改(gai)革(ge)是國(guo)有企(qi)(qi)業增強核心功(gong)能、提高核心競爭力的(de)(de)(de)重(zhong)(zhong)要舉(ju)措。在國(guo)企(qi)(qi)改(gai)革(ge)三年行動(dong)成果基礎上,黨中(zhong)(zhong)央(yang)作出了實施國(guo)企(qi)(qi)改(gai)革(ge)深(shen)化提升行動(dong)的(de)(de)(de)重(zhong)(zhong)大(da)戰略(lve)安排。1月(yue)24日,國(guo)務院國(guo)資(zi)委副(fu)主任袁野在國(guo)務院新聞辦舉(ju)行的(de)(de)(de)新聞發布(bu)會上就持續(xu)推動(dong)國(guo)企(qi)(qi)改(gai)革(ge)走深(shen)走實作了專(zhuan)門介紹(shao)。國(guo)有企(qi)(qi)業改(gai)革(ge)再深(shen)化,是我國(guo)進(jin)一(yi)步全面深(shen)化改(gai)革(ge)的(de)(de)(de)重(zhong)(zhong)要組成部分。作為黨執政興(xing)國(guo)的(de)(de)(de)重(zhong)(zhong)要支柱和依靠力量,中(zhong)(zhong)央(yang)企(qi)(qi)業立足新時代新征程,聚焦高質量發展,拿出更(geng)(geng)大(da)的(de)(de)(de)勇氣、更(geng)(geng)多的(de)(de)(de)舉(ju)措,大(da)膽實踐探索,通過改(gai)革(ge)推動(dong)企(qi)(qi)業發展,更(geng)(geng)好發揮科技創新、產業控制、安全支撐作用。
一(yi)(yi)(yi)是(shi)聚焦完(wan)(wan)善中(zhong)國(guo)(guo)(guo)特(te)色國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)現(xian)(xian)代(dai)公(gong)司(si)治(zhi)理(li)(li)(li)(li)深化(hua)(hua)改(gai)革(ge)。堅持黨(dang)對國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)的領(ling)導(dao)(dao)是(shi)重大政(zheng)治(zhi)原則,必須一(yi)(yi)(yi)以貫之;建(jian)立現(xian)(xian)代(dai)企(qi)(qi)業(ye)(ye)(ye)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)是(shi)國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)改(gai)革(ge)的方(fang)向,也必須一(yi)(yi)(yi)以貫之。近年來(lai),中(zhong)央企(qi)(qi)業(ye)(ye)(ye)圍(wei)繞建(jian)設中(zhong)國(guo)(guo)(guo)特(te)色現(xian)(xian)代(dai)企(qi)(qi)業(ye)(ye)(ye)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)開展了大量實(shi)踐探(tan)索(suo)。以中(zhong)國(guo)(guo)(guo)石化(hua)(hua)為(wei)例(li),全(quan)(quan)面(mian)落(luo)實(shi)“兩個(ge)一(yi)(yi)(yi)以貫之”,加(jia)(jia)快(kuai)健全(quan)(quan)權(quan)責法(fa)定(ding)(ding)、權(quan)責透明、協(xie)調運轉(zhuan)、有(you)(you)效(xiao)制(zhi)(zhi)(zhi)(zhi)(zhi)衡的公(gong)司(si)治(zhi)理(li)(li)(li)(li)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi),總(zong)部(bu)和(he)(he)直屬單位全(quan)(quan)面(mian)制(zhi)(zhi)(zhi)(zhi)(zhi)定(ding)(ding)“定(ding)(ding)”和(he)(he)“議”兩個(ge)清單,積極(ji)推進董事(shi)(shi)會規范(fan)高效(xiao)運行,子(zi)企(qi)(qi)業(ye)(ye)(ye)董事(shi)(shi)會實(shi)現(xian)(xian)應建(jian)盡建(jian)和(he)(he)外部(bu)董事(shi)(shi)占多數,探(tan)索(suo)解決了企(qi)(qi)業(ye)(ye)(ye)黨(dang)委(wei)“定(ding)(ding)”和(he)(he)“議”的內容、不同類型企(qi)(qi)業(ye)(ye)(ye)的黨(dang)委(wei)前置研究討論(lun)程(cheng)序、各(ge)治(zhi)理(li)(li)(li)(li)主體(ti)權(quan)責邊界等系列(lie)問題(ti)。實(shi)踐表明,進一(yi)(yi)(yi)步完(wan)(wan)善中(zhong)國(guo)(guo)(guo)特(te)色現(xian)(xian)代(dai)企(qi)(qi)業(ye)(ye)(ye)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du),關(guan)鍵在于如何有(you)(you)效(xiao)地把(ba)加(jia)(jia)強黨(dang)的領(ling)導(dao)(dao)和(he)(he)完(wan)(wan)善公(gong)司(si)治(zhi)理(li)(li)(li)(li)有(you)(you)機(ji)統(tong)一(yi)(yi)(yi)起來(lai)。中(zhong)央企(qi)(qi)業(ye)(ye)(ye)應在完(wan)(wan)善公(gong)司(si)治(zhi)理(li)(li)(li)(li)中(zhong)加(jia)(jia)強黨(dang)的領(ling)導(dao)(dao),把(ba)黨(dang)委(wei)前置研究、董事(shi)(shi)會科學(xue)決策(ce)、經理(li)(li)(li)(li)層(ceng)高效(xiao)履職等探(tan)索(suo)性措施固(gu)化(hua)(hua)下來(lai),把(ba)黨(dang)的領(ling)導(dao)(dao)融入(ru)公(gong)司(si)治(zhi)理(li)(li)(li)(li)各(ge)環節制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)化(hua)(hua)機(ji)制(zhi)(zhi)(zhi)(zhi)(zhi)化(hua)(hua)常態化(hua)(hua),探(tan)索(suo)出一(yi)(yi)(yi)條具有(you)(you)中(zhong)國(guo)(guo)(guo)特(te)色的國(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)現(xian)(xian)代(dai)公(gong)司(si)治(zhi)理(li)(li)(li)(li)新模(mo)式,讓黨(dang)的政(zheng)治(zhi)優(you)勢、組(zu)織優(you)勢、密切聯系群(qun)眾優(you)勢轉(zhuan)化(hua)(hua)為(wei)企(qi)(qi)業(ye)(ye)(ye)發展優(you)勢。
