黨(dang)的十八大(da)提(ti)出要(yao)(yao)(yao)實(shi)(shi)施(shi)創新驅動發(fa)展(zhan)(zhan)戰(zhan)(zhan)略(lve),這是建設(she)創新型(xing)國(guo)(guo)家的重(zhong)(zhong)要(yao)(yao)(yao)戰(zhan)(zhan)略(lve)部(bu)(bu)署,其中(zhong)(zhong)實(shi)(shi)施(shi)知識產(chan)權(quan)(quan)戰(zhan)(zhan)略(lve)、加(jia)強(qiang)知識產(chan)權(quan)(quan)保護是重(zhong)(zhong)要(yao)(yao)(yao)一環。軟(ruan)件(jian)正(zheng)版化作(zuo)為中(zhong)(zhong)國(guo)(guo)實(shi)(shi)施(shi)知識產(chan)權(quan)(quan)戰(zhan)(zhan)略(lve)的重(zhong)(zhong)要(yao)(yao)(yao)戰(zhan)(zhan)略(lve)舉(ju)措,對于提(ti)高公(gong)眾著(zhu)(zhu)作(zuo)權(quan)(quan)意識,促進(jin)軟(ruan)件(jian)產(chan)業發(fa)展(zhan)(zhan),營(ying)造良(liang)好的國(guo)(guo)際輿(yu)論環境(jing)有著(zhu)(zhu)重(zhong)(zhong)要(yao)(yao)(yao)意義,也為我(wo)國(guo)(guo)轉變經(jing)濟發(fa)展(zhan)(zhan)方(fang)式、調整經(jing)濟結構(gou)發(fa)揮著(zhu)(zhu)重(zhong)(zhong)要(yao)(yao)(yao)作(zuo)用。國(guo)(guo)資委高度(du)重(zhong)(zhong)視(shi)軟(ruan)件(jian)正(zheng)版化工作(zuo),按照黨(dang)中(zhong)(zhong)央(yang)(yang)、國(guo)(guo)務院的統(tong)一部(bu)(bu)署和安排,大(da)力(li)推進(jin)中(zhong)(zhong)央(yang)(yang)企(qi)業軟(ruan)件(jian)正(zheng)版化工作(zuo)。
一(yi)、 要求(qiu)中(zhong)央企業充分(fen)認(ren)識軟件正版化的重要意義,切(qie)實(shi)加強領導
軟(ruan)(ruan)件(jian)(jian)(jian)產業(ye)(ye)(ye)作(zuo)為(wei)國(guo)家基礎性、戰略性產業(ye)(ye)(ye),在促進(jin)國(guo)民經(jing)(jing)濟和社會(hui)發展(zhan)中(zhong)具有重要地(di)位和作(zuo)用。中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)作(zuo)為(wei)社會(hui)主(zhu)義市(shi)場經(jing)(jing)濟主(zhu)體,應進(jin)一(yi)步增強(qiang)法制(zhi)意識,堅持使用正版(ban)軟(ruan)(ruan)件(jian)(jian)(jian),為(wei)在全社會(hui)形(xing)成遵(zun)紀守法,誠信經(jing)(jing)營,抵制(zhi)盜版(ban)軟(ruan)(ruan)件(jian)(jian)(jian),使用正版(ban)軟(ruan)(ruan)件(jian)(jian)(jian)的(de)良好社會(hui)氛圍作(zuo)出應有的(de)貢(gong)獻(xian)。國(guo)資委(wei)明(ming)確信息化(hua)工(gong)(gong)作(zuo)領(ling)導小組(zu)(zu)同時(shi)為(wei)推(tui)(tui)進(jin)中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)使用正版(ban)軟(ruan)(ruan)件(jian)(jian)(jian)工(gong)(gong)作(zuo)領(ling)導小組(zu)(zu);各中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)信息化(hua)工(gong)(gong)作(zuo)領(ling)導小組(zu)(zu)同時(shi)為(wei)推(tui)(tui)進(jin)本(ben)企(qi)業(ye)(ye)(ye)使用正版(ban)軟(ruan)(ruan)件(jian)(jian)(jian)工(gong)(gong)作(zuo)領(ling)導小組(zu)(zu)。中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)所(suo)屬企(qi)業(ye)(ye)(ye)也(ye)逐(zhu)級(ji)落(luo)實了責任,建立(li)了自上而下的(de)工(gong)(gong)作(zuo)機制(zhi),保(bao)障了中(zhong)央(yang)(yang)企(qi)業(ye)(ye)(ye)軟(ruan)(ruan)件(jian)(jian)(jian)正版(ban)化(hua)工(gong)(gong)作(zuo)扎實推(tui)(tui)進(jin)。
二、國資(zi)委推進中央企業(ye)軟件正版化工作的目標和措(cuo)施
多(duo)年來,國資委認真履行職責,加(jia)強對推(tui)進中央(yang)企業軟件正(zheng)版(ban)化工作的指導和推(tui)動。
(一)明確(que)目(mu)標任務(wu)。自2006年(nian)(nian),國資(zi)(zi)(zi)委(wei)(wei)(wei)明確(que)提出到(dao)2010年(nian)(nian)底中(zhong)央企(qi)業所屬(shu)三級以上企(qi)業實(shi)(shi)(shi)現(xian)軟件(jian)正版(ban)(ban)化(hua)。為保證目(mu)標按期實(shi)(shi)(shi)現(xian),國資(zi)(zi)(zi)委(wei)(wei)(wei)要(yao)求(qiu)中(zhong)央企(qi)業根據國家版(ban)(ban)權(quan)局(ju)等九部門(men)聯合發布的《關于(yu)推進企(qi)業使用正版(ban)(ban)軟件(jian)工(gong)作的實(shi)(shi)(shi)施(shi)方案》(國權(quan)聯〔2006〕2號),結合企(qi)業工(gong)作實(shi)(shi)(shi)際,制定貫(guan)徹落實(shi)(shi)(shi)實(shi)(shi)(shi)施(shi)方案的具體工(gong)作計劃。國資(zi)(zi)(zi)委(wei)(wei)(wei)每(mei)年(nian)(nian)召開“中(zhong)央企(qi)業信息化(hua)工(gong)作會議(yi)”,并提出有(you)關要(yao)求(qiu)。近年(nian)(nian)來(lai),國資(zi)(zi)(zi)委(wei)(wei)(wei)推進中(zhong)央企(qi)業軟件(jian)正版(ban)(ban)化(hua)工(gong)作的力(li)度越(yue)來(lai)越(yue)大。2013年(nian)(nian),國資(zi)(zi)(zi)委(wei)(wei)(wei)要(yao)求(qiu)中(zhong)央企(qi)業在鞏固(gu)前幾年(nian)(nian)已取(qu)得的成績的基(ji)礎上,提出了下一個“三年(nian)(nian)目(mu)標”:力(li)爭(zheng)再經過三年(nian)(nian)時(shi)間的努力(li),到(dao)2015年(nian)(nian)實(shi)(shi)(shi)現(xian)中(zhong)央企(qi)業軟件(jian)正版(ban)(ban)化(hua)。
(二(er))逐(zhu)步(bu)(bu)(bu)實施推進。中央企(qi)(qi)(qi)業(ye)(ye)行(xing)業(ye)(ye)眾多,規模不一(yi),不同企(qi)(qi)(qi)業(ye)(ye)信息化水平差距很大,加之企(qi)(qi)(qi)業(ye)(ye)軟件正(zheng)版化工作(zuo)涉及(ji)的終端及(ji)軟件版本種類多、數量大、范圍(wei)廣(guang),必須(xu)按(an)計劃(hua)、分步(bu)(bu)(bu)驟逐(zhu)步(bu)(bu)(bu)推進。國(guo)資委(wei)按(an)照中央企(qi)(qi)(qi)業(ye)(ye)的不同性質(zhi)和特點,分類指導,分梯(ti)次、有計劃(hua)、有步(bu)(bu)(bu)驟地(di)全面推進。中央企(qi)(qi)(qi)業(ye)(ye)按(an)照國(guo)資委(wei)的要(yao)求,結合(he)企(qi)(qi)(qi)業(ye)(ye)實際,采(cai)取(qu)集團化統一(yi)部署與先試(shi)點后推廣(guang)分步(bu)(bu)(bu)實施相結合(he)的原則,制定了不同的推進策略(lve),保證了工作(zuo)的順(shun)利(li)開展。
(三)推廣(guang)集(ji)(ji)中(zhong)采(cai)購(gou)(gou)。針(zhen)對企業(ye)(ye)購(gou)(gou)買正版軟(ruan)件面臨(lin)的(de)(de)資金壓力(li),以(yi)及(ji)企業(ye)(ye)對軟(ruan)件發展(zhan)信(xin)息(xi)了解不(bu)完整、不(bu)完全,采(cai)購(gou)(gou)談判費時(shi)費力(li),難以(yi)做(zuo)出科學(xue)采(cai)購(gou)(gou)決策的(de)(de)情況,按照企業(ye)(ye)自愿的(de)(de)原(yuan)則,推行(xing)軟(ruan)件產品集(ji)(ji)中(zhong)采(cai)購(gou)(gou),搭(da)建企業(ye)(ye)與軟(ruan)件廠商溝通互動(dong)平臺。
(四(si))加強(qiang)宣傳(chuan)(chuan)培訓(xun)。國(guo)(guo)資委通(tong)過簡報、網(wang)站、會議、外(wai)事活動等形式(shi),強(qiang)化對中(zhong)(zhong)央(yang)企(qi)(qi)業使用(yong)正(zheng)版軟(ruan)(ruan)件工作(zuo)的(de)宣傳(chuan)(chuan),國(guo)(guo)資委領導多次在委外(wai)事活動上(shang)介紹中(zhong)(zhong)央(yang)企(qi)(qi)業軟(ruan)(ruan)件正(zheng)版化工作(zuo)的(de)開展(zhan)情況和取(qu)得(de)的(de)成果。國(guo)(guo)資委每(mei)年聯合國(guo)(guo)家版權局組織(zhi)對所有中(zhong)(zhong)央(yang)企(qi)(qi)業進行培訓(xun),國(guo)(guo)資委互聯網(wang)上(shang)的(de)“中(zhong)(zhong)央(yang)企(qi)(qi)業軟(ruan)(ruan)件正(zheng)版化”專欄(lan)也(ye)加強(qiang)了相關法律法規方面(mian)的(de)宣傳(chuan)(chuan)培訓(xun)。
在各方共同(tong)努(nu)力下(xia),中央企業(ye)軟(ruan)件(jian)正(zheng)(zheng)版化工作成效明(ming)顯。2010年(nian)底,中央企業(ye)所屬三(san)級以上企業(ye)基本實現軟(ruan)件(jian)正(zheng)(zheng)版化,目前(qian)正(zheng)(zheng)在向四級以下(xia)企業(ye)深入(ru)推進。
