  新華網北京1月1日電  在《中共中央、國務院關于進一步加強人才工作的決定》(以下簡稱《人才工作決定》)公開發表之際,中央人才工作協調小組負責人就如何學習貫徹《人才工作決定》,回答了記者的提問。

  問:請您介紹一下(xia)《人才工作決定》的主要內容和特點?

  答:《人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)決定》共分(fen)8個(ge)(ge)部(bu)分(fen),23條(tiao),11000余字(zi)。8個(ge)(ge)部(bu)分(fen)可以分(fen)為3個(ge)(ge)方(fang)面(mian)(mian)(mian)內(nei)(nei)容。第(di)(di)(di)一(yi)方(fang)面(mian)(mian)(mian)內(nei)(nei)容即第(di)(di)(di)一(yi)部(bu)分(fen),提出大力實施人(ren)才(cai)(cai)(cai)(cai)強國(guo)戰(zhan)略是新(xin)世紀新(xin)階段(duan)人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)的(de)根本(ben)任務,闡明了(le)實施人(ren)才(cai)(cai)(cai)(cai)強國(guo)戰(zhan)略的(de)科學(xue)內(nei)(nei)涵(han)、指(zhi)導思想、根本(ben)原則和(he)(he)(he)(he)基(ji)本(ben)要求。第(di)(di)(di)二方(fang)面(mian)(mian)(mian)內(nei)(nei)容是第(di)(di)(di)二到第(di)(di)(di)七部(bu)分(fen),闡明了(le)人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)的(de)具體(ti)任務和(he)(he)(he)(he)戰(zhan)略抓手,包括人(ren)才(cai)(cai)(cai)(cai)培養(yang)、人(ren)才(cai)(cai)(cai)(cai)評價和(he)(he)(he)(he)使用、人(ren)才(cai)(cai)(cai)(cai)市場體(ti)系建設、人(ren)才(cai)(cai)(cai)(cai)激勵和(he)(he)(he)(he)保障、高層(ceng)次人(ren)才(cai)(cai)(cai)(cai)隊伍建設、人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)協調發展等,對當前(qian)和(he)(he)(he)(he)今后一(yi)個(ge)(ge)時(shi)期的(de)人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)進行了(le)全面(mian)(mian)(mian)部(bu)署(shu)。第(di)(di)(di)三方(fang)面(mian)(mian)(mian)內(nei)(nei)容即第(di)(di)(di)八部(bu)分(fen),提出黨管人(ren)才(cai)(cai)(cai)(cai)原則是開創人(ren)才(cai)(cai)(cai)(cai)工(gong)(gong)(gong)作(zuo)新(xin)局面(mian)(mian)(mian)的(de)根本(ben)保證,闡明了(le)黨管人(ren)才(cai)(cai)(cai)(cai)的(de)重(zhong)大意義(yi)、科學(xue)內(nei)(nei)涵(han)、工(gong)(gong)(gong)作(zuo)要求和(he)(he)(he)(he)工(gong)(gong)(gong)作(zuo)格局。

  問:人才培養是提高人才資源能力的基礎性、戰略性工作,請您(nin)介(jie)紹一下《人才工作決定》在這方(fang)面提出了哪(na)些措施?
