關于巡視整改情況的通報

根據國資(zi)委黨委統一部(bu)署,2016年3月2日(ri)至4月30日(ri),國資(zi)委黨委第四巡(xun)(xun)視(shi)組(zu)對(dui)中(zhong)(zhong)國林(lin)業集(ji)團公司(以下簡稱中(zhong)(zhong)林(lin)集(ji)團)進行(xing)了(le)巡(xun)(xun)視(shi)。6月24日(ri),國資(zi)委黨委巡(xun)(xun)視(shi)組(zu)向中(zhong)(zhong)林(lin)集(ji)團黨委反饋了(le)巡(xun)(xun)視(shi)意(yi)見。按照《中(zhong)(zhong)國共產黨巡(xun)(xun)視(shi)工(gong)作條(tiao)例》《國資(zi)委黨委關(guan)于貫(guan)徹落實<中(zhong)(zhong)國共產黨巡(xun)(xun)視(shi)工(gong)作條(tiao)例>的實施辦法》等有關(guan)規定,現(xian)將巡(xun)(xun)視(shi)整(zheng)改情況予以公布。

一、堅決把巡(xun)視整改作為一項重大政(zheng)治(zhi)任(ren)務抓(zhua)緊(jin)抓(zhua)好抓(zhua)出成效

(一)統一思想(xiang)認識,全(quan)面系(xi)統部署(shu),把整(zheng)改(gai)任(ren)務作(zuo)為當前頭等(deng)大事來抓(zhua)。巡(xun)視組(zu)反(fan)饋(kui)意見(jian)(jian)后,集(ji)(ji)(ji)(ji)團黨委迅速(su)行動(dong),于6月27日召開黨委(擴大)會,專題(ti)研究整(zheng)改(gai)落(luo)(luo)實(shi)工作(zuo),聚焦(jiao)巡(xun)視反(fan)饋(kui)意見(jian)(jian),逐(zhu)項逐(zhu)條(tiao)反(fan)復學(xue)習、梳(shu)理分(fen)析,吃透精(jing)神、領會實(shi)質,深(shen)入(ru)反(fan)省集(ji)(ji)(ji)(ji)團黨委在管(guan)黨治(zhi)黨不(bu)嚴、“兩個責(ze)任(ren)”落(luo)(luo)實(shi)不(bu)力(li)、企(qi)業(ye)(ye)管(guan)理基礎(chu)薄弱、人才(cai)隊伍(wu)建設滯后等(deng)方面的(de)主要問題(ti)和集(ji)(ji)(ji)(ji)中表現,舉一反(fan)三剖析問題(ti)原(yuan)因,研究整(zheng)改(gai)落(luo)(luo)實(shi)工作(zuo)的(de)總(zong)體思路(lu)和辦法。為確保整(zheng)改(gai)工作(zuo)落(luo)(luo)到(dao)實(shi)處(chu),6月30日下發(fa)(fa)了(le)(le)《關(guan)于落(luo)(luo)實(shi)國資委黨委第(di)四巡(xun)視組(zu)巡(xun)視反(fan)饋(kui)意見(jian)(jian)整(zheng)改(gai)工作(zuo)的(de)通知》,轉發(fa)(fa)了(le)(le)《關(guan)于印(yin)發(fa)(fa)國資委黨委第(di)四巡(xun)視組(zu)<關(guan)于對中國林(lin)業(ye)(ye)集(ji)(ji)(ji)(ji)團公(gong)(gong)司黨委巡(xun)視情(qing)況(kuang)的(de)反(fan)饋(kui)意見(jian)(jian)>的(de)通知》,要求層層傳達學(xue)習,增(zeng)強抓(zhua)好(hao)巡(xun)視整(zheng)改(gai)的(de)緊迫感(gan)(gan)和責(ze)任(ren)感(gan)(gan)。集(ji)(ji)(ji)(ji)團廣大黨員干部特別是(shi)領導(dao)干部,深(shen)切(qie)感(gan)(gan)受到(dao)了(le)(le)巨(ju)大責(ze)任(ren)和壓力(li),認識到(dao)了(le)(le)抓(zhua)好(hao)巡(xun)視整(zheng)改(gai)是(shi)落(luo)(luo)實(shi)全(quan)面從嚴治(zhi)黨要求的(de)重要舉措,是(shi)促進集(ji)(ji)(ji)(ji)團公(gong)(gong)司依法治(zhi)企(qi)、持(chi)續健康發(fa)(fa)展的(de)重要機遇,也是(shi)對領導(dao)班子和各級干部政治(zhi)素質、能力(li)水平的(de)全(quan)面考驗,大家(jia)一致表示要以(yi)(yi)最(zui)(zui)堅決的(de)態度、最(zui)(zui)堅定的(de)決心、最(zui)(zui)有(you)力(li)的(de)措施,不(bu)折不(bu)扣(kou)、全(quan)力(li)以(yi)(yi)赴抓(zhua)好(hao)巡(xun)視整(zheng)改(gai)工作(zuo)。

(二)強化組(zu)(zu)織(zhi)領(ling)導(dao),靠實(shi)主體責(ze)任(ren)(ren),確(que)(que)保整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)(ren)務(wu)(wu)不折不扣落(luo)(luo)(luo)到實(shi)處(chu)。集團(tuan)黨委(wei)(wei)認真落(luo)(luo)(luo)實(shi)巡視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)主體責(ze)任(ren)(ren),黨委(wei)(wei)主要(yao)領(ling)導(dao)親自謀劃、親自部(bu)署,堅(jian)持站在(zai)一(yi)(yi)線全(quan)力推(tui)(tui)動(dong)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)落(luo)(luo)(luo)實(shi)。成(cheng)立了(le)以(yi)黨委(wei)(wei)書記、總經理(li)宋權禮(li)任(ren)(ren)組(zu)(zu)長(chang)(chang),黨委(wei)(wei)副(fu)書記、紀(ji)委(wei)(wei)書記王榮斌任(ren)(ren)副(fu)組(zu)(zu)長(chang)(chang),班(ban)子(zi)其他領(ling)導(dao)為成(cheng)員(yuan)的(de)(de)巡視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)導(dao)小組(zu)(zu),下設整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)辦(ban)(ban)公(gong)室,負責(ze)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)協(xie)調、推(tui)(tui)進(jin)、督辦(ban)(ban)等工(gong)(gong)(gong)(gong)作(zuo)(zuo)。各(ge)所(suo)屬(shu)單(dan)位(wei)也相(xiang)應成(cheng)立了(le)巡視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)領(ling)導(dao)機構和工(gong)(gong)(gong)(gong)作(zuo)(zuo)機構,將(jiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)列(lie)入班(ban)子(zi)的(de)(de)議事日程(cheng)。按照“班(ban)子(zi)成(cheng)員(yuan)親自督辦(ban)(ban)、職能部(bu)門牽(qian)頭整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)、相(xiang)關單(dan)位(wei)積極(ji)配合(he)(he)”的(de)(de)要(yao)求落(luo)(luo)(luo)實(shi)責(ze)任(ren)(ren),對(dui)(dui)(dui)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)(ren)務(wu)(wu)逐(zhu)一(yi)(yi)明確(que)(que)責(ze)任(ren)(ren)領(ling)導(dao)和責(ze)任(ren)(ren)部(bu)門,確(que)(que)保事事有(you)人抓、件件有(you)落(luo)(luo)(luo)實(shi)。在(zai)健全(quan)組(zu)(zu)織(zhi)機構的(de)(de)基(ji)礎(chu)上,將(jiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)落(luo)(luo)(luo)實(shi)劃分為反饋意見(jian)、制定方案,落(luo)(luo)(luo)實(shi)責(ze)任(ren)(ren)、全(quan)面整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai),提交(jiao)報告、鞏固提高(gao)三個階段,建立了(le)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)落(luo)(luo)(luo)實(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)推(tui)(tui)進(jin)會(hui)和周報告制度。集團(tuan)公(gong)司先后召開3次(ci)黨委(wei)(wei)(擴大)會(hui),深入研究和統籌推(tui)(tui)進(jin)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。根(gen)據整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)情況及時(shi)召開整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)推(tui)(tui)進(jin)會(hui),落(luo)(luo)(luo)實(shi)集團(tuan)黨委(wei)(wei)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)要(yao)求,溝通情況、聽取(qu)匯報,促進(jin)思想認識再(zai)提高(gao)、整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)力度再(zai)加大、時(shi)間進(jin)度再(zai)抓緊。整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)辦(ban)(ban)公(gong)室對(dui)(dui)(dui)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)進(jin)度、質(zhi)量(liang)、效果(guo)進(jin)行全(quan)程(cheng)監督,每周召開一(yi)(yi)次(ci)工(gong)(gong)(gong)(gong)作(zuo)(zuo)例(li)會(hui),對(dui)(dui)(dui)各(ge)單(dan)位(wei)(部(bu)門)提交(jiao)的(de)(de)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)措施進(jin)行逐(zhu)項核對(dui)(dui)(dui)、反復修(xiu)改(gai)(gai)(gai),確(que)(que)保整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)始終(zhong)按要(yao)求有(you)序推(tui)(tui)進(jin)。同(tong)時(shi),對(dui)(dui)(dui)問(wen)題反映比較突出(chu)、整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)難度較大的(de)(de)單(dan)位(wei)進(jin)行了(le)專項督導(dao)調研,重點推(tui)(tui)動(dong)落(luo)(luo)(luo)實(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)(ren)務(wu)(wu)。整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)過程(cheng)中,集團(tuan)黨委(wei)(wei)嚴格把握整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)落(luo)(luo)(luo)實(shi)的(de)(de)系統性(xing)(xing)、整(zheng)(zheng)(zheng)(zheng)體性(xing)(xing)、協(xie)同(tong)性(xing)(xing),形成(cheng)了(le)統一(yi)(yi)領(ling)導(dao)、上下聯(lian)動(dong)、合(he)(he)力整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)格局,確(que)(que)保了(le)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)(ren)務(wu)(wu)不折不扣落(luo)(luo)(luo)到實(shi)處(chu),實(shi)現了(le)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)時(shi)限和整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)任(ren)(ren)務(wu)(wu)的(de)(de)“雙同(tong)步”。

(三)明確任務(wu)目標,細化具體措(cuo)(cuo)施(shi)(shi)(shi)(shi),穩步(bu)推進巡(xun)(xun)視(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)取(qu)得實(shi)(shi)實(shi)(shi)在(zai)(zai)(zai)(zai)(zai)在(zai)(zai)(zai)(zai)(zai)成效。集(ji)團(tuan)(tuan)黨委(wei)書記、總經理(li)宋權禮作(zuo)為第(di)(di)一(yi)(yi)責任人(ren),著力抓(zhua)好《落(luo)實(shi)(shi)國資(zi)委(wei)黨委(wei)第(di)(di)四(si)巡(xun)(xun)視(shi)組(zu)巡(xun)(xun)視(shi)反(fan)饋意見整(zheng)(zheng)(zheng)(zheng)改(gai)工作(zuo)方案》的(de)(de)(de)制定和落(luo)實(shi)(shi),以巡(xun)(xun)視(shi)反(fan)饋的(de)(de)(de)兩大類四(si)個(ge)方面(mian)問題(ti)(ti)和四(si)條整(zheng)(zheng)(zheng)(zheng)改(gai)意見建議為主干,進一(yi)(yi)步(bu)梳理(li)出20條具體問題(ti)(ti)的(de)(de)(de)86項(xiang)(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)措(cuo)(cuo)施(shi)(shi)(shi)(shi),并按照輕(qing)重緩急程度(du)(du)將(jiang)整(zheng)(zheng)(zheng)(zheng)改(gai)措(cuo)(cuo)施(shi)(shi)(shi)(shi)劃分為短、中、長期(qi)(qi)三項(xiang)(xiang)(xiang)(xiang):對已(yi)具備條件(jian)且短期(qi)(qi)內能夠(gou)整(zheng)(zheng)(zheng)(zheng)改(gai)的(de)(de)(de)問題(ti)(ti),立(li)(li)行(xing)立(li)(li)改(gai);對難度(du)(du)較大但通過努力能夠(gou)解(jie)(jie)決(jue)的(de)(de)(de)問題(ti)(ti),采取(qu)先剎車(che)、后(hou)完善的(de)(de)(de)辦法,綜合施(shi)(shi)(shi)(shi)策、集(ji)中發力,從制度(du)(du)、機制上查找漏(lou)洞、分析原因,限(xian)期(qi)(qi)整(zheng)(zheng)(zheng)(zheng)改(gai);對涉及面(mian)廣(guang)、情況復雜,一(yi)(yi)時(shi)(shi)難以解(jie)(jie)決(jue)的(de)(de)(de)個(ge)別(bie)問題(ti)(ti),采取(qu)逐步(bu)消化的(de)(de)(de)方式,創造(zao)條件(jian)分步(bu)整(zheng)(zheng)(zheng)(zheng)改(gai),力爭在(zai)(zai)(zai)(zai)(zai)2個(ge)月內見到(dao)階段(duan)成效,6個(ge)月內基本(ben)整(zheng)(zheng)(zheng)(zheng)改(gai)到(dao)位。按照整(zheng)(zheng)(zheng)(zheng)改(gai)內容、整(zheng)(zheng)(zheng)(zheng)改(gai)責任人(ren)、整(zheng)(zheng)(zheng)(zheng)改(gai)責任單位、整(zheng)(zheng)(zheng)(zheng)改(gai)措(cuo)(cuo)施(shi)(shi)(shi)(shi)、整(zheng)(zheng)(zheng)(zheng)改(gai)時(shi)(shi)限(xian)“五要素”填寫了《中國林業(ye)集(ji)團(tuan)(tuan)公司巡(xun)(xun)視(shi)反(fan)饋問題(ti)(ti)整(zheng)(zheng)(zheng)(zheng)改(gai)事項(xiang)(xiang)(xiang)(xiang)一(yi)(yi)覽(lan)表(biao)》,實(shi)(shi)行(xing)臺賬管理(li)、動態更新、辦結銷號。截止目前,整(zheng)(zheng)(zheng)(zheng)改(gai)措(cuo)(cuo)施(shi)(shi)(shi)(shi)中有8項(xiang)(xiang)(xiang)(xiang)已(yi)全部落(luo)實(shi)(shi),15項(xiang)(xiang)(xiang)(xiang)已(yi)基本(ben)落(luo)實(shi)(shi),45項(xiang)(xiang)(xiang)(xiang)正抓(zhua)緊推進,還有18項(xiang)(xiang)(xiang)(xiang)需(xu)長期(qi)(qi)堅持(chi)。同(tong)時(shi)(shi),集(ji)團(tuan)(tuan)黨委(wei)堅持(chi)著眼長遠(yuan),在(zai)(zai)(zai)(zai)(zai)解(jie)(jie)決(jue)普遍問題(ti)(ti)的(de)(de)(de)同(tong)時(shi)(shi)深挖問題(ti)(ti)根源,在(zai)(zai)(zai)(zai)(zai)優(you)化規(gui)章制度(du)(du)的(de)(de)(de)同(tong)時(shi)(shi)著眼建立(li)(li)長效機制,在(zai)(zai)(zai)(zai)(zai)解(jie)(jie)決(jue)具體問題(ti)(ti)的(de)(de)(de)同(tong)時(shi)(shi)開展(zhan)綜合治理(li),保證了整(zheng)(zheng)(zheng)(zheng)改(gai)工作(zuo)取(qu)得實(shi)(shi)際效果。

二、集中精力抓好巡視反饋意見的整改落實

第一類:領(ling)導班(ban)子存在的問(wen)題(ti)

(一)關于黨(dang)的(de)建設(she)存在薄弱環節問題(ti)的(de)整(zheng)改情(qing)況(kuang)

1.關(guan)于(yu)(yu)思(si)想(xiang)(xiang)上(shang)不夠(gou)重視(shi)的(de)(de)(de)(de)問(wen)題。一(yi)(yi)是(shi)(shi)研究(jiu)制(zhi)(zhi)定《中(zhong)(zhong)國林(lin)業(ye)集團公(gong)(gong)(gong)(gong)司(si)(si)貫徹落(luo)實(shi)全(quan)面從(cong)(cong)嚴(yan)治(zhi)黨(dang)(dang)(dang)(dang)要求(qiu)加(jia)(jia)(jia)強(qiang)和改(gai)進(jin)(jin)(jin)黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)建(jian)設(she)(she)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)具(ju)體措施》,從(cong)(cong)加(jia)(jia)(jia)強(qiang)思(si)想(xiang)(xiang)政(zheng)(zheng)治(zhi)建(jian)設(she)(she)、落(luo)實(shi)黨(dang)(dang)(dang)(dang)建(jian)工(gong)作(zuo)(zuo)責任、開展黨(dang)(dang)(dang)(dang)內政(zheng)(zheng)治(zhi)生活、加(jia)(jia)(jia)強(qiang)黨(dang)(dang)(dang)(dang)風廉政(zheng)(zheng)建(jian)設(she)(she)和反(fan)腐(fu)敗工(gong)作(zuo)(zuo)等方(fang)面提出(chu)從(cong)(cong)嚴(yan)要求(qiu),促進(jin)(jin)(jin)全(quan)面從(cong)(cong)嚴(yan)治(zhi)黨(dang)(dang)(dang)(dang)制(zhi)(zhi)度(du)化(hua)(hua)、常(chang)態(tai)化(hua)(hua)。二是(shi)(shi)進(jin)(jin)(jin)一(yi)(yi)步(bu)加(jia)(jia)(jia)強(qiang)思(si)想(xiang)(xiang)理論建(jian)設(she)(she),認真落(luo)實(shi)年初制(zhi)(zhi)定的(de)(de)(de)(de)中(zhong)(zhong)心(xin)組學習計劃,確(que)保中(zhong)(zhong)心(xin)組成員全(quan)年學習時(shi)間不少于(yu)(yu)12天,參(can)學率在80%以(yi)上(shang),不斷推進(jin)(jin)(jin)黨(dang)(dang)(dang)(dang)委(wei)(wei)中(zhong)(zhong)心(xin)組學習制(zhi)(zhi)度(du)化(hua)(hua)。三是(shi)(shi)修(xiu)訂完善(shan)了《集團公(gong)(gong)(gong)(gong)司(si)(si)黨(dang)(dang)(dang)(dang)委(wei)(wei)會議事規(gui)則》,進(jin)(jin)(jin)一(yi)(yi)步(bu)厘清黨(dang)(dang)(dang)(dang)委(wei)(wei)會與黨(dang)(dang)(dang)(dang)政(zheng)(zheng)聯席會的(de)(de)(de)(de)界限,細(xi)化(hua)(hua)黨(dang)(dang)(dang)(dang)委(wei)(wei)研究(jiu)決(jue)定企(qi)業(ye)重大問(wen)題的(de)(de)(de)(de)范圍、方(fang)式和程(cheng)序,理順工(gong)作(zuo)(zuo)機制(zhi)(zhi)和職責范疇。調整(zheng)充實(shi)黨(dang)(dang)(dang)(dang)委(wei)(wei)工(gong)作(zuo)(zuo)部門(men)設(she)(she)置,加(jia)(jia)(jia)強(qiang)力量,從(cong)(cong)組織、制(zhi)(zhi)度(du)和程(cheng)序上(shang)進(jin)(jin)(jin)一(yi)(yi)步(bu)提升黨(dang)(dang)(dang)(dang)委(wei)(wei)工(gong)作(zuo)(zuo)規(gui)范化(hua)(hua)水(shui)平。四(si)是(shi)(shi)按照中(zhong)(zhong)央《關(guan)于(yu)(yu)在深(shen)化(hua)(hua)國有企(qi)業(ye)改(gai)革中(zhong)(zhong)堅持黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)領(ling)導加(jia)(jia)(jia)強(qiang)黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)建(jian)設(she)(she)若(ruo)干意見》,在現(xian)行《公(gong)(gong)(gong)(gong)司(si)(si)章程(cheng)》中(zhong)(zhong)充實(shi)完善(shan)了加(jia)(jia)(jia)強(qiang)黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)建(jian)設(she)(she)相關(guan)內容,進(jin)(jin)(jin)一(yi)(yi)步(bu)明確(que)黨(dang)(dang)(dang)(dang)組織在公(gong)(gong)(gong)(gong)司(si)(si)法人(ren)治(zhi)理結(jie)構中(zhong)(zhong)的(de)(de)(de)(de)法定地位,更好地發(fa)揮黨(dang)(dang)(dang)(dang)組織的(de)(de)(de)(de)政(zheng)(zheng)治(zhi)核心(xin)作(zuo)(zuo)用。

5.關于集(ji)團和部分二(er)三(san)級重要子企業的工會(hui)(hui)(hui)(hui)、職代會(hui)(hui)(hui)(hui)組織不健全、換屆不及時(shi)的問題。目(mu)前正抓緊籌備集(ji)團工會(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)員(yuan)大(da)會(hui)(hui)(hui)(hui)和職工代表(biao)大(da)會(hui)(hui)(hui)(hui),進(jin)(jin)行工會(hui)(hui)(hui)(hui)和職代會(hui)(hui)(hui)(hui)換屆選舉,并督促指導所屬二(er)級企業進(jin)(jin)行工會(hui)(hui)(hui)(hui)和職代會(hui)(hui)(hui)(hui)換屆選舉工作。

10.關于(yu)預(yu)(yu)算(suan)(suan)管(guan)理(li)(li)比(bi)較粗放的問(wen)題。一(yi)是(shi)(shi)集團(tuan)公司印發了《關于(yu)巡(xun)視工作財務整改意(yi)見的通知》,明確了在預(yu)(yu)算(suan)(suan)“嚴(yan)編嚴(yan)審(shen)”的同(tong)時,層(ceng)(ceng)層(ceng)(ceng)貫徹(che)落實(shi)預(yu)(yu)算(suan)(suan)批復制度(du)(du),加(jia)強(qiang)預(yu)(yu)算(suan)(suan)管(guan)理(li)(li)制度(du)(du)化、規范化,增強(qiang)預(yu)(yu)算(suan)(suan)指(zhi)標控制的剛性和約束力。二(er)是(shi)(shi)進一(yi)步(bu)建立健全(quan)各層(ceng)(ceng)級(ji)全(quan)面(mian)預(yu)(yu)算(suan)(suan)管(guan)理(li)(li)機構,加(jia)強(qiang)全(quan)面(mian)預(yu)(yu)算(suan)(suan)組織管(guan)理(li)(li)。三(san)是(shi)(shi)進一(yi)步(bu)加(jia)強(qiang)預(yu)(yu)算(suan)(suan)考核力度(du)(du),通過簽訂目標責任書等形式(shi),層(ceng)(ceng)層(ceng)(ceng)分解(jie)預(yu)(yu)算(suan)(suan)指(zhi)標,將預(yu)(yu)算(suan)(suan)指(zhi)標考核落實(shi)到實(shi)處。

11.關(guan)于銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)較(jiao)多,資金集(ji)中(zhong)度(du)較(jiao)低,規(gui)范(fan)化較(jiao)差,存在(zai)監管(guan)風險(xian)的(de)問(wen)題。一是(shi)(shi)嚴(yan)格按照《集(ji)團公(gong)司(si)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)管(guan)理辦法》,加(jia)強(qiang)對下屬企(qi)業(ye)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)管(guan)理工(gong)作,開展了對全(quan)集(ji)團銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)的(de)摸底清查工(gong)作,下發了《關(guan)于進一步(bu)規(gui)范(fan)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)管(guan)理工(gong)作的(de)通(tong)知》,提出總(zong)體壓降原則,設定(ding)具體壓降目標,將(jiang)(jiang)管(guan)控(kong)壓力(li)層層傳導,嚴(yan)把“審(shen)(shen)核”“備案”兩道關(guan)口,嚴(yan)控(kong)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)增(zeng)量(liang)。要求二(er)級(ji)(ji)企(qi)業(ye)制(zhi)定(ding)本公(gong)司(si)的(de)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)管(guan)理辦法,明確二(er)級(ji)(ji)公(gong)司(si)所有新(xin)增(zeng)銀(yin)行(xing)(xing)賬(zhang)(zhang)(zhang)戶(hu)(hu)(hu)需經(jing)集(ji)團公(gong)司(si)審(shen)(shen)批(pi)后方可開具,三(san)級(ji)(ji)及以下公(gong)司(si)需經(jing)二(er)級(ji)(ji)公(gong)司(si)審(shen)(shen)批(pi),并將(jiang)(jiang)開戶(hu)(hu)(hu)信(xin)息上報集(ji)團公(gong)司(si)備案。二(er)是(shi)(shi)集(ji)團公(gong)司(si)在(zai)做好總(zong)體規(gui)劃、指導和監督(du)檢查的(de)基礎上,要求各二(er)級(ji)(ji)企(qi)業(ye)以生產(chan)經(jing)營(ying)(ying)業(ye)務為依托,逐(zhu)步(bu)提高資金集(ji)中(zhong)度(du),增(zeng)強(qiang)資金整體調控(kong)能力(li),促進經(jing)營(ying)(ying)業(ye)務更(geng)好開展。三(san)是(shi)(shi)督(du)促各級(ji)(ji)企(qi)業(ye)抓緊(jin)落實(shi)建立健全(quan)資金風險(xian)防控(kong)制(zhi)度(du),并加(jia)強(qiang)制(zhi)度(du)執(zhi)行(xing)(xing)力(li)度(du),切實(shi)防范(fan)企(qi)業(ye)經(jing)營(ying)(ying)風險(xian)和財務風險(xian)。

12.關于“三重(zhong)(zhong)(zhong)一(yi)(yi)大”制(zhi)(zhi)度(du)執行(xing)不(bu)(bu)到位的(de)(de)問題。一(yi)(yi)是(shi)進(jin)一(yi)(yi)步深化《集團(tuan)公(gong)司(si)貫徹(che)落實“三重(zhong)(zhong)(zhong)一(yi)(yi)大”決策(ce)(ce)(ce)(ce)制(zhi)(zhi)度(du)實施(shi)辦法》的(de)(de)貫徹(che)執行(xing)和(he)相關配(pei)套制(zhi)(zhi)度(du)建(jian)設,逐(zhu)步建(jian)立(li)健全風(feng)險防范(fan)和(he)控制(zhi)(zhi)體系,提高決策(ce)(ce)(ce)(ce)水平(ping)和(he)風(feng)險抵御能(neng)力。二是(shi)進(jin)一(yi)(yi)步加(jia)強(qiang)對(dui)所屬企業執行(xing)“三重(zhong)(zhong)(zhong)一(yi)(yi)大”決策(ce)(ce)(ce)(ce)制(zhi)(zhi)度(du)的(de)(de)管(guan)控。加(jia)大了對(dui)“三重(zhong)(zhong)(zhong)一(yi)(yi)大”決策(ce)(ce)(ce)(ce)制(zhi)(zhi)度(du)執行(xing)情況的(de)(de)監督檢查,對(dui)發現的(de)(de)問題進(jin)行(xing)逐(zhu)條整改,督促子公(gong)司(si)修訂重(zhong)(zhong)(zhong)大事項界定不(bu)(bu)清(qing),責任不(bu)(bu)明的(de)(de)條款。三是(shi)指導所屬企業建(jian)立(li)“三重(zhong)(zhong)(zhong)一(yi)(yi)大”決策(ce)(ce)(ce)(ce)制(zhi)(zhi)度(du)流程(cheng)控制(zhi)(zhi)清(qing)單,規范(fan)決策(ce)(ce)(ce)(ce)程(cheng)序(xu),加(jia)強(qiang)對(dui)決策(ce)(ce)(ce)(ce)文件的(de)(de)檔案管(guan)理。四是(shi)將(jiang)“三重(zhong)(zhong)(zhong)一(yi)(yi)大”決策(ce)(ce)(ce)(ce)制(zhi)(zhi)度(du)執行(xing)情況納(na)入年(nian)度(du)內控評價(jia)內容,融入日常(chang)管(guan)理。

20.關于巡視(shi)(shi)移(yi)交問題(ti)(ti)線(xian)索(suo)辦(ban)(ban)理情況。集團黨委(wei)(wei)(wei)、紀委(wei)(wei)(wei)高(gao)度(du)重視(shi)(shi)巡視(shi)(shi)移(yi)交問題(ti)(ti)線(xian)索(suo),及時成立了(le)調查工作組,由黨委(wei)(wei)(wei)副書記、紀委(wei)(wei)(wei)書記王(wang)榮斌主抓,對(dui)巡視(shi)(shi)移(yi)交的8件問題(ti)(ti)線(xian)索(suo)進(jin)行了(le)認(ren)真排查和(he)初核,嚴格按照五類方式(shi)進(jin)行處置。目(mu)前,核查工作已完成,8件問題(ti)(ti)線(xian)索(suo)全部辦(ban)(ban)結。下一(yi)步(bu),將(jiang)從制度(du)和(he)管理上進(jin)一(yi)步(bu)完善,著力構建長效機制,確保反映問題(ti)(ti)不(bu)再(zai)發(fa)生。

三、強化(hua)巡視(shi)成果運用,為集團公司(si)持續健(jian)康發展提供保障
