)(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)(zhu)(zhu)席對有關企(qi)(qi)業(ye)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)檢查重大(da)情況的(de)報(bao)(bao)(bao)(bao)告(gao)以(yi)及監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)局(ju)專項(xiang)(xiang)工(gong)(gong)作(zuo)(zuo)匯報(bao)(bao)(bao)(bao),實(shi)現出資(zi)(zi)人管(guan)(guan)理和(he)監(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的(de)有機(ji)統一(yi)(yi)。

王文斌指出,通過“三(san)個強化”、“三(san)個平臺”、設立“三(san)個監督局”以及“四個進一步”,進行體制機制調(diao)整,將(jiang)更加(jia)強化對企業國(guo)有(you)資產的監督,更加(jia)有(you)效發(fa)揮監事(shi)會(hui)的制度優勢,更加(jia)充分發(fa)揮監事(shi)會(hui)在防止(zhi)國(guo)有(you)資產流失(shi)方面的重要作(zuo)用,努力打(da)造法治央企、陽光央企。
會(hui)議(yi)還(huan)通報了(le)黨的十(shi)八大以來監事會(hui)第五任期履職成效和第六任期主要工作。
