這次會(hui)議(yi)(yi)(yi)是國務院(yuan)國資委成(cheng)立四年多來召(zhao)開的第(di)一次全(quan)國國資委系(xi)統信(xin)(xin)(xin)息(xi)(xi)化(hua)工(gong)作會(hui)議(yi)(yi)(yi)。會(hui)議(yi)(yi)(yi)的主要目的就(jiu)是貫(guan)徹落實《2006-2020年國家(jia)信(xin)(xin)(xin)息(xi)(xi)化(hua)發展(zhan)戰略》,按照國務院(yuan)國資委“十一五”信(xin)(xin)(xin)息(xi)(xi)化(hua)規劃,部(bu)署全(quan)國國資監管信(xin)(xin)(xin)息(xi)(xi)化(hua)建設工(gong)作。

)與中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)間(jian)的(de)(de)(de)(de)(de)(de)(de)(de)(de)視(shi)(shi)頻會(hui)議(yi)(yi)(yi)及(ji)可視(shi)(shi)通(tong)訊。開通(tong)以(yi)(yi)來(lai)短(duan)(duan)短(duan)(duan)的(de)(de)(de)(de)(de)(de)(de)(de)(de)半(ban)個(ge)月(yue)里,已(yi)經召開了(le)(le)(le)(le)(le)數次會(hui)議(yi)(yi)(yi),從(cong)提高效(xiao)率、降低成本(ben)來(lai)看,效(xiao)果(guo)非常(chang)明顯。在(zai)視(shi)(shi)頻會(hui)議(yi)(yi)(yi)系(xi)統(tong)(tong)(tong)建(jian)(jian)設(she)(she)(she)過(guo)程中(zhong)(zhong),我們(men)(men)專(zhuan)門預留了(le)(le)(le)(le)(le)與各(ge)(ge)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)的(de)(de)(de)(de)(de)(de)(de)(de)(de)接口,作(zuo)(zuo)為后期(qi)建(jian)(jian)設(she)(she)(she)內容(rong)。關(guan)(guan)于中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she),今年1月(yue)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)和(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)辦公室(shi)聯合下發(fa)了(le)(le)(le)(le)(le)《關(guan)(guan)于加強中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)(de)(de)(de)指導意見》,4月(yue)又共(gong)同召開了(le)(le)(le)(le)(le)中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)議(yi)(yi)(yi),對整(zheng)個(ge)中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)進(jin)行(xing)了(le)(le)(le)(le)(le)總體(ti)部署,明確了(le)(le)(le)(le)(le)目(mu)標和(he)(he)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)要(yao)(yao)求。最(zui)近,我們(men)(men)又對中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)做(zuo)(zuo)了(le)(le)(le)(le)(le)全(quan)面(mian)的(de)(de)(de)(de)(de)(de)(de)(de)(de)摸底調查和(he)(he)分析排(pai)隊(dui)。從(cong)檢查情(qing)況看,目(mu)前(qian)中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)總體(ti)情(qing)況是(shi)(shi)(shi)(shi)(shi)喜人(ren)的(de)(de)(de)(de)(de)(de)(de)(de)(de)。有(you)(you)不(bu)少中(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)不(bu)但(dan)走到(dao)(dao)了(le)(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)的(de)(de)(de)(de)(de)(de)(de)(de)(de)前(qian)列(lie),而且和(he)(he)世界(jie)先(xian)進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)對標,達(da)(da)到(dao)(dao)了(le)(le)(le)(le)(le)世界(jie)先(xian)進(jin)水平(ping)(ping),這(zhe)一(yi)(yi)(yi)(yi)部分企(qi)(qi)(qi)(qi)業(ye)(ye)約占5%。另外還(huan)有(you)(you)30%的(de)(de)(de)(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)達(da)(da)到(dao)(dao)了(le)(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內先(xian)進(jin)水平(ping)(ping)。關(guan)(guan)于國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)系(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua),各(ge)(ge)省(sheng)區市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)這(zhe)些年來(lai)做(zuo)(zuo)了(le)(le)(le)(le)(le)大(da)(da)量工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo),取得(de)了(le)(le)(le)(le)(le)不(bu)同程度的(de)(de)(de)(de)(de)(de)(de)(de)(de)提高,有(you)(you)些地(di)方(fang)做(zuo)(zuo)得(de)比國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)還(huan)要(yao)(yao)好(hao)。一(yi)(yi)(yi)(yi)些地(di)方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)監管(guan)(guan)的(de)(de)(de)(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)(hua)(hua)(hua)水平(ping)(ping)也相(xiang)當(dang)高。但(dan)是(shi)(shi)(shi)(shi)(shi),作(zuo)(zuo)為整(zheng)個(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)系(xi)統(tong)(tong)(tong)來(lai)講(jiang),從(cong)全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)(zi) 一、加強國資監管信息化工作是一項重大而緊迫的任務
信息(xi)(xi)化(hua)(hua)(hua)(hua)是(shi)當今(jin)世界發(fa)(fa)展的(de)(de)大(da)趨勢,是(shi)推(tui)(tui)動經(jing)(jing)濟社會變革(ge)的(de)(de)重要(yao)力量(liang)。大(da)力推(tui)(tui)進(jin)信息(xi)(xi)化(hua)(hua)(hua)(hua),以信息(xi)(xi)化(hua)(hua)(hua)(hua)帶動工業化(hua)(hua)(hua)(hua),以工業化(hua)(hua)(hua)(hua)促進(jin)信息(xi)(xi)化(hua)(hua)(hua)(hua),是(shi)覆(fu)蓋我國(guo)現代(dai)化(hua)(hua)(hua)(hua)建設全局的(de)(de)戰略舉(ju)措(cuo)。國(guo)資監(jian)管(guan)信息(xi)(xi)化(hua)(hua)(hua)(hua)是(shi)國(guo)民經(jing)(jing)濟和社會發(fa)(fa)展信息(xi)(xi)化(hua)(hua)(hua)(hua)的(de)(de)重要(yao)組成部(bu)分(fen)。充分(fen)發(fa)(fa)揮信息(xi)(xi)技術在國(guo)資監(jian)管(guan)中的(de)(de)作(zuo)用,利(li)用信息(xi)(xi)化(hua)(hua)(hua)(hua)手段(duan)推(tui)(tui)進(jin)解決(jue)國(guo)資監(jian)管(guan)中面(mian)臨的(de)(de)各種(zhong)重大(da)、緊迫(po)和關(guan)鍵性問(wen)題,具(ju)有十分(fen)重大(da)的(de)(de)現實意(yi)義(yi)和深遠的(de)(de)歷史意(yi)義(yi)。

(二)國資(zi)(zi)(zi)監管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)是國家(jia)(jia)(jia)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略的(de)(de)(de)(de)(de)重要內容。黨的(de)(de)(de)(de)(de)十六大以來,國家(jia)(jia)(jia)相繼(ji)出臺了《關(guan)(guan)于(yu)(yu)我(wo)國電(dian)子政(zheng)(zheng)務(wu)建(jian)(jian)設(she)(she)的(de)(de)(de)(de)(de)指(zhi)導(dao)意(yi)(yi)(yi)見(jian)》、《關(guan)(guan)于(yu)(yu)加強信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)保障工(gong)作(zuo)的(de)(de)(de)(de)(de)意(yi)(yi)(yi)見(jian)》、《關(guan)(guan)于(yu)(yu)加強信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源開發(fa)(fa)(fa)(fa)利用工(gong)作(zuo)的(de)(de)(de)(de)(de)若干意(yi)(yi)(yi)見(jian)》、《關(guan)(guan)于(yu)(yu)加快我(wo)國電(dian)子商(shang)務(wu)發(fa)(fa)(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)若干意(yi)(yi)(yi)見(jian)》、《關(guan)(guan)于(yu)(yu)推(tui)(tui)進(jin)國家(jia)(jia)(jia)電(dian)子政(zheng)(zheng)務(wu)網(wang)(wang)絡建(jian)(jian)設(she)(she)的(de)(de)(de)(de)(de)指(zhi)導(dao)意(yi)(yi)(yi)見(jian)》、《關(guan)(guan)于(yu)(yu)加強政(zheng)(zheng)府網(wang)(wang)站建(jian)(jian)設(she)(she)和(he)管(guan)(guan)理工(gong)作(zuo)的(de)(de)(de)(de)(de)意(yi)(yi)(yi)見(jian)》等文件,特別是2006年(nian)(nian)出臺的(de)(de)(de)(de)(de)《2006-2020年(nian)(nian)國家(jia)(jia)(jia)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略》明確了今后15年(nian)(nian)我(wo)國信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)的(de)(de)(de)(de)(de)基本方向,成為我(wo)國未來十五年(nian)(nian)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)綱領性文件。《2006-2020年(nian)(nian)國家(jia)(jia)(jia)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略》明確國資(zi)(zi)(zi)監管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)是國家(jia)(jia)(jia)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)的(de)(de)(de)(de)(de)戰(zhan)略重點之一。發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略提(ti)出:“滿足轉(zhuan)(zhuan)變政(zheng)(zheng)府職(zhi)能(neng)、提(ti)高行政(zheng)(zheng)效率、規(gui)范監管(guan)(guan)行為的(de)(de)(de)(de)(de)要求,深(shen)化(hua)(hua)相應業(ye)務(wu)系(xi)統(tong)建(jian)(jian)設(she)(she)。圍繞(rao)財(cai)政(zheng)(zheng)、金融、稅收、工(gong)商(shang)、海關(guan)(guan)、國資(zi)(zi)(zi)監管(guan)(guan)、質檢(jian)、食品藥品安(an)(an)全(quan)等關(guan)(guan)鍵業(ye)務(wu),統(tong)籌規(gui)劃,分(fen)類指(zhi)導(dao),有(you)序推(tui)(tui)進(jin)相關(guan)(guan)業(ye)務(wu)系(xi)統(tong)之間(jian)、中(zhong)(zhong)央(yang)與(yu)地(di)方之間(jian)的(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共享,促進(jin)部門間(jian)業(ye)務(wu)協同,提(ti)高監管(guan)(guan)能(neng)力。”所以,我(wo)們必(bi)須從發(fa)(fa)(fa)(fa)展(zhan)戰(zhan)略的(de)(de)(de)(de)(de)高度,充分(fen)認識(shi)國資(zi)(zi)(zi)監管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)在國家(jia)(jia)(jia)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)(fa)(fa)展(zhan)和(he)政(zheng)(zheng)府職(zhi)能(neng)轉(zhuan)(zhuan)變中(zhong)(zhong)的(de)(de)(de)(de)(de)重要性和(he)必(bi)要性,增強使(shi)命(ming)感和(he)責任感,切實(shi)采取有(you)力措施,有(you)計劃、有(you)步驟地(di)推(tui)(tui)進(jin)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設(she)(she),完成好黨中(zhong)(zhong)央(yang)、國務(wu)院交給的(de)(de)(de)(de)(de)任務(wu)。
(三)加(jia)(jia)快信(xin)(xin)息(xi)(xi)化建設是國資監(jian)(jian)管(guan)(guan)工(gong)作邁(mai)上新(xin)(xin)臺階的(de)迫(po)切需(xu)要(yao)(yao)。近幾年來,各級國資委(wei)圍(wei)繞落(luo)實(shi)(shi)(shi)(shi)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)保值增值的(de)責任(ren),積極推進機構建設和(he)(he)制(zhi)(zhi)度(du)建設,國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)組織體(ti)系和(he)(he)法規(gui)體(ti)系、國有(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)經(jing)營業(ye)(ye)(ye)績考核體(ti)系、企(qi)業(ye)(ye)(ye)國有(you)(you)(you)(you)產(chan)(chan)(chan)(chan)(chan)權管(guan)(guan)理(li)制(zhi)(zhi)度(du)體(ti)系、出資人財務(wu)監(jian)(jian)督體(ti)系等基本形(xing)成并不(bu)(bu)斷完善(shan),國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)管(guan)(guan)理(li)體(ti)制(zhi)(zhi)框(kuang)架基本建立(li),初步實(shi)(shi)(shi)(shi)現(xian)(xian)了監(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)創新(xin)(xin),基礎工(gong)作進一步加(jia)(jia)強(qiang)。但是,國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)要(yao)(yao)真正做(zuo)到“三結合、三統(tong)(tong)一”,仍(reng)需(xu)付出很大(da)(da)努(nu)力,必須大(da)(da)力推進監(jian)(jian)管(guan)(guan)制(zhi)(zhi)度(du)創新(xin)(xin)和(he)(he)監(jian)(jian)管(guan)(guan)方(fang)式(shi)創新(xin)(xin),提高監(jian)(jian)管(guan)(guan)能力和(he)(he)效(xiao)率。監(jian)(jian)管(guan)(guan)方(fang)式(shi)的(de)創新(xin)(xin),現(xian)(xian)階段最主要(yao)(yao)的(de)是要(yao)(yao)實(shi)(shi)(shi)(shi)現(xian)(xian)監(jian)(jian)管(guan)(guan)手段的(de)信(xin)(xin)息(xi)(xi)化。要(yao)(yao)充分應用(yong)信(xin)(xin)息(xi)(xi)技術,挖掘利用(yong)信(xin)(xin)息(xi)(xi)資源,改變目前國資監(jian)(jian)管(guan)(guan)數(shu)(shu)據(ju)采集、處理(li)方(fang)式(shi)落(luo)后,數(shu)(shu)據(ju)有(you)(you)(you)(you)效(xiao)性和(he)(he)共享(xiang)性弱(ruo),數(shu)(shu)據(ju)覆蓋范(fan)圍(wei)小、深度(du)不(bu)(bu)夠,數(shu)(shu)據(ju)及時(shi)性和(he)(he)針對性差等現(xian)(xian)狀,建立(li)有(you)(you)(you)(you)效(xiao)的(de)信(xin)(xin)息(xi)(xi)采集與(yu)數(shu)(shu)據(ju)處理(li)機制(zhi)(zhi),實(shi)(shi)(shi)(shi)現(xian)(xian)信(xin)(xin)息(xi)(xi)共享(xiang)和(he)(he)業(ye)(ye)(ye)務(wu)協同。比如,推進國有(you)(you)(you)(you)經(jing)濟布局(ju)和(he)(he)結構戰略(lve)性調整,亟需(xu)收(shou)集和(he)(he)開發國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)信(xin)(xin)息(xi)(xi)資源,及時(shi)準(zhun)確地掌握國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)分布狀況(kuang)(kuang)和(he)(he)經(jing)營情(qing)況(kuang)(kuang)。加(jia)(jia)強(qiang)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)監(jian)(jian)督管(guan)(guan)理(li),規(gui)范(fan)國有(you)(you)(you)(you)企(qi)業(ye)(ye)(ye)改制(zhi)(zhi)和(he)(he)產(chan)(chan)(chan)(chan)(chan)權轉讓(rang)行為,防止(zhi)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)流失,必須大(da)(da)力開發利用(yong)業(ye)(ye)(ye)務(wu)管(guan)(guan)理(li)信(xin)(xin)息(xi)(xi)系統(tong)(tong),加(jia)(jia)強(qiang)對企(qi)業(ye)(ye)(ye)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)特別是重大(da)(da)財務(wu)信(xin)(xin)息(xi)(xi)和(he)(he)產(chan)(chan)(chan)(chan)(chan)權轉讓(rang)的(de)實(shi)(shi)(shi)(shi)時(shi)監(jian)(jian)測和(he)(he)規(gui)范(fan)管(guan)(guan)理(li)。總之(zhi),大(da)(da)力推進國資監(jian)(jian)管(guan)(guan)信(xin)(xin)息(xi)(xi)化,既是加(jia)(jia)強(qiang)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)監(jian)(jian)督管(guan)(guan)理(li),實(shi)(shi)(shi)(shi)現(xian)(xian)國有(you)(you)(you)(you)資產(chan)(chan)(chan)(chan)(chan)保值增值的(de)迫(po)切需(xu)要(yao)(yao),也是落(luo)實(shi)(shi)(shi)(shi)國家信(xin)(xin)息(xi)(xi)化發展戰略(lve)的(de)緊迫(po)任(ren)務(wu)。
二、充分肯定國資監管信息化工作取得的成績
幾(ji)年來(lai),各省(sheng)區市(shi)國(guo)資委圍繞(rao)國(guo)資監(jian)管和(he)國(guo)企改革的中心任務(wu),相繼開(kai)發(fa)建(jian)設(she)了一批信(xin)息(xi)(xi)網(wang)絡、信(xin)息(xi)(xi)網(wang)站、網(wang)上辦(ban)公和(he)業務(wu)管理(li)系統,為(wei)有(you)效(xiao)履行出(chu)資人職責、加強國(guo)資監(jian)管、推進國(guo)企改革等發(fa)揮了積極的作(zuo)用。
(一(yi))信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)基礎工(gong)(gong)作不(bu)斷加(jia)強。一(yi)是信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作領(ling)導機構逐(zhu)步建(jian)立。部分(fen)省區(qu)市國資(zi)委(wei)(wei)(wei)(wei)(wei)成(cheng)(cheng)立了(le)由(you)委(wei)(wei)(wei)(wei)(wei)主要領(ling)導掛帥、各職能(neng)處室負責人為成(cheng)(cheng)員(yuan)的(de)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作領(ling)導小組,加(jia)強了(le)對(dui)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作的(de)組織協調。二是信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作機構、編制(zhi)(zhi)、人員(yuan)基本落實。大(da)多數省區(qu)市國資(zi)委(wei)(wei)(wei)(wei)(wei)明(ming)確由(you)辦公室負責信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作;吉林、河北、山西、內蒙古、上(shang)海(hai)(hai)、湖北、深圳、青島等(deng)(deng)地(di)方國資(zi)委(wei)(wei)(wei)(wei)(wei)設(she)(she)立了(le)信(xin)(xin)息(xi)(xi)(xi)(xi)中心。貴州(zhou)、河南等(deng)(deng)省國資(zi)委(wei)(wei)(wei)(wei)(wei)建(jian)立了(le)委(wei)(wei)(wei)(wei)(wei)機關各處室及監管企業(ye)的(de)信(xin)(xin)息(xi)(xi)(xi)(xi)聯絡員(yuan)制(zhi)(zhi)度(du)。三是信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)(she)經費投(tou)入(ru)機制(zhi)(zhi)初步理順。深圳市國資(zi)委(wei)(wei)(wei)(wei)(wei)把信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)(she)經費作為監管費用的(de)一(yi)部分(fen),統一(yi)納入(ru)國有資(zi)本經營預算支出(chu)范(fan)圍(wei)。四是制(zhi)(zhi)定了(le)信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)(she)總體規劃(hua)。上(shang)海(hai)(hai)、山西、四川、貴州(zhou)、廣西、寧(ning)波國資(zi)委(wei)(wei)(wei)(wei)(wei)編制(zhi)(zhi)完成(cheng)(cheng)國資(zi)監管信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)(she)總體規劃(hua)。五是信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)作管理制(zhi)(zhi)度(du)逐(zhu)步建(jian)立。遼寧(ning)、寧(ning)波國資(zi)委(wei)(wei)(wei)(wei)(wei)制(zhi)(zhi)定了(le)計算機網絡、網站、信(xin)(xin)息(xi)(xi)(xi)(xi)報送(song)、信(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全等(deng)(deng)一(yi)系列規章制(zhi)(zhi)度(du),信(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)(she)開始進入(ru)規范(fan)化(hua)(hua)(hua)(hua)軌道。
(二)網(wang)(wang)(wang)(wang)(wang)絡基(ji)礎(chu)設施得到(dao)改善。全(quan)(quan)國(guo)大多(duo)數(shu)省(sheng)市(shi)國(guo)資(zi)(zi)委(wei)(wei)已經開通(tong)(tong)機關局域(yu)網(wang)(wang)(wang)(wang)(wang)和(he)(he)(he)電子郵件系統,信息獲(huo)取和(he)(he)(he)傳(chuan)遞(di)能(neng)力明顯提高。不少地方建成(cheng)了(le)業(ye)務(wu)內網(wang)(wang)(wang)(wang)(wang)和(he)(he)(he)業(ye)務(wu)外網(wang)(wang)(wang)(wang)(wang),為開展(zhan)國(guo)資(zi)(zi)監管提供(gong)了(le)四個(ge)網(wang)(wang)(wang)(wang)(wang)絡平臺(tai)(tai):(1)外網(wang)(wang)(wang)(wang)(wang)與國(guo)際互(hu)聯(lian)網(wang)(wang)(wang)(wang)(wang)連接,形(xing)成(cheng)訪問(wen)互(hu)聯(lian)網(wang)(wang)(wang)(wang)(wang)平臺(tai)(tai);(2)內網(wang)(wang)(wang)(wang)(wang)與本級政府(fu)政務(wu)專(zhuan)網(wang)(wang)(wang)(wang)(wang)相聯(lian),形(xing)成(cheng)政府(fu)機關公(gong)文(wen)(wen)流(liu)轉平臺(tai)(tai);(3)通(tong)(tong)過內部局域(yu)網(wang)(wang)(wang)(wang)(wang),形(xing)成(cheng)委(wei)(wei)內公(gong)文(wen)(wen)處理平臺(tai)(tai);(4)通(tong)(tong)過非涉密公(gong)文(wen)(wen)傳(chuan)輸系統,形(xing)成(cheng)與國(guo)務(wu)院(yuan)國(guo)資(zi)(zi)委(wei)(wei)公(gong)文(wen)(wen)報(bao)送(song)平臺(tai)(tai)。同時,實(shi)行(xing)內網(wang)(wang)(wang)(wang)(wang)和(he)(he)(he)外網(wang)(wang)(wang)(wang)(wang)物理隔離,為涉密信息系統安全(quan)(quan)運行(xing)提供(gong)了(le)技術保障。山西(xi)、安徽、廣西(xi)等地方國(guo)資(zi)(zi)委(wei)(wei)以專(zhuan)網(wang)(wang)(wang)(wang)(wang)方式實(shi)現(xian)了(le)與市(shi)級國(guo)資(zi)(zi)委(wei)(wei)和(he)(he)(he)監管企(qi)業(ye)的互(hu)聯(lian)互(hu)通(tong)(tong)。河南省(sheng)國(guo)資(zi)(zi)委(wei)(wei)建立(li)與省(sheng)委(wei)(wei)、省(sheng)政府(fu)信息傳(chuan)輸網(wang)(wang)(wang)(wang)(wang)絡,實(shi)現(xian)報(bao)送(song)公(gong)文(wen)(wen)、信息的無紙化傳(chuan)送(song),提高了(le)辦(ban)公(gong)效(xiao)率。
(三)辦(ban)公(gong)系(xi)統(tong)應用效果逐步(bu)顯現(xian)。北(bei)京、山東(dong)、黑龍江、遼寧(ning)、河北(bei)、天津、上(shang)海、江蘇、福建(jian)、甘肅、廣西、青島(dao)、廈門國(guo)(guo)資(zi)委相繼開(kai)發(fa)應用網絡協同辦(ban)公(gong)系(xi)統(tong),提(ti)高了(le)辦(ban)事效率(lv),節約了(le)經費。山東(dong)、福建(jian)等(deng)(deng)地(di)方國(guo)(guo)資(zi)委不涉(she)密(mi)的(de)(de)公(gong)文辦(ban)理(li)(li)(li)(li)(li)全(quan)部實現(xian)網上(shang)流(liu)轉(zhuan)。江蘇省(sheng)國(guo)(guo)資(zi)委來電、來文和發(fa)文的(de)(de)處理(li)(li)(li)(li)(li)基本實現(xian)無紙化。青島(dao)市(shi)國(guo)(guo)資(zi)委的(de)(de)辦(ban)公(gong)系(xi)統(tong)已經由收文管理(li)(li)(li)(li)(li)、發(fa)文管理(li)(li)(li)(li)(li)拓展(zhan)到督查管理(li)(li)(li)(li)(li)、信息管理(li)(li)(li)(li)(li)、檔案管理(li)(li)(li)(li)(li)和會(hui)議管理(li)(li)(li)(li)(li)等(deng)(deng)內容,推動了(le)機關辦(ban)公(gong)效率(lv)的(de)(de)提(ti)高。北(bei)京、上(shang)海、山東(dong)等(deng)(deng)省(sheng)市(shi)國(guo)(guo)資(zi)委開(kai)通了(le)和監(jian)管企業(ye)的(de)(de)視頻會(hui)議系(xi)統(tong)。湖北(bei)省(sheng)國(guo)(guo)資(zi)委建(jian)立(li)多媒體會(hui)議室。
(四)國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong)(tong)(tong)建(jian)(jian)設(she)(she)邁出(chu)實質性(xing)步伐。為提(ti)高監(jian)管(guan)(guan)的科學性(xing)和有(you)效(xiao)性(xing),各(ge)地國(guo)(guo)(guo)資(zi)委(wei)(wei)積極開發(fa)建(jian)(jian)設(she)(she)國(guo)(guo)(guo)有(you)資(zi)產監(jian)督管(guan)(guan)理(li)(li)信(xin)息(xi)系(xi)統(tong)(tong)(tong),取得(de)不同程(cheng)度的進展。廣(guang)西國(guo)(guo)(guo)資(zi)委(wei)(wei)正在建(jian)(jian)設(she)(she)國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)綜(zong)合(he)業務(wu)管(guan)(guan)理(li)(li)信(xin)息(xi)系(xi)統(tong)(tong)(tong)。上海(hai)(hai)市(shi)的國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong)(tong)(tong)可研報告已(yi)經獲得(de)主管(guan)(guan)部門(men)批準。山東省(sheng)制定了國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong)(tong)(tong)總體建(jian)(jian)設(she)(she)方案。青(qing)島(dao)市(shi)國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong)(tong)(tong)已(yi)納入2007年青(qing)島(dao)市(shi)財政項目投(tou)資(zi)計劃。云南省(sheng)國(guo)(guo)(guo)資(zi)委(wei)(wei)的財務(wu)及重大事(shi)項監(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong)(tong)(tong)建(jian)(jian)成投(tou)入使用(yong)(yong)。北京市(shi)國(guo)(guo)(guo)資(zi)委(wei)(wei)推廣(guang)應用(yong)(yong)了企(qi)(qi)業領導(dao)人(ren)員管(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong)和產權(quan)管(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong)。上海(hai)(hai)市(shi)國(guo)(guo)(guo)資(zi)委(wei)(wei)開發(fa)了國(guo)(guo)(guo)資(zi)經營預算管(guan)(guan)理(li)(li)、高技能人(ren)才管(guan)(guan)理(li)(li)等(deng)多個(ge)業務(wu)應用(yong)(yong)系(xi)統(tong)(tong)(tong),為國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)業務(wu)順利開展、提(ti)高效(xiao)率(lv)提(ti)供了支撐。國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)(wei)有(you)關業務(wu)廳(ting)局初步建(jian)(jian)成企(qi)(qi)業財務(wu)數(shu)據統(tong)(tong)(tong)計評價系(xi)統(tong)(tong)(tong)、中央企(qi)(qi)業人(ren)才數(shu)據庫(ku)系(xi)統(tong)(tong)(tong)、中央企(qi)(qi)業業績考核系(xi)統(tong)(tong)(tong)、企(qi)(qi)業國(guo)(guo)(guo)有(you)產權(quan)交(jiao)易監(jian)測系(xi)統(tong)(tong)(tong)、中央企(qi)(qi)業固(gu)定資(zi)產投(tou)資(zi)統(tong)(tong)(tong)計調(diao)查(cha)系(xi)統(tong)(tong)(tong)、懲防體系(xi)管(guan)(guan)理(li)(li)信(xin)息(xi)系(xi)統(tong)(tong)(tong)、監(jian)事(shi)會工作業務(wu)系(xi)統(tong)(tong)(tong)等(deng)。這(zhe)些信(xin)息(xi)系(xi)統(tong)(tong)(tong),為做好國(guo)(guo)(guo)資(zi)監(jian)管(guan)(guan)工作發(fa)揮了重大作用(yong)(yong)。
以企(qi)業國(guo)(guo)(guo)有產(chan)(chan)權交易(yi)監(jian)測(ce)系統為例(li)。2006年,國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)委(wei)正(zheng)式啟(qi)動了(le)企(qi)業國(guo)(guo)(guo)有產(chan)(chan)權交易(yi)監(jian)測(ce)系統的(de)(de)(de)建設工(gong)作,目(mu)前已實(shi)現了(le)與北京、天津(jin)、上海國(guo)(guo)(guo)資(zi)委(wei)和產(chan)(chan)權交易(yi)機構的(de)(de)(de)聯網(wang)。監(jian)測(ce)系統的(de)(de)(de)建成(cheng)和推廣,使(shi)各級國(guo)(guo)(guo)資(zi)委(wei)對產(chan)(chan)權交易(yi)的(de)(de)(de)監(jian)管手(shou)段(duan)發生了(le)實(shi)質性改變,實(shi)現了(le)從事后(hou)(hou)的(de)(de)(de)靜態(tai)監(jian)管向全(quan)過程(cheng)的(de)(de)(de)動態(tai)監(jian)管的(de)(de)(de)轉變;產(chan)(chan)權交易(yi)機構的(de)(de)(de)操(cao)作得(de)到(dao)進一步(bu)規(gui)范;產(chan)(chan)權交易(yi)嚴格按(an)照操(cao)作規(gui)則和程(cheng)序進行,大大減(jian)少了(le)違規(gui)操(cao)作行為;為今后(hou)(hou)全(quan)國(guo)(guo)(guo)統一的(de)(de)(de)產(chan)(chan)權交易(yi)市(shi)場的(de)(de)(de)形成(cheng)奠定(ding)了(le)基礎。
(五)國(guo)(guo)(guo)(guo)資(zi)監管(guan)網(wang)(wang)站(zhan)和(he)(he)政(zheng)務信(xin)(xin)息公開成效(xiao)明(ming)顯(xian)。各省區市國(guo)(guo)(guo)(guo)資(zi)委(wei)高(gao)度(du)重視開發建(jian)設互(hu)(hu)聯網(wang)(wang)站(zhan),大力(li)宣傳(chuan)國(guo)(guo)(guo)(guo)資(zi)監管(guan)的政(zheng)策措施和(he)(he)工(gong)作成績,宣傳(chuan)國(guo)(guo)(guo)(guo)有企(qi)業改革(ge)發展的嶄新(xin)風貌和(he)(he)重大成果(guo),大力(li)推進國(guo)(guo)(guo)(guo)資(zi)監管(guan)信(xin)(xin)息公開和(he)(he)電子政(zheng)務,提高(gao)監管(guan)工(gong)作透明(ming)度(du)和(he)(he)辦事(shi)(shi)效(xiao)率。據不完全(quan)(quan)統(tong)計,全(quan)(quan)國(guo)(guo)(guo)(guo)37個省(自治(zhi)區、直(zhi)轄市、計劃單列(lie)市和(he)(he)新(xin)疆(jiang)生(sheng)產建(jian)設兵團)中(zhong),已有30個國(guo)(guo)(guo)(guo)資(zi)委(wei)開通互(hu)(hu)聯網(wang)(wang)站(zhan),成為(wei)宣傳(chuan)國(guo)(guo)(guo)(guo)資(zi)監管(guan)工(gong)作的重要陣地。按照信(xin)(xin)息公開、在(zai)線辦事(shi)(shi)和(he)(he)公眾參與(yu)等要求,各地國(guo)(guo)(guo)(guo)資(zi)委(wei)互(hu)(hu)聯網(wang)(wang)站(zhan)信(xin)(xin)息公開的及時性和(he)(he)全(quan)(quan)面性得到加強,在(zai)線辦事(shi)(shi)、公眾參與(yu)和(he)(he)互(hu)(hu)動交流(liu)明(ming)顯(xian)改進。
(六(liu))信(xin)(xin)息資(zi)(zi)源開發(fa)(fa)利用取得積極進展(zhan)。一是(shi)開始建(jian)立(li)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息資(zi)(zi)源庫。河(he)北省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)建(jian)立(li)河(he)北國(guo)(guo)(guo)資(zi)(zi)企(qi)(qi)(qi)業(ye)(ye)(ye)經(jing)濟(ji)信(xin)(xin)息平臺和領導決(jue)策信(xin)(xin)息支持系統(tong)。安徽省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)建(jian)成全(quan)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)有及國(guo)(guo)(guo)有控(kong)股工業(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)主要經(jing)濟(ji)指標(biao)、省(sheng)(sheng)(sheng)屬企(qi)(qi)(qi)業(ye)(ye)(ye)財務(wu)快報、省(sheng)(sheng)(sheng)屬工業(ye)(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)(ye)主要經(jing)濟(ji)效(xiao)益(yi)等多個數(shu)(shu)(shu)據庫,為全(quan)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)系統(tong)提(ti)供(gong)便捷(jie)的(de)信(xin)(xin)息查詢服務(wu)。甘(gan)肅(su)省(sheng)(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)組織錄入(ru)監管(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)10年(nian)的(de)主要經(jing)濟(ji)指標(biao),形成了(le)完整的(de)省(sheng)(sheng)(sheng)屬企(qi)(qi)(qi)業(ye)(ye)(ye)歷(li)史(shi)財務(wu)決(jue)算數(shu)(shu)(shu)據庫,為分析(xi)(xi)監管(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)國(guo)(guo)(guo)有資(zi)(zi)產分布狀(zhuang)況(kuang)、運營質量、發(fa)(fa)展(zhan)趨勢等提(ti)供(gong)了(le)豐富的(de)基礎(chu)資(zi)(zi)料。二是(shi)內部(bu)信(xin)(xin)息網內容不斷(duan)豐富。遼(liao)寧、天(tian)(tian)津、湖北等省(sheng)(sheng)(sheng)市國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)都(dou)開通了(le)內部(bu)信(xin)(xin)息網,成為學習交流的(de)重(zhong)要平臺。天(tian)(tian)津市國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)在(zai)內部(bu)信(xin)(xin)息網設(she)立(li)專欄,發(fa)(fa)布170余個國(guo)(guo)(guo)資(zi)(zi)監管(guan)(guan)(guan)法(fa)律(lv)法(fa)規文(wen)件,為全(quan)委(wei)(wei)人員規范高效(xiao)開展(zhan)工作提(ti)供(gong)了(le)信(xin)(xin)息咨詢。三是(shi)國(guo)(guo)(guo)資(zi)(zi)監管(guan)(guan)(guan)信(xin)(xin)息加(jia)工成果明顯。內蒙古(gu)、吉林(lin)等地方國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)重(zhong)視對監管(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)經(jing)濟(ji)運行數(shu)(shu)(shu)據的(de)收集加(jia)工和分析(xi)(xi)研(yan)究,為各(ge)級領導決(jue)策提(ti)供(gong)了(le)重(zhong)要依據。
(七)推(tui)進企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)(hua)和(he)軟件正版(ban)(ban)(ban)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)取得積(ji)(ji)極(ji)成(cheng)效。部分省區市國(guo)(guo)資委(wei)把企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)(hua)建設(she)作(zuo)(zuo)(zuo)為信(xin)(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)的(de)一(yi)項(xiang)重(zhong)要內容,大力(li)推(tui)動(dong)(dong)監管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)加快利用信(xin)(xin)息化(hua)(hua)(hua)(hua)手段(duan)提升管理水平和(he)增強企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)核心競爭力(li)。河北(bei)、山東(dong)、廣西等省(區)國(guo)(guo)資委(wei)出臺了(le)推(tui)動(dong)(dong)監管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)的(de)指(zhi)導意見,明確了(le)監管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)(hua)建設(she)的(de)指(zhi)導思想、總(zong)體目標、工作(zuo)(zuo)(zuo)重(zhong)點和(he)政策措施。河北(bei)省國(guo)(guo)資委(wei)要求企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)設(she)立信(xin)(xin)息化(hua)(hua)(hua)(hua)專項(xiang)資金(jin),并組織(zhi)部分企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)到全(quan)國(guo)(guo)信(xin)(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)標桿企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)考察(cha)學習。山東(dong)省國(guo)(guo)資委(wei)堅持每年(nian)召開一(yi)次省管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)座談(tan)會,總(zong)結工作(zuo)(zuo)(zuo),交流經(jing)驗,商(shang)討工作(zuo)(zuo)(zuo)措施。各地國(guo)(guo)資委(wei)按照國(guo)(guo)家總(zong)體要求,積(ji)(ji)極(ji)配合版(ban)(ban)(ban)權部門(men),采取切實措施,推(tui)進軟件正版(ban)(ban)(ban)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)穩(wen)步(bu)有(you)序展開,在做好委(wei)機關(guan)軟件正版(ban)(ban)(ban)化(hua)(hua)(hua)(hua)的(de)同(tong)時,積(ji)(ji)極(ji)推(tui)進監管企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)軟件正版(ban)(ban)(ban)化(hua)(hua)(hua)(hua)工作(zuo)(zuo)(zuo)。
在充分肯(ken)定成(cheng)績(ji)的(de)同時,我(wo)(wo)們也要(yao)(yao)清醒地看(kan)到,全(quan)國(guo)國(guo)資(zi)監管(guan)信息化建設(she)總體上(shang)仍處于起步(bu)階段,存在一些問題,主(zhu)要(yao)(yao)是:基礎網絡不(bu)夠健全(quan),互聯互通(tong)不(bu)暢(chang);業務(wu)系(xi)統(tong)水平(ping)較(jiao)低,應用和服務(wu)范圍較(jiao)窄;信息資(zi)源(yuan)開發利(li)用滯后,共享和對外公(gong)開程度不(bu)高(gao);標準不(bu)統(tong)一,制度建設(she)薄弱(ruo),安全(quan)存在隱患(huan);缺少統(tong)籌規劃,自成(cheng)體系(xi),重(zhong)復建設(she)現(xian)象嚴重(zhong)。國(guo)資(zi)監管(guan)信息化水平(ping)與(yu)加(jia)強(qiang)國(guo)資(zi)監管(guan)的(de)要(yao)(yao)求相比,與(yu)全(quan)球信息化發展趨(qu)勢(shi)和國(guo)家(jia)信息化發展要(yao)(yao)求相比,還有(you)較(jiao)大差距(ju)。我(wo)(wo)們必須(xu)增(zeng)強(qiang)緊迫感,采取有(you)力措施加(jia)快(kuai)解(jie)決(jue)。
三、進一步明確國資監管信息化“十一五”發展目標和任務
根據(ju)國(guo)(guo)家“十一(yi)五”信(xin)(xin)(xin)息(xi)(xi)化發展(zhan)的(de)總體(ti)要(yao)求,結合國(guo)(guo)資監(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)化的(de)現(xian)狀與實(shi)際需求,我們(men)初步(bu)考(kao)慮(lv)國(guo)(guo)資監(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)化發展(zhan)的(de)“十一(yi)五”目(mu)(mu)標(biao)是:基本建(jian)成覆蓋中央、省級和計劃單列市國(guo)(guo)資委及所監(jian)(jian)管(guan)(guan)企業(ye)的(de)國(guo)(guo)資監(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)網絡平(ping)臺(tai),各級國(guo)(guo)資委普遍建(jian)立(li)起業(ye)務內(nei)網和外網;重點應用系(xi)統實(shi)現(xian)互聯互通,信(xin)(xin)(xin)息(xi)(xi)資源(yuan)共享機制初步(bu)建(jian)立(li);基礎性信(xin)(xin)(xin)息(xi)(xi)數據(ju)庫、信(xin)(xin)(xin)息(xi)(xi)資源(yuan)目(mu)(mu)標(biao)體(ti)系(xi)與交換體(ti)系(xi)、標(biao)準規(gui)范體(ti)系(xi)、信(xin)(xin)(xin)息(xi)(xi)安全基礎設施(shi)初步(bu)建(jian)立(li);各級國(guo)(guo)資委門戶網站全部開通,并成為信(xin)(xin)(xin)息(xi)(xi)公開的(de)重要(yao)渠道,可在(zai)線處理的(de)業(ye)務項目(mu)(mu)基本實(shi)現(xian)網上(shang)辦理。
實(shi)現上述目標(biao),關鍵是要實(shi)現四個轉(zhuan)變(bian)(bian)(bian):一是要從分散建設向現有資源整合利用轉(zhuan)變(bian)(bian)(bian);二是要從信息系統獨立運行向互(hu)(hu)聯(lian)互(hu)(hu)通和(he)資源共享轉(zhuan)變(bian)(bian)(bian);三是要從重建設向注重深(shen)化(hua)應用轉(zhuan)變(bian)(bian)(bian);四是要從信息管理偏重自我(wo)服(fu)務向注重公共服(fu)務轉(zhuan)變(bian)(bian)(bian)。當前(qian)和(he)今后一個時期,國資監管信息化(hua)建設要著(zhu)力抓好以下六項工作:
(一)建(jian)設和(he)(he)整合統一的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)網(wang)(wang)絡(luo)(luo)平(ping)臺,推(tui)進(jin)互(hu)聯互(hu)通。榮融同(tong)志今年(nian)1月25日在全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)督管(guan)(guan)(guan)理工作(zuo)(zuo)會(hui)議上(shang)強調(diao)(diao),要(yao)按照《地方國(guo)(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)工作(zuo)(zuo)指導監(jian)(jian)督暫行辦法》的(de)(de)要(yao)求(qiu),抓緊建(jian)立各級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)之間(jian)交(jiao)流聯系(xi)(xi)的(de)(de)信息(xi)網(wang)(wang)絡(luo)(luo),及時(shi)組織工作(zuo)(zuo)交(jiao)流,總結推(tui)廣(guang)國(guo)(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)工作(zuo)(zuo)經驗(yan),提高國(guo)(guo)(guo)(guo)有資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)系(xi)(xi)統的(de)(de)整體素質。為此,要(yao)充分利用(yong)各級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)的(de)(de)現(xian)有網(wang)(wang)絡(luo)(luo)資(zi)(zi)源,按照《國(guo)(guo)(guo)(guo)家電子政務(wu)總體框架(jia)》的(de)(de)要(yao)求(qiu),加快建(jian)設各級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)上(shang)下(xia)之間(jian)、國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)與所監(jian)(jian)管(guan)(guan)(guan)企(qi)業之間(jian)相互(hu)聯接的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)外網(wang)(wang),實現(xian)相互(hu)之間(jian)的(de)(de)信息(xi)交(jiao)換(huan)和(he)(he)信息(xi)共享(xiang)。基于國(guo)(guo)(guo)(guo)家電子政務(wu)內網(wang)(wang),建(jian)立國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)與各省級、計劃單列市國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)及中央企(qi)業之間(jian)相互(hu)聯接的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)內網(wang)(wang),滿足內部辦公、管(guan)(guan)(guan)理、協調(diao)(diao)、監(jian)(jian)督和(he)(he)決策(ce)的(de)(de)需要(yao)。內網(wang)(wang)和(he)(he)外網(wang)(wang)實現(xian)物理隔離,在信息(xi)內容上(shang)內網(wang)(wang)的(de)(de)信息(xi)不能上(shang)外網(wang)(wang),能上(shang)外網(wang)(wang)的(de)(de)信息(xi)盡可(ke)能不上(shang)內網(wang)(wang)。

(三)建(jian)(jian)立(li)和(he)完善國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)數據(ju)(ju)(ju)庫,大(da)力開(kai)(kai)發(fa)利用(yong)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)。按照《中(zhong)共(gong)中(zhong)央辦公(gong)廳、國(guo)(guo)務院(yuan)辦公(gong)廳關于加強信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)開(kai)(kai)發(fa)利用(yong)工作(zuo)(zuo)的若干意見》的要(yao)求,統一(yi)標準和(he)規范,編制(zhi)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)工作(zuo)(zuo)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)目(mu)錄體系(xi)(xi)和(he)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)交換體系(xi)(xi)。分工負(fu)責建(jian)(jian)立(li)各類國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)庫和(he)信(xin)(xin)(xin)息(xi)(xi)采集系(xi)(xi)統,形成比(bi)較完善的全國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)體系(xi)(xi)。要(yao)充分開(kai)(kai)發(fa)利用(yong)現有(you)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan),建(jian)(jian)立(li)企(qi)業(ye)基(ji)本信(xin)(xin)(xin)息(xi)(xi)、企(qi)業(ye)績效(xiao)評價、企(qi)業(ye)人(ren)員(yuan)管(guan)(guan)理(li)、企(qi)業(ye)財務、國(guo)(guo)有(you)產權、資(zi)(zi)(zi)產統計、企(qi)業(ye)經濟運行、企(qi)業(ye)投資(zi)(zi)(zi)、黨(dang)建(jian)(jian)紀檢(jian)監(jian)察、政策法規文獻(xian)等數據(ju)(ju)(ju)庫。在保證數據(ju)(ju)(ju)信(xin)(xin)(xin)息(xi)(xi)保密安全的前提下(xia),建(jian)(jian)立(li)內(nei)部信(xin)(xin)(xin)息(xi)(xi)門戶、領導決(jue)策支(zhi)持(chi)系(xi)(xi)統等信(xin)(xin)(xin)息(xi)(xi)共(gong)享查詢系(xi)(xi)統,完善信(xin)(xin)(xin)息(xi)(xi)授(shou)權共(gong)享機(ji)制(zhi),促(cu)進(jin)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)(zi)源(yuan)(yuan)在各級國(guo)(guo)資(zi)(zi)(zi)委內(nei)部、跨(kua)層次、跨(kua)地(di)區交流(liu)共(gong)享和(he)開(kai)(kai)發(fa)利用(yong),為(wei)各項監(jian)管(guan)(guan)工作(zuo)(zuo)提供(gong)及時可(ke)靠的信(xin)(xin)(xin)息(xi)(xi)服務。
(四)改進和(he)(he)(he)完善國資(zi)監(jian)管(guan)對(dui)外門戶網(wang)(wang)站,推進信(xin)(xin)息(xi)公(gong)開(kai)(kai)和(he)(he)(he)在(zai)線服(fu)務(wu)。按照(zhao)《國務(wu)院辦(ban)(ban)公(gong)廳關于加強政府(fu)(fu)網(wang)(wang)站建(jian)(jian)(jian)設和(he)(he)(he)管(guan)理(li)(li)(li)工作的(de)(de)意見》的(de)(de)要(yao)(yao)求,充分認識辦(ban)(ban)好政府(fu)(fu)網(wang)(wang)站的(de)(de)重要(yao)(yao)意義,不斷(duan)健全和(he)(he)(he)完善政府(fu)(fu)網(wang)(wang)站體系(xi),增強網(wang)(wang)站功(gong)能(neng)(neng)。未(wei)開(kai)(kai)通對(dui)外網(wang)(wang)站的(de)(de)省市(shi)國資(zi)委要(yao)(yao)盡快(kuai)開(kai)(kai)通,已開(kai)(kai)通的(de)(de)要(yao)(yao)努(nu)力提升建(jian)(jian)(jian)設和(he)(he)(he)管(guan)理(li)(li)(li)水平,加快(kuai)建(jian)(jian)(jian)立比較完善的(de)(de)全國國資(zi)監(jian)管(guan)對(dui)外門戶網(wang)(wang)站體系(xi)。各級國資(zi)委要(yao)(yao)按照(zhao)“及時、準確、豐(feng)富(fu)、活躍(yue)”的(de)(de)要(yao)(yao)求,建(jian)(jian)(jian)立網(wang)(wang)站內容(rong)保障機(ji)制,落實信(xin)(xin)息(xi)上網(wang)(wang)責(ze)任(ren)。完善網(wang)(wang)站管(guan)理(li)(li)(li)制度,增強網(wang)(wang)站服(fu)務(wu)功(gong)能(neng)(neng),增強網(wang)(wang)站權(quan)威性和(he)(he)(he)影響力。加大(da)信(xin)(xin)息(xi)發布力度,提升信(xin)(xin)息(xi)質量,提高國資(zi)監(jian)管(guan)工作透明度和(he)(he)(he)效能(neng)(neng),自覺主動接受各方面的(de)(de)監(jian)督。大(da)力開(kai)(kai)發應用網(wang)(wang)上辦(ban)(ban)事系(xi)統,公(gong)布辦(ban)(ban)事流程(cheng),實行審批業(ye)務(wu)網(wang)(wang)上受理(li)(li)(li)、審批進程(cheng)在(zai)線查詢(xun)和(he)(he)(he)反饋,為企業(ye)提供便捷高效的(de)(de)服(fu)務(wu)。積極推進網(wang)(wang)上互動交流,開(kai)(kai)展在(zai)線訪談和(he)(he)(he)網(wang)(wang)上調(diao)查,提供網(wang)(wang)上咨詢(xun)、便民問答、監(jian)督投(tou)訴(su)、領(ling)導信(xin)(xin)箱等服(fu)務(wu)。落實網(wang)(wang)民意見、問題、投(tou)訴(su)的(de)(de)受理(li)(li)(li)反饋責(ze)任(ren),提高網(wang)(wang)上服(fu)務(wu)效率。
(五(wu))加(jia)強(qiang)(qiang)技(ji)術標(biao)(biao)(biao)(biao)準(zhun)(zhun)和(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全體(ti)系(xi)建設(she)(she),保障信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全。按照《國(guo)家(jia)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)領導小組關(guan)于加(jia)強(qiang)(qiang)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全保障工作的(de)意見》的(de)要(yao)求,堅持(chi)積(ji)極(ji)防(fang)御、綜(zong)合(he)防(fang)范的(de)方針,全面提高信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全防(fang)護(hu)(hu)能力。根據國(guo)家(jia)標(biao)(biao)(biao)(biao)準(zhun)(zhun),結合(he)國(guo)資監管工作實際,建立(li)統(tong)(tong)一的(de)國(guo)資監管信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)總(zong)體(ti)標(biao)(biao)(biao)(biao)準(zhun)(zhun)、應用(yong)標(biao)(biao)(biao)(biao)準(zhun)(zhun)、應用(yong)支撐標(biao)(biao)(biao)(biao)準(zhun)(zhun)、信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全標(biao)(biao)(biao)(biao)準(zhun)(zhun)、網(wang)絡(luo)(luo)基礎(chu)設(she)(she)施標(biao)(biao)(biao)(biao)準(zhun)(zhun)、管理(li)(li)標(biao)(biao)(biao)(biao)準(zhun)(zhun)和(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)編(bian)碼標(biao)(biao)(biao)(biao)準(zhun)(zhun),規范信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)建設(she)(she),確保信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享(xiang)和(he)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全。要(yao)把日常(chang)管理(li)(li)、技(ji)術手(shou)段和(he)應急機制結合(he)起來,確保國(guo)資監管信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)(tong)穩定運行和(he)重要(yao)數據安(an)全保密。抓緊建立(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全等(deng)級(ji)保護(hu)(hu)制度(du),制定信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全等(deng)級(ji)保護(hu)(hu)的(de)管理(li)(li)辦法,加(jia)強(qiang)(qiang)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全風險評(ping)估。建立(li)科學的(de)密鑰管理(li)(li)體(ti)系(xi),規范和(he)加(jia)強(qiang)(qiang)以身份認證(zheng)、授權管理(li)(li)、責(ze)任認定等(deng)為主要(yao)內容(rong)的(de)網(wang)絡(luo)(luo)信(xin)(xin)(xin)任體(ti)系(xi)建設(she)(she)。建立(li)和(he)完善信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全監控系(xi)統(tong)(tong),提高對網(wang)絡(luo)(luo)攻擊、病毒入侵、網(wang)絡(luo)(luo)失竊(qie)密的(de)防(fang)范能力。要(yao)充分考慮信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)網(wang)絡(luo)(luo)系(xi)統(tong)(tong)的(de)抗毀(hui)性與災(zai)難(nan)恢復,制定并不斷完善信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)全應急處置預案。
(六(liu))加(jia)(jia)(jia)強對(dui)所出資企(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)建設的(de)(de)指導,推動(dong)企(qi)業(ye)加(jia)(jia)(jia)快(kuai)提高信(xin)(xin)(xin)(xin)息(xi)化(hua)水(shui)平。促進企(qi)業(ye)加(jia)(jia)(jia)快(kuai)建設和完(wan)善綜合(he)管理(li)信(xin)(xin)(xin)(xin)息(xi)系(xi)統,推進信(xin)(xin)(xin)(xin)息(xi)集成(cheng)、共享、協同,提高管理(li)水(shui)平和集團控制力,加(jia)(jia)(jia)強對(dui)所屬各(ge)級子企(qi)業(ye)的(de)(de)實(shi)時監(jian)控和管理(li)。促進企(qi)業(ye)加(jia)(jia)(jia)快(kuai)開發專業(ye)應(ying)(ying)用信(xin)(xin)(xin)(xin)息(xi)系(xi)統,強化(hua)生產(chan)營運(yun)過程的(de)(de)在(zai)線監(jian)測、預警(jing)和控制,實(shi)現精準、高效(xiao)生產(chan)。推動(dong)企(qi)業(ye)利用信(xin)(xin)(xin)(xin)息(xi)化(hua)手段,加(jia)(jia)(jia)強對(dui)高能耗(hao)(hao)、高物耗(hao)(hao)、高污染環節的(de)(de)監(jian)督管理(li),改進監(jian)測、預警(jing)手段和控制方(fang)法,進一(yi)步搞好資源能源節約利用和環境保護。發揮企(qi)業(ye)主體作(zuo)用,加(jia)(jia)(jia)快(kuai)發展電子商務(wu),通過供應(ying)(ying)鏈(lian)、客戶關系(xi)管理(li)等,形成(cheng)完(wan)整的(de)(de)電子商務(wu)價值體系(xi),增強市場競爭能力。發揮專業(ye)信(xin)(xin)(xin)(xin)息(xi)服務(wu)企(qi)業(ye)的(de)(de)優勢,承(cheng)攬外包服務(wu),幫(bang)助企(qi)業(ye)低成(cheng)本(ben)、低風險(xian)地推進信(xin)(xin)(xin)(xin)息(xi)化(hua)。積極探索開展企(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)化(hua)水(shui)平評估(gu)工作(zuo)。推動(dong)企(qi)業(ye)加(jia)(jia)(jia)快(kuai)實(shi)現軟件正版化(hua),在(zai)符(fu)合(he)標準的(de)(de)條(tiao)件下優先使用國產(chan)設備與(yu)軟件。
四、切實加強對國資監管信息化工作的領導和協調
推行(xing)國資監管信(xin)息化是監管方式(shi)的(de)一(yi)場(chang)深(shen)刻變革,影響到方方面(mian)面(mian),涉及體制改革和(he)利(li)益調整(zheng),難度(du)很大,任(ren)務艱巨(ju)。各地國資委要深(shen)刻認識(shi)實(shi)(shi)現(xian)國資監管信(xin)息化的(de)重要性和(he)緊迫性,樹立全國“一(yi)盤棋”的(de)思想,按照總體部(bu)署的(de)要求,切實(shi)(shi)加強領導,精心組(zu)織(zhi)建設,狠抓任(ren)務落實(shi)(shi)。
(一)加強(qiang)組織(zhi)領(ling)導,做到(dao)(dao)機(ji)構、人(ren)員(yuan)、職能和(he)(he)責(ze)任“四到(dao)(dao)位”。信(xin)息(xi)(xi)化是先進技(ji)術(shu)和(he)(he)管(guan)(guan)理的集成創新(xin),各級(ji)國資委要(yao)(yao)(yao)(yao)(yao)把(ba)信(xin)息(xi)(xi)化工作(zuo)擺到(dao)(dao)重(zhong)要(yao)(yao)(yao)(yao)(yao)位置(zhi),建立(li)健全(quan)信(xin)息(xi)(xi)化工作(zuo)管(guan)(guan)理體制和(he)(he)機(ji)制,切(qie)實加強(qiang)對信(xin)息(xi)(xi)化工作(zuo)的統一領(ling)導和(he)(he)重(zhong)大項目的協調推(tui)進。要(yao)(yao)(yao)(yao)(yao)把(ba)這項工作(zuo)納入重(zhong)要(yao)(yao)(yao)(yao)(yao)議事(shi)日程,主要(yao)(yao)(yao)(yao)(yao)領(ling)導要(yao)(yao)(yao)(yao)(yao)親自(zi)過問,分管(guan)(guan)領(ling)導要(yao)(yao)(yao)(yao)(yao)負責(ze)抓(zhua)落(luo)實。要(yao)(yao)(yao)(yao)(yao)落(luo)實信(xin)息(xi)(xi)化工作(zuo)機(ji)構、職責(ze)和(he)(he)人(ren)員(yuan)編制,保證(zheng)機(ji)構和(he)(he)人(ren)員(yuan)穩定,優(you)化人(ren)員(yuan)專業結構。有條件(jian)的地方(fang)要(yao)(yao)(yao)(yao)(yao)設立(li)專門的信(xin)息(xi)(xi)化工作(zuo)機(ji)構。積極(ji)探索試(shi)行統籌信(xin)息(xi)(xi)化工作(zuo)的信(xin)息(xi)(xi)主管(guan)(guan)制度。
(二(er))加強規劃(hua)預(yu)(yu)算,確保信息(xi)化持續健康發展。各級國(guo)資(zi)(zi)委要(yao)緊(jin)密結合加強國(guo)資(zi)(zi)監(jian)(jian)管工作的(de)需要(yao),抓緊(jin)編(bian)制(zhi)國(guo)資(zi)(zi)監(jian)(jian)管信息(xi)化建(jian)設總體規劃(hua),明確工作目標(biao)、建(jian)設項(xiang)目和經(jing)(jing)費(fei)(fei)預(yu)(yu)算。按(an)照項(xiang)目之(zhi)間的(de)邏輯(ji)關系和優(you)先(xian)次序,落實年(nian)度建(jian)設計劃(hua)和項(xiang)目資(zi)(zi)金。辦大事不要(yao)怕花小錢,關鍵是要(yao)把錢用好。要(yao)保證建(jian)設和運行經(jing)(jing)費(fei)(fei)持續投入(ru)(ru),信息(xi)化項(xiang)目的(de)建(jian)設經(jing)(jing)費(fei)(fei),要(yao)按(an)照中央政(zheng)府(fu)和地(di)方政(zheng)府(fu)分別(bie)負(fu)擔的(de)原則,積極(ji)向(xiang)當地(di)政(zheng)府(fu)主管部門申請解決;項(xiang)目建(jian)成(cheng)投入(ru)(ru)使用后(hou)的(de)運行和管理經(jing)(jing)費(fei)(fei),要(yao)列(lie)(lie)入(ru)(ru)年(nian)度行政(zheng)經(jing)(jing)費(fei)(fei)預(yu)(yu)算范圍。有(you)條件的(de)地(di)方可把信息(xi)化建(jian)設和運行維護經(jing)(jing)費(fei)(fei)列(lie)(lie)入(ru)(ru)國(guo)有(you)資(zi)(zi)本經(jing)(jing)營預(yu)(yu)算。
(三)加(jia)(jia)強(qiang)制度(du)建(jian)設(she),科學(xue)規(gui)范信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)工作管理。建(jian)立健全規(gui)范的信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)工程預算、建(jian)設(she)、運行(xing)、維(wei)護和(he)(he)(he)(he)管理制度(du),確保國(guo)資監管信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)系統建(jian)設(she)和(he)(he)(he)(he)應用規(gui)范有序。制定信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she)績(ji)效(xiao)評價和(he)(he)(he)(he)考核辦法,加(jia)(jia)強(qiang)對(dui)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)投入的審計(ji)、監督和(he)(he)(he)(he)績(ji)效(xiao)評估,建(jian)立和(he)(he)(he)(he)完善信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)工程建(jian)設(she)問責制。推進國(guo)資監管信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)建(jian)設(she),要堅持使用正(zheng)版(ban)軟件,優先采用國(guo)產設(she)備和(he)(he)(he)(he)軟件。對(dui)于軟件開發、個人終端及網絡系統的運行(xing)維(wei)護,要積極面向專業機構探索實行(xing)技術(shu)外包,以節省投資和(he)(he)(he)(he)縮(suo)短周期(qi),獲取更優質的技術(shu)服務(wu)。

(五(wu))加(jia)強工(gong)作(zuo)(zuo)交(jiao)流,推廣信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)設先(xian)進經驗。定期組織(zhi)開展國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)交(jiao)流研(yan)討活動,及時通報信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)進展情況,深(shen)入(ru)總結經驗,研(yan)究(jiu)解決共(gong)同面(mian)臨的(de)(de)問題,部署共(gong)建(jian)項目(mu)工(gong)作(zuo)(zuo)任務(wu)。有(you)條(tiao)(tiao)件(jian)的(de)(de)地方(fang)要通過請進來和(he)(he)走出去(qu)相結合(he)的(de)(de)方(fang)式(shi),學(xue)習借鑒(jian)國(guo)內外先(xian)進的(de)(de)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)息化(hua)(hua)(hua)(hua)經驗。建(jian)立國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)交(jiao)流機制(zhi)和(he)(he)載體,宣(xuan)傳(chuan)信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)設的(de)(de)成(cheng)效和(he)(he)成(cheng)功做法。適時組織(zhi)對信(xin)(xin)息化(hua)(hua)(hua)(hua)建(jian)設的(de)(de)檢查評(ping)估,評(ping)選表彰國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)先(xian)進單位(wei)和(he)(he)個(ge)人(ren),為做好國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)信(xin)(xin)息化(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)創造良(liang)好的(de)(de)環境(jing)和(he)(he)條(tiao)(tiao)件(jian)。
